VNF has been acting in favour of a waterways transport of abnormal loads VNF has implemented a number of actions to promote modal shift, including developing the waterways transport of abnormal loads: • Partnerships with industrial and administrative players to support them in their use of waterways transport and encourage new sectors to integrate waterways transport in their logistics. • Support to companies in the waterway logistics with business intelligence tools: EVE, an eco-calculator to assess fuel and external costs savings, navigation maps for each river basin, an online application to identify port solutions (OLR see page 12), a tool to follow up vessels in real time (AIS) and a financial programme of waterways transport feasibility studies and experiments. • Putting into contact the special transport players (ports, shippers, haulage contractors, other network managers): Riverdating business agreements, information days... • Contribution to the financing of private or public port facilities, whether on a river or river-oriented sea facilities: the modal shift aid plan (PARM in French see page 12). • Dialogue with shippers in order to define the service offer best suited to their requirements. • Encouragement to adapting vessels to the evolution of the sector: on the modernization and innovation plan (PAMI in French, see page 12). Reliable: deliveries by river help meeting the deadlines, even when they are to be made in the heart of the cities. Ecological: waterways transport is the most silent mode and one of the least polluting. It is therefore perfectly suited to populated urban areas. Economical: It allows to transport and store, at the same time, large quantities of goods. It is the function of floating stock. Flexible: waterway units transport all types of goods, regardless of volume. Safe: goods theft and defacement are reduced to a minimum. Moreover, accidents are rare. ~ 2 ~ Waterways transport - Abnormal loads sector

"Waterways transport for loads that cannot be split remains a one-off project and is often considered in a captive logic, despite a regulatory context promoting alternative transport modes, and the emergence of a number of private projects and initiatives in connection with waterways: designing of a Freycinet type boat optimized for sailing on the Canal du Rhône au Rhin, shipment of parts and components of the ITER project in Cadarache, setting up of specialized haulage contractors on the banks of a waterway... VNF Rhône-Saône is implementing a programme to promote the modal shift of abnormal load transport to rivers dedicated both to shippers and specialised service providers and authorities. This approach relies on workshops to promote the waterway know-how to clients of the industry, and to present modal shift BI tools. An operators' guide Guide des opérateurs fluviaux en Europe (A guide to waterway operators in Europe) is a special issue of Navigation, Ports et Intermodalité (NPI), published by Editions de la navigation du Rhin in co-operation with VNF. For the 1st issue, VNF and NPI have worked river basin by river basin, so that shippers can identify the operators present on each of the market segments identified (dry or liquid bulk cargo, abnormal loads, Ro-ro transport), which are segments that require adapted ramps and logistical organizations.
