Pg 34-35: updated Face Coverings and PPE requirements for Employees Introduction The Department of Treasury has developed the COronaVIrus Disease 2019 (COVID-19) Preparedness & Response Plan in accordance with the Centers for Disease Control and Prevention's (CDC) latest guidance and the MIOSHA General Duty Clause, which requires the employer to furnish each employee with “a place of employment that is free from recognized hazards……”. The purpose of this plan is to eliminate or minimize potential exposure to and the transmission of COVID-19 in the workplace. All employees are responsible for complying with all applicable aspects of this plan. This written plan is available to all employees via the intranet and upon request. Questions about this plan should be directed to the Human Resources Director or the Agency Safety Coordinator. The Department of Treasury is considered critical infrastructure, providing State Government Financial Services, and is authorized with OSE approval to conduct onsite and field work functions as required. With the cancellation of the COVID executive directives, remotely working staff will be authorized to return to onsite and field work business starting as early as July 12, 2021. The following planning guidance will be utilized by Treasury business areas as they move portions of their staff to onsite work. Treasurers Guidance Due to the reduction in COVID positive cases, many COVID risk mitigation measures have been eliminated. To continue the trend of low positive case results, Treasury will continue to practice some infectious disease control measures. The following risk mitigation measures are key to containing the increase in COVID-19 and its variants: • Practice Social Distancing • Wash Your Hands Frequently • Stay Home When You Are Sick 4|Page
• Wear a mask Beginning July 12, 2021, Treasury staff will phase back into onsite work as follows: Phase 1: July 12, 2021 (17-level Administrators and above) Phase 2: Aug 10, 2021 (14-16 level Staff - Hybrid) Phase 3: Sept 07, 2021 - Jan 03, 2021 (All Staff – Flexible Schedule) change Phase 3a: Jan 3, 2022 (All Staff – Begin Assigned Schedule) Staff may choose to work entirely remotely until Jan 3, 2022. This date will be reviewed monthly to determine if modifications are necessary. The Treasury Emergency Response Team will continue to monitor pandemic activity and implement environmental and administrative protective measures as needed to mitigate trending COVID exposure risk in Treasury workplaces. The Department of Treasury will furnish to each employee, employment and a place of employment that is free from recognized hazards that are causing, or are likely to cause, death or serious physical harm to the employee. (MIOSHA Act 154 of 1974: Section 408.1011) COVID-19 Safety Coordinator The Treasury Health and Safety Coordinator will serve as the Department of Treasury COVID-19 Safety Coordinator. The COVID-19 Safety Coordinator will monitor or report on implemented COVID-19 control strategies required for the workplace as needed or requested. Treasury Emergency Management Team The Treasury Emergency Management Team (TEMT) will continue to manage the Department of Treasury’s actions in response to COVID-19. The TEMT will recommend actions and implementations of risk mitigation measures as needed. The Emergency Management Coordinator (Jeff Connell, connellj1@michigan.gov) and the Health and Safety Coordinator (Brian Rush, rushb@michigan.gov) will provide routine communications and training as pandemic risk mitigation measures change. 5|Page
Treasury Risk Assessment (COVID) Conducted By: Brian Rush, Health & Safety Coordinator Date: 9/27/2021 Questions: 1. What is the hazard? 2. What is the likelihood I could be exposed to the hazard and at what frequency? 3. What is the potential level of injury if exposed? Considerations: 1. Transmission: COVID-19 spreads when an infected person breathes out droplets and very small particles that contain the virus. These droplets and particles can be breathed in by other people or land on their eyes, noses, or mouth. In some circumstances, they may contaminate surfaces they touch. People who are closer than 6 feet from the infected person are most likely to get infected. How Coronavirus Spreads | CDC 2. Surface Transmission: Findings of these studies suggest that the risk of SARS-CoV-2 infection via the fomite transmission route is low, and generally less than 1 in 10,000, which means that each contact with a contaminated surface has less than a 1 in 10,000 chance of causing an infection. Close Contact Definition: Someone who has been within 6 feet of an infected person (laboratory-confirmed or a clinically compatible illness) for a cumulative total of 15 minutes or more over a 24-hour period (for example, three individual 5-minute exposures for a total of 15 minutes in one day). An infected person can spread SARS-CoV-2 starting from 2 days before they have any symptoms (or, for asymptomatic patients, 2 days before the positive specimen collection date). Appendices | CDC 4. Vaccinations: COVID-19 vaccines reduce the risk of people spreading the virus that causes COVID-19. Definitions 1. Hazard: This can be work materials, equipment, work methods or practices – that has the potential to cause harm. 2. Risk: Is the chance, minimal, low, medium, high, or extreme, that somebody may be harmed by the hazard. 3. Likelihood of Occurrence: The likelihood and frequency of exposure to hazard. 4. Severity of Consequences: The potential level of injury due to a hazard. 6|Page

Return to the Office Plan and Guidance The Treasury COVID-19 Return to the Office Plan is available to all employees upon request and posted to the “Vault” for review by Treasury employees. Communications Plan (see Appendix D: Strategic Communications Plan) Treasury Timeline: Return to the Office OSE Update: 09/16/2021, Departments are authorized to move forward with a safe transition back to the office where programming allows. Agencies can continue their existing return to office transition plans through October 31, 2021. (JULY 2021) (AUG 2021) (SEPT 2021) (JAN 2022) Phase 1: July 12, 2021 Phase 3: Sept 07, 2021 – Jan 3, 2022 -Emergency Management All Treasury Staff (Flexible Schedule) -Data/Mail Ops -Financial Services Monitor and Assess (30-day Reviews) -17 Level Administrators & Above (change) Phase 2: Aug 10, 2021 Phase 4: Jan 3, 2022 14-16 Level Staff All Treasury Staff Begin Assigned Schedule Based on move-in priority, business areas are asked to coordinate move-in activity with the Treasury facilities staff. The facility team will help reduce congregation of staff members at entrances, common areas and provide additional move- in equipment if needed as staff move back into their individual workspaces. Treasury employees will elect or be assigned one of three schedules: Fully Remote: fully remote staff will be assigned by management. Hybrid: Monday and Friday Remote, Tuesday through Thursday onsite. Fully Onsite: Monday through Friday onsite. Business Area Planning Considerations Building Entrance When possible, Treasury employees should reserve use of Treasury’s public facing entrances for visitors. It is highly recommended that Treasury employees only use alternate or designated employee entrances to minimize exposure. Carpool and Rideshares The following protective measures are required whenever two or more persons share either a state vehicle or personal vehicle for work purposes: 8|Page
• Stay home when sick. • Proper wearing of approved face coverings are required in the vehicle regardless of vaccination status. • Limit the number of occupants. For example, a car may allow for a driver plus another individual who sits in the rear seat on passenger side of the car. A 12–15-person van might accommodate 4-5 persons (e.g., driver, 1st row passenger side, 2nd row driver side, 3rd row passenger side, etc.). • Increase the fresh air intake via the vents or by slightly opening the windows. • Clean and disinfect frequently touched surfaces in the vehicle at the beginning and end of each shift, and after an occupant becomes sick. • Social distance when outside of the vehicle. Daily Visit • If you are not currently scheduled to work in a Treasury building and would like to drop in, please obtain approval from your supervisor, manager, and bureau/office director. Complete daily attestation. Field Work (Taxpayer Visit) • Prepare for your visit: • Conduct opening conferences by telephone when possible • Ask for a staging area to meet • Restrict the number of meeting participants • Ask that employee interviews be conducted remotely • Conduct records reviews remotely • Conduct health screening protocol • Provide the establishment with Treasury’s COVID-19 Visitor Statement • Avoid establishments with high-risk exposure, i.e., hospitals, adult care facilities, etc. If an onsite visit is required to a high-risk establishment, coordinate the visit with the Treasury Health and Safety Officer, Brian Rush, rushb@michigan.gov. • During your visit • If a staff member finds themselves with a Taxpayer that clearly exhibits Sneezing/Coughing/Flu Symptoms, cancel the meeting, and reschedule the visit. • Limit the time spent at an establishment and limit contact with others in the business. • Take the most direct route into the facility to minimizes the exposure risk. • Omit the walkaround when possible • Do not enter high risk area, i.e., patient isolation rooms, intensive care units, emergency rooms unless appropriate mitigation measures have been taken. • Respect and adhere to an establishments COVID-19 Risk Mitigation Protocols • Wash your hands / use hand sanitizer during and after engagements • Have PPE readily available during all visit Signage • See Appendix E: Signage Telecom • Individual work phones can be moved to a remote worksite with supervisor approval. If Cisco phones are being moved to the remote work environment, please contact Treas-Facility-Services@michigan.gov (Rene Brown) for remote phone options, i.e., MRA, Softphone, TEAMs, etc.…. • Remote call center activities and move should be directed to: Treas-Facility-Services@michigan.gov (Rene Brown). 9|Page
Domestic Travel (OSE Policy) • Travel should be delay until employees are fully vaccinated. • Fully vaccinated employees should take the following protective measures: • Wear an approved face covering that completely covers the nose, mouth, and chin. Follow CDC recommendations when traveling by plane, bus, train, or other form of public transportation. • Self-monitor for COVID symptoms after travel; isolate and get tested if symptoms develop. • Partially vaccinated and unvaccinated employees are encouraged to refrain from travel until they are fully vaccinated. If travel is necessary, please take the following protective measures: • Get tested 1-3 days before travel. • Wear an approved face covering that completely covers the nose, mouth, and chin. Follow CDC recommendations when traveling by plane, bus, train, or other form of public transportation. • Social distance and take other precautions during travel. • Get tested 3-5 days after travel AND self-quarantine stay home for 7 days. Self-quarantine for 10 days if the employee did not get tested. • Self-monitor for COVID symptoms after travel; isolate and get tested if symptoms develop. International Business Travel (OSE Policy) • All international business travel must be approved by the Office of the State Employer (OSE). Requests are to be submitted through the completion of an online form and will be considered on a case-by-case basis. Approval or requests for additional information will be returned to the individual submitting the form. a separate request must be submitted for each employee traveling. • All international business travel should be delay until employees are fully vaccinated. See protective measures outlined in “Domestic Travel”. Onsite Meetings • There are currently no restrictions for onsite meetings. Treasury meeting space has enhanced spacing and will have reduced seating capacities. If there are greater capacity needs, contact Treasury Facilities: treas-facility- services@michigan.gov Treasury Equipment (Remote) • The following office equipment is authorized in the remote work environment: o Monitor (Second Monitor with Bureau/Office Director Approval) o Keyboard o Mouse o Phone (CISCO Desk Phone-MRA or Soft Phone) o Headset o VPN (Soft or Hard Token) o Docking Station (With Bureau/Office Director Approval) o Laptop (Transported between onsite and remote work) o Webcam (Optional based on business area needs) o Monitor Privacy Screen (Optional based on business area needs) Note: SOM office chairs are not authorized in the remote work environment. 10 | P a g e
HUMAN RESOURCES COVID-19 Positive Procedures • Contact Tracing: Treasury will follow OSE guidelines, which currently include a process for Supervisors and the HR Director to be made aware of all positive cases within a building. The DTMB notification process identifies close personal contact with other employees and provides a standard notification to affected employees. • Symptomatic Staff Procedures: Treasury will follow OSE procedures, and all symptomatic staff/visitors must report to their area supervisors and notify the HR Director. • Supervisors will provide routine communications to remind employees of COVID-19 symptoms they should be self-monitoring for and to stay home if they are ill. Feeling Sick/Sick Employees • If employees are feeling sick, they should stay home and contact their immediate supervisor, and if needed their healthcare provider if they have a fever, cough, or other symptoms, or believe they might have COVID- 19. • Employees should contact their Human Resources Director or designee if they, a family member, or someone they live with tests positive for COVID-19 so Human Resources can trace and monitor others with whom they have been in close contact while at work. • The evaluation of a work-related exposure incident, follow up, and coordination of proper cleaning and disinfecting activities will be coordinated by Treasury Facilities, who will follow-up with the Human Resources section, if appropriate. Daily Health Screenings/Health Surveillance • All employees, contractors, interns, or other persons conducting work on behalf of the Department of Treasury will be required to participate in daily health screenings upon their return to the workplace. These health screenings are comprised of COVID-related questions about symptoms and suspected or confirmed exposure to people with possible COVID-19. • These health screenings will occur through a COVID screening app using a state-issued electronic device, or by an employee swiping their employee identification badge/access card to enter restricted areas such as parking lots, buildings, rooms, locked storage areas, etc.). Note: each time an employee logs onto a state-provided electronic device or swipes their identification/badge to access a secure site or area the person affirms they are symptom-free and feeling well. • Persons exhibiting signs of illness will not be permitted into the building. Close Contacts and When to Quarantine • Employees who are not fully vaccinated should quarantined if they have been in close contact (within 6 feet of someone for a cumulative total of 15 minutes or more over a 24-hour period) with someone who has COVID- 19. Quarantine is about keeping employees who might have been exposed to COVID-19 away from others. • Report COVID-19 exposure(s) to the Human Resources Director and follow their instructions. 11 | P a g e
• Employees who are fully vaccinated do NOT need to quarantine after contact with someone who had COVID- 19 unless they have symptoms. However, fully vaccinated people should get tested 3-5 days after their exposure, even if they don’t have symptoms and wear a cloth face covering indoors in public for 14 days following exposure or until their test result is negative. • Local public health authorities often determine and establish the quarantine options for their jurisdictions. Please contact the Human Resources Director with any questions. Remote Work • Employees must follow ET-03217 Remote Work Policy (Treasury Remote Work Policy). • Due to the confidentiality of the information that we deal with on a day-to-day basis, there are additional requirements that must be adhered to in the Treasury Telework Security Guidance document: (https://stateofmichigan.sharepoint.com/teams/insidetreasury/PublishingImages/Pages/Telework/Treasury% 20Telework%20Guidance.pptx). Vulnerable Staff • Mitigation Measures: staff who are directed to return to the physical workspace but require accommodation will have the reasonable accommodation process available to them; see Reasonable Accommodation Policy ET-03081. Support and Resources • Employees having difficulty transitioning back to in-person office work or who are experiencing other personal or professional challenges are encouraged to access resources provided by the Employee Service Program (ESP) website or contact ESP at 800-521-1377 or MCSC-ESP@mi.gov. HEALTH AND SAFETY General: All Treasury COVID-19 Health and Safety concerns will be addressed through three elements: • The Treasury COVID-19 Exposure Control Plan (ECP) • Administrative Controls: training, procedure, policy, or shift designs that lessen the threat of a hazard to an individual, administrative controls typically change the behavior of people rather than removing the actual hazard. Additional engineering controls are not recommended for workers in the lower exposure risk group. • Engineering Controls: physical changes that protect workers by removing hazardous conditions or by placing a barrier between the worker and the hazard, e.g., increased ventilation, physical barriers. Social Distancing • Social distancing, also called “physical distancing”, means keeping a safe space between yourself and other people who are not from your household. To practice social or physical distancing, stay at least 6 feet away (about 2 arm lengths) from others in indoor spaces when possible. Social distancing should be practiced in combination with other everyday preventive actions to reduce the spread of COVID-19, including wearing approved face coverings, avoiding the touching your face with unwashed hands, and frequently washing your hands with soap and water for at least 20 seconds. Hand Hygiene • Frequent handwashing is one of the best ways employees can protect themselves from getting sick. To prevent the spread of germs during the COVID-19 pandemic, employees should wash their hands with soap and water for at least 20 seconds or use a hand sanitizer with at least 60% alcohol to clean hands BEFORE and AFTER: • Blowing your nose, coughing, or sneezing. • Caring for someone who is sick. • Entering and leaving a public place or work area. • Preparing or eating food. • Touching a potentially contaminated surface or object, such as a door handle, table, gas pump, shopping cart, or electronic cashier register, pin pad, or screen. • Touching garbage. • Touching your eyes, nose, and mouth with unwashed hands. • Touching your face covering. • Touching/handling an animal, animal feed, or animal waste. • Using the restroom. 13 | P a g e
Workplace Controls for Employers. • The employer shall place posters in the languages common in the employee population that encourage staying away from the workplace when sick, cough and sneeze etiquette, and proper hand hygiene practices. • The employer shall keep employees on the worksite premises at least 6 feet from one another to the maximum extent possible and to reduce congestion, including using ground markings, signs, and physical barriers, as appropriate to the worksite. • The employer shall provide non-medical grade face coverings to their employees at no cost to the employee. • The employer shall require face coverings by employees in Treasury facilities including shared spaces, in- person meetings and in restrooms and hallways. Personal Hygiene • Heightened personal hygiene measures will be extremely important for onsite activities. Consistent hygiene measure may be the most important factor in reducing the risk of virus exposure. Additionally, it is essential for employees to not come to work if they have COVID-19 symptoms. • Hand Hygiene (Wash Hands Often) • Frequently wash your hands with soap and warm water for 20 seconds. • Use hand sanitizer that contains at least 60-80% alcohol per CDC guidelines. • Avoid touching any part of your face with unwashed hands. • If voluntarily wearing exam gloves, please follow guidelines above or discard gloves in trash – then wash hands. • Using Facial Tissues • Respiratory Etiquette: remember to always cover your mouth and nose with a tissue or use the inside of your elbow when you cough or sneeze. Disinfection of Environmental Surfaces (Infectious Disease Disinfecting) • The most effective measure in fighting infectious disease transmission from surfaces is hand washing and avoidance of placing hands on your face. Additional information is provided in Treasury COVID-19 Training, Appendix “F”. • Business areas are responsible for providing employees with supplies to wipe down and disinfect their individual work area. Employees are responsible for the cleaning of their work area and station to augment Peckham enhanced cleaning rotations (DTMB Managed Office Buildings, Appendix A: Cleaning Schedule) in maintaining a virus free work environment. Peckham will continue to conduct additional cleaning measures that include a robust rotation of surface cleaning and common area disinfecting. Work area cleanliness is an employee’s responsibility, and the following items need to be wiped down routinely, at a minimum, once daily when possible: • Keyboards/Mouse • Counter tops • Desk chairs • Cabinets • Chair Arms/Handles and Backs • Desk Phones • File Cabinet Doors ***Use caution and do not spray disinfectant on electronic devices 14 | P a g e
• Treasury Facilities will assist and monitor enhanced cleaning activities in Treasury leased spaces. Generally, lessors are responsible for these activities with coordination from DTMB Real Estate Division. Questions can be directed to treas-facility-services@michigan.gov. • Disinfecting Requirements CDC Guidelines: https://www.cdc.gov/coronavirus/2019-ncov/community/disinfecting-building-facility.html If less than 24 hours have passed since the person who is sick or diagnosed with COVID-19 has been in the space, clean and disinfect the space. If more than 24 hours have passed since the person who is sick or diagnosed with COVID-19 has been in the space, cleaning is enough. You may choose to also disinfect depending on certain conditions or everyday practices required by your facility. Appendix F: Training Requirements All employees, contractors, interns, or other persons conducting work on behalf of the Department of Treasury must successfully complete the OSE’s “COVID-19: Keeping You Safe at Work” training, which can be found out on the Civil Service Learning Center. This training is in addition to any building-specific training needed to ensure compliance with applicable training requirements and/or COVID-related best practices. Appendix G: Health Self Screening On January 27, 2021, DTMB implemented a new application that requires employees to do COVID-19 screening online. This application will prompt employees to answer screening questions when signing into their computer. The questionnaire will open with the first log in or unlock each day. Staff will simply answer questions about their health. Supervisors will then check the status of their employees through a manager dashboard each day to ensure all staff complete the screening and are well. As a supervisor, you have a responsibility to check the status of your direct reports each day to ensure that no one has answered yes to any screening question. A manager dashboard is available at https://app.powerbigov.us/groups/bd7bb572-8e82-428c-928d-e3e3ebe244ee/reports/a5f29a6c-f486-48f3-840e- 0b7edb03387a to review staff information. Each supervisor must review their dashboard each morning or at the beginning of each shift. If an employee answers yes to any question, you should contact your Human Resource (HR) office to confirm how to address potential work from home by the employee or leave options. HR can ensure consistent and appropriate treatment as required by civil service rules and collective bargaining agreements. If you do not see one of your direct reports listed on your dashboard, ask that employee to update their information on the User Information Self-Service Update at https://miesrp.state.mi.us/UserSelfUpdate/. If possible, Treasury employees will self-screen prior to leaving their home of residence for onsite and field work. It is incumbent on the employee to stay home if they are feeling sick or have COVID-19 symptoms. All employees entering state offices or facilities are required to complete some form of health screening. The following options will continue to ensure screening of employees who do not regularly log on to a computer: • Card Access Attestation – employees that swipe a card to access a state-owned building attest that they answer no to the COVID-19 screening questions when using their card to access the building. Daily Health Screenings/Symptom Screening/COVID Screening App • All employees, contractors, interns, and other persons doing work on behalf of the State of Michigan will be required to participate in daily health screenings upon their return to the workplace. These health screenings are comprised of COVID-related questions about symptoms and suspected or confirmed exposure to people with possible COVID-19. Persons (e.g., employees, contractors, interns, etc.) exhibiting signs of illness will not be permitted into the building. These health screenings will occur through a COVID screening app using a state-issued electronic device, or by an employee swiping their employee identification badge/access card to enter restricted areas such as parking lots, buildings, rooms, locked storage areas, etc.). • Note: each time an employee logs onto a state-provided electronic device or swipes their identification/badge to access a secure site or area the person affirms they are symptom-free and feeling well. DTMB Owned Buildings • When Treasury Employees badge into DTMB buildings they attest to not having COVID-19 symptoms, feeling sick or having been exposed to someone with COVID-19.
