THE ROLE OF A TROOP COOKIE COORDINATOR As a Troop Cookie Coordinator, you have the privilege of instilling passion and drive in girls so they can achieve their goals. You will help them develop an entrepreneurial mindset by giving them the materials and support they need to succeed. Your primary responsibilities: ◾ Complete Troop Cookie Coordinator training. ◾ Set up your troop in eBudde™, the online cookie management system. ◾ Distribute materials and support parents. ◾ Enter orders from girl order cards and keep eBudde up to date (either on the desktop version or the eBudde™ Troop App Plus). ◾ Pick up cookies and re-order as needed. ◾ Distribute cookies to girls/parents. ◾ Collect money from cookie pickups and issue receipts. ◾ Enter and distribute girl rewards. Set goals and track progress When you help girls set high goals for the cookie season, they learn important skills for life. Hold a troop cookie meeting Hold a short troop cookie meeting so girls can tell their families about their goals and ask for assistance. 2020 COUNCIL PROMOTIONS Girl Scouts can earn a wide variety of rewards for their achievements in the Girl Scout Cookie Program® . Here are some of the local Council Promotions & Activities girls can participate in: Gift of Caring The Gift of Caring (GOC) program is designed for customers to purchase cookies to send to the military, food banks, homeless shelters, etc. Troops can choose to donate their own Gift of Caring in eBudde. Payments for GOC can be accepted by girls during walk-abouts and or during cookie booths. This year we are excited to announce two rewards a Girl Scout can earn: Level 1: Gift of Caring Patch earned when 15 packages donated. Level 2: Samoas 45th anniversary charm earned when 50 packages donated. Me & My Guy Patch Earn your Me & My Guy patch. This patch is free to any GSSNV Girl Scout that partners with a male role model who supports her during the 2020 Cookie Program. A detailed form can be found on our Council website. Council Contest Council contests are held on social media platforms and give girls or troops an opportunity to earn patches, troop supplies, or rewards. Keep an eye on our social media pages for information and chances to win. The WOW Squad During our Cookie Program, Council staff members hit the road and visit booths scheduled in eBudde. Booth visits can happen day or night, along with the weekends to offer gratitude and pass out patches to the girls. We hope to see you at a Cookie Booth soon! 10
GIRL REWARDS Rewards that make her say, Girl Scouts can earn a wide variety of “WOW!” rewards for their achievements in the Girl Scout Cookie Program . ® ◾ Official Girl Scout Age level badges. ◾ Symbols of accomplishment in the form of fun patches and other reward items promoted on the cookie order card. Recognition Information: ◾ Recognitions are mailed directly to your Service Unit Entrepreneurship Team in late March. Your Service Unit will contact you for a pick-up date/time. If recognitions are not picked up in a timely manner, they will be brought to the Council office for pick up. Council will hold on to recognitions until August 1, 2020. ◾ Recognition items are non- transferrable and not redeemable for cash. ◾ GSSNV reserves the right to substitute recognition items/events of equal or greater value without notice. ◾ Any Girl Scout found to be selling before the official start dates or through prohibited methods will not receive recognition items or credit for those orders. ◾ If rewards are not collected by August 1, 2020 GSSNV does not guarantee the rewards will be available or in stock. ◾ Caregivers with bad debt for delinquent payments will have to make arrangements with Council for reward pick-up at the Council Office. 11
TRAINING Remember to keep the new packaging confidential until January 7, 2020. HOW TO SELL basic TOOLS for budding GirL Scout cookie ™ Entrepreneurs Order cards Girls can start by asking neighbors, friends, and family members to place orders for cookies. They write their orders on the paper order card, which is turned into the Troop Cookie Coordinator and entered into eBudde™. Digital Cookie® On this online selling platform, girls can personalize their Digital Cookie site and send emails to invite friends and family to buy cookies with the option of getting in-person delivery or direct shipment to their home, based on council- approved methods of delivery. Booth sales Troops can set up booths in high-traffic areas such as grocery stores, malls or sporting events to market their Girl Scout Cookies to customers. Sign up for booth sales and get council approval through eBudde™ or eBudde™ Troop App Plus. Pump Up The WOW Walkabouts (Door-to-door) Every year we receive calls from customers anxiously awaiting a girl to knock on their door! Encourage girls to spread the Girl Scout Cookie love to their entire neighborhood. Take orders, or load packages into a wagon or car and leave no doorbell unrung throughout cookie season! Cookie Stands Cookie Stands are a lemonade stand-style selling option. A girl sets up cookies to sell in front of her home. Workplace sales Girls can either make sales pitches to local businesses or go with a parent to their 25% workplace to take orders. MONEY EARNED THROUGH THE GIRL SCOUT COOKIE PROGRAM ® How the cookie crumbLes Troop proceeds and Girl Rewards 22% Aside from the many council-programmatic experiences funded by cookie proceeds, troops will earn $1.00 per package sold. Council-sponsored programs, events, priorities, training and other support 52.4% Cost of cookies 25.6% Opting-Out of Girl Rewards Troops can earn an additional $0.10 per box if they choose to “Opt-Out” of the rewards program. Only Junior, Cadette, Senior, and Ambassador troops can Opt-Out of the recognitions program. Troops that Opt-out will still receive patches and achievement bar numbers. For Girl Scouts that earn Grand Cookie Club whose troop has opted-out of rewards, regrettably, she will NOT qualify for Grand Cookie Club rewards, events or trips. To qualify, all girls and parents must sign the Opt-out form. Wait until you’re sure about your case count to sign the sheet/receipt. TIP: Cookies in hand? Start your walkabouts and cookie stands! Walkabouts are when a girl “walks about” with cookies in hand ready for purchase. She may be able to get existing customers to add on a couple boxes! Cookie stands (lemonade-style stands) can be done on any private residence as long as there is an adult present, it is manned by a Girl Scout, all selling policies and standards are upheld, and safety measures observed. Please consult your HOA for restrictions. These types of sales do not require prior approval from the troop or service unit. 20
GSSNV GUIDELINES booth FAQs & Policies Questions About Booths If you have any questions or concerns before, during or after your booth, be sure to contact your Troop Cookie Coordinator, then your Service Unit Entrepreneurship Team, and/or the Council Office. Please Do NOT ask the store manager. Booth Hours Booths will be scheduled as follows (dependent on store restrictions): Monday through Friday: 1:00pm through 8:00pm Saturday and Sunday: 8:00am through 8:00pm *please let your Service Unit Entrepreneurship Team Member know if you will be at booths outside these hours Troop “My Sales” Booths These are booths specifically scheduled for your troop. Businesses that you reach out to on your own to request days and times to host a booth can be placed into eBudde. Troops will still need to fill out a booth authorization form and the approval will come from your Entrepreneurship Team. Booth coordination and scheduling will be handled through the SU Entrepreneurship Team. Owning a business does not allow you to create your own booth sale hours or dates. All Council booth guidelines must be followed regardless of ownership. ◾ Make sure the business you are contacting is NOT on the list of Council-Sponsored booths or already scheduled booths ◾ Locations deemed inappropriate or unsafe for girls will not be approved ◾ Booths scheduled later than 9pm will not be approved ◾ Booths cannot be in high traffic areas such as malls (regardless if in-store or directly in front of store), casinos, parades, large events, etc. ◾ Must have two adults at all times unless the booth is an approved 1 to 1 booth (see below) Booth Staffing A minimum of two adults and two Girl Scouts must be present at all times during troop booth sales, (unless you are a Cadette, Senior, or Ambassador Girl Scout you have permission to do a 1 to 1 booth.). One adult must be registered and cookie trained with clear background check. The second adult can be a parent/caregiver, grandparent, or any responsible adult over the age of eighteen. 1 to 1 Cookie Booths for Cadettes, Seniors and Ambassadors ONLY This program ONLY applies to girls who are Cadettes, Seniors, and Ambassadors and their cookie booth trained adult. For safety purposes this program option is only available for older girls. No exception to the rule, one to one only. GSSNV Juliettes may participate in a 1 to 1 booth as long as they meet the Girl Scout level and adult requirement. ◾ ONLY Cadettes, Seniors, and Ambassadors may work 1 to 1 booths. They should wear identifying Girl Scout attire. Adults must also wear Girl Scout identifying apparel. Multi-level troops may participate in 1 to 1 Cookie Booths but can only have girls in grades 6th through 12th participating. Cookie Booths at Your Own Business NOTE: This ONLY applies to Troop Leaders, Troop Cookie Coordinators, and parents that OWN their own business. It does NOT apply to a parent or Troop Cookie Coordinator (TCC) who works at the business but doesn’t own it. If a TCC or parent (ONLY, not a relative or friend) owns a business and wishes to have their Troop sell cookies there, they can do so under the following guidelines: ◾ Booth coordination and scheduling will be handled through the SU Entrepreneurship Team. Owning a business does not allow you to create your own booth sale hours or dates. All Council booth guidelines must be followed regardless of ownership. ◾ A “Booth Sale Authorization Form” must be submitted to and approved by the SU Entrepreneurship Team. GSSNV GUIDELINES booth continued FAQs & Policies ◾ All Cookie Booth Guidelines and limits apply. ◾ The location CAN be used exclusively by the troop but MUST be shared with all girls in the troop. ◾ Girl and adult ratios apply; minimum of two girls and two adults must be present at each booth. ◾ If this is a Troops “MySales Booth” you must still go through the approval process. Per GSUSA 2020 Booth Policy ◾ Certain locations may be inappropriate for young girls based on the standards of your council that may negatively impact the cookie program experience for girls, and/or may negatively impact our brand in your community. ◾ For additional clarity, girls should not sell in or in front of establishments that they themselves cannot legally patronize. ◾ Additionally, with respect to marijuana dispensaries, we have been steadfastly combating the unauthorized uses of the Girl Scout trademark by the cannabis community, which has been marketing—without our authorization—certain cannabis products under our youth-appealing brand. We are continuing to aggressively fight these unauthorized uses of the Girl Scout brand and hope that our councils and volunteers will join Girl Scouts of the USA’s efforts by discouraging cookie booth locations at such locations. For more tips on running a successful booth, check out the GSUSA’s Cookie Booth Essentials Setting-Up and Closing Down Your Booth Begin and end on time. If you arrive early: be respectful of the troop scheduled before you so that you don’t interfere with their sales. Likewise, be prepared to depart when your scheduled time is up. When arriving for your shift, sales PRIOR to your scheduled starting time are THEIRS; sales AFTER your scheduled starting time are YOURS! When ending your shift: sales PRIOR to your ending time are YOURS; sales AFTER your ending time are THEIRS. You can finish the sale that you are working on, but all additional sales belong to the next troop. If a customer promises to buy cookies on their way out but doesn’t leave prior to your ending time, then you forfeit the sales to the next troop. We are sisters in Girl Scouting at all times. Although it may take you time to pack up your booth, the area must be cleared so that the next troop can begin selling immediately when their time begins. During Your Booth ◾ Bring your own equipment and supplies. Use a covered table to display your cookies, and use publicity posters, troop banners, etc., for your display. ◾ Always keep boxes/cases off the ground, even when setting up or breaking down your booth. Utilize wagons, milk crates or other platforms. Empty cases are NOT allowed to be used for this purpose, as it cannot be verified that they are empty. DO NOT use the location’s shopping carts to store inventory or booth items during the booth. ◾ PLEASE DO NOT GIVE COOKIE SAMPLES to customers as it is a risk factor concern with Southern Nevada Health District and possibly against store regulations (placing our partnership in danger). ◾ Girls AND adults should wear Girl Scout appropriate attire (Uniform vest or sash/Troop t-shirt preferable). Girl Scout membership pins should always be worn. ALL, please be conservative; no short-shorts or low-cut shirts. ◾ Siblings and pets MUST be left at home. Tag-a-longs (non-registered Girl Scouts) are not allowed at a booth sale. ◾ Girls should take their breaks away from the booth and NEVER eat at a booth. ◾ Do NOT allow girls to block store entrances or exits. Customers should be approached only upon exiting the store. Abide by store rules! ◾ Leave your area clean by taking trash bags and taking your empty cardboard cases with you. Do not leave them at the store or in the store’s trash cans. Remember, Girl Scouts Leave No Trace! ◾ Troops may face a penalty if they do not release a booth location in eBudde and “no show” to their time slot, as it affects the Cookie Locator and Cookie Finder App. 22
GSSNV GUIDELINES Adults GSSNV Adult Code of Conduct Unacceptable behavior by a volunteer, adult chaperone, parent or guardian as listed below, may result in immediate suspension or termination of any involvement in Girl Scouts: ◾ Willful violation of Council or National Girl Scout Policies. ◾ Willful creation of discord. ◾ Willful damage and/or misuse of property. ◾ Violence of any kind to include behavior at Council Office and w/Council staff and or volunteers. ◾ Child Abuse – Neglect, physical injury, emotional maltreatment to include verbal and/or sexual abuse. ◾ Illegal Drugs – Use, sale, possession or being under the influence of illegal drugs at a Girl Scout sponsored event. ◾ Improper conduct while under the influence of prescription drugs, including but not limited to transportation of girls while on a controlled substance. ◾ Alcohol – Use or being under the influence of alcohol is prohibited at all girl programs, activities, and events. ◾ Smoking – Smoking in non-designated areas or in the presence of girls is prohibited. ◾ Inappropriate, abusive, profane or offensive language to include behavior when in front of Girl Scouts, calling Council Office, w/Council staff and or volunteers. ◾ Any inappropriate conduct, behavior or acts during Girl Scout Activities. ◾ Willful misuse of Council and/or troop/group funds. ◾ Refusal to submit an accurate and timely Financial Report. ◾ Failure to fulfill the conditions of the volunteer agreement and/or the volunteer position description. ◾ Falsification or significant omissions of any information on the Volunteer Application form and/or council records. ◾ Harassment or intimidation, including sexual harassment or abusive behavior that creates a hostile environment. ◾ Failure to maintain a positive representation of Girl Scouts of Southern Nevada and GSUSA at all Girl Scout related activities and events can result in dismissal of volunteer ◾ Slander, defamation of character, gossiping about a girl, parent, volunteer, staff, or council either verbally, in an email, text, IM, or on social media Whistle Blowers In an attempt to be sure that all complaints during the Cookie Program are legitimate and in the Girl Scout spirit of honesty and fairness, the following guidelines have been implemented: ◾ Third-party complaints will not be accepted. The person with the complaint must be the person who saw it, heard it, read it, or was directly involved in it. ◾ You must be willing to put your complaint in writing and sign your name. ◾ You must be willing to back up your complaints with examples. Random, vague complaints will not be accepted. ◾ If you are going to lodge a complaint, you must be willing to face your accused. Accusers will no longer be kept confidential. 23
FINANCIAL POLICIES Girl Money Payment is collected when girls deliver cookies. Payments should not be accepted during the initial order, nor should cookies be delivered without receiving payment in full. ONLY exception is for donation orders also referred to as Gift of Caring (GOC). Always count cookies with the caregivers and fill out a cookie receipt for product taken. Have the caregiver sign for the cookies with you and the troop keeps a copy of the receipt. When caregivers make cookie payments to the troop, provide them a cookie receipt showing they made a payment. Girls may accept checks payable to “Girl Scouts of Southern Nevada troop #XXXX” as payment for cookies. Checks cannot be for more than $144.00 (the cost of two specialty cases). DO NOT accept checks from caregivers for more than this amount or accept multiple checks from any individual. If the troop does not follow these procedures and the check isn’t honored, the troop will accept financial responsibility. Girls can only accept pre-printed checks with the issuer’s address listed on the check. Council cautions against taking out-of-state checks. DO NOT take “starter” checks or checks that are damaged. The following information MUST be filled out on the check: ◾ Driver’s License # ◾ Driver’s License Expiration Date ◾ Telephone Number Cookie funds should be collected from girls and safeguarded by parents immediately. Cookie funds should be submitted to the Troop Cookie Coordinator promptly and frequently from caregivers. Caregivers are not allowed to deposit cookie funds into their own personal accounts. Troops must receipt every transaction (e.g. cookies given to girls, money received from girls) for clarity and reconciliation. 24
FINANCIAL POLICIES Troop Money ALL Troop proceeds stay with the troop and do not follow a Girl Scout if she moves, transfers, or leaves a troop. Troops will deposit all cookie funds into their troop bank account “promptly and frequently”. All troops will sign an ACH Debit Authorization and submit to their Service Unit Entrepreneurship Team Member or Council before gaining access to eBudde All Council proceeds will be collected from troops via ACH (Automatic Clearing House) debit. An automatic withdrawal that will hit the troop account and removes the balanced owed to Council. ◾ Example of 1st ACH: If a troop owes Council $1500 on February 25th, Council will only sweep $525 (35% of what is owed to Council). Please prepare the troop for your ACH sweep by setting a troop money collection date of Friday, February 21 ◾ Allow yourself enough time to get to the bank by Monday, February 24 Again, checks cannot be for more than $144.00 (the cost of two specialty cases). Do not accept checks from caregivers for more than this amount or accept multiple checks from any individual. If the troop does not follow these procedures and the check isn’t honored, the troop will accept financial responsibility. The decision to accept checks from caregivers is up to the troop. Credit card swipes connected via phone/laptop/tablet/etc. offer a safe alternative to cash. The Mobile Payments program allows troops to utilize different company’s options. All mobile payment funds MUST be deposited in the troop account- not a personal bank account. ◾ Troops are responsible for any fees or liabilities. ◾ Troop payments must still be made to GSSNV in full through the scheduled ACH’s 25
FINANCIAL POLICIES Troop Cookie Coordinator (TCC) Financial Responsibility Troop Cookie Coordinators are responsible for the cookie inventory, keeping track of the balance owed to Council, and are required to keep accurate records. All cookie movement between you and your girls/families require receipts signed by both parties verifying that cookies have changed hands. All payments from families to the troop also require that receipts be issued. Cookies that are transferred in or out with another troop also require receipts. In the event there is a cookie discrepancy and the TCC does not have accurate receipts, the coordinator can be held personally financially responsible for monies owed to Council. Troop Disbandment/Divorces Regrettably, troop disbandment/divorces occassionally occur. This often happens because of differences of opinions regarding how the leader is running the cookie program, especially in the way cookies are being credited and how the proceeds will be spent. However, this discord can be emotional to the girls and detrimental to the troop. For these reasons, Troops MAY NOT disband, divorce, separate, or split-up during the product program. Troops experiencing problems should contact the Council’s Product Program Department immediately. The Team will help resolve the situation until permanent solutions can be agreed upon after the program. NOTE: If things in a troop progress to the point that they can no longer work together, then the troop’s cookie program will come to an immediate stop. The balance due will be withdrawn from the troop bank account and the troop’s program will be officially finished. At that point, the situation will be turned over to Council Membership staff. The troop and all caregivers are still financially responsible for any cookies in their possession. Council cannot accept a return on cookies. Transfers out of Troop During a Product Program there are no transfers out of the troop. Per GSUSA regulations, money does not follow a Girl Scout and Troop Proceeds belong to the troop and never become property of an individual Girl Scout. 26
FINANCIAL POLICIES Important ACH Dates First ACH Debit - Tuesday, February 25, 2020 35% of total balance owed to Council ◾ If you have a delinquent family, or you do not feel your troop will be able to cover the Sweep you must contact customerservice@girlscoutsnv.org three days before the withdrawal so Council can make any necessary adjustments to the troop’s sweep before it goes through. Second ACH Debit- Tuesday, March 10, 2020 Final amount due to Council, less troop proceeds. ◾ If you have a delinquent family, or do not feel your troop will be able to cover the Sweep, you must contact customerservice@girlscoutsnv.org three days before the withdrawal and submit delinquent account paperwork. If Council is not notified the entire balance due to Council less troop proceeds will be debited from the account. NOTE: The troop is responsible to deposit sufficient funds to cover these two debits and will be responsible for any resulting non-sufficient funds (NSF) charges. Delinquent Payments If a parent/adult has an outstanding balance due to the troop, the troop should submit a delinquent account form to Council. The delinquent account form removes the responsibility of collecting the money due to the troop and allows Council to step in and help the troop. Once the form and all required documents have been turned in, Council will start the process of collecting the amount due. Council attempts courtesy calls to the adult with the balance to let them know they need to submit payment to Council by a certain date. If they have not submitted payment by the due date or set up a Council approved payment plan, their account will be turned into collections. Amounts over $500 are subject to further legal action. What does this mean for your troop? ◾ If the form is submitted by Close of Business (COB) Wednesday March 4, the troop’s final sweep will be adjusted down. ◾ If the form is NOT submitted by COB Wednesday, March 4, your troop’s final sweep CAN NOT be adjusted, and the troop will have to wait until the account goes to collections to receive a credit from the amount owed to the troop (over a 90-day to 120- day process). What if the parent pays the troop and not council? If the parent pays the troop instead of council, please contact Council as soon as possible to let us know. If your troop has already been credited, we can SWEEP the amount owed from the troop account. If your troop has NOT been credited, we will remove the balance from the account but will NOT sweep the account. 27
Safety Tips Be sure girls understand and follow these safety rules: • Show you’re a Girl Scout—Wear the Girl Scout membership pin and/or Girl Scout clothing to identify yourself as a Girl Scout. • Buddy up—Always use the buddy system. It’s not just safe, it’s more fun. • Be streetwise—Become familiar with the areas and neighborhoods where you will be selling Girl Scout Cookies®. • Partner with adults—If you are a Girl Scout Daisy, Brownie or Junior you must be accompanied by an adult when taking orders or selling/delivering product. If you are a Girl Scout Cadette, Senior or Ambassador, you must “buddy up” when selling door-to-door. Adults must be present at all times during booth sales. • Plan ahead—Always have a plan for safeguarding money. Avoid walking around with large amounts or keeping it at home or school. Give proceeds to supervising adults who should deposit it as directed by your Girl Scout council as soon as possible. • Do not enter—Never enter the home or vehicle of a person when you are selling or making deliveries. Avoid selling to people in vehicles or going into alleys. • Sell in the daytime—Sell only during daylight hours, unless accompanied by an adult. • Protect privacy—Girls’ names, addresses and email addresses should never be given out to customers. Use a group contact number or address overseen by an adult for customers to request information, reorder or give comments. Protect customer privacy by not sharing their information except for the product purchase. • Be safe on the road—Always follow safe pedestrian practices, especially when crossing at intersections or walking along roadways.
