The European Security and Defence College (ESDC) launches its 14th series of the Common
Security and Defence Policy (CSDP) High Level Course, which will be organised by Belgium,
Austria, Romania, Hungary, CEPOL and EUISS. 40 years after the European Parliament elected
its first female President, the flagship course of the ESDC will carry the name of Simone Veil, as a
tribute to the French politician and recognition of her assiduous work done in the service of the
European unification.
The course addresses the main CFSP/CSDP policies, developments and trends, and provides a
forum for in-depth debate on current and emerging CSDP issues for senior civilian and military
officials. The overall interactive approach of the course will provide participants with clear
understanding of the different aspects of the CSDP within the larger framework of the CFSP.
The course consists of four residential modules of one week each, to be held in Brussels, Vienna,
Bucharest and Budapest, with each of the modules preceded by an e-learning phase.

PART I. PARTICIPANTS

Selection of participants
      The CSDP High Level Course is open to participants from all EU Member States, relevant
       EU institutions and agencies, CSDP missions and operation and the Candidate Countries.
      Selection of the course participants is the responsibility of the sending parties. The selected
       participants should be senior officials dealing with strategic aspects of the CSDP who have
       a clear potential to achieve leadership positions, in particular in the field of the
       CFSP/CSDP. Subject to national decision, they can be civilian (including diplomats, police,
       academics, members of the business community) and/or military.
      EU security clearance to "EU Confidential" level is mandatory. All participants should be in
       the possession of the security clearance at the start of the course (August 2018) or the
       process should be advanced enough to allow the security clearance certificate to be issued
       by mid-September 2018 at the latest. The security clearance at the requested level should
       be valid for the entire duration of the CSDP High Level Course.
      Participation of representatives from Candidate Countries is subject to the existence of a
       security agreement with the European Union at the start of the course and the possession
       of the security clearance.
      Participants should be either working in key positions or have a clear potential to achieve
       leadership positions, in particular in the field of the CFSP/CSDP.
       The HLC audience should be a well-balanced mix of civilian and military participants.
       Suitable academics and members of the business community may also be invited to
       participate in the course.
       Course participants must be available for the whole course, which includes e-Learning
       phases as well as four residential modules, and must be ready to contribute with their
       specific expertise and experience throughout the course (the participants will be invited to
       sit in panels/discussions during the residential modules together with experts supporting the

    course, as an opportunity to share knowledge and expertise; sharing own or institutional
    experience on a specific topic during the course will be much appreciated).
   Member States and the EU institutions and agencies are invited to nominate up to two
    participants (n.b.: the ENLIST nominators will use personal e-mail accounts when
    nominating participants and not functional/generic mailboxes). Member States are invited to
    nominate participants representing all three major CSDP pillars at national level: diplomacy,
    defence and internal affairs; female and male candidates should have same priority in the
    selection and nomination process. If Member States and the EU institutions and agencies
    wish to nominate more participants, selection will be made according to the final number of
    registered participants, the order of priority accorded by the national ENLIST nominators
    and the availability of places. Senior participants working in CSDP missions and operations
    are encouraged to attend; places in the course are offered based on the final number of
    participants put forward by the Member States.
   In case of conflicting priorities, the places in the course will be attributed to obtain an
    optimal gender balance.
   The working languages during the entire HLC are English and French without interpretation.
   Applications are to be filed by designated nominators via the ESDC secure internet system
    ENLIST (https://webgate.ec.europa.eu/ENList/web/app.php/login), no later than 20 July
    2018. Registration will not be final until confirmed by the ESDC Secretariat. The selected
    participants will receive a confirmation message by 10 August 2017 at the latest.
   After confirmation, course participants will be required to:
        o fill in the personal data in the ENLIST system as soon as possible, using the
          information (login credentials) provided automatically by ENLIST upon confirmation;
        o complete the on-line registration form by 14 September 2018 at the latest (details
          will be provided by e-mail to the confirmed participants only). The participants will be
          invited to provide some information related to their career, experience and
          expectation from the course, in order to allow the HLC Director/Module leader to
          adapt the course delivery based on the course participants' training needs).
           and
        o send a copy of their security clearance or a certificate of security clearance – EU
          security clearance at level "Confidential" or higher. The copy of the valid security
          clearance or certificate should be provided by the course participant or the relevant
          Security Officer to the EEAS Security Accreditation Office by e-mail to the following
          address EEAS-SECURITY-ACCREDITATION@eeas.europa.eu at the latest by 14
          September 2017), indicating clearly that the document is intended for participation in
          the 14th CSDP High Level Course 2018-2019.
   ESDC Secretariat provides the login credentials for the ESDC e-Learning platform ILIAS to
    all confirmed participants in time to proceed with the e-Learning which is opening on 11
    August 2018.
   The list with the course participants is presented to the ESDC network members during the
    ESDC Executive Academic Board meeting of 6 September 2018 in Brussels, after which it
    remains final. The final list of the HLC participants is distributed for information to the EU
    Member States via the ESDC Steering Committee.
   Once the registration period has ended, all participants confirmed and the participants list is
    final, any withdrawal from the course should be communicated by the appointing authority
    in writing to the Course Director via the ESDC Secretariat, with a copy sent to the national
    delegate to the ESDC Steering Committee for information.

      Arrangements and the cost of travel, accommodation and meals (unless otherwise
       indicated in the programme) will be covered by the participants or by their sending
       authorities.
      Wherever possible, course participants will be encouraged to book accommodation in a
       single specified hotel during residential modules to facilitate networking and community
       building. The participants are also invited to take full advantage of the networking
       opportunities provided by the syndicate work during the residential modules.
      Communication between participants, HLC Director/Module leaders and the ESDC
       Secretariat will be done by e-mail and via the e-Learning platform ILIAS. The course
       participants are encouraged to set their ILIAS account in the way they receive the
       communication via the "HLC_Forum" feature.
      For all information or support requests, the ESDC Secretariat should be contacted via the
       functional mailbox secretariat-esdc@eeas.europa.eu, clearly indicating in "subject" that
       the communication refers to CSDP High Level Course 2018-2019.

Certificate of attendance

Availability will be considered an explicit selection criterion: each participant should be able to
attend all four residential modules of the course and to complete the e-Learning phases.

A Certificate signed by the High Representative of the Union for Foreign Affairs and Security Policy
will be awarded to the participants according to the agreed modalities (Modalities of the ESDC
Certificate/Doc: SC/2009/022 as of 31 August 2009).

PART. II ORGANISATION

The course starts with the preparatory e-Learning phase which is open on 11 August 2018 on the
e-Learning platform ILIAS belonging to the European Security and Defence College.
As in the previous years, the 14th CSDP High Level Course 2018-2019 'Simone Veil' will benefit
from the support of the EU Institute for Security Studies (EUISS), through the participation of its
analysts in panels or stand-alone presentations during all residential modules and the co-
organisation of the fourth residential module.

Module 1 – Brussels
The residential part of the 14th High Level Course (HLC) 2018-2019 'Simone Veil' starts with the
module in Brussels, jointly organised by The Royal Higher Institute for Defence and Egmont
between 24 and 28 September 2018 (please note that this module will end on Friday 28
September around 17h00).

                     The Royal Higher Institute for Defence/RHID (Institut Royal Supérieur de
                     Défense/Koninklijk Hoger Instituut voor Defensie) is the reference think tank of
                     the Belgian Ministry of Defence in the field of security and defence. It is also
                     responsible for managing the multiannual programme for scientific and
                     technological research, including the security and defence studies, as well as
                     the scientific research of the Royal Army and Military History Museum. In
                     order to fully accomplish its mission, the RHID has set the objectives of
                     focusing attention - by identifying research and discussion topics, and themes
                     of interest - as well as deepening and disseminating knowledge. Organising
conferences, colloquia and seminars as well as publishing papers by researchers at the Belgian
Ministry of Defence, and the Institute in particular, fully contributes to knowledge transfer. The High

Studies for Security and Defence, in the form of a meeting place with seminars and visits, provides
training in these fields for high-level staff, both from the ministry and the civil sector. Through
national and international partnerships, the RHID has developed an extensive network to exchange
ideas and experiences.

                          EGMONT – The Royal Institute for International Relations is an
                          independent think tank based in Brussels. Its interdisciplinary research is
                          conducted in a spirit of total academic freedom. Drawing on the expertise

Module 2 – Vienna
Module 2 is organised in Vienna from 5 to 9 November 2018 by the Austrian National Defence
Academy (Landesverteidigungsakademie / LVAk).

                         Austrian National Defence Academy (Landesverteidigungsakademie /
                         LVAk) is the highest military training and research institution of the
                         Austrian Armed Forces. It acts as the “brains trust” of the Austrian Armed
                         Forces and serves the Ministry of Defence through research and training.
                         LVAk provides training for leaders and senior officers in the fields of
                         security, defence and military politics. Research and development in the
                         fields of military strategy, operations and tactics, security policy,
                         considering aspects of the humanities and social sciences, as well as
language training of the Austrian Armed Forces, are also among the tasks of the LVAk.

Module 3 – Bucharest
The third Module is co-organised in Bucharest in the framework of the Romanian Presidency of the
Council of the European Union between 1 and 4 April 2019. The activity is jointly run by the
National College for Home Affairs (Alexandru Ioan Cuza Police Academy, Ministry of Internal
Affairs) and the National Defence College (Carol I National Defence University, National Defence
Ministry), under the coordination of the Romanian Ministry of Foreign Affairs.

                                           Founded in 2008 as part of the Alexandru Ioan Cuza
                                           Police Academy, the National College for Home Affairs
                                           (Colegiul Național de Afaceri Interne/CNAI) has the role to
                                           ensure the law enforcement training at strategic level for
                                           the Romanian Ministry of Internal Affairs' personnel
                                           having leadership position or clear potential to develop
                                           their career to managerial tasks. The training provided at
                                           CNAI contributes to concepts' clarifying and to the
developing of the home affairs doctrine. The College supports the decision making process at
ministry level with specialized expertise and is the main actor in home affairs specific training of the
ministry's forces and of the other components of the National Security, Defence and Public Order
System. CNAI was the first EU law enforcement training entity to join the ESDC network in 2012.
Since then, CNAI had an important contribution to the promotion and development of the common
understanding of CSDP/CFSP among civilian and military personnel through the wide range of
training activities based on the ESDC curricula, from CSDP Orientation Coursers and Pre-
Deployment Training to residential modules of CSDP High Level Course or the specialised courses
covering topics such as the maritime security, strategic communication or disaster relief in CSDP.

                       The Romanian National Defence College (Colegiul Național de Apărare /
                       CNAp) is a strategic higher education institution located in Bucharest that

Module 4 – Budapest
The last residential module of the CSDP HLC 2018-2019 is organised in Budapest between 3 and
7 June 2019 by the National University of Public Service, Hungary, the European Union
Agency for Law Enforcement Training (CEPOL) and the European Union Institute for
Security Studies (EUISS).

                        The National University of Public Service (NUPS) is the single
                        institution in Europe to offer degree programmes in public service with a
                        comprehensive approach focusing on the needs of the whole of
                        government. It educates the next generation of public management,
                        international affairs, military, policing and law enforcement experts and
                        leaders. Besides creating a common introductory module embedded in
                        each degree programme, students also participate in joint public service
                        exercises. Also a growing number of international students choose to
                        study at NUPS in the framework of exchange or scholarship programs.
They gain valuable experiences in this unique community thus broadening their knowledge and
know-how already acquired. Furthermore, NUPS not only pays attention to developing world-class
education but also to creating a modern, lively, open and student-friendly environment with the
most developed infrastructure. At the main campus of Ludovika students enjoy the services of a

                                             The European Union Agency for Law Enforcement
                                             Training (CEPOL) is the agency of the European Union
                                             dedicated to develop, implement and coordinate training
                                             for law enforcement officials. CEPOL brings together a
                                             network of training institutes for law enforcement officials
                                             in EU Member States and supports them in providing
frontline training on security priorities, law enforcement cooperation and information exchange.

European Union Agency for Law Enforcement Training

                                The European Union Institute for Security Studies (EUISS) is
                                the Union’s agency dealing with the analysis of foreign, security and
                                defence policy issues. The Institute’s core mission is to provide
                                analyses and fora for discussion that can be of use and relevance to
                                the formulation of EU policy. EUISS was set up in January 2002 as
                                an autonomous agency under the Common Foreign and Security
                                Policy to foster a common security culture for the EU, support the
elaboration and projection of its foreign policy, and enrich the strategic debate inside and outside
Europe. In carrying out that mission, it also acts as an interface between European experts and

CSDP High Level Course Director

The HLC Director of the 14th CSDP High Level Course 2018-2019 'Simone Veil' is Mr. Riccardo
SCALAS, Netherlands Defence College, Netherlands Defence Academy. The HLC Director is
responsible for the academic coordination of the residential modules, overseeing the content of the
programme prepared by the HLC Module leaders, which forward the evaluation report to the ESDC
Secretariat at the end of the activity, upon receiving the agreement from the HLC Director. The
HLC Director elaborates the final report of the CSDP HLC, on the basis of the evaluation reports
prepared by the HLC Module leaders at the end of each residential module. The HLC Director

The activity of the HLC Director and HLC Module leaders is supported by the ESDC Secretariat,
where a designated training manager is responsible for the overall co-ordination of the activity and
for the preparation of the related documents put before the ESDC Executive Academic Board
(EAB). The EAB is overseeing the entire HLC and is assuring the control of the training provided
as related to quality and the reach of the learning outcomes detailed in the Curriculum. The
observations of the training manager are included in the final report of each residential module and
in the overall report, following the agreement from the Head of the ESDC.

Structure of the course

The course encompasses four residential HLC modules, each lasting one week (Monday to Friday
noon), and focusing on different strategic aspects of the CSDP. The minimum time between the
residential modules is calculated to allow a proper e-Learning.
The course makes use of the ESDC e-Learning system ILIAS starting on 11 August 2018. All
course participants must prepare for each residential module by going through the relevant e-
Learning preparatory phases, using the e-Learning system. It is mandatory to both follow the online
course and pass the tests incorporated within these e-Learning phases.

Registering to the ILIAS system in order to follow the e-Learning course and its accomplishment
are mandatory. Participants not finalising the e-Learning assignment associated to each residential
module by the time the residential module ends, will not be invited to follow the next residential
activity and their sending authorities will be informed accordingly.

Methodologies

Preparatory e-Learning phase
This phase provides a general overview of the CFSP/CSDP and related EU policies/concepts. It
offers the opportunity to all course participants to attain a similar level of knowledge and
understanding of the EU and the main subjects of CFSP/CSDP, of how the EU institutions work
and of the role they play in the CFSP/CSDP.
The content of the preparatory e-Learning phase is delivered through four Autonomous Knowledge
Units (AKUs) available within the ESDC e-Learning system. At the end of this e-Learning phase
participants can identify the significant historic steps leading to current CSDP development; explain
the major characteristics of the EU Global Strategy; assess the functioning of the EU in general
and the role of the relevant EU institutions and CFSP/CSDP-related structures in particular.
The study of these units (estimated 12-15 working hours, depending on the individual's level of
preparation/expertise on CFSP/CSDP matters) allows for regular/effective learning in the
subsequent residential Module 1 in Brussels. In preparation for residential Module 1, each
participant can adapt his/her individual study according to his/her professional experience and
preparation and available time. The e-Learning instrument offers the required level of flexibility to
adapt this preparation phase to individual needs.

Residential Modules (Brussels, Vienna, Bucharest and Budapest)
Residential modules balance active, passive and reflective learning with opportunities to network
and share best practices. In general, interactive learning methods are used throughout the
residential modules. These include syndicate sessions followed by discussions in plenary. The
focus is on deepening the knowledge of the various issues and on giving the course participants
the chance to discuss issues in a wider context and with key players working on those issues
within the EU.
The topics and methods of each module reflect the learning outcomes and are further developed
by the Module Leader, as needed, in close coordination with the HLC Director and with support
from the relevant training manager from the ESDC Secretariat. Lectures and panels during the
residential modules must avoid any repetition of the content of the AKUs.
Whenever appropriate, study trips and visits are organised to places of interest in line with the
learning outcomes of the course. Case studies and exercises are conducted to allow participants to
see and learn how theory is put into practice within the context of actual CSDP-related activities.

Group work/Syndicates in the CSDP High Level Course
The ESDC uses a blended approach to learning that includes e-Learning, lecture discussions,
panel discussions, exercises and syndicates (group work).

Syndicates provide an opportunity to discuss the topic with other course participants and, when
possible, subject matter experts. Each syndicate will be composed of course participants in a way
that ensures that as many different perspectives are taken into consideration. To ensure syndicate
sessions function smoothly, each syndicate will have a leader and ESDC faculty members in
support (providing administrative support and facilitating but not leading the discussion).

Evaluation
The course is evaluated according to the Kirkpatrick model. It makes use of 'level 1' evaluation
(evaluation based on participant’s satisfaction with the course) and 'level 3' evaluation (assessment
of participants’ long term change in behaviour, approximatively six months after the end of course).
An evaluation feed-back is given during the level 1 evaluation on the residential modules.
Under the coordination of the Course Director, the Module leaders provide an evaluation report
(based on the standard template for ESDC evaluation reports) for each individual module. The
HLC Director is responsible for the overall coordination, with the support of the ESDC Secretariat,
and draft the final evaluation report which is presented to the Executive Academic Board and the
Steering Committee. The final evaluation report of the CSDP High Level Course includes lessons
identified and recommendations on how to further develop and improve the course.
In order to complete the course, participants have to accomplish all learning objectives, which are
evaluated based on the active contribution in the residential Modules, including their syndicate
sessions and practical activities as well as on their completion of the e-Learning phases: course
participants finalise the autonomous knowledge units (AKUs) and pass the tests (mandatory),
scoring at least 80% in the incorporated out-test/quiz. However, no formal verification of learning
outcome is foreseen; proposed ECTS is based on participants' workload only.
The ESDC Executive Academic Board takes these factors into account when considering the
awarding of Certificates to participants.
