                  BUTTERFIELD CANYON TRAIL SYSTEM
                        TRAIL DESIGN & PLAN & PARTIAL BUILD #005

    I.      Background

Trails Utah (TU), a private non-profit 501(c)3 organization, is requesting bids from qualified contractors
to design a non-motorized, single-track recreational trail system in the Butterfield Canyon in the SW
corner of the Salt Lake Valley within Salt Lake County, Utah. This trail system will be developed to
connect with the adjacent Yellow Fork Recreation Area. The proposed trail system will include a National
Interscholastic Cycling Association (NICA) event and training course as well as a stacked loop system
and connections to existing trails nearby. Trailheads (at least 2) and access to the trail system are at the
mouth of Butterfield Canyon where approximately 12-15 acres will be dedicated to staging events for
NICA races and other events.

The Butterfield Canyon area is adjacent to public lands in Yellow Fork Canyon which currently hosts
some hikers and mountain bikers but is heavily used by equestrians. While the primary focus of Phase 1
of this trail system is a mountain bike racecourse, consideration of trails and access to the trail system for
use by foot traffic and equestrians is a must.

    II.          Project Scope

The scope of this project includes developing a trail plan and design to be implemented in three phases.
Phase I is a design/build project to be implemented in spring of 2021. Images of each of the three
phases of the project are attached, along with an overview of the trail system. A kmz file of the
entire project is also included.

    1. Phase I—Singletrack trail system for shared-use with integrated mountain bike race and training
         course. Trails and trailheads in this first phase of the plan begin at the very lowest reaches of
         Butterfield Canyon. This is the ONLY phase of the project to be bid as a design/build.
         Phase I needs to include:
             a. Trailhead/starting area for mountain bikes/racers
             b. Trailhead and access for hikers and equestrians
             c. 2 to 4 main trails plus connectors
             d. 4 to 6 mile loops for racers
             e. 300 to 600 foot climbs for each loop
             f. 80/20 mix of single track and dirt road (road or widened areas for passing at start, finish
                 and along routes)
             g. Mixed use within Phase I alignments for hiking, equestrians, with some downhill only
                 mountain bike trails

**Timing: Seeking to begin construction in spring of 2021. Phase I trail plan/design must be
           completed in time to contract with trail builder and begin construction by May 15, 2021.

    2. Phase II—New trails to connect Butterfield Canyon Trails with Yellow Fork Canyon. In this
        second phase the emphasis is connecting the two adjacent canyons via new trails AND includes
        improving existing trails in Yellow Fork Canyon. Additional trail alignments for single use/single
        direction are also needed in this phase of the design. Phase II recommendations need to include:
            a. Trails connecting Butterfield and Yellow Fork Canyons at upper and lower reaches of the
                drainages.
            b. Downhill-only trails for mountain bikes in both Butterfield and Yellow Fork Canyons
            c. Alternative hiker/equestrian trails in both canyons that serve directional needs
            d. Practice loop/adaptive cycling loop in lower Butterfield Canyon (Could be rolled into
                Phase I)
            e. Improve trails in Yellow Fork Canyon to achieve grades better suited to mountain biking
                that can reduce erosion and make trails more durable and sustainable
            f. Identify any needed improvements for trailhead area in Yellow Fork Canyon that address
                mountain biking and hiker use
            **Timing: Looking to construct new trails beginning Fall 2021 through 2022.

    3. Phase III—Build out of trail system in Butterfield Canyon. The emphasis in Phase III will be to
       add shared-use trails to the system at the upper end of Butterfield Canyon, and in Yellow Fork
       Canyon, where appropriate. Phase III needs to include:
           a. Trail alignments at the upper reaches of Butterfield Canyon that make logical connections
               to lower elevation trails and provide for longer loops
           b. Additional access points to trail loops from mid-way in the canyon
           c. Trail alignments in upper Yellow Fork Canyon
       **Timing: Construction beginning in Fall 2022 through 2023

    III.       Qualifications

A contractor bidding for this project must have, and be able to demonstrate, the following:

    1. Ability to assess slope angles, terrain, vegetation type, soils and design a sustainable, enjoyable,
       and safe trail system to serve a variety of user groups
    2. Knowledge of NICA requirements for creation of sanctioned racecourse construction
    3. Thorough knowledge of sustainable backcountry single-track trail construction standards
    4. Experience designing and building shared-use trails in variable terrain
    5. Ability to assess and describe possible construction challenges and associated cost considerations
    6. An understanding of environmental conditions and overall feasibility of each of the three phases
       of the project
    7. Ability to engage and work well with Trails Utah as well as representatives from the Herriman
       Trails Alliance and Herriman City personnel in the field and in discussions relating to design
       development
    8. Ability to produce clearly written final report and well-crafted maps based on GPS data. All
       digital maps and data must be supplied to Trails Utah.
    9. IMPORTANT: Interested parties shall provide at least 3 examples of past and/or current projects
       that are similar in scope

IV.    Scope of Services

1.     Services to be provided to Trails Utah include a comprehensive design of a shared-use trail system
       in Butterfield Canyon and Yellow Fork Recreation Area that includes a NICA-certified mountain
       bike racecourse. Phase I of the project is to be considered for design and construction. Contractor
       needs to provide a trail plan and design in three phases as described in Project Scope and be
       prepared to construct Phase I in Spring 2021. Trail plan must include considerations of industry
       standards for singletrack shared-use trails and make considerations of any conditions or terrain
       features that might pose hazards or inflate costs. Deliverables to Trails Utah, along with a list of
       considerations, are included below.

                A. Basic trail parameters: Trail design should include features to maximize durability
                   and sustainability.
                       a. Clearing width of 6’ wide by 8’ high
                       b. Finished tread shall be 36” wide with wider sections to allow for passing and
                           pausing
                       c. Average trail grades should be 10%. Stretches 15’-20’ long may reach 15%
                           grade
                       d. Frequent grade reversals should be incorporated to facilitate drainage
                       e. Tread outslope should be 5%

                B. Switchbacks: Incorporation of switchbacks of at least 12’ radius are a necessary part
                   of any trail layout. Any associated costs with building switchbacks and retaining
                   walls needs to be forecast.

                C. Drainage features: Trail will feature a rolling contour design using regular grade
                   reversals with an out-slope of 3-5% in order to facilitate drainage. Rolling grade dips,
                   as defined by industry standards may be installed where necessary to further promote
                   appropriate drainage and prevent storm water erosion.
                      1. Side drainages, where they exist, that may need hardening or other treatments
                          shall be identified in the design whenever possible.

                C. Rocks & Obstacles: Rock outcrops or impediments encountered during trail
                   construction that may need breaking, blasting and removal need to be identified along
                   with associated costs.

                D. Field Assessments: Contractor awarded the bid to design this trail system is expected
                   to make field observations and assessments as to slope angles, general landscape
                   features, vegetation, soils, surface hydrology, and any existing geo hazards that might
                   affect feasibility and cost of trail construction. An “on the ground” field assessment
                   of any proposed trail alignment is required. Flagging placed at a minimum of 50’
                   intervals along proposed trail alignments is mandatory for final inspection of
                   proposed layout.

                E. Maps & Data: Contactor shall make use of maps, including 2’-5’ contoured
                   topographical maps, and available terrain data identifying cross-slope grades. Maps
                   and data shall be used to identify estimated trail grades, number and location of
                   switchbacks, and any other areas that may require advanced design.

                F. Potential Problem Assessment: Contractor will provide TU an assessment of any
                   potential problems or challenges with trail development in the Butterfield Canyon

and Yellow Fork areas relating to trail construction, environmental concerns, long-
                       term sustainability and ongoing maintenance of the trail.

                   G. Final Report Document: Upon completion the Contractor shall provide Trails Utah
                      with two hard copies and an electronic copy of the Butterfield Canyon Trail System
                      with cost estimates.

                   H. Insurance: Contractors shall be licensed and insured trail builders and provide copies
                      of these documents as part of their submittal materials.

IMPORTANT:
       • Initial pre-bid meeting will be held via Zoom at 10:00 a.m. on Friday October 30th,
          for those interested in learning more about the project
       • Subsequent on-site pre-bid meeting will be held on Friday, November 6th for anyone
          who wants to see the work area prior to bidding
       • Deadline for bid submittal is December 1, 2020

      V.       Proposal Requirements:

All interested organizations or businesses shall provide written interest, via email, to Sarah Bennett
at sarah@trailsutah.org.

      Interested organizations or businesses shall provide 3 copies of their proposed trail design and report
      and include the following information:
      • Name, address, email and telephone number of organization or business
      • Narrative of firm’s qualifications and relevant experience
      • Statement of your understanding of the project and a general description of your proposed
          approach to project scope of services
      • Names, titles, and experience of any personnel assigned to the project

Please also provide the following:
    • Detail your organization or business’ experience in providing the services requested herein for
        similar customers of similar size, with dates of performance and/or completion, customer name,
        contact person, and telephone numbers.
    • In addition to the information and qualifications specified above, identify any special knowledge
        or skills provided by your organization or business that may be related or helpful to the services
        requested herein.
    • The selected organization or business is expected to enter into the standard Trails Utah Plan
        Design Contract (Attachment 1) with TU in its current form.

VI.        Selection Process:

           Contractors for this project will be selected by a review committee. The criteria used to select a
           consultant will not be limited to cost alone, and price may not be the sole deciding factor.
           Criteria for selection include:

           1. Experience in trail planning, design, construction and maintenance
           2. Experience providing consulting and design services to municipal, county, and state
              governmental entities, especially the USFS

3. Ability to be responsive and be available to TU and USFS staff

     4. Thoroughness of the organization or business’ “approach” to the requested scope of services
     5. Overall organization and business experience

     The selection committee will review the proposals based on the information provided. Following
     a review of the written proposals the selection committee will make a final selection and award
     the services contract. The committee will meet within one week of RFP submission deadline. TU
     reserves the right to enter into discussions with any offeror(s) determined to be a favorable
     candidate(s) for award, or to enter into exclusive discussions with the offeror whose proposal is
     deemed most advantageous, whichever is in the best interest of TU for the purpose of negotiation.
     In the event that exclusive negotiations are conducted, and an agreement is not reached, TU
     reserves the right to enter into negotiations with the next highest ranked offeror without the need
     to repeat the formal solicitation process.

     TU will award the project as soon as possible. Proposals lacking required information will not be
     considered. Proposals shall remain valid for a period of 30 days.

     TU reserves the right to cancel or modify the terms of this RFP and/or the project at any time and
     for any reason preceding contract award and reserves the right to accept or reject any or all
     proposals submitted pursuant to this request for proposals. TU will provide respondents written
     notice of any cancellation and/or modification. Furthermore, TU shall have the right to waive any
     informality or technical defect in proposals. TU reserves the right to reject any and all proposals
     for any reason.

     The selected offeror will be required to provide insurance certificates meeting all
     requirements at the time of contract execution.

V.   Schedule:

     Please make note of the following deadlines:
                • Issue of RFP is October 16, 2020
                • Pre-bid Meeting will be held Friday, October 30th via Zoom, if necessary
                • On-site meeting will be held Friday, November 6th
                • The deadline for proposal submittal is Friday, January 15, 2021
                • Selection of contractor by February 15, 2021
