Jeffrey E. Piccola Law Enforcement Complex (PLEC) of HACC, Central Pennsylvania’s Community College, continues to strive to offer new training programs. The PLEC provides lethal weapons, probation and parole training as needed by our law enforcement community. Municipal Police Academy I As the need for education and training of municipal police officers increases, the PLEC continues to meet this need as a certified law enforcement training center under the MPOETC ACT 120. In January of 2019, the HACC Municipal Police Academy will offer a 24-week, full-time (919-hour) program of newly revised curriculum designed to provide the recruit with the initial skills and information necessary to begin his/her police career. There will also be a year-long part-time program starting in January of 2019. There will be a full-time program starting in June 2019. The course of instruction for all programs consists of all major phases of police service, including a significant component of situational training. All curricula conforms to the MPOETC standards. Registration Who: All municipal officers and county detectives must complete the basic training program prior to performing any police- related duty within their department. A number of pre-service recruits may attend the HACC Police Academy on a space- available basis. When: 115th Full-time Police Academy: January 14 – June 28, 2019 20th Part-time Police Academy: January 15- December 20, 2019 116th Full-time Police Academy: June – December 2019 (exact dates TBD) Tuition: $5000 Please Note: For those accepted into a January 2019 HACC Municipal Police Academy, there will be a mandatory academy orientation on January 7, 2019 (6 – 10 p.m.) The registration fee for in-service personnel is paid by the registering agency. MPOETC will not pay these fees. Pre-service recruits are responsible for their own tuition and other expenses. Financial aid may be available for pre-service cadets. Contact the HACC Financial Aid Office at 717-780-2330 to determine eligibility. If a department decides to withdraw a registrant, the PLEC should be notified immediately. Departments must complete a Basic Act 120 application in the MPOETC TACS (Training and Certification System) system online. They are no longer accepting paper applications. All documents must be uploaded during the application process for each candidate. An approval email will be generated. Please forward a copy of that approval to MPOETC School Director, Beth Dombrowsky at the following email address: pbdombro@hacc.edu Pre-service recruits must complete all pre-service applications and requirements to be accepted into the HACC Municipal Police Academy. Official confirmation requirements and additional information will follow. Certification: Each in-service police graduate will be eligible for certification by the MPOETC upon successful completion of the course. Pre-service graduates may take the MPOETC certification exam upon successful completion of the program. The fee is $100 3
per candidate. There is an online application that must be completed and approved by MPOETC. However, certification will not be granted until employment is secured by a police department and that department completes an application for a Waiver of Training in TACS. State Certification Requirements The certificate awarded is not one of attendance, but of successful completion. The MPOETC requires an average score of at least 80% in each of the 4 modules. Volume 5 is pass/fail with a required checklist. There are a total of twenty-seven (27) tests throughout the program. Module 1 has seven (7) tests; Module 2 has seven (7) tests; Module 3 has seven (7) tests; Module 4 has six (6) tests. There are also tests given from the American Red Cross in Volume 18 for First Aid/CPR/AED. These must be passed with at least a minimum score of 80%. There are several Pass/Fail portions: Volume 14 (Driving); Volume 15 (PT); Volume 16 (DT) and Volume 17 (Firearms.) All applicants, whether in-service or preservice, must comply with all MPOETC regulations and application procedures. Each applicant must successfully complete the Nelson-Denny Reading test and achieve a minimum score in the 30th percentile on the required MPOETC Fitness Standards test. Faculty PLEC instructors are dedicated professionals who possess considerable academic and practical experience. In fact, 90 percent of the faculty have served – or are serving – in law enforcement positions. Pre-service Admission Requirements Pre-service cadets are accepted into the HACC Municipal Police Academy on a space-available basis. Completing the admission requirements does not guarantee admission into the HACC Municipal Police Academy. Cadets must: 1. Pay a $40 fee in order to take the required Nelson-Denny Reading Test and the MPOETC Fitness Standard Test a. In the event an individual does not attain qualifying scores on either or both of the tests, an additional fee will be charged each time tests are retaken ($15 for the Nelson-Denny Reading Test and $25 for the MPOETC Fitness Standard Test). All fees charged are nonrefundable. 2. Be a minimum of 21 years of age by the last day of the training program 3. Attain a qualifying score on the Nelson-Denny Reading Test, which evaluates reading comprehension and vocabulary 4. Attain qualifying scores on the MPOETC Fitness Standard Test a. This test consists of a 300-meter timed run, bench press (weights), one minute sit-ups and a 1.5-mile, timed run. 5. Report the day of scheduled testing with the following: a. Photo identification b. The required MPOETC Physician’s Examination form in which a licensed Pennsylvania examining physician, physician assistant or certified nurse practitioner who is licensed in PA can verify that the individual is able to participate in the MPOETC Fitness Standard Test and that rigorous physical training is not prohibited. This MPOETC Physician’s Statement form must be completed and dated within six (6) months of the start date of the academy that you plan to attend. Also include the drug testing results with this form. c. Gym clothing, including good quality running shoes 6. Agree in writing (on a form provided by the PLEC) to abide by all rules and regulations established by the PLEC 7. Show proof of medical insurance a. The coverage must run for the duration of the training. 8. Provide a mandatory letter of recommendation from the chief of police in the jurisdiction in which you reside a. The letter is to be addressed to the Director of Law Enforcement, Sen. Jeffrey E. Piccola Law Enforcement Complex, and should include the following: A statement indicating the chief is unaware of any arrest record for the applicant, which would preclude him/her from being employed as a police officer. Additional information the chief deems important to the applicant’s admission to the HACC Municipal Police Academy. 9. Obtain a criminal history check through the Pennsylvania State Police a. Visit https://epatch.state.pa.us/Home.jsp for online application for the criminal history report (CHRI). 10. Obtain an FBI Criminal History Check a. http://www.fbi.gov/about-us/cjis/background-checks http://www.fieldprintfbi.com/FBISubPage_2col.aspx?ChannellD=266 11. Obtain a copy of the applicant’s complete 10-year driving record from the Pennsylvania Department of Transportation a. License Messenger Services are also authorized to conduct this check. b. Visit www.dmv.state.pa.us for an online application. 4
12. Submit the following information: a. An application for admission as provided by HACC/PLEC (Application Fee $25.00) b. Three (3) letters of reference from non-relatives c. Three (3) letters of reference from former employers. If you do not have three (3) former employers, you may use a personal/non-relative reference for each employer that you may lack. You must have a total of six (6) references. 13. Complete a psychological examination (MMPI: Minnesota Multiphasic Personality Inventory) and a clinical interview with a licensed Pennsylvania psychologist with the written report a. The report will be submitted by the psychologist to HACC’s Director of Law Enforcement Training, and must be dated within six (6) months of the start date of the academy that you wish to attend. 14. Show proof of graduation from high school or have a general educational development (GED) certificate a. A copy of high school transcripts or GED certificate must be attached. 15. Submit a copy of military discharge (DD214), if applicable 16. Submit copies of transcripts from all colleges, technical schools or other schools attended by the applicant 17. Successfully complete an oral interview conducted by three (3) members of the law enforcement community. a. The oral interview will occur approximately two to three weeks prior to the academy’s start date. b. The PLEC will schedule this interview and you will receive notification of the date and time by mail, provided you have completed all application requirements. 18. Provide proof of citizenship a. One of the following options is required: A copy of your current passport A copy of your driver’s license and a copy of your birth certificate or Social Security card Tuition January 2019 Full-time and Part-time Academies & June 2019 Full-time Academy $5,000 All tuition is subject to change. Academy Entrance Testing All academy entrants must meet these standards: 1. Pass the Nelson-Denny Reading test 2. Pass the MPOETC Fitness Standards at the 30th percentile (300 meter run, bench press, one minute sit-ups and 1.5-mile run) Departments can do this testing and are not required to use HACC’s Municipal Police Academy to proctor the tests. However, the HACC Municipal Police Academy requires documentation of this testing prior to admission of a cadet candidate into a cadet class. HACC is offering the written and physical testing on a scheduled Saturday in September, October, November & December 2018 for the January 2019 Academies and March, April, May & June 2019 for the June 2019 Academy. These tests start at 8 a.m. and end at approximately 1 p.m. Please call 717-780-2562 for test dates and to request the registration form for testing. The fee for both tests is $40 total: 1. Nelson-Denny test – $15 per applicant/per test 2. Physical testing – $25 per applicant/per test Police departments can be direct billed. The applicant must have an authorization to bill in order to be tested. Pre-service applicants must pass these tests for entrance. To schedule attendance at the training and receive HACC’s physical exam form and packet, please call Margie Santo at 717-780- 2562 or email: mcsanto@hacc.edu HACC Municipal Police Academy’s Withdrawal and Tuition Refund Policy Fees and costs are not refundable to a student who ceases to attend classes without first notifying the HACC MPOETC Director of the Police Academy. A student who is asked to withdraw or leave the program because of misconduct or violation of rules and regulations will not receive a refund. 5
A cadet finding it necessary to withdraw from the academy for legitimate reasons shall receive refunds as outlined below. 1. Until the end of the first full week of class – 100-percent tuition refund 2. After the first week of class, cadets will be charged an hourly rate for their attendance up and until the point of withdrawal or dismissal, per the following: • Cadets in the full-time and part-time Academy at 919 hours will be charged $5.50* per hour (in full-hour increments) beginning the third full week of the program. 3. Tuition must be paid IN FULL at the start of the academy, unless a department or agency is being billed, or unless financial aid or veterans’ benefits have been properly applied for and are anticipated to be received. In that case, tuition must be paid IN FULL by graduation date. If not, certificate of completion and grade sheet will not be issued until payment is made. *These amounts are subject to change. Continuing Law Enforcement Education (CLEE) New for 2019 Mandatory In-service Training There will be a significant change for mandatory in-service classes for 2019. All officers will still be required to complete 12 hours of in-service training to maintain their Act 120 certification. Beginning January 2019, ALL 4 of the MPOETC courses will be provided by HACC, AT NO COST to certified municipal officers and/or county detectives (those whose records are maintained in TACS by MPOETC. Departments will still register their officers for the MIST training as always, but there will be no charge and therefore, no billing for any of the four MPOETC in-service courses. Departments will not pay and will not be reimbursed for tuition for these four courses – all tuition reimbursement will be paid directly to HACC by MPOETC. In 2019, Legal Updates is a mandatory course and must be taken by every certified municipal officer either in class or online. The other three MPOETC courses may also be taken at no cost as well. Officers are still permitted to substitute CLEE-approved courses in lieu of the elective MIST courses. Department who are not maintained in TACS, but who are permitted to take the MPOETC courses will have to pay $60.00 per officer for Legal Updates (19-001), but the other three courses will be free of charge. There is a separate process in place for these departments. Please contact our office for more information if you are one of these agencies. Please Note: The Continuing Law Enforcement Education (CLEE) requirement consists of 12 hours of classroom training for 2019. The additional hour listed for each course is for administrative time and testing. Legal Update 19-001 Mandatory (Three hours MPOETC credit) $0 This is a three-hour Mandatory In-service Training (MIST) course. This course will discuss significant pieces of legislation passed after July 1, 2018 that affect police operations and investigations, specifically changes and updates to the Pennsylvania Crimes Code, Vehicle Code, and Rules of Criminal Procedure. The training program also addresses pertinent court decisions from the Pennsylvania Commonwealth, Superior and Supreme Courts, and the United States Court and other federal courts and explain legal issues directly impacting police procedures and the case preparation process. Officer Safety – Traffic Stops 19-002 Optional (Three hours MPOETC credit) $0 This three-hour elective course reviews the skills required to perform a traffic stop with a focus on officer safety. Officers will review the practical application of basic concepts of how to affect an unknown risk vehicle stop. Method of approaching the violator vehicle will be reviewed in terms of best practices, keeping in mind officer safety features. A key component to be discussed will be how to read pre-attack clues and effectively communicate with people while maintaining a position of safety. Officers will also review standard skills to be used in a sudden physical attack. Officer safety issues, both physically and mentally will be an overriding theme. 6
Advanced Interview Techniques 19-003 Optional (Three hours MPOETC credit) $0 This three-hour elective course will sharpen the patrol officer’s interviewing skills by discussing when and how to apply advanced interviewing techniques while initially interacting with victims, witnesses and suspects. The training focuses on developing the skills of the patrol officer who takes interviewing seriously, practices good communication skills and embodies the characteristics that produce and effective interview. Criminal Technology & Electronic Evidence 19-004 Optional (Three hours MPOETC credit) $0 This three-hour elective course will study how technology has changed over the past decade with a focus on what types of technology are most frequently used in criminal enterprise and how to investigate accordingly. Instruction will include what electronic evidence and/or investigative information is available, how to collect it and how to get it processed. The course will build on and update material provided in previous MIST courses 11-417 and 14-422. Firearms Qualification for Retired Law Enforcement Officers $75 This four (4) hour program is designed to authorize retired law enforcement officers to carry concealed weapons from state to state in accordance with Act 79, the Retired Law Enforcement Identification Act (RLEIA.) Admission to the course will not be permitted unless applicants report on the scheduled training date with the following required documents: Retired Officer Concealed Carry Acknowledgement Form, which can be printed from the MPOETC website www.mpoetc.state.pa.us; two forms of identification (your retired officer identification card and photo identification such as a driver’s license.) Lethal Weapons Training Lethal Weapons Training The PLEC of HACC, Central Pennsylvania’s Community College, is a certified center as specified by the Pennsylvania Lethal Weapons Training Act 235. Each participant who receives an approval letter from the Pennsylvania State Police (PSP) to attend this course and successfully completes the program will be certified by the PSP, Lethal Weapons Certification section. This training is designed for an individual, 18 years or older, who is employed for the purpose of providing security, protective patrol, detective or criminal investigative services for a fee and who carries a firearm, baton or other lethal weapon in the course of his/her employment. In order to be certified, the applicant must pass a physical, psychological examination, and a criminal history check. Appropriate PSP application forms must be completed by the applicant. NOTE: You must receive an approval letter from the PSP prior to attending training. The certification is not one of attendance, but of successful completion. Please be advised that all forms are available through the Lethal Weapons website at www.psp.pa.gov/lethalweapons NOTE: If enrollment is insufficient or an emergency situation should occur, courses may be canceled with limited notice. Student Rights Under FERPA The Family Educational Rights and Privacy Act (FERPA) mandates colleges to safeguard the confidentiality of student records. With certain limited exceptions as outlined in FERPA, HACC will not release non-directory information to anyone outside the College without the student’s written consent. FERPA also ensures students are permitted to view their educational records and request amendment of their records.
