Summary Minutes of the HRTPO Transportation Technical Advisory Committee (TTAC) Meeting May 5, 2021 The HRTPO Transportation Technical Advisory Committee (TTAC) Meeting was called to order at 9:30 a.m. electronically via WebEx. Ms. Pavithra Parthasarathi, Hampton Roads Transportation Planning Organization (HRTPO) Deputy Executive Director, read the following statement: Pursuant to the declared state of emergency in the Commonwealth of Virginia in response to the COVID-19 pandemic and to protect the public health and safety of Transportation Technical Advisory Committee (TTAC) members, staff, and the general public, today’s meeting is being held electronically. This electronic meeting is required to complete essential business on behalf of the region. Per the requirements of the Code of Virginia, the agenda and all supporting documentation were posted on the HRTPO website for public review, and electronic copies of this information was provided to TTAC members and other interested parties. Today’s meeting is being live-streamed and recorded. The live-stream is available for viewing on the Regional Connection YouTube channel and the recording will be available via the HRTPO website. The general public was provided an opportunity to comment on today’s agenda in advance of the meeting via two options: 1. Members of the public were invited to email comments to the TTAC. 2. Members of the public were invited to call into a dedicated phone line where comments could be recorded for the TTAC. No comments were received via either option as of 48 hours before the meeting. FY 2022 Unified Planning Work Program (UPWP): Final Ms. Pavithra Parthasarathi, HRTPO Deputy Executive Director, reported that HRTPO staff, in coordination with Hampton Roads Transit, Williamsburg Area Transit Authority, Suffolk Transit, the Virginia Department of Transportation, and the Virginia Department of Rail and Public Transportation, has developed the Unified Planning Work Program (UPWP) for fiscal year (FY) 2022. The UPWP describes the mutual responsibilities of the aforementioned entities in carrying out the metropolitan transportation planning process for Hampton Roads. Critical Urban Freight Corridors (CUFCs): Update Mr. Keith Nichols, HRTPO Principal Transportation Engineer, reported that the FAST Act established the creation of a National Highway Freight Network (NHFN) to direct federal resources and policies towards improving the movement of freight. The NHFN is comprised of the Primary Highway Freight System (PHFS), other Interstates not on the PHFS, Critical Rural Freight Corridors (CRFCs), and Critical Urban Freight Corridors (CUFCs). Mr. Nichols stated that the FAST Act allows for a total of up to 167 centerline miles throughout the Commonwealth of Virginia to be designated as Critical Rural Freight Corridors, while up to 83 centerline miles can be designated as Critical Urban Freight Corridors. While the state is responsible for designating all CRFCs and those CUFCs that are located in small MPOs, MPOs with populations greater than 500,000 people are responsible for designating CUFCs within their Metropolitan Planning Area in coordination with the state. He noted that Virginia selects and funds projects via the SMART SCALE and other processes, and the designation of a roadway as a CRFC and CUFC will not directly impact: • The likelihood of a project being selected for improvement • The amount of funding available for projects in the corridor Mr. Nichols indicated that the Virginia Office of Intermodal Planning and Investment (OIPI) allocated CUFC mileage to each MPO and prepared a draft CRFC and CUFC network using the constraints listed above. The primary goal OIPI aimed for as it prepared the draft network was to provide contiguous designation along interstates and other corridors of statewide significance not included in the PHFS. Based on this goal, OIPI staff determined that Hampton Roads would be allocated a total of 24 centerline miles to designate as CUFCs out of the 83 miles available statewide. This is equal to the length of the portions of I-64 and I-664 in the region that are not part of the PHFS and are as follows: • I-64 between Battlefield Boulevard and I-664/Bowers Hill • I-664 between I-64/Bowers Hill and Terminal Avenue Mr. Nichols noted that the Freight Transportation Advisory Committee (FTAC) recently convened and recommended that if additional mileage became available, the Western Freeway from I-664 to the Virginia International Gateway (VIG) and Route 58 should be added to the HRTPO’s Critical Urban Freight Corridors. Ms. Barbara Nelson Moved to recommend HRTPO Board approval of not only designating I-64 between Battlefield Boulevard and I-664/Bowers Hill and I-664 between I-64/Bowers Hill and Terminal Avenue as the HRTPO’s Critical Urban Freight Corridors, but also include FTAC’s recommendation of the Western Freeway from I-664 to the Virginia International Gateway (VIG) and Route 58 if additional mileage became available; seconded by Mr. Robert Lewis. Regional Performance Measures: System Performance Report: Draft Mr. Keith Nichols, HRTPO Principal Transportation Engineer, reported that the Moving Ahead for Progress in the 21st Century (MAP-21) surface transportation legislation established a performance- and outcome-based program. As part of this program, MAP-21 and the current Fixing America’s Surface Transportation (FAST) Act legislation require that States and Metropolitan Planning Organizations (MPOs) prepare and use a set of federally-established performance measures that are tied to national performance goals. Each MPO must set regional targets in the areas of roadway safety, transit asset management, transit safety, pavement condition, bridge condition, roadway performance, and freight. Mr. Nichols stated that the Regional Performance Measures – System Performance Report includes a description of the methodology used to calculate each measure, historical data trends for each of the areas, information on statewide targets, a description of the targets that have been established by the HRTPO, and the progress being made towards meeting the established targets. The initial System Performance Report was approved by the TTAC and HRTPO Board in early 2019 and an update was released in July 2020. The 2021 Update includes new information on updated targets as well as progress made towards meeting the established targets. Mr. Nichols highlighted several targets that the region either surpassed or missed from the original targets established in 2019, including: • Surpassed the 2019 Target: o Safety – Number of Fatalities o Transit Asset Management – Rolling Stock o Percentage of Pavement in Hampton Roads in Good Condition (Interstate) o Percentage of Pavement in Hampton Roads in Poor Condition [Interstate and Non-Interstate (NHS)] o Percentage of NHS Bridge Deck Area in Hampton Roads in Good Condition o Freight – Truck Travel Time Reliability Index (Interstate) • Missed the 2019 Target: o Safety – Number of Serious Injuries o Safety Injury Rate (Per 100 million Vehicle Miles Traveled (VMT) o Percentage of Pavement in Hampton Roads in Good Condition (Non-Interstate NHS) Mr. Nichols noted that the draft version of the report is available for public review and comment from April 30, 2021 through May 19, 2021. He indicated that the final report will be on the June TTAC Agenda for approval. Transportation Programming Subcommittee (TPS) Update Mr. John Mihaly, HRTPO Principal Transportation Planner, reported that at its April 23, 2021 meeting, the Transportation Programming Subcommittee (TPS) discussed several topics of importance. Mr. Mihaly stated that the Congestion Mitigation and Air Quality (CMAQ) Improvement Program transfer requests from the HRTPO CMAQ Reserve Account to eligible CMAQ projects to complete VDOT’s CMAQ Reconciliation process were finalized. Also discussed at the meeting were the CMAQ and Regional Surface Transportation Program (RSTP) re-allocations for the FY 2022-2027 Six-Year Improvement Program (SYIP). The reallocations were necessary due to the FAST Act reductions. Mr. Mihaly stated that HRTPO staff worked closely with the localities to minimize the impacts. Mr. Mihaly stated that the 2021 CMAQ and RSTP Project Selection Process, which is normally conducted annually, currently has a deadline of August 16, 2021 for new candidate project applications. However, the “penciled-in” amounts for previously approved RSTP projects exceed the anticipated available funding in FY 2028 by more than $16.3 million. The “penciled- in” amounts for previously approved CMAQ projects result in available funding in FY 2028 of $1.1 million. He noted that the reduction of available funding under the FAST Act for the FY 2022-2027 CMAQ and RSTP re-allocations may also result in an increased funding need for previously approved projects in FY 2028. Mr. Mihaly stated that the TPS voted to recommend TTAC approval to suspend the 2021 CMAQ and RSTP Project Selection Process. At this time, Mr. Todd Halacy stated that VDOT received notice yesterday that Hampton Roads will receive approximately $13.3 million in funding from the 2021 Coronavirus Response and Relief Supplemental Appropriations Act. The funding is to be used on RSTP eligible projects and will be available with the approval of the FY 2022-2027 SYIP. All funds must be obligated before FY 2024 and expended by FY 2029. He noted that VDOT plans to work with HRTPO staff to allocate the funds to those projects affected by the FAST Act reductions.
