Yorkshire and Humber Flooding Conference 2022 > Welcome Yorkshire and Humber Flooding Conference Our first flooding conference The regions of Yorkshire and Humber face a wide range of challenges in reducing flood risk in the future and particularly with the additional challenges associated with climate change, including increasing rainfall and run-off, as well as sea level rise in the coastal and estuarine regions. The main aim of this inaugural conference is to bring together all the key stakeholders engaged in flood risk management, in the regions, to discuss a range of solutions to reduce flood risk, enhance resilience and adapt for future climate change impacts. The conference will be opened by a leading national figure in the field, engaged in flooding issues key to the regions, followed by presentations on projects from a range of stakeholders, including representatives from: the Environment Agency, Yorkshire Water, consulting engineering companies and the National Trust. Broad topics to be covered include: policy, digital innovation in flood risk management, resilient infrastructure and NFM (Natural Flood Management), asset management and optimising for net-zero carbon. The conference will end with a Panel Question and Answer session, with senior representatives from key organisations and institutions responding to questions from delegates. It is planned that this conference will become an annual event, focusing on delivering the best solutions for residents and business communities within the region to reduce the impacts of flooding in the future, with more resilient solutions and adapted for climate change. 02

Yorkshire and Humber Flooding Conference 2022 > Welcome Welcome It gives me great pleasure to welcome you to our very first ICE CIWEM Flooding Conference in Yorkshire and Humber. Our region has an amazing array of landscapes, combining striking peaks, lush valleys, rolling moorlands, towering coastal cliffs with stunning beaches and dramatic wetlands. These are home to a population of just under 6m, who live and work in Yorkshire and Humber. Their home is intersected by a rich tapestry of old and new infrastructure which is currently under threat from climate change. I strive to deliver value and good quality projects for our clients and the community in which they sit. With over 25 years experience in the Civil Engineering profession, participating and leading multi-disciplinary projects across the UK; from redevelopment schemes, flood alleviation and sewerage upgrades, to major highway improvement schemes. I am also very proud to be the Yorkshire and Humber ICE Committee Chair, stepping into the role in July 2021. Working with the rest of the Committee and Regional team I seek to promote the ICE, giving a voice to all those that feel the ICE does not represent them. Keynote Address: Implementing the National Strategy for Flood and Coastal Risk in England Session Speaker: Caroline Douglass, Executive Director for Flood and Coastal Risk Management Caroline is the Executive Director for Flood and Coastal Risk Management for the Environment Agency and is responsible for making this country a better place by protecting and preparing homes and businesses from flooding and coastal change. With over 25 years’ expe- rience in the public service, Caroline worked with the State Government in Victoria, Australia prior to moving to the UK in 2011 and has been an Area Director and Director of Incident Management and Resilience in the Environment Agency. Her experience in emergency management and incident response includes bushfire and flood response in Australia, the United States and the UK. 06
Yorkshire and Humber Flooding Conference 2022 > Session 2 Session 2: Asset Management & Net Zero Carbon Session Chair: Lee Pitcher, Head of Partnerships at Yorkshire Water Lee Pitcher is Yorkshire Water’s Head of Part- nerships and the "Living with Water" Board’s General Manager. A partnership aimed at turning Hull into an exemplar flood resilient City. This partnership has already seen global success with Hull being the only European City and one of five Worldwide to win a Rockefeller Foundation bid to pioneer the City Water Resilience Framework with partners including the World Bank, ARUP and Stock- holm Water Institute. Also winning best collaborative partnership in the UK for 2019 at the British Quality Foundation awards. Presentation title: The Power of Partnerships - Nature Recovery at a Landscape Scale Session Speaker 1: Peter Coddington, Partnership and Portfolio Manager, Yorkshire Water. A water professional with over 30 years experience at Yorkshire Water. The first 15 years were spent in operational and asset management roles on the water distribution network. Moving into the Innovation team at Yorkshire Water highlighted the need to develop re- lationships and partnerships. Since that time the need for partnership working with both internal and external partners has become increasingly important. Now working in the Land and Property department managing Yorkshire Wa- ters recreational and conservation sites, working with third parties is essential. Indeed much of the work could not be delivered without strong relationships and networks with volunteers, Trusts and many others. partnering organisa- tions and individuals. 07
Yorkshire and Humber Flooding Conference 2022 > Session 2 Session 2: Asset Management and net zero carbon Speaker 2: Mike Innerdale, Head of Land and Property, Yorkshire Water Starting as a Lake District volunteer, Mike moved from Forestry Commission Ranger to Woodland Manager with Severn Trent Water, then Reserves Man- ager for RSPB, before joining the National Trust. In over 15 years with the Trust, Mike’s roles have included General Manager and Assistant Director (Lake District). Now Regional Director, North of England, with respon- sibility for over 1500 staff, 5000 volunteers, 96,000 hectares of countryside, 51 miles of coastline, and 690 listed buildings. Mike's career focus is protected areas land and visitor management, representing the Trust on various region- al and national partnerships, including Nature North, a collaboration driving nature recovery. Speaker 3: Glen Brady, Catchment Engineer, Environment Agency With 33 years’ experience in flood risk manage- ment. Holding a Masters in Civil Engineering and a Member of the ICE. A career working through- out Yorkshire on flood alleviation schemes and man- aging flood risk assets. Including design, construction, maintenance, and strategic asset management roles. Incident experience of all the major Yorkshire floods since the early 1990’s, undertaking Incident Engineer role and JESIP roles in Bronze and Silver, including working with the military. Also working national- ly within the EA on Low Carbon Concrete CoP as client lead, and technical groups looking at future EA standards for raised defences and flood storage reservoirs. 08
Yorkshire and Humber Flooding Conference 2022 > Session 3 Session 3: Resilient Infrastructure (including NFM) Session Chair: Richard Whiteley, Service Group Manager at GHD Richard is the current chair of the CIWEM Tyne and Humber branch, he is a chartered civil engi- neer, a chartered water and environmental manager and a member of ICE and CIWEM. Richard has c. 20 years’ experience in the water sector as a consulting engineer primarily delivering designs for infrastructure projects. He is a Service Group Manager at GHD and is also the Water Technical Services Leader for the EMEA region. Session Speaker 1: Richard Lewis, Civil Engi- neering Services Manager, East Riding of Yorkshire Council Starting his career at Boothferry Borough Council in the early 1990’s Richard gained experience with all aspects of sewerage systems, land drainage, and management of major sewerage schemes. In 2002 Richard joined Scott Wilson civil engineering consultants, to lead a team delivering a wide range of civil engineering projects to clients across the country, most notably carrying out the infrastructure design on the new GCHQ. In 2007 Richard joined East Riding of Yorkshire Council, to lead the delivery of major infrastructure projects, including a programme a major flood alleviation schemes. Richard now leads the civil engineering services group delivering a range of civil engineering and infrastructure services. Richard is an Associate Member of the ICE and a full Member of the APM. 09
Yorkshire and Humber Flooding Conference 202 > Session 3 Session 3: Resilient Infrastructure (including NFM) Speaker 2: Gary Collins, Regional Flood Strategy Manager, Yorkshire Water Gary Collins became Yorkshire Water’s Flood Risk and Engagement Manager in 2012. He proactively builds works with all stakeholders to reduce the risk of SW and Sewer flooding across Yorkshire and has written and enacted partnership flood plans which have had a significant impact on how we work together in the lead up to and during a rainfall event. Speaker 3: Richard Hartley, Project Executive, Environment Agency With over 30 years’ experience in the water industry, Richard has held a variety of technical and management positions. He has a broad depth of experience gained from working on a range of projects including water & waste-water projects, to flood alleviation schemes and high profile strategies. Speaker 4: David Wilkes, Global Flood Resilience Leader, Arup David Wilkes is an Honorary Fellow of CIWEM, a char- tered civil engineer, and Global Flood Resilience Leader for Arup. He is Project Director working on river, coastal and integrated catchment management projects within Eu- rope and across the globe. David has specialised in coast- al, tidal and inland flood risk management for almost 40 years. The first 30 years with the public sector, and the last 10 with Arup as director on a multitude of projects. Before joining Arup, David was a Flood Risk Manager with the Environment Agency where he handled several emergency events including the 2000 floods in Yorkshire. 10
Yorkshire and Humber Flooding Conference 2022 > Session 4 Session 4: Digital Innovation in Flood Risk Management Session Chair: Kimberley MacPherson, Operations Manager, Environment Agency During her career in Flood Risk and Environment Management, Kimberley has focussed on operational and capital delivery, engineering assurance and asset reliability, as well as leading Yorkshire’s response teams through recent floods. She leads Asset Managers and Operators, is a Chartered Civil Engineer specialising in Asset Management and is an expert in Operational Peer Reviews leading to her participation reviewing a Hurricane and Storm Damage Risk Reduction System in New Orleans in 2018. Session Speaker 1: Richard Crowder, Director, Water, Energy & Environment at Jacobs Dr Richard Crowder is an internationally recognised flood risk management professional with more than 25 years of experience. He is a business leader with experience spanning research, innovation, project delivery, framework management, client management, sales, and operational management. He is currently part of Jacobs’ Water Catchment Man- agement leadership team and is Jacobs framework director for the Mapping and Modelling framework with the Environment Agency. Richard is the Product Owner for Flood Modeller, the UK’s industry standard flood risk modelling software package, which is also at the core of the national flood forecasting systems of England, Wales, and Scotland. He is known for taking on challenging projects and using innovation and digital delivery to solve problems and deliver projects in new and more efficient ways. 11
Yorkshire and Humber Flooding Conference 2022 > Session 4 Session 4: Digital Innovation in Flood Risk Management Speaker 2: Chris Digman, Executive Technical Director, Stantec Chris Digman is an Executive Technical Direc- tor with Stantec and a Visiting Professor at the University of Sheffield. Chris works internationally in the field of urban water management focusing on surface water and flood risk management to create resilience in the face of a changing climate whilst improving places for communities, by working with communities. He has led the development of national and interna- tional guidance in surface water management, urban drainage and assessing the benefits of blue-green infra- structure. Speaker 3: Paul Wass, Head of Real Time Modelling, JBA Consulting Paul is Discipline Head for Real Time Modelling at JBA Consulting, wher he has worked since 1999. As well as flood forecasting, he maintains a strong interest in catchment hydrology and flood hydrol- ogy. He began his career at the (then) Institute of Hydrology in 1993 and, in between, worked as a hydrologist for the Environment Agency. Paul is based in Newcastle Upon Tyne, where he works with a team of forecast modellers, hydrologists and river modellers. 12
Yorkshire and Humber Flooding Conference 2022 .> Session 5 Session 5: Panel Question Time Session Chair: Steena Nasapen-Watson, Regional Director, Institution of Civil Engineers Yorkshire & Humber and North East Steena is the Regional Director for the Institution of Civil Engineers (ICE), for the North East, Yorkshire and Humber. Steena has spent 12 years as a Chartered Civil Engineer in the water sector predominantly in flood risk management and in partnership working championing the implementa- tion of sustainable drainage. She has worked for the Envi- ronment Agency and Northumbrian Water, before joining the ICE in January 2020. In her current role, she leads the Regional Support Team and supports around 6,000 mem- bers across both regions, in delivering the business objec- tives of the ICE in the North East, Yorkshire and Humber. Pannellist 1: Professor Colin Mellors, Chair, Yorkshire Regional Flood and Coastal Committee (YRFCC) Professor Colin Mellors is Chair of the Yorkshire Regional Flood and Coastal Committee and chaired the national Advisory Group during the development of the EA’s new FCERM Strategy. A political scientist, he has worked at the universities of Southampton, Sheffield, Bradford and York, latterly as Pro-Vice-Chancellor at York, previously holding a similar position at Bradford. Public roles have included: York, North Yorkshire & East Riding LEP board member, chair of the area’s ESIF Commit- tee, NED of Government Office for Yorkshire & Humber, and HE strategic advisor to the Y&H Regional Development Agency. 13

Panellist 3: Mike Dugher, Yorkshire Area Director, Environment Agency Director of Yorkshire, EA and has worked with the EA for 21 years and prior to that in the private sector as a civil engineer. Most of my work at the EA has been in FCRM across Yorkshire, North East, Humber, Lincolnshire and Northamptonshire, as well as National roles in FCRM. Our mission is to reduce carbon emissions, manage flood risk, adapt and become more resilient in the face of a changing climate. Having witnessed the impact on communities, it’s vital we stand together to manage and mitigate by working tougher on infrastructure, policy and with nature to create a more sustainable future. Panellist 4: Niki Roach, Past President, CIWEM, Director and Co-Founder of AxiaOrigin Niki is the Immediate Past President of CIWEM and a Director and Co-Founder of AxiaOrigin. Niki also co-hosts Planet Possible, the CIWEM podcast. She is driven by her belief that everything is connected and looks for the opportunities to connect people and sys- tems throughout her work. In her role with AxiaOrigin Niki is currently supporting an innovative groundwa- ter flooding project on the River Chess in Oxfordshire and has enjoyed co-hosting episodes of Planet Possi- ble covering flooding (with a little too much focus on Yorkshire!). 14
Yorkshire and Humber Flooding Conference 2022 > Session 5 Session 5: Panel Question Time Panellist 5: Rachel Glossop Flood Risk Planning Manager, Hull City Council Rachel Glossop is the Flood Risk Planning Manager for Hull City Council, hav- ing joined the organisation in June 2014. The role of the Flood Risk Planning Manager is to ensure that the statutory duties of the Lead Local Flood Authority are fulfilled to ensure that the city can face the challenge of flood risk and can continue to thrive and grow. Prior to this, she had over 20-years’ experience in the water industry both in the private sector in consultancy and public sector at the Environment Agency. Closing: Professor Roger Falconer, Independent Water Consultant, Cardiff University Bio: Roger Falconer is Emeritus Professor of Water Engineering at Cardiff University (previously Professor at Bradford, 1986- 97), and an Independent Water Consultant. He is involved in a range of flood risk assessment projects (including the Independent Expert Group for the recent London floods) and chairs the River Wharfe Partnership Board – working to improve water quality in the Wharfe. He has published extensively in field and is a Fellow of: the Royal Academy of Engineering, the Chinese Academy of Engineering (Foreign Member), the Institution of Civil Engineers, and the Chartered Institution of Water and Environmental Management. 15
