1. Introduction This Mobility Management Plan (“Plan”) has been prepared on the behalf of Castlethorn Construction Unlimited Company (the “Developer”), who are intending to develop 2 residential blocks, with provision made for a crèche and amenity spaces. The site is located at Pelletstown, Ashtown, Dublin 15. The name of the site is Rathborne 2B. The site formally accommodated, on a temporary basis, the Pelletstown Educate Together School. Since September 2020 the school has relocated from this site to elsewhere in Pelletstown. This site is currently not in use. The proposed development will generally comprise of the following: 169no. residential units (9no. 1-bed, 78no. 2-bed and 12no. 3-bed apartments; 5no. 2-bed and 65no. 3-bed duplexes) and residents’ amenity spaces (c. 301.7sqm), accommodated in 2no. buildings ranging in height from 4 to 10 storeys. The development proposal will also include a crèche of c. 221.9 sqm in Block 1. Provision of all associated and ancillary site development, landscaping and boundary treatment works, including: Communal open space. A total 102. car parking spaces (including 57no. surface, 9no. set down/visitor and 36no. under croft spaces). 4.no surface level motorcycle parking spaces. 424no. bicycle parking spaces (including 108no. surface and 316no. under croft spaces). The exact site location is shown on Waterman Moylan Drawing No. 18-119-P010. The subject site has two access points: 1. From Ashtown Road to the west 2. 2. Scope of this Mobility Management Plan Dublin Transport Office Advice Note 2002 The Dublin Transportation Office in its Advice Note on Mobility Management Plans (July 2002) describes Mobility Management as “a transport demand management mechanism that seeks to provide for the transportation needs of people and goods. The aim is to reduce demand for and use of cars by increasing the attractiveness and practicality of other modes of transport.” This plan will consequently assess and examine the management of the typical construction traffic that will be generated by workers attending the site and by the employment uses during the operational phase of the development. It will also assess the residential occupancy stage, however as it would not be normal to provide a mobility management plan for this use, and as such, only a commentary on this phase is provided. It will also encourage the residents/general public using the development to avail of public transport by improving awareness of public transport options and by providing information on bus routes and train services and timetables. The construction Management Mobility Plan will have the targets of Promoting sustainability Enhancing public transport use Reducing dependency on the use of the private car for the journey to the development. Dublin City Development Plan 2016 - 2022 Section 8.5.5 of the Dublin City Development Plan 2016 – 2022 advises that ‘Travel Plans may be required in certain circumstances to balance car use to the available road capacity and to provide for mobility via more sustainable transport modes’ (See Appendix 5).) Appendix 4.2.2 sets out the requirements for Travel Plans. It specifies that a Travel Plan for is required when:- ‘Travel Plans may be required for proposed centres of employment, or existing centres where expansion/re- development is proposed, which the planning authority considers to have significant trip generation and attraction rates and where potential exists to accommodate a substantial proportion of these trips by sustainable modes.’ Appendix 4.2.3 sets out the form and content of Travel Plans. Mobility Management Mobility management will be a key operational feature at Rathborne 2B SHD proposed development. The owners will implement the Travel Plan on an ongoing basis with the objectives of promoting sustainability and enhancing public transport. This Travel Plan is intended to deal with the typical day-to-day operating conditions at the proposed development. 3. Development Programme and Facilities At the time of preparing this Mobility Management Plan, the proposed development is in the planning phase. The construction programme for the site provides for an approximate opening/occupation of the development in 2023. A Construction Environmental Management Plan (CEMP) has been prepared by AWN Consulting Ltd. for the proposed development and is enclosed under a separate cover. As part of the CEMP and the Mobility Management Plan it is proposed to target a significant reduction in the number of workers driving to/from the site. 4. Mobility Management Objectives 4.1 Overall Strategy The strategy for this Mobility Management Plan is based on the movement of people not vehicles. The objectives of the Plan are: (a) To endeavour to reduce the use of the private car by single occupants. (b) To endeavour to reduce the use of the private car for the journey to the development, especially during network peak periods. (c) To encourage the development of more sustainable transport modes for trips to and from the development. (d) To increase the percentage of workers choosing to walk, cycle or travel by public transport to and from the development. To develop an integrated approach to mobility management including public transport, private vehicles and suppliers of commercial services accessing the site. (e) To create an alliance with Dublin City Council, providers of public transport and tenants/owners of other major developments to promote a sustainable transport network. It is important to maximise opportunities to make non-car trips for the journey to/from the development and reducing the need to use a car for other purposes can help in this regard. 4.2 Construction Mobility Management Targets – Construction Staff Due to the proximity of the proposed site along well serviced bus routes, train services and also being well served by Tolka Valley and Royal Canal cycle routes, it is proposed to target a significant reduction in the number of workers driving to/from the site. A number of car parking spaces may be maintained near the site access for VIP visitors. Personnel will be informed and encouraged to use the numerous public transport options in the area. The proposed development site is well served by public transport. Details are set out below:- Train Service The development is located approximately 220m north of the Ashtown Railway Station. Ashtown Railway Station has been upgraded by Irish Rail to accommodate the improved suburban services on the Dublin Connolly – Maynooth, Longford and M3 Parkway routes. On weekdays, the existing service operates at 2 – 4 services per hour in both directions. This service provides interchange opportunities to LUAS Green and Red lines. The Ashtown Train Station can be reached by pedestrians in 3 minutes. See Figure 4-1 on the following page for details. Dublin Bus Service The proposed development site is currently served by one Dublin Bus route which services several bus stops distributed across the Ashtown-Pelletstown LAP lands. The bus route serving the subject bus stops is the Dublin Bus Route 120 from Parnell Street along Rathborne Avenue - River Road and terminates in Ashtown Village. This existing service operates 2 – 5 services in both directions. The closest bus stop in relation to the subject development site is located on River Road adjacent to the site. Subject Site Figure 4-1: Existing Public Transport, Dublin Bus stop and Ashtown Train Station location Provision has been made to the south of the development to facilitate the relocation of the bus stop from River Road to the North in agreement with Dublin Bus and the Bus Connects strategy. Cycling Cyclists can benefit from the provision of a greenway route along the Tolka Park to the north of the development site and Royal Canal Towpath to the south of the development site. 5. Mobility Management Plan 5.1 Strategy for Travel During construction of the development, it is proposed to implement a strategy of encouraging staff to travel as often as possible to and from the site by modes other than the private car. To this end, the strategy will be to encourage staff to reduce dependency on using private cars for travelling to work and instead encouraging travel by public transport, by cycle and on foot. The methodology to be employed to implement the strategy will include: The provision of an extensive information service for public transport routes at a public location(s) within the development. The ongoing updating of public transport information adjacent to the development. Advising company staff of tax incentives for public transport and bike to work schemes. Encouraging a carpooling scheme. The provision of good levels of accessibility to and serviceability of the development by public transport modes primarily train and bus services, which link to other modes. The location of bus stops which will continue to be a significant positive factor in the ongoing access to public transport. Lobbying the public transport operators to ensure the ongoing provision of a high level of service on the public transport routes serving the development. The ongoing updating of public transport information within the development. Liaison with the National Transport Authority, Dublin City Council, Dublin Bus and private bus operators. The provisions of cycle parking at the development. The provision of high-quality footpaths and signal-controlled pedestrian crossings in the area of the development; Pedestrians are well catered for in the area by way of the existing footpaths and safe pedestrian crossings. 6. Specific Measures 6.1 Construction Phase On Site Parking Controls Due to the proximity of the proposed site along well serviced bus routes, train service and also being well served by cycle routes, it is proposed to target a significant reduction in the number of workers driving to/from the site. Personnel will be encouraged and informed of the numerous public transport options in the area. Public Transport The Main Contractor, as part of their site set up arrangements, shall appoint a Coordinator responsible for the implementation of the Mobility Management Plan and shall carry out the following tasks as part of their role: The provision of an extensive information service for public transport options and routes at a public location(s) within the development for construction workers. The ongoing updating of public transport information adjacent to the development. Advising company staff of tax incentives for public transport. Cycling For those who wish to cycle to and from the development, dedicated cycle parking will be provided for the duration of the works within the site. Shower facilities and lockers will also be provided. Walking The proposed site is situated in a location where the option to rent accommodation is prevalent. It is likely that some workers who will have the security of a fixed work location for the duration of the project will rent locally within walking distance of the site. 6.2 Operational Phase – Residential/ Commercial Uses A management company will be appointed by the developer to manage the development. A senior member of staff from the management company who supports the philosophy of the Plan will be appointed to be the Co-ordinator. The Co-ordinator should be appointed within 2 months of the site being occupied. A dedicated commuter area will be provided where travel information, timetables, access to the internet and notice boards will be provided. The Co-ordinator will be responsible for:- Implementation and maintenance of the Plan. Monitoring progress of the Plan. Liaison with public transport operators and officers of the Planning and Transport Authorities. Within the first 4 months of being appointed, the Co-ordinator shall arrange for a travel survey to be carried out. This can be achieved by means of self-completion questionnaires, which will help to identify travel requirements and set targets for modal split. The information requested in the questionnaire should include:- Resident/Staff details (address, gender, position in company, mobility restrictions). Resident/Staff work pattern (full / part-time, shift work). Current travel pattern. Views on alternative modes to the private car (i.e. what would encourage them to switch to other modes). Traditionally, response rates to such questionnaires are relatively low and it may be necessary to encourage residents/staff to complete and return them. The information obtained from the survey should be entered into a database and used to formulate and monitor the implementation of the Plan to set and review targets. These targets are to be agreed with the Planning and Transport Authorities or their agents within 6 months of the survey being carried out. Public Transport Up to date local bus and train timetables will be maintained at fixed points within the buildings on the site. Residents/Staff will be advised of their location. The Occupier(s) will provide residents with a starter travel pack showing alternative modes of travel to the Site. Where possible, the Occupier(s) will advise visitors to the site of alternative modes of travel to that of the private car i.e. the provision of public transport. Provision for Cyclists Secure parking facilities will be provided on the site for residents/staff. Local cycle route information will be provided at fixed points within the development and residents will be advised of their location in the Information Pack. Car Parking The co-ordinator will be responsible for the management of inappropriate parking within the development. This parking management will ensure that spaces reserved for individual uses within the site, will be accessible only to those users. Information Updates The co-ordinator will be responsible for the preparation of an information leaflet updating residents of any changes to public transportation timetables in the area and keep them informed of any transport developments of note in the area. This information should be issued to residents at a frequency of not less than once every 12 months. Working Practices The co-ordinator will encourage the Occupier(s) to advertise job vacancies locally. Staff living locally will be encouraged to walk or cycle. 6.3 Operational Phase – General Public Once the development is completed and operational, members of the general public will be encouraged to use public transport to travel to and from the development. This will be achieved by increasing awareness of public transport by way of public notices/advertising within the development. Public transport information will be displayed at prominent locations within the development which will provide details on shortest routes to the nearby bus/trains together with nearby bus/ train routes and timetables. 6.4 Future Road Network Improvements Road Infrastructure Improvements Current Ashtown – Pelletstown Local Area Plan transportation objectives, as per Report No. 287/2018 Members of Dublin City Council Report of the Assistant Chief Executive, are:- Provision of hierarchical road infrastructure network Provision of permitted linking routes north / south between Royal Canal and Tolka Valley Park and east / west between neighbourhood centres. Completion of the Greenway from City Centre to Ashtown River Road Upgrade Provision of a signalised crossing from the new pedestrian/cycle route at the embankment of Royal Canal Park scheme, across River Road to the existing entrance to Tolka Valley Park. This crossing is proposed as part of the Royal Canal Park scheme (ref.3069/14) and in the process of commission as at 2nd December 2020. 6.5 Future Improvement of Public Transport Infrastructure The National Transport Authority is making numerous improvements to the public transport in the Ashtown – Pelletstown area and generally within the greater Dublin area. The bus element, BusConnects, includes infrastructures and bus priority measures, improvements to fares and ticketing and redesign of the bus network. Some of the reasons of the renewal of the Dublin Bus Infrastructure is due to the complexity of the network, the lack of orbital trips around Dublin, overlapping for long distances and the improvements of the rail and Luas infrastructures. With the new proposed infrastructure and network, it has been estimated that the population within Dublin “can have access 18% more jobs and schools within 30minutes, compared to the existing system”. The proposal comprises the re-organization of the existing bus routes into seven spines, which are considered to be frequent lines “with a bus coming every 4 to 8 minutes all day, and even more frequently at peak hours, there is always a bus coming soon”. - Park and Ride facilities - Simpler fare structure - Cashless payment system - Developing a state-of-the-art ticketing system - “Next generation” bus corridors The importance of the BusConnects Infrastructure system is the involvement of the M50 in the proposed routes. Currently the public transport infrastructure along the motorway is inadequate and customers are not able to reach part of the cities without going to the City Centre for interchange. As part of the BusConnects proposal, there is the Bus Rapid Transit (BRT), which has emerged in the recent years as an effective cost-efficient quality system. Given its cost, flexibility and effectiveness, the BRT shows the following characteristics: - Modern, attractive multi-door vehicles - Uses own BRT Lane or shared bus/BRT lane - BRT vehicle given priority at traffic signals - High quality stops and level boarding on and off vehicles - Off-board ticketing (tickets purchased in advance or Leap cards) - Conveniently located stops with optimal spacing The proposed corridors to be developed are: - Within the City Centre - Blanchardstown to UCD - Clongriffin to Tallaght - Swords to City Centre The proposed development will be covered by the Blanchardstown to UCD Route, which will be covered by the new proposed BRT Infrastructure as shown in Figure 6-1, that shows the “spider-web” of the proposed infrastructure. Location of the proposed development Figure 6.1: Bus Rapid Transit (BRT) Spidersweb connecting Blanchardstown to UCD Car Sharing Car Sharing is a mode of car rental where people can rent cars for short-middle-long time. Car Sharing contributes to a sustainable mean of travel due to a decrease of intensive means of urban transport but also aims to decrease the car ownership. GoCar is a private company which provide car service booking via website/mobile app throughout the major cities in Ireland (Dublin, Cork, Galway…). Currently, there are more than 50 GoCar stations within and around Dublin, which one of them is located on Pelletstown Avenue. As part of the proposed development, it is intended to provide 2 No. GoCar car sharing. 6.6 Future Improvement of Pedestrian and Cycling Infrastructure The Ashtown – Pelletstown Local Area Plan (LAP) 2014 identifies the key movement for the transport infrastructure and proposes a series of pedestrian and cycle routes which will improve the existing pedestrian and cycling network. The proposed development will deliver the proposed pedestrian and cycle routes facilitating north / south connection between Royal Canal and Tolka Valley Park and east / west connection between neighbourhood centres. See Figure 6-2 below yellow lines shows the proposed routes. Royal Canal Greenway Royal Canal Greenway (cycleway and pedestrian route) along the Royal Canal towpath, was approved by the Council, as part of the much longer Greenway from Sheriff Street Upper to Ashtown (ref.2870/15). New cycle and pedestrian facilities are being built along the Ashtown Royal Canal as Phase 4 of the Royal Canal Greenway Cycle & Pedestrian Route which will connect Ashtown to Dublin city centre Sheriff Street Upper. The overall length of the scheme is 7.1 km with Phase 4 Phibsborough to Ashtown 4.3km in length. See figure below for details. Location of the proposed development Figure 6.4: Royal Canal Greenway Cycle & Pedestrian Route Source: (http://www.dublincity.ie/main-menu-services-planning-planning-news/royal-canal-greenway-part-8) The proposed Phase 4 Royal Canal improvements are to provide greater links to existing public transport such as the Ashtown and Broombridge Railway Stations, as well as the new Luas Cross City Terminus at Broombridge and will assist with providing a more sustainable transport network within the City. According to the Dublin City Council Part 8 Application published in May 2015, the existing footpath is too narrow to accommodate both pedestrian and cyclists. To rectify this, the existing path will have to be resurfaced and widened to accommodate 4.5m wide greenway and 1.0m wide verge. See Figure 6-5 below for details. The latest status (July 2020) on the Royal Canal greenway is as follows: I) Phase 2 Dublin City Council has launched the next phase of the Royal Canal Premium Cycle Route. II) Phase 3 North Strand Road to Phibsborough Road – currently out to tender. (No update since 2019) III) Phase 4 Phibsborough Road to Ashtown – detailed design for Phase 4a link from the greenway to Broombridge Luas is ongoing, however a wall on the Broome Bridge approach needs reconstruction and DCC Public Lighting (PL) has requested a PL upgrade. Design for phases 4b & 4c (greenway main line) is ongoing. 7. Implementation and Co-ordination of the Mobility Management Plan 7.1 Construction Phase It will be a condition in the tendering documents for the Contractor to provide an expanded Mobility Management Plan based on the governing principles highlighted above. The Contractor will be obliged to appoint a member of the site staff as a Mobility Management Co-ordinator. The Co-ordinator’s roles in the development, implementation and management of the Plan shall include: Promotion of the Mobility Management Plan to site workers. Implementation of the Mobility Management Plan. Management of the Mobility Management Plan. Ongoing assessment of the objectives of the Plan. 8. Monitoring of the Mobility Management Plan The monitoring and review of the Plan will be the responsibility of the Co-ordinator, who will establish the process on occupation of the buildings. The travel survey will establish the initial modal split of residents/staff. The Co-ordinator, in consultation with the Developer, the Occupier(s), and the Local Authority or its agents, will agree annual targets, following completion and analysis of the resident/staff survey, for increasing the percentage of non-car modes. The Co-ordinator will:- Meet with officers of the Local Authorities or its agents within a period of 6 months following occupation of the building(s) and thereafter every 12 months to assess and review progress of the Plan and agree objectives for the next 12 months. Marketing and Implementation 9.1 Residents/Staff Induction Handbook As part of the implementation of this Plan, the Management Company will provide residents/staff at the proposed development with a Marketing Pack and advise them on details for their Induction Handbooks. The pack will include inter alia: (a) The Travel Plan; (b) Public Transport information; (c) Benefits of the Travel Plan; (d) Resident Travel Survey Form; (e) Details of pedestrian facilities; 9.2 Implementation Strategy – Year 1 of Development The implementation strategy for the Travel Plan is progressing at the time of writing. The DTO Advice Notes are intended as guidance for Local Authorities and others involved in land use planning and development in the Greater Dublin Area. The need for additional guidance on integrated land use and transport policy was identified in A Platform for Change and is being provided in the Advice Notes. They set out the DTO approach to various issues within land use and transportation planning. The Advice Notes are not issued as a fait accompli, but will be updated and revised based on feedback received, new experience and knowledge. The DTO Advice Notes are not Government Guidelines, have no statutory basis and are not policy statements. The Advice Notes set out what the DTO considers to be current best practice. In its role as a prescribed body, the DTO monitors planning applications, appeals and development plan policies in the GDA where these are likely to impact significantly upon DTO Strategy. The Advice Notes set out in an easily accessible form DTO attitudes towards various land use and transportation issues which have been expressed by the DTO in various reports on planning applications, appeals and development plans. The Advice Notes will be available to Local Authorities, consultants or any other interested parties, and will help to consolidate DTO opinion on a topic-by- topic basis. It is intended that they will be updated and augmented over time, and build into a volume or set of notes helping towards the implementation of the DTO Strategy. The Advice Notes are written to encourage debate and formulation of new opinions and attitudes to integration of land use and transportation, which will help to further the objectives of the Strategic Planning Guidelines and Platform for Change. By allowing mul ple people to use the same vehicle at different mes, car sharing reduces car ownership, car dependency, conges on, noise and air pollu on. It frees up land which would otherwise be used for addi onal parking spaces. Most GoCar users only use a car when necessary, and walk and use public transport more o en than car owners. By having GoCar car sharing vehicles in and near a development such as this, residents will have access to pay-as-you-go driving, in close proximity to their homes, which will increase usership of the service.
