Issue 3 July-September 2020 THE REDEVELOPMENT OF AUSTIN HOMES UNDERWAY By Jim Hatfield Imoving f you have driven past the former Austin Homes site lately, you have likely seen a great deal of earth- equipment and concrete pipe as well as A LOT of mud. Construction on the redevelopment of the 22-acre site located in East Knoxville is officially underway! This past May, KCDC hired East Tennessee Turf and Landscaping to complete the installation and construction of all new infrastructure at Austin Homes. The scope of their work includes two new roads, including a new boulevard with a landscaped median running from Harriet Tubman Street to S. Bell Street, as well as all new underground utilities. East Tennessee Turf will also be re-grading the entire site in an effort to improve some of the topographical challenges that are currently present. The site infrastructure work is expected to continue through the end of summer 2021. Also taking place simultaneously with the infrastructure is the construction of the first phase of new residential units. Benefits Beat By Wendy Hamon Year End Reminders It’s time to review your Annual Leave Balance. D ecember is fast approaching. Accrued Annual Leave can be carried over from year to year but only up to the maximum of 240 hours. Every year at the end of the second pay period in December, Annual Leave in excess of 240 hours is converted to Sick Leave. To avoid this, the balance must be 240 or less as of 12/18/2020. Leave must be taken on or prior to 12/18 to reduce your balance. Having time ‘scheduled off’ after 12/18 will not reduce your balance. In addition to using Annual Leave, in early November employees have the opportunity to sell Annual Leave (KCDC Dollars) for cash** or to fund their Medical Flexible Spending Account (FSA), Limited Flexible Spending Account, or Health Savings Account (HSA). The maximum amount an employee may sell is up to ½ of their annual accrual not to exceed the Annual Leave balance the employee has at that time. yy With up to 3 years of service you can sell 40 hours yy With 4 to 7 years of service you can sell 60 hours yy With 8 to 25 years of service you can sell 80 hours yy Beyond 25 years of service you can sell 100 hours **This option does increase your taxable income. Unclaimed 2020 Dependent Care FSA funds will be lost. Unclaimed 2020 Medical or Limited FSA funds up to $500 will roll to or create a 2021 Medical or Limited FSA account. Unclaimed 2020 Medical or Limited FSA funds over $500 will be lost. Slow-cooked keto pork roast with creamy gravy Let time do the cooking instead of you! Slow-roasted meat gets all the love in this recipe. Succulent garlic, savory rosemary, and even the humble bay leaf, create a mélange of flavors that melt in your mouth. And the pan drippings create the base for an out-of-this-world cream gravy. Serves 6. Amount per serving: Net Carbohydrates: 3g | Protein: 28g | Fat: 51g | Fiber: 1g | kCal 589 Ingredients yy Creamy gravy yy 5 black peppercorns yy 1 tbsp paprika powder -- 1½ cups heavy whipping yy 2½ cups water yy ½ tsp ground black pepper cream yy 2 tsp dried thyme or dried -- juices from the roast rosemary yy 2 lbs pork shoulder or pork roast yy 2 garlic cloves yy ½ tbsp salt yy 1½ oz. fresh ginger yy 1 bay leaf yy 1 tbsp olive oil or coconut oil Instructions 1. The Redevelopment of Austin Homes Underway from page 1 – Click to Return known as Bell Street Flats, began in August 2020 and is expected to last 16 months with the first block of units being complete by June 2021. This first phase will include 105 new residential units across nine buildings. The units will be a mix of project based rental assisted units (PBRA/RAD replacement units), low income housing tax credit units (LIHTC) and market-rate workforce housing. J.A. Fielden Construction of Knoxville is serving as the general contractor on the project. KCDC has recently begun preliminary design on the second phase of residential development at Austin Homes. KCDC expects to continue on design and feasibility through the end of 2020 and looks to start construction some time in the first half of 2021. This second phase at Austin Rendering of Bell Street Flats (Phase 1) looking east down Burge Dr. Homes will be located on the south portion of the site, along Summit Hill Drive, and will contain around 180 units of new, affordable housing. You can expect to hear more about phase 2 and other future developments at Austin Homes over the next several months.
