Next year the Ukrainian Canadian Congress (UCC) will celebrate its 80th anniversary. As a result of the support and commitment of our community, the UCC has been the voice of Ukrainian Canadians in Canada. The UCC has provided effective leadership, coordination and advocacy on behalf of our organizations and all Ukrainian Canadians. Through your dedication, we have kept our community strong, vibrant and united. Almost six years ago, Russia invaded Ukraine. The war has cost Ukraine 14,000 lives, left tens of thousands wounded and displaced over 1.5 million Ukrainian citizens. The Ukrainian people responded to the call to defend their homeland and their freedom with bravery, perseverance and unity of purpose. They continue to persevere. As we have for many decades, our community rallied in support of Ukraine at this time of great need. For six years, volunteers in our community have provided a wide range of support. Their efforts have inspired others to become involved. We will continue to assist the Ukrainian people until the day when peace finally returns to Ukraine. The UCC will also ensure that the Canadian government continues its strong support of Ukraine. We can take great pride in knowing that because of our efforts, support for Ukraine and the Ukrainian people transcends party lines. In Canada, Ukraine is a non-partisan issue, and we will continue to work hard to keep it that way. In recent years, Russian officials responsible for the war against Ukraine and for human rights abuses have been added to Canada’s sanctions list. The ban on selling defensive weapons from Canada to Ukraine was lifted. Canada’s military training mission in Ukraine, Operation Unifier, was extended until 2022. Canada announced new funding, totalling tens of millions of dollars, to support Ukraine’s democratic development. None of these accomplishments would have been possible without the strength of a community speaking loudly with a strong, united voice. Recently, Canadians went to the polls in the 2019 federal election. The UCC once again worked diligently to ensure that our community was well-informed on the issues of importance to our community and the election platforms of Canada’s political parties. We surveyed party leaders and candidates, provided policy briefings to all parties, and developed thoughtful policy priorities in coordination with our organizations, membership and wider community. While support of the Ukrainian people was important to us, we also worked on many issues of importance to our community here at home – Holodomor awareness and commemoration; education about Canada’s First National Internment Operations; our Ukrainian schools; cultural programs; seniors’ homes – to name only a few. As you know, the UCC relies on the generosity of our donors, sponsors and the volunteer efforts of our community to do the work it does. To provide sustainable funding for our many important initiatives, programs and projects the UCC must significantly increase our financial base. The UCC and the UCC Charitable and Educational Trust are working together to launch an endowment campaign to support our community for future generations. We will broaden our engagement to ensure that more people become involved in our organizations, branches and provincial councils. We also need to engage our youth in a more meaningful way to ensure the sustainability of both the UCC and or community into the future. Thank you to our member organizations for their hard work in providing valuable services to our community. Thousands of volunteers contribute countless hours serving our community, thousands of donors generously contribute to support the work we do, and our success would not be possible without their ongoing commitment. 3
Triennial report UCC 48 pages.qxp_Layout 1 2019-10-21 10:58 AM Page 4 Message from the President I sincerely thank our Board of Directors, Committees, and our Executive Committee, who have demonstrated endless energy, patience and devotion – and whose service I truly appreciate. We are grateful to have a strong UCC Advisory Council chaired by James Temerty, CM, who provide valuable advice and a wealth of knowledge that informs and improves our work. We are also fortunate to have a dedicated staff led by CEO Ihor Michalchyshyn. In December 2018, we bade farewell to Paul Grod, who served as President of the UCC for over a decade. He has now taken the helm as President of the Ukrainian World Congress. We wish Paul much success at the UWC. Paul left the UCC stronger than he found it – with a network of committed, enthusiastic volunteers, an experienced and talented Board of Directors, and professional staff. Paul’s commitment to serving our community has been exceptional and he deserves our praise and gratitude for his extraordinary leadership and the example he has set for us all. His legacy at the UCC will endure. It is my true honour and privilege to serve as President of the Ukrainian Canadian Congress, and to work for the benefit of our community, Canada and Ukraine. I am very happy to welcome you to the XXVI Triennial Congress of Ukrainian Canadians. We look to you, the delegates of the Triennial Congress, to set the direction and identify the priorities of the work of the UCC for the next three years. Alexandra Chyczij UCC President Message from the CEO & Executive Director Ihor Michalchyshynj, CEO & Executive Director As we look ahead to the 80th anniversary of the Ukrainian Canadian Congress (UCC), the Ukrainian Canadian community can be proud of the strong leadership, coordination and advocacy which the UCC provides. We work to inform, educate and unite Ukrainian Canadians, as well as reach out to all Canadians. Since the start of my work with the UCC I have had the privilege to travel across Canada and meet with every branch and provincial council and reach out to new communities. Thank you to everyone who has helped make this outreach work successful, especially the leadership of UCC local branches and provincial councils. It has been a pleasure to work with Paul Grod, our former President, and now Alexandra Chyczij, along with the Executive Committee and Board of Directors. As CEO and Executive Director, it is my pleasure to recognize and thank our extraordinary staff team, who work so diligently to serve our community. Thank you also to the many wonderful supporters and donors who contribute their time and resources to ensure that the UCC can continue to carry out its work. We acknowledge and honour the many hundreds of volunteers across Canada who contribute countless hours to running the festivals, organizations, concerts, schools, camps and other programs and events. Наступного року Конґрес Українців Канади (Конґрес) святкуватиме свою 80 річницю. Як результат громадської відданості та підтримки, організація стала дійсним голосом українців у Канаді, забезпечуючи ефективний провід, координацію дій та захист інтересів від імені всіх наших організацій та всіх українських канадців. Саме завдяки Вашій відданості наша громада залишається сильною, активною та згуртованою. Майже шість років тому Росія вторглася в Україну. Відтоді війна коштувала Україні 14 тисяч людських життів; десятки тисяч були пораненими, і понад півтора мільйони були змушені покинути свої доми. На заклик вийти на захист свободи Батьківщини українці відповіли з відвагою, єдністю та завзяттям, і досі гідно тримають стрій. Як і десятиліттями до цього, наша громада згуртувалася, щоб підтримати Україну у скрутну годину. Упродовж останніх шести років волонтери забезпечували велику підтримку; їхні зусилля надихнули долучитися багатьох інших. Ми будемо підтримувати український народ доти, доки в Україну не повернеться мир. Конґрес і надалі дбатиме про те, щоб потужна підтримка України і українців з боку канадського уряду тривала. Нас тішить, що завдяки нашим зусиллям ця підтримка не залежить від політичної ситуації в Канаді. Питання України є однаково актуальним для всіх партій, і ми зробимо все, щоб так було і в майбутньому. За останні декілька років багатьох російських посадовців, відповідальних за війну проти України і порушення прав людини, було зараховано до канадського санкційного списку; заборону на продаж оборонної зброї Канадою Україні було знято, а операцію «Юнифаєр» – військово-навчальну місію Канади в Україні – продовжено до 2022 р. Окрім того, Канада оголосила про виділення десятків мільйонів доларів на розвиток демократії в Україні. Усе це було б неможливим без впливу потужного, єдиного голосу нашої громади. Нещодавно канадці проголосували на федеральних виборах 2019 р. Як і в попередні рази, Конґрес доклав усіх зусиль, аби українці були добре ознайомлені з порядком денним найважливіших питань усередині їхньої громади, а також щодо виборчих програм канадських політичних партій. Ми опитали партійних лідерів та їхніх колег, провели брифінги для всіх партій та, у співпраці з нашими членами, організаціями та широкою громадськістю, визначили чіткі політичні пріоритети. Паралельно з діяльністю, спрямованою на підтримку українського народу, ми займались і багатьма актуальними питаннями щодо громадського життя в Канаді, серед яких: обізнаність щодо Голодомору та вшанування пам’яті жертв Голодомору, просвіта щодо канадських операцій інтернування під час І-ої Світової Війни, робота наших українських шкіл, організація культурних програм і заходів, облаштування домів для пенсіонерів та багато іншого. Конґрес покладається на щедрість жертводавців і спонсорів та на зусилля громадських волонтерів. Щоб забезпечити стабільне фінансування наших найважливіших ініціатив, програм і проектів, ми повинні суттєво зміцнити своє фінансове підґрунтя. Спільно із Харитативно-освітнім фондом Конґресу, ми працює над запуском кампанії зі збору коштів на потреби майбутніх поколінь нашої громади. Ми плануємо розширювати коло своєї діяльності, щоб залучати дедалі більше людей до наших організацій, провінційних рад та відділів. Нам також варто більш ефективно працювати з молоддю, адже це ключ до майбутньої самодостатності Конґресу та всієї громади. Дякую всім нашим складовим організаціям за самовіддану працю із надання важливих послуг нашій громаді. Тисячі волонтерів жертвують безліч годин власного часу на служіння громаді, тисячі жертводавців роблять щедрі внески на підтримку діяльності Конґресу; наш успіх був би неможливим без постійної участі всіх цих людей. 5

Я надзвичайно високо ціную Вашу працю. Нам пощастило мати дуже досвідчену Дорадчу раду, очолювану Костянтином Темертеєм, котра дає нам цінні рекомендації та ділиться власним багатим досвідом, суттєво поліпшуючи якість нашої роботи. Ми також вдячні за те, що маємо такий самовідданий персонал на чолі з Виконавчим директором Ігором Михальчишиним. У грудні 2018 р. ми попрощалися з Павлом Ґродом, який був Президентом Конґресу понад десять років. Нині він обійняв посаду Президента Світового Конґресу Українців. Ми зичимо Павлові всіляких успіхів на новому місці. Він залишив Конґрес Українців Канади куди сильнішим, ніж прийняв – із мережею самовідданих, сповнених ентузіазму волонтерів, досвідченою й талановитою Радою директорів і високопрофесійними працівниками. Павлова вірність ідеї служіння громаді є унікальною; за свій непересічний лідерський хист і надання позитивного прикладу для всіх нас він заслуговує найвищої похвали і вдячності. Спадок, який він лишив у Конґресі, житиме. Для мене є справжньою честю та привілеєм бути Президентом Конґресу Українців Канади і працювати на благо нашої громади, Канади та України. Я щаслива вітати Вас на XXVI-му Трирічному Конґресі українців Канади. Ми очікуємо, що Ви, як делегати цього зібрання, встановите напрям та визначите пріоритети діяльності Конґресу на наступні три роки. Я певна, що, спираючись на Ваше бачення, нам вдасться закласти міцний фундамент для майбутнього нашої громади! Слава Україні! Слава Канаді! Олександра Хичій Президент КУК Звернення Виконавчого Директора Ігора Михальчишина Напередодні 80-ої річниці Конґресу Українців Канади наша громада може пишатися його сильним проводом, якісною координацією та ефективним захистом інтересів українців. Ми працюємо для того, щоб інформувати, просвічувати і об’єднувати українців Канади, перебуваючи на зв’язку з усіма канадцями. Від початку свої діяльності в Конгресі я мав можливість подорожувати країною, проводячи зустрічі у місцевих відділах і провінційних радах та налагоджувати зв’язки з новими громадами. Дякую всім, хто допомагав мені в цьому, особливо керівникам відділів та провінційних рад Конґресу. Для мене було приємністю працювати як із колишнім президентом Павлом Ґродом, так і з нинішньою очільницею Олександрою Хичій, спільно з Екзекутивним комітетом та Радою директорів. Як виконавчий директор, я дякую всій нашій команді за самовіддану працю на благо громади. Також висловлюю вдячність численним жертводавцям і прибічникам, котрі жертвують власним часом і ресурсами для забезпечення роботи Конґресу велика подяка і сотням волонтерів по всій країні, які роблять величезний внесок у підтримку діяльності наших установ та організацію подій (фестивалів, концертів, таборів тощо). Ваша відданість та завзяття допомагають Конгресові зміцнювати нашу громаду! 6

Le Congrès des Ukrainiens Canadiens (CUC) fêtera son 80ème anniversaire l’année prochaine. Grâce au soutien et à l’engagement de notre communauté, le CUC est devenu la voix des Ukrainiens Canadiens au Canada. Le CUC a exercé avec succès des fonctions de leadership, de coordination et de sensibilisation au nom de toutes nos organisations et de tous les Ukrainiens Canadiens. Votre dévouement nous a permis d’assurer la force, le dynamisme et l’unité de notre communauté. Voilà près de six ans déjà que la Russie a envahi l’Ukraine. Cette guerre a coûté 14 000 vies, fait des dizaines de milliers de blessés et induit le déplacement de plus d’1,5 million d’Ukrainiens. C’est avec bravoure et persévérance que le people ukrainien a répondu comme un seul homme à l’appel à défendre la liberté et la patrie. Aujourd’hui encore, ces efforts se poursuivent. Fidèle à sa ligne de conduite depuis des décennies, notre communauté s’est mobilisée en faveur de l’Ukraine dans ces circonstances extrêmement difficiles. Pendant six années, nos bénévoles ont organisé de nombreuses actions en soutien de l’Ukraine. Leurs efforts ont incité d’autres personnes à s’impliquer à leur tour. Nous continuerons à aider le peuple ukrainien jusqu’au jour où la paix aura enfin fait son retour dans le pays. Le CUC s’est aussi donné pour mission de veiller à ce que le gouvernement canadien continue d’apporter un soutien actif à l’Ukraine. Nous pouvons nous enorgueillir que nos efforts au profit de l’Ukraine et des Ukrainiens aient transcendé les divisions entre les partis. Au Canada, l’Ukraine est une question non partisane et nous nous efforcerons de faire en sorte qu’elle le reste. Ces dernières années, des dignitaires russes responsables de la guerre contre l’Ukraine et des atteintes aux droits humains ont été ajoutés à la liste de sanctions du Canada. L’interdiction portant sur la vente d’armes de défense canadiennes auprès de l’Ukraine a été levée. La mission canadienne de formation militaire en Ukraine, Opération Unifier, a été prolongée jusqu’en 2022. Le Canada a annoncé de nouveaux financements, pour un total de plusieurs dizaines de millions de dollars, en soutien au développement démocratique ukrainien. Aucun de ces accomplissements n’aurait pu voir le jour sans la détermination d’une communauté unie qui se fait clairement et fortement entendre. Il y a peu, les Canadiens se sont rendus aux urnes pour les élections fédérales de 2019. Encore une fois, le CUC n’a pas ménagé ses efforts pour s’assurer que notre communauté dispose de toutes les informations concernant les problèmes qui la touchent et ait accès aux programmes électoraux des partis politiques canadiens. Nous avons mené des enquêtes auprès des dirigeants des partis et des candidats, avons fourni des notes d’informations stratégiques à tous les partis et avons réfléchi et établi les priorités de ces politiques en collaboration avec nos organisations, nos membres et notre communauté au sens large. Il était important pour nous de soutenir le peuple ukrainien, mais nous avons également eu à cœur de travailler sur des problématiques déterminantes pour notre communauté, ici, au Canada : commémorer et sensibiliser la société autour des événements du Holodomor, informer sur les premiers camps d’internement du Canada, mais aussi l’organisation et la gestion de nos écoles ukrainiennes, nos programmes culturels et nos maisons de retraites – pour ne citer que quelques exemples parmi tant d’autres. Comme vous le savez, c’est grâce à la générosité de ses donateurs, de ses commanditaires et des efforts des bénévoles issus de notre communauté que le CUC est en mesure d’accomplir sa mission. Afin de garantir des financements pérennes à toutes nos grandes initiatives, nos programmes et projets, le CUC se doit de consolider sa base financière. C’est pourquoi le CUC et la Fiducie Éducative et Caritative du CUC travaillent de concert au lancement d’une campagne de levée de fonds afin d’assurer le soutien de notre communauté pour les générations futures. Nous souhaitons élargir notre champ afin qu’un plus grand nombre s’engage dans nos organisations, nos branches locales et nos conseils provinciaux. Il est aussi de notre devoir d’inciter les jeunes à s’impliquer de manière constructive dans nos activités en vue d’établir la pérennité du CUC et de notre communauté pour les années à venir. Un grand merci à nos organisations membres qui travaillent sans relâche à apporter leur précieux concours à notre collectivité. Des milliers de bénévoles consacrent d’innombrables heures au service de notre communauté, des milliers de donateurs apportent de généreuses contributions afin de soutenir notre activité et notre succès ne saurait être possible sans leur engagement sans faille. 7
Triennial report UCC 48 pages.qxp_Layout 1 2019-10-21 10:58 AM Page 8 President’s Report Je voudrais adresser mes remerciements les plus sincères à notre Conseil d’administration, nos Comités et notre Comité exécutif qui ont tous fait preuve d’une énergie sans limite, d’une grande patience et d’une dévotion infinie et pour qui j’éprouve une extrême reconnaissance. Nous avons la chance d’avoir un Conseil consultatif d’une grande force, présidé par James Temerty, C.M., qui dispense de précieux conseils et met à disposition ses connaissances pour informer et améliorer notre travail. Nous sommes également chanceux de pouvoir compter sur des équipes dévouées menées par notre PDG Ihor Michalchyshyn. En décembre 2018, nous avons salué le départ de Paul Grod, Président du CUC pendant plus de dix ans. Il est à présent à la tête du Congrès Mondial Ukrainien (CMU). Nous souhaitons formuler tous nos vœux de succès à Paul pour son mandat au CMU. A son départ, Paul a laissé un CUC bien plus solide qu’à son arrivée, avec un réseau de volontaires enthousiastes et motivés, un Conseil d’administration réunissant des personnalités d’expérience et de talent et des équipes très professionnelles. Le travail que Paul a accompli au service de notre communauté était exceptionnel. Il mérite d’être salué et que nous lui exprimions notre gratitude pour son leadership extraordinaire et l’exemple qu’il a su nous donner. Il laisse derrière lui un héritage durable au CUC. C’est un véritable honneur et un privilège d’occuper le poste de Présidente du Congrès des Ukrainiens Canadiens et de travailler au service de notre communauté, du Canada et de l’Ukraine. C’est avec grand plaisir que je vous souhaite la bienvenue au XXVI Congrès triennal des Ukrainiens Canadiens. Nous nous tournons vers vous, délégués du Congrès triennal, pour fixer les objectifs et les priorités du CUC dans ses activités pour les trois prochaines années. Alexandra Chyczij Présidente du CUC Message du PDG et Directeur exécutif – Ihor Michalchyshyn Alors que le 80ème anniversaire du Congrès des Ukrainiens-Canadiens (CUC) approche à grands pas, la communauté ukrainienne-canadienne peut être fière du rôle de premier plan et de la force de coordination et de mobilisation dont fait preuve le CUC. Notre travail s’attache à informer, éduquer et unir les Ukrainiens Canadiens, tout en s’adressant à l’ensemble des Canadiens. Depuis le début de mon activité avec le CUC, j’ai eu l’honneur de voyager à travers tout le Canada, d’aller à la rencontre de chaque branche et conseil provincial, et de participer à un travail de sensibilisation auprès de nouvelles communautés. Merci à tous/tes celles et ceux qui ont rendu possible ce travail de proximité et de dialogue et qui ont contribué à son succès, tout particulièrement à la direction des branches locales du CUC et aux conseils provinciaux. Cela a été un plaisir de travailler avec Paul Grod, notre ancien Président, et de collaborer à présent avec Alexandra Chyczij, ainsi qu’avec le Comité exécutif et le Conseil d’administration. En tant que PDG et directeur exécutif, je me dois d’exprimer ma reconnaissance et mes remerciements à notre équipe extraordinaire qui travaille sans relâche au service de notre communauté. Je tiens également à adresser mes remerciements aux nombreux soutiens et précieux donateurs qui consacrent leur temps et leurs ressources afin que le CUC puisse poursuivre sa mission. Bien entendu, je me dois également de saluer et rendre hommage aux centaines de bénévoles à travers le Canada, qui ont consacré un nombre incalculable d’heures au bon déroulement de festivals, d’organisations, de concerts, de classes et écoles, de colonies de vacances et de bien d’autres programmes et événements. C’est grâce à votre engagement et votre dévouement que le CUC peut préserver la force de notre communauté ! 8

The Congress brings together under one umbrella all the national, provincial and local Ukrainian Canadian organizations. Together with its member organizations, the UCC has been leading, coordinating and representing the interests of one of Canada’s largest ethnic communities (1.4 million) since 1940 and has been instrumental in shaping Canada’s social, economic and political landscape. Three Pillars of our Work Celebrating and Advancing our Ukrainian Canadian Identity Growing our Community Supporting Ukraine The following are highlights of UCC’s activities since the last Triennial Congress held in Regina in 2016. Celebrating and Advancing our Ukrainian Canadian Identity Canada 150 In 2017, Canada celebrated the 150th anniversary of Confederation. In honour of the anniversary, the UCC launched the project Celebrating the Strength of Canada’s Diversity: Youth Engaging Youth. The UCC, together with its member organizations across the country organized youth-led and driven Canada 150 celebratory events in British Columbia, Alberta, Saskatchewan, Manitoba and Ontario. Ukrainian Canadian youth organized ten events in each province (ranging from sport to celebratory to cultural activities) working in partnership with youth from Indigenous and other ethnocultural and linguistic communities. The project was undertaken with the financial support of the Government of Canada’s Department of Heritage Canada 150 Fund. National Teachers’ Conferences In 2019, the National Conference for Ukrainian Educators was held in Winnipeg, co-hosted by the UCC National Education Council and the Manitoba Parent’s for Ukrainian Education in collaboration with the Manitoba English-Ukrainian Bilingual Program and heritage language schools, and the UNF Ukrainian Schools Initiatives Committee, on the theme of “Celebrating Ukrainian Heritage Through Global Connections.” 9
Triennial report UCC 48 pages.qxp_Layout 1 2019-10-21 10:58 AM Page 10 Highlights of Activities and Accomplishments 2016-2019 In 2018, the National Ukrainian Teachers’ Conference was held for the first time online and facilitated productive discussions among teachers from across Canada, and from Ukraine as well. The conference was organized jointly by the Ukrainian Language Education Centre (ULEC) of the Canadian Institute of Ukrainian Studies at the University of Alberta, and the National Ukrainian Educational Council of the Ukrainian Canadian Congress. Representatives of five Canadian conference hosts in Winnipeg, Edmonton, Montreal, Toronto, and Regina/Saskatoon invested a great deal of effort towards the organization and successful implementation of this educators’ forum. The plentiful conference program offered eight presentations that addressed various aspects of the topic “Learners at the Centre of the Educational Process.” In 2017 educators from across Canada, the USA and Ukraine assembled in Winnipeg, Manitoba, to attend the second Holodomor Education Conference: “Education–Awareness–Action” (HEC–2017) at the Canadian Museum for Human Rights (CMHR). The conference was organized by the Holodomor Research and Education Consortium (HREC), of the Canadian Institute of Ukrainian Studies (CIUS) at the University of Alberta and held in cooperation with the CMHR. Ukrainian Canadian Arts Network A committee of the UCC, the Ukrainian Canadian Arts Network (UCAN) supports a vibrant Ukrainian arts community that inspires creativity and innovation and is part of the fabric of how we live and work, not only in our Ukrainian communities, but as a diverse and integral component of the multicultural tapestry of Canada. Growing our community The UCC has worked diligently to support our provincial councils and local branches on the many important initiatives which they have implemented in the last three years. We arehappy that new UCC branches have been established in Victoria and Halifax. As part of our outreach efforts, since the last Triennial Congress, UCC CEO Ihor Michalchyshyn has visited every UCC local branch and UCC has connected with new communities in New Brunswick and Quebec City, across Northern Ontario, as well as Brandon, Kelowna, Red Deer and Yellowknife. We have also focused on growing and improving our social media presence, adding thousands of new followers to our Facebook, Twitter, Instagram, as well as growing our national e-mail list. Ukrainian Canadian Educators’ Database In 2018, the UCC National Education Council established a database of teachers and administrators at Ukrainian schools in Canada. The database allows the Council to keep information about our schools up to date, to develop the Council’s network of contacts and to optimize information sharing and sharing of best practices. Genocide Remembrance Month April is Genocide Remembrance Month. In 2018, the UCC joined efforts with the Centre for Isreal and Jewish Affairs (CIJA), the Armenian National Committee of Canada (ANCC) and the Rwandan Humura Association to organize a series of events dedicated to Genocide awareness, education and prevention. In 2019, the UCC was once again part of a coalition of civil society organizations – including organizations representing the Armenian, Jewish, Roma, Rwandan, Ukrainian and Yezidi citizens of Canada who joined together to solemnly commemorate and condemn acts of genocide and recommit to working together to prevent genocide. Events took place in Ottawa during the month of April and were complemented by a national social media campaign “It Starts With Words.” In addition to commemorating Genocide Remembrance Month, the coalition partners tabled three policy proposals to the Government of Canada, including an ask for a national strategy to combat online hate, online propaganda, and dissemination of hateful misinformation. 10
Triennial report UCC 48 pages.qxp_Layout 1 2019-10-21 10:58 AM Page 11 Highlights of Activities and Accomplishments 2016-2019 Supporting Ukraine As Ukraine endures the sixth year of Russian invasion and occupation of Crimea and Russia’s war against Ukraine in Donetsk and Luhansk oblast, the priority of the Ukrainian Canadian Congress since 2014 has been to focus efforts on assisting Ukraine. We are working intensely to: • Coordinate community reaction and response; • Coordinate community efforts to provide aid and assistance to Ukraine; • Keep the Government of Canada and Canadian politicians informed about events in Ukraine; • Advise the Government of Canada on providing concrete and tangible responses to the crisis; • Advise and advocate to the Government of Canada on increased assistance to Ukraine; • Provide accurate and thoughtful commentary to Canadian media on these events; • Provide daily and weekly briefings on developments in Ukraine to politicians, the press and the community. UCC has and continues to work with all political parties as well as provincial and municipal governments to maximize support for the people of Ukraine. We regularly meet and brief with high-ranking officials of the federal government. The UCC also testifies before Committees of Canada's Parliament, most recently the Foreign Affairs Committee, Defence Committee, and Subcommittee on International human rights. The UCC is a co-chair of the Canada-Ukraine Stakeholder Advisory Council (CUSAC), which brings together representatives of our community and high-ranking officials of several departments of Canada’s federal government. Since 2016, our efforts have produced tangible results in the Canadian government’s policy towards Ukraine: • In April 2017, Canada and Ukraine signed the Defence Cooperation Arrangement; • Canada's Magnitsky Act received Royal Assent in October, 2017; • The Canada-Ukraine Free Trade Agreement came into force on August 1, 2017; • Canada added Ukraine to the Automatic Firearms Country Control List in December, 2017; • In 2017, Canada announced up to $8.1 million in new funding to support the National Police of Ukraine; Canada announced $6.89 million in funding to Ukraine through five new initiatives that will primarily focus on continued support of human rights: monitoring, conflict resolution; and mine awareness, surveying and clearance; • Canada continues to support and provide funding for programs aimed at strengthening civil society and democratic institutions; administrative reform; security and defence reforms; police reform; human rights monitoring; economic development and other sectors; • In July 2018, during her visit to Ukraine, Canada's Minister of International Development Marie-Claude Bibeau announced that Canada is committed to provide "up to $50 million annually in support of socio-economic programs across the country, building a strong and accountable democracy, and contributing to peace and security in Ukraine and the region as a whole.” Minister Bibeau also announced a call for proposals for the $30 million Growth that works for everyone - Inclusive and shared prosperity in Ukraine; • On December 6, 2018, Canada announced $24 million in support for Ukraine’s democracy ahead of the 2019 election cycle in Ukraine. The announced funding supported several initiatives, including: Supporting election observation missions for Ukraine’s presidential and parliamentary election, including a bilateral Canadian election observation mission; supporting long-term, sustainable electoral reforms; promoting women’s participation in elections; fairness and integrity in the electoral processes; countering disinformation; 11
Triennial report UCC 48 pages.qxp_Layout 1 2019-10-21 10:58 AM Page 12 Highlights of Activities and Accomplishments 2016-2019 • On March 15, 2019, Canadian sanctions against an additional 114 individuals and 15 entities in response to Russia’s aggression in the Black Sea and the Kerch Strait, the illegal annexation of Crimea and the war that Russia has been waging against Ukraine for over 5 years; • On March 18, 2019, the renewal of Canada’s military training mission to Ukraine, Operation UNIFIER, for 3 years, until the end of March 2022. Since September 2015, more than 10,000 Ukrainian soldiers have been trained by the Canadian Armed Forces (CAF). National Advocacy UCC Policy Priorities In June 2019 the UCC launched 6 key policy priorities in advance of this year’s federal election in Canada. These policy briefs were the result of extensive consultation and research which included community engagement over the past several months. At the forefront of issues that unite the community, the UCC developed informed, front-line perspectives on public policy challenges that impact our community and the broader Canadian public. The briefings focus on the following priorities: ▪ Welcoming Newcomers to Canada; ▪ Fighting Online Hate and Disinformation; ▪ Supporting Democratic and Economic Reform in Ukraine; ▪ Ensuring Security and Dignity for Seniors; ▪ Helping Our Culture Flourish; ▪ Strengthening Canada-Ukraine Defence and Security Relations. 2019 Federal Election Ahead of the 2019 Federal Election, the UCC developed and released the UCC 2019 Federal Election Guide, which informed members of our community about how to get involved in the election and presented key questions members of our community could pose to candidates in their riding. The UCC also surveyed Canada’s five major national political parties and MP candidates ahead of the October 2019 election on issues of importance to our community. The UCC provided our community with the survey answers in order to ensure our community is well-informed about the positions of Canada’s five major parties on key issues. Moving forward, we will utilize these responses to ensure that the Government of Canada and Canada’s Members of Parliament keep to their election commitments. Informing Parliamentarians • Ukraine Daily Briefing and Ukraine Weekly Bulletin – UCC monitors and informs our community and decision makers in Canada about ongoing Russian aggression in Ukraine and the response of the international community with its Ukraine Daily Briefing, Ukraine Weekly Bulletin, Newsletters and special issue announcements. • UCC develops and provides regular thematic briefing notes to Members of Parliament on issues of importance to our community. • UCC representatives appear at parliamentary committees to provide briefings to Canadian parliamentarians. 12
Triennial report UCC 48 pages.qxp_Layout 1 2019-10-21 10:58 AM Page 13 Highlights of Activities and Accomplishments 2016-2019 Government Briefings • UCC representatives regularly meet with key Ministers, MPs, government officials and representatives of local, provincial and federal governments to ensure that they are well-informed about issues of importance to our community. • Calls to Action – the UCC regularly coordinates community responses to events in Canada, Ukraine and around the world. Through timely call to action campaigns we ensure that community leaders are informed of issues and encouraged to deliver these positions to policy makers. Key Projects Invictus Games The Invictus Games were held in Toronto on September 23-30, 2017. The Games are an international sports competition in which wounded, ill and injured military personnel and veterans take part. For the first time, Ukraine sent a team of soldier-athletes to participate in the Games, with 15 competitors. The UCC supported the participation of Team Ukraine in the Games through the UCC Invictus Games Organizing Committee, and the Ukrainian community turned out in full force to support the athletes during the Games. The UCC hosted a Gala Reception honouring Ukraine’s Invictus Team on September 22, 2017 in Toronto. Ukraine's Invictus team, Canada's Prime Minister Justin Trudeau, Ukraine's President Petro Poroshenko and First Lady of Ukraine Ms. Maryna Poroshenko, many Ministers and hundreds of guests attended the Gala. Due to the generosity of sponsors and supporters, the UCC was able to raise $100,000 to support Ukraine's wounded war veterans, and established the Defenders of Ukraine Fund. Defenders of Ukraine Fund Thanks to the generous support of donors and participants in the UCC's Gala Reception in Honour of Ukraine's Invictus Team, the UCC and the Canada Ukraine Foundation (CUF) established the Defenders of Ukraine Fund. In June, 2018, UCC and CUF announced the successful grant recipients of the Fund. The projects were selected based upon their efficacy assisting war veterans who bravely defend their country against Russia’s ongoing military aggression in Ukraine. A total of $100,000 was distributed among four projects, to be used for the rehabilitation and benefit of Ukraine’s wounded soldiers and veterans. 13
Triennial report UCC 48 pages.qxp_Layout 1 2019-10-21 10:58 AM Page 14 Highlights of Activities and Accomplishments 2016-2019 The successful recipients were: • Ukrainian Social Academy for “Boots to Business” entrepreneurship training program for veterans; • Donbas ATO Veterans Union, Centre Poruch for psychological support of veterans and their families; • Veterans House for ATO veterans providing temporary shelter and rehabilitation programs; • Pobratymy & Dopomoha Ukraini, “Training in Overcoming Combat Shock Trauma and Preventing PTSD for Veterans.” The grant recipients were selected from more than 80 applications received and reviewed by an independent panel of jurors and advisors representing donors, medical professionals, community leaders and war veterans. They were focused on projects which will be most beneficial for Ukraine’s wounded soldiers and veterans. UCC Parliamentary Internship Program In 2017, the UCC re-established our Parliamentary Internship Program, which provides recent Ukrainian Canadian graduates with the opportunity to gain valuable political and professional experience and get a head start on their careers. Interns work in the office of a Member of Parliament for ten months. Since 2017, four interns have been welcomed to Ottawa. The UCC Parliamentary Internship Program was re-established thanks to the generous support of the Ukrainian National Federation of Canada, including intern training by the Paul Yuzyk Institute for Youth Leadership, and many individual donors. For 2018, the program was expanded to offer two internship positions, thanks to the major financial support of the Shevchenko Foundation Ukrainian Canadian Veterans Fund. Additional program support has been provided by the Ukrainian Credit Union, Ltd, Paul and Adrianna Grod, Oleh and Bozhena Iwanusiw as well as many other individual donors. Hill 70 Centennial Commemoration The Centennial Commemoration of the Battle of Hill 70 took place at the Hill 70 Memorial Park in Loos-en-Gohelle, France on August 22, 2017 and The Hill 70 Memorial Park was officially opened to the public. On August 15-25, 1917, the Canadian Corps battled the German army near Lens, France. The objective was to relieve pressure on allied forces at Passchendaele and to seize high ground – Hill 70. Canadian forces were successful, capturing Hill 70 and holding it against counterattacks – at an immense cost of almost 9000 soldiers killed or wounded. Corporal Filip Konowal, a Ukrainian Canadian, was one of six Canadians awarded the Victoria Cross for his valour at the Battle of Hill 70. A Konowal Walk is part of the Hill 70 Memorial. 14

They were joined by a delegation from the Ukrainian Canadian community. First-Vice President of the UCC Alexandra Chyczij led the UCC’s fundraising efforts in support of the Hill 70 Memorial and the Konowal Walk. Representatives of the Ukrainian communities of France, the United Kingdom and Belgium also attended the commemoration. Corporal Konowal’s family and the delegation laid a wreath at the Konowal Walk. Holodomor Commemoration, Awareness and Education The Holodomor National Awareness Tour – Holodomor Mobile Classroom, a joint project of the Canada Ukraine Foundation, the Ukrainian Canadian Research and Documentation Centre and the Holodomor Research and Education Consortium – continues to tour Canada coast-to-coast to raise awareness and educate all Canadians about the Holodomor. The UCC holds annual commemorations of the Holodomor on Parliament Hill, along with yearly Holodomor Awareness Weeks across the country. Through the work of the UCC National Holodomor Awareness Committee and the UCC National Holodomor Education Committee, we ensure the continued recognition of and education about the Holodomor throughout Canada. Memorial to the Victims of Communism On November 8, 2018, the sod-turning ceremony at the site of the Memorial to the Victims of Communism – Canada, a Land of Refuge, took place in Ottawa. The site of the Memorial is on the west side of the Garden of Provinces and Territories in the Parliamentary Precinct in our nation’s capital. In late 2017, the UCC Board of Directors announced a contribution of $25,000 to Tribute to Liberty, established in 2008 to spearhead the construction of Canada’s Memorial to the Victims of Communism. The UCC and the Ukrainian Canadian community have been at the forefront of ensuring that the Victims of Communism are properly honoured and memorialized in our nation’s capital. Black Ribbon Day Every year on August 23, the UCC together with the Central and Eastern European Council participates in organizing Black Ribbon Day commemorations, in remembrance of the victims of the crimes of the Nazi and Soviet totalitarian regimes. Tryzub Awards The UCC was pleased to participate in the Tryzub Awards, organized by the Shevchenko Foundation, in spring of 2019. The UCC warmly congratulates UCC Advisory Council Chair James Temerty and Louise Temerty on their receipt of the Tryzub Award for Community Leadership and UCC Advisory Council Vice-Chair Ian Ihnatowycz on his receipt of the Tryzub Award for Business Leadership. The UCC is grateful to the Shevchenko Foundation for establishing a dedicated fund from the proceeds to support community development activities of the UCC. 15
