GREETINGS FROM THE PROVINCE OF BRITISH COLUMBIA On behalf of Premier John Horgan and the Government of British Columbia, I am delighted to welcome you to Prince George for the 2019 World Para Nordic Skiing Championships. We are proud to host this prestigious international event that spotlights the best Para Nordic Skiing athletes from around the world. Approximately, 140 athletes from 20 different nations,along with over 200 coaches and officials are expected to attend, in addition to thousands of visitors. This event is an exciting opportunity to cheer on Canada’s elite para athletes, including B.C.’s own Natalie Wilkie and Emily Young, who have reached the Paralympic podium. The Government of British Columbia is committed to investing in sport and our communities. B.C. athletes’ success on the world stage showcases the strength of our sport sector and enhances our province’s global profile as a premier host for international events. That’s why we are proud to support the 2019 World Para Nordic Skiing Championships with grants provided through the Tourism Events Program and Major Events Program. Our investment in this event, as well as other hosting opportunities, will produce significant economic spinoffs for B.C. communities and support jobs that benefit British Columbians. Additionally, our investment is part of government’s commitment to building a more inclusive, diverse and accessible British Columbia. Organizing these championships is no small task. Caledonia Nordic Ski Club has spent over two years preparing and looking forward to hosting athletes, coaches, and visitors from nearly 20 countries for the world class competition in biathlon and cross-country skiing that you are about to experience. The Local Organizing Committee has worked to ensure that the race courses and event venues are ready for competition; and the businesses and citizens of Prince George have been eagerly anticipating the opportunity to watch world-class racing. I know that all visitors to our community will find that Prince George is a city with tremendous spirit and that our citizens, venues, and local businesses will make your experience memorable. GREETINGS FROM THE CHAIRPERSON OF THE LOCAL ORGANIZING COMMITTEE We are absolutely delighted to bring the first ever World Championship to our fine City. This is the first time the World Para Nordic Skiing Championships will be hosted in Canada! This is huge! This is the biggest event in Para Nordic Skiing other than the Paralympics. As such, this event will attract recent Paralympians and others that will awe and inspire. These are more than elite athletes – they exemplify the absolute pinnacle of human perseverance through incredible athletic achievement. We love the fact that we’re bringing Prince George to the world stage, and hosting the best Para Nordic skiers in the world. Through contemporary live streaming of the World Championships via social media (that also enables local to national broadcasting), this event will reach over 2 million viewers worldwide. We know Prince George and our amazing people can deliver an incredible experience and our community and corporate partners are a critical part of this. GREETINGS FROM THE INTERNATIONAL PARALYMPIC COMMITTEE Welcome to the Prince George 2019 World Para Nordic Skiing Championships. Canada has a rich heritage of hosting winter Para sport events. Vancouver staged the 2010 Paralympic Winter Games, Panorama hosted the 2015 Para Alpine Skiing World Championships, while Big White held the 2017 Para Snowboard equivalent. Having successfully staged the 2015 Canada Winter Games, we are hugely excited about what Prince George 2019 can offer to the Para athletes and the Paralympic Movement. The World Para Nordic Skiing Championships will feature more than 130 athletes from 21 countries who will compete in Para biathlon and Para cross-country skiing at the Caledonia Nordic Ski Club. As the first major Para Nordic skiing competition after the PyeongChang 2018 Paralympic Winter Games it will be fascinating to see many Paralympic and world champion athletes in action. No doubt they will line-up against a number of new athletes starting out this fresh Paralympic cycle towards Beijing 2022. The Local Organising Committee, with the support of Cross Country Canada and the Canadian Paralympic Committee, have worked fantastically together with World Para Nordic Skiing to deliver this event. PRINCE GEORGE AND THE SURROUNDING REGION Canada has a total of ten Provinces and three territories. Prince George is a city in the central interior of the province of British Columbia. For thousands of years, First Nations have lived in the area around the meeting point of the Nechako River and BC’s greatest river, the Fraser – a natural staging point for river trade and transportation by the Lheidli T’enneh people (the word Lheidli means “where the two rivers flow together”). With a current population of approximately 80,000, Prince George is the largest city in Northern British Columbia. Situated at the junction of two major rivers and along western foothills of the Rocky Mountains, Prince George is well known for its surrounding natural attractions (rivers, lakes, forests, mountain, wildlife) and associated year-round activities (Nordic /alpine / backcountry and Heli skiing, mountain biking, hiking, canoeing, fishing). Prince George boasts all the amenities of a major city: contemporary and locally inspired dining, unique shops, craft breweries, winery, farmers market and a vibrant culture. 12 | World Para Nordic Skiing Championships
THE CALEDONIA NORDIC SKI CLUB (THE COMPETITION VENUE) ___ The Caledonia Nordic Ski Club is one of Canada’s largest Nordic Caledonia Nordic Ski Club (CNSC ) clubs and one of Prince George’s most popular family-oriented year 8141 Otway Road round outdoor playground. In addition to Nordic skiing and biathlon Prince George, British Columbia other fun winter activities include snowshoeing and winter fat biking. Canada V2M 7B4 In the summer, the facility is home to Nordic dry-land training, mountain biking (including kids programs), hiking, trail running and hosts events such as the Mad Moose Marathon (trail running), Mudd Sweat and Tears (obstacle race), Cross cycle and mountain biking events. The Caledonia Nordic Ski Club is a non-profit society and owns and operates the Otway Nordic Centre. The Nordic Centre is located within the City of Prince George, British Columbia. The stadium is approximately 610 metres above sea level. The venue has 10km of FIS homologated competition courses and has a 30 lane biathlon range as well as a cross country ski stadium and a biathlon stadium (each with technical buildings). In addition to the competition facilities, the Nordic Centre also has approximately 50km of groomed cross-country ski trails. The CNSC regularly hosts local, regional, provincial and national and North American level races (both cross-country and biathlon). In addition to the winter activities, the Nordic Centre also has over 40km of single-track trails (used for mountain biking, trail running, hiking). The Nordic Centre also hosts mountain bike programs, camps and races, and is also the venue for trail running races/marathons, and obstacle races. Programme 2019 | 13
THE 2019 WORLD PARA NORDIC SKIING CHAMPIONSHIPS TWO SPORTS IN ONE WORLD CHAMPIONSHIP The World Para Nordic Skiing Championships are held every two years and, after the Paralympic Winter Games, this event represents the pinnacle of achievement for para Nordic athletes. These athletes, men and women, who are grouped into three classes for competition (sitting, standing, and visually impaired) will compete in four cross country skiing and four biathlon medal events over a period of 10 days. They truly embody the best of Paralympic sport and the Paralympic movement. Between 120 and 150 athletes from just under 20 different Nations, over 200 coaches and officials, and hundreds of visitors will be in Prince George for the competition. Following less than 12 months after the 2018 Paralympic Winter Games in PyeongChang Korea, the 2019 World Para Nordic Skiing Championships will be an exciting follow up for the 114 contested world championship medals and represents an opportunity for us to continue growing the sport around the world. The competitions will consist of the following disciplines : BIATHLON (BT) CROSS-COUNTRY (CC) Biathlon sprint Cross-country sprint (free technique) Biathlon individual Cross-country middle distance Biathlon middle distance Cross-country long distance (classic technique) Cross-country relay (open/mixed) PARA CROSS-COUNTRY SKIING Para cross-country skiing (CC) first appeared at the 1976 Winter Paralympic Games in Ornskoldsvik, Sweden. The competition is open to athletes with physical impairments and visual impairments. Depending on functional impairment, a competitor may be a standing skier (a standing athlete who is visually impaired may use a sighted guide) or an athlete my use a sit-ski, a chair equipped with a set of skis. Male and female athletes compete in short distance, middle distance, or long distance (ranging from 2.5 km to 20 km) or participate in the team relay using classical technique (diagonal stride) or free techniques (skate skiing). Cross-country skiing is governed by the IPC WPNS following modified rules of the International Ski Federation ( FIS) and is practiced by athletes in over 25 countries. 14 | World Para Nordic Skiing Championships
PARA BIATHLON Para Biathlon ( BT) was introduced in Innsbruck in 1988 for athletes with a physical impairment, and in 1992, athletes with a visual impairment also became eligible to compete. The events consist of a 2.0 km or 5.5 km course skied three to five times in the free technique for a total race distance between 6 –15 km. Between the two stages, athletes must hit a set of 5 targets located at a distance of 10 metres from the firing line. Each missed target is penalized by either an increase in the overall time or by having to ski a penalty lap for each missed target. The most important success factor lies in the capability of alternating the skills of physical endurance and shooting accuracy during the competition. Athletes with a visual impairment are assisted by acoustic signals, which, depending on signal intensity, indicate when the athlete is on target. The sport is governed by the International Paralympic Committee (IPC) World Para Nordic Skiing (WPNS) with co-ordination by the IPC/WPNS Technical Committee following the modified rules of the International Biathlon Union ( IBC). STARTING CLASSES AND PERCENTAGE SYSTEM Athletes compete in three different categories: Sitting, Standing and Visually Impaired. Within these three categories, a time-factor system makes fair competition between different types of disabilities possible. Within the B-Class (Visually Impaired), there are three sub-catogories: B1, B2 and B3. The time of the B3 athletes (who see the best), is factored at 100%, or normal time. B1 athletes (complete blindness) race with a factor of 88%. This means the clock runs 12% slower for those athletes. The same is true for the sit-skiers, with classes ranging from LW12 (100%) to LW10 (86%), and the physically disabled standing (LW2 to LW9). This system ensures the comparison of the highest possible number of athletes while maintaining a level playing field during competition.

COMPETITION VENUE CALEDONIA NORDIC SKI CLUB The Caledonia Nordic Ski Club is a non-profit society and owns and operates the Otway Nordic Centre. The Nordic Centre is located within the City of Prince George, British Columbia. The stadium is approximately 610 metres above sea level. The venue has 10 km of FIS homologated competition courses and has a 30 lane biathlon range as well as a cross country ski stadium and a biathlon stadium (each with technical buildings). In addition to the competition facilities, the Nordic Centre also has approximately 50 km of groomed cross-country ski trails. The CNSC regularly hosts local, regional, provincial and national and North American level races (both cross-country and biathlon). In addition to the winter activities, the Nordic Centre also has over 40 km of single-track trails (used for mountain biking, trail running, hiking). The Nordic Centre also hosts mountain bike programs, camps and races, and is also the venue for trail running races/marathons, and obstacle races. HOW TO GET TO THE COMPETITION VENUE The Caledonia Nordic Ski Club is 15 –20 minute drive from the downtown hotels. The most common route is to drive west on 15 th Avenue until arriving at the intersection of Foothills Boulevard at which point you turn right (north). Proceeding north on Foothills Boulevard for approximately 4 km, and then take the ramp to the right to Otway Road. PARKING THE CALEDONIA NORDIC SKI CLUB / OTWAY NORDIC CENTRE Limited parking is available at the Nordic Centre in lots 3 and 4. Additional parking will be available in the lot adjacent to the Nordic Centre and is within easy walking distance on a packed snow trail. Accessible parking is available in lot 2 (along the northern edge of the parking lot) and is indicated with large blue feather banners on each end of the accessible parking zone. PARK AND RIDE A Park-and-Ride option is also being provided for volunteers and spectators. This will be near the Prince George Aquatic Centre (1770 George Paul Lane) in the adjacent Soccer field parking lot to the west of the Aquatic Centre (see map below). The Park-and-Ride bus stop will be indicated by a large blue feather banner.
