Submitting a Strong Social Value Proposal It is important that bidders should be confident of their ability to deliver Social Value proposals made, as the Council will contractualise these commitments with the winning bidder which will then be monitored and reported on periodically. 1. Opportunities Working for ULPS As part of their social value delivery, ULPS are keen to engage local SME contractors/partnerships/sole traders to carry out work on their LBHF Contract on the following areas: - 1. Void Repairs to social housing properties – Bringing empty properties up to the LBHF lettable standard within the following timescales 2. Larger Repair Works to occupied social housing properties often involving multiple trades to deliver the specified works 3. Day to Day Repair Works – repair works of a smaller nature, often single trade work which may involve minor works of other trades to complete the repair first time, e.g. renewing a wash hand basin inclusive of tiled splashback or renewing kitchen sink base unit inclusive of removing and replacing the sink 4. Specialist Trades such as: - • Vinyl flooring installers • Glaziers, • Window Installers (uPVC and Timber), uPVC window repairs • Joinery Companies • Drainage companies • Roofing Hammersmith and Fulham Council
Opportunities Working for ULPS The preference is that trades persons would be qualified in their main trade and be competent in secondary trades and ideally have experience working with service providers or of working in social housing The work would be valued using the National Housing Association Schedule of Rates (NHFv7) with the pricing and the payment terms being discussed in more detail during initial enquiry prior to you applying to be entered onto our approved contractor list. To apply to go onto the ULPS approved contractor list we would be looking for companies to have: - • a UTR (unique taxpayer reference) number • a UK company registration number • Relevant insurances in place, e.g. public liability, employer liability • Proof of qualifications or trade accreditations • Health & Safety Policy, RAMS, evidence of training, training records, CSCS cards • Other policy documents such as Environmental, Equality, etc… If you and/or you company can provide the required trade skills that ULPS are looking to engage and you meet the criteria above, the next step would be to speak with us regarding your suitability for working with us on the delivery of the LBHF contract. Call-off Contract / Enrolment Process For enrolment, a full pack for Call-Off Contractors consists of: 1. Application for Inclusion on the Database (AID) 2. Competency Assessment Questionnaire (CAQ) - (H&S) 3. Brokers Questionnaire (BQ) - (Insurances) 4. Call-Off Contract (x2) 5. Contractors Guide to Executing the Call-Off Contract Projects are then let via a PSI (Project Specific Instruction), which is an appendix to the Call-Off contract.
Health & Safety – Stage 2 The Stage 2 is project specific Health & Safety assessment and is carried out by your local project team for each tender. This will assess the latest contractor H&S documentation for the specific project prior to contract award.
Insurances The Call-Off contract specifies that Contractors must keep their insurances up to date with us. The following are the required insurances to be held: 1) Employers Liability Insurance (£10m) 2) Public Liability Insurance (£10m) 3) Contract Works (All Risk) Insurance (Value of Contract +20%) 4) Professional Indemnity Insurance (Design only, £5m for each and every claim) Some smaller contractors may not hold CW insurance, so we would ask them to sign the CW Indemnity Letter. In the letter they promise to take out CW insurance for contracts over £30k.
