Dear Cleaning Council WA Member,

This function show-cases individuals and organisations working in the WA Cleaning Industry in the
areas of:
▪ Workplace competency;
▪ Innovation;
▪ Industry service; and
▪ Training.

There are fourteen individual and six organisational awards open to Cleaning Council WA members
and staff.

Following outstanding success in past years, these awards are now well established as “The Function
of the Year” for the cleaning industry in Western Australia.

For employers and managers, this event is an opportunity to reward “Outstanding Employees” within
your organisation and for those employees to meet similar people from other organisations in a social
environment.

Head Cleaners, Leading Hands and Site Supervisors should all be represented, as they are the vital
link between management and front line employees.

All members are encouraged to reward key employees by bringing them to this cleaning industry
social night. These awards represent a wonderful opportunity to promote and encourage our
dedicated and employees who worked tirelessly to achieve first class results.

Outstanding Employee of the Year Award:
Each employee nominated will receive a framed certificate and a bottle of Champagne. All Cleaning
Council WA members are invited to nominate one of their employees to be recognised at the
Excellence Awards function night.

Individual Awards
Additional Information for Member Employers
The Individual Award nomination forms are designed to be simple to complete to encourage wide
spread nominations from across the whole industry.
Please consider nominating individuals from your organisation, across a range of award categories.
To encourage all organisations to participate, nominations for Individual Awards are limited to two
nominations per organisation per category.

Conditions of Entry for Individual Awards
To be considered for an Individual Award the following criteria must be met:
• The completed nomination form must be received by the Cleaning Council WA by 5.00pm, on
  Friday 7th February 2020. Late entries will not be considered;
• Nominations may be send by e-mail or via the post. Postal nominations are to be posted to
  PO Box 2739, PERTH WA, 6850. Email submissions will only be accepted as pdf attachments
  received at admin@cleaningcouncilwa.com.au ;
• The nominated person must meet the Terms and Conditions for the Individual Award as set-out in
  the pages for the specific award below;
• The nominated person must be an employee of a member of the Cleaning Council WA;
• The nominated person may be interviewed personally or by telephone;
• All nominees and their employers must attend the awards function;
• All materials supplied as part of any nomination shall become the property of the Cleaning Council
  WA and may be used in industry promotions (applicants may identify components of a nomination
  as being ‘Commercial in Confidence’, in which case such identified components will be excluded
  from this Condition of Entry);
• Nominees cannot be entered for more than one category of Individual Award;
• No more than two persons may be nominated by an organisation for a specific category of
  Individual Award;
• Nominees must have provided service to their current employer for at least 6 months;
• The nomination fee for the Individual Awards is $70.00 per entrant, which includes a ticket
  for the presentation evening. Member organisations will be invoiced as appropriate; and
• Any specific site induction fees required to gain access to sites by the judges will be recovered
  from the nominating organisation.

The Phil Connelly Award:
                               Cleaner of the Year 2018 - 2019
Award Recognition
This award is presented to the individual who achieves the highest overall score in a practical cleaning
task contest and an OSH Quiz.

Evaluation Criteria
This award aims to recognise the quality standards achieved by contestants in a variety of cleaning
tasks and their knowledge of OSH legislation.

The judging panel will test the contestants’ skills across a spectrum of tasks, routinely performed by
cleaners in the vast majority of workplaces.

Judging
Each contestant will be scored in the six areas of workplace activity listed below, by performing a
practical demonstration:
• Vacuuming and equipment care;
• Detailing;
• Glass cleaning;
• Wet area cleaning (toilets);
• Floor polishing (RSP and UHS); and
• High cleaning.

All contestants will move between activity stations and will be judged upon preparation, safety,
operation and completion. The only relevant criterion is the quality of the services provided by the
contestants, within the allocated time and not the speed with which the task is performed. Judges will
appraise all contestants as they progress from task to task, awarding marks out of 10 per individual
task.

The nominated individuals will also participate in a written OSH quiz.

The contestant with the highest accumulated score, across the 6 areas of workplace activity and the
OSH quiz will receive the Phil Connelly Award.

Terms and Conditions
• Nominations for the ‘Phil Connelly Award: Cleaner of the Year 2018 – 2019’ are open to any
  individual employed within the cleaning industry as a cleaner;
• Off-site managers and individuals engaged in training positions are ineligible for nomination for
  this award;
• The practical tests and OSH Quiz will be conducted at a date, time and work site to be advised;
  and
• The conditions specified in the Conditions of Entry section, as on page 11, are also applicable.

The Manager Award 2018 - 2019
Award Recognition
This award is presented to a manager whose performance as a leader and manager is, in the opinion
of the selection panel, worthy of special recognition.

Evaluation Criteria
The relevant criteria are:
• Leadership and management excellence of a manager within the building services sector; and
• Outstanding commitment to:
  • Their organisation; and
  • The building services sector.

Documentation to Support the Nomination
The following documents must be submitted in support of the nomination:
• Current CV;
• Details of professional and personal development and community involvement;
• Two written references (recommended referees include employers, immediate supervisors,
  community leaders and clients); and
• Written submission (maximum of six hundred words) addressing the judging criteria.

The submission should provide a brief synopsis in respect of the areas of leadership and management
excellence in respect of both the nominated person’s organisation and the building services sector.

Key areas to cover in the submission include, but are not limited to:
• Best practice;
• Interpersonal skills;
• Contribution to the nominated person’s organisation and the building services sector;
• Professional development;
• Risk management;
• Effective use of systems and resources; and
• Human resource leadership.

Terms and Conditions
• Nominations for the ‘Manager Award 2018 – 2019’ are open to any person who is:
  • Employed by a Cleaning Council WA member organisation in a supervisory or management
     position with responsibility for a number of employees, or;
  • The owner of a Cleaning Council WA member organisation.
• Nominated persons must have worked in the building services sector for a minimum of two years;
  and
• The conditions specified in the Conditions of Entry section, as on page 11, are also applicable.

The Leading Hand Award 2018 - 2019
Award Recognition
This award is presented to a leading hand whose staff management skills on cleaning sites is, in the
opinion of the selection panel, worthy of special recognition.

Evaluation Criteria
The relevant criterion is staff management excellence on cleaning sites.

Documentation to Support the Nomination
The following documents must be submitted in support of the nomination:
• Current CV;
• Information on training achievements;
• Details of two referees, including contact information (excluding clients);
• Particulars of a client, including contact information;
• Details of a staff member working on site, under the Leading Hand, including contact information;
  and
• Written submission explaining the number of staff employed under them, how the Leading Hand
  manages their site, provided innovative leadership and client satisfaction.

Key areas to cover in the submission include, but are not limited to:
• On site leadership (staff feedback);
• Integration (client and service organisation);
• Liaison with the client (client survey);
• High cleaning standard outcome (client survey or records);
• Personal presentation (site visit);
• Onsite specific training (training records);
• KPI’s and how they are managed;
• Safety (including JSA’s and MSDS); and
• Documentation dealt with on a fortnightly basis.

Terms and Conditions
• Nominations for the ‘Leading Hand Award 2018 – 2019’ are open to any person who:
  • Is employed by a Cleaning Council WA member: and
  • Have had 6 months minimum experience on site as a Leading Hand.
• Nominated persons must have worked in the cleaning industry for a minimum of two years; and
• The conditions specified in the Conditions of Entry section, as on page 11, are also applicable.

Excellence in the Field of Office Presentation
Award Recognition
This award is presented to an individual who has achieved outstanding success in a professional
capacity in office cleaning.

Evaluation Criteria
The relevant criterion is the quality standards achieved by the nominated person in an office
environment.

The award is designed to acknowledge an individual who has delivered outstanding results by
carrying out the tasks within their duty description in an office environment.

Judging
Nominees will be judged on personal presentation, occupational safety and health compliance and
demonstrated implementation of cleaning knowledge and standards.

Terms and Conditions
• Nominations for the ‘Excellence in the Field of Office Presentation’ award are open to any person
  who:
  • Is employed by a Cleaning Council WA member; and
  • Undertakes cleaning duties within an office environment.
• A Site Supervisor may be nominated for the Award if, such a nominated person is a working
  supervisor. Supervisors not working in a cleaning capacity and off-site managers are ineligible for
  nomination for this award; and
• The conditions specified in the Conditions of Entry section, as on page 11, are also applicable.

                   (General and Small Retail)
Award Recognition
This award is presented to an individual who has achieved outstanding success in a professional
capacity in the maintenance of hard floors.

Evaluation Criteria
The relevant criterion is the quality standards achieved by the nominated person in the maintenance
of hard floors.

The award is designed to recognise an individual who has delivered outstanding results by carrying
out the tasks within their duty description in relation to the maintenance of hard floors whether they
are undertaking auto scrubbing or ultra-high speed buffing operations.

Judging
Nominees will be judged on personal presentation, occupational safety and health compliance and
demonstrated implementation of cleaning knowledge and standards.

Terms and Conditions
• Nominations for the ‘Excellence in the Field of Hard Floor Maintenance (General and Small
  Retail) award are open to any person who:
  • Is employed by a Cleaning Council WA member; and
  • Undertakes the maintenance of Hard Floors, including regular stripping and sealing or recoating
     operations.
• A Site Supervisor may be nominated for the Award if, such a nominated person is a working
  supervisor. Supervisors not working in a cleaning capacity and off-site managers are ineligible for
  nomination for this award; and
• The conditions specified in the Conditions of Entry section, as on page 11, are also applicable.

Excellence in the Maintenance of Educational Facilities
Award Recognition
This award is presented to an individual who has achieved outstanding success in a professional
capacity in maintaining educational facilities.

Evaluation Criteria
The relevant criterion is the quality standards achieved by the nominated person in the maintenance
of educational facilities.

The award is designed to recognise an individual who has delivered outstanding results by carrying
out the tasks within their duty description in relation to the maintenance of educational facilities.

Judging
Nominees will be judged on personal presentation, occupational safety and health compliance and
demonstrated implementation of cleaning knowledge and standards.

Terms and Conditions
• Nominations for the ‘Excellence in the Maintenance of Educational Facilities’ award are open to
  any person who:
  • Is employed by a Cleaning Council WA member; and
  • Undertakes cleaning duties within an educational facility such as schools and universities.
• A Site Supervisor may be nominated for the Award if, such a nominated person is a working
  supervisor. Supervisors not working in a cleaning capacity and off-site managers are ineligible for
  nomination for this award; and
• The conditions specified in the Conditions of Entry section, as on page 11, are also applicable.

Excellence in Public Relations with Client(s) as a
                              Cleaner
Award Recognition
This award is presented to the individual who has provided the highest level of public relations when
dealing with their organisation’s client(s) on a day to day basis.

Evaluation Criteria
The relevant criterion is the level of public relations built up and maintained by the nominated person
when dealing with their organisation’s clients on a daily basis.

Documentation to Support the Nomination
A brief written history of the nominated individual and the services provided to clients and how that
has benefited their employer must be submitted. The document should be less than 2,000 words.

Terms and Conditions
• Nominations for the ‘Excellence in Public Relations with Client(s) as a Cleaner’ award are open
  to any person who:
  • Is employed by a Cleaning Council WA member; and
  • Undertakes cleaning duties at client premises.
• A Site Supervisor may be nominated for the Award if, such a nominated person is a working
  supervisor. Supervisors not working in a cleaning capacity and off-site managers are ineligible for
  nomination for this award; and
• The conditions specified in the Conditions of Entry section, as on page 11, are also applicable.

Excellence in the Maintenance of Healthcare Facilities
Award Recognition
This award is presented to an individual who has achieved outstanding success in a professional
capacity in undertaking cleaning duties within a healthcare facility.

Evaluation Criteria
The relevant criterion is the quality standards achieved by the nominated person in the maintenance
of healthcare facilities.

The award is designed to recognise an individual who has delivered outstanding results by carrying
out the tasks within their duty description in relation to the maintenance of healthcare facilities.

Judging
Nominees will be judged on personal presentation, occupational safety and health compliance and
demonstrated implementation of cleaning knowledge and standards.

Terms and Conditions
• Nominations for the ‘Excellence in the Maintenance of Healthcare Facilities’ award are open to
  any person who:
  • Is employed by a Cleaning Council WA member; and
  • Undertakes cleaning duties within a healthcare facility such as a hospital, nursing home or
     similar.
• A Site Supervisor may be nominated for the Award if, such a nominated person is a working
  supervisor. Supervisors not working in a cleaning capacity and off-site managers are ineligible for
  nomination for this award; and
• The conditions specified in the Conditions of Entry section, as on page 11, are also applicable.

Excellence in the Field of Industrial Operations
Award Recognition
This award is presented to an individual who has achieved outstanding success in a professional
capacity in undertaking cleaning duties within an industrial environment.

Evaluation Criteria
The relevant criterion is the quality standards achieved by the nominated person in the maintenance
of healthcare facilities.

The award is designed to recognise an individual who has delivered outstanding results by carrying
out the tasks within their duty description in relation to the field of industrial operations. Specific
focus will be placed on ensuring activities are carried out in accordance with a client’s onsite
Occupational Health and Safety regulations.

Judging
Nominees will be judged on personal presentation, occupational safety and health compliance and
demonstrated implementation of cleaning knowledge and standards.

Terms and Conditions
• Nominations for the ‘Excellence in the Field of Industrial Operations’ award are open to any
  person who:
  • Is employed by a Cleaning Council WA member; and
  • Undertakes cleaning duties within an industrial environment.
• A Site Supervisor may be nominated for the Award if, such a nominated person is a working
  supervisor. Supervisors not working in a cleaning capacity and off-site managers are ineligible for
  nomination for this award; and
• The conditions specified in the Conditions of Entry section, as on page 11, are also applicable.

Excellence in Carpet Cleaning
Award Recognition
This award is presented to an individual who has provided the most outstanding service to clients in
carpet cleaning operations.

Evaluation Criteria
The relevant criteria are the:
• Quality standards achieved by the nominated person in carpet cleaning operations; and
• Compliance with relevant safety standards.

Documentation to Support the Nomination
The following documents must be submitted in support of the nomination:
• A brief written history (maximum of one thousand words) of the carpet cleaning business and its
  successes; and
• Details of five customers (services provided in the last 3 months), including contact information.

Judging
The judges will, at random, contact 3 of the customers listed and ask them a series of questions
relating to the quality of service received, results achieved and the clients’ general satisfaction.

Terms and Conditions
• Nominations for the ‘Excellence in Carpet Cleaning’ award are open to any person who is a Carpet
  Cleaner member of the Cleaning Council WA; and
• The conditions specified in the Conditions of Entry section, as on page 11, are also applicable.

Excellence in Customer Relations with Client(s) in an
                    Administrative Role
Award Recognition
This award is presented to an individual who has provided the highest level of customer relations
when dealing with their organisation’s client(s) on a day to day basis.

Evaluation Criteria
The relevant criterion is the level of customer relations built up and maintained by the nominated
person when dealing with their organisation’s clients on a daily basis.

Documentation to Support the Nomination
The following documents must be submitted in support of the nomination:
• A brief written history (maximum of 1000 words) of the nominated individual and the services
  provided to clients and how that has benefited their employer; and
• Written references from clients highlighting instances of excellence in the customer relations role.

Terms and Conditions
• Nominations for the ‘Excellence in Customer Relations with Clients in an Administrative Role’
  award are open to any person who:
  • Is employed by a Cleaning Council WA member; and
  • Undertakes administrative duties.
• A Supervisor may be nominated for the Award if, such a nominated person is not working in a
  cleaning capacity. Off-site Managers are also eligible to be nominated for this Award; and
• The conditions specified in the Conditions of Entry section, as on page 11, are also applicable.

Organisational Awards
Additional Information for Organisational Awards
All Members including Associate Members are invited to participate in these Organisational Awards.

Conditions of Entry for Organisational Awards:
To be considered for an Organisational Award the following criteria must be met:
• The completed nomination form must be received by the Cleaning Council WA by 5.00pm, on
  Friday 7th February 2020. Late entries will not be considered;
• Nominations may be send by e-mail or via the post. Postal nominations are to be posted to
  PO Box 2739, PERTH WA, 6850. Email submissions will only be accepted as pdf attachments
  received at admin@cleaningcouncilwa.com.au ;
• The nominated organisation must meet the Terms and Conditions for the Organisational Award as
  set-out in the pages for the specific award below;
• The nominated organisation must be a member of the Cleaning Council WA;
• The nominated organisation agrees to be present at any on-site visits deemed necessary by the
  Award judges;
• All nominees must be represented at the Awards Function;
• All materials supplied as part of any nomination shall become the property of the Cleaning Council
  WA and may be used in industry promotions (applicants may identify components of a nomination
  as being ‘Commercial in Confidence’, in which case such identified components will be excluded
  from this Condition of Entry); and
• Members will be invoiced per nomination as follows:
  • Excellence in Training, Best Practice, Industry Service Awards, Regional Business Award and
     Small Business Award will cost $70.00 including a ticket to the Presentation Event on the 21st
     February 2020 and
  • Employers’ ‘Outstanding Employee of the Year’ Award will cost $100.00 including a ticket to
     the Presentation Event on the 21st February 2020.

Best Practice Trophy
Award Recognition
This perpetual trophy is awarded to the organisation that has introduced a ‘Best Practice’ into their
organisation which is most likely to be adopted by other organisations.

Evaluation Criteria
The Best Practice Trophy will be assessed upon:
• Relevance - 50%;
• Effectiveness (results / outcomes achieved) – 30%; and
• Economy (Cost of introduction) – 20%.

The judging panel will seek to identify a practice, which has been implemented by your organisation
and which is likely to be adopted by other organisations. The practice may relate to operations, safety,
human resources, administration or any other facet of the organisation’s business.

Documentation to Support the Nomination
A brief description (maximum of thousand words) of the ‘Best Practice’ introduced by the
organisation must be submitted. The submission should cover the following aspects:
• Description of the practice;
• Explanation of the relevance and application of this practice in the organisation and the cleaning
   industry;
• Outline of the benefits that have been realised in your organisation which can be attributed to this
   practice;
• Indication of the contribution in financial and human resource terms that you have had to commit
   to successfully implement this practice; and
• Particulars of the economic benefits your organisation has been able to attribute to the introduction
   of this ‘Best Practice’ innovation.

Terms and Conditions
• Nominations for the ‘Best Practice Trophy’ are open to all Cleaning Council WA members; and
• The conditions specified in the Conditions of Entry section, as on page 24, are also applicable.

Excellence in Training by a Commercial Cleaning
                            Company
Award Recognition
This Award recognises the business which has established the most outstanding training culture
throughout its organisation.

Evaluation Criteria
The training culture will be assessed at the following levels within the organisation:
• Integration of training priorities into strategic planning;
• Nature and extent of employee training programmes; and
• Training outcomes and achievements.

The judging panel will be seeking evidence of training commitments, plans and realisations across
the scope of the organisation’s operations.

Documentation to Support the Nomination
Training Program
A brief description (maximum of two thousand words) of the training introduced by the organisation
must be submitted. The submission should cover the following aspects:
• Integration of training into business planning and specifically:
  • An overview of training priorities within your strategic business planning; and
  • An overview of your training programme for employees.
• Nature and extent of training programmes and specifically:
   • An outline of your organisational structure indicating the number of staff at each level;
   • The nature and extent of externally provided training; and
   • The nature and extent of internally provided training.
• An indication of the financial and other resource commitment to training of your organisation; and
• Any training programmes or initiatives by the organisation which cater for disadvantaged groups.

Training Achievements
A brief description (maximum of two thousand words) of the benefits and achievements the
organisation has gained as a result of its training plans (both individual and organisational
achievements). Evidence should also be included of any post training involvement or activities for
recently qualified individuals within the organisation.

Terms and Conditions
• Nominations for the ‘Excellence in Training by a Commercial Cleaning Company’ award are open
  to all Cleaning Council WA members; and
• The conditions specified in the Conditions of Entry section, as on page 24, are also applicable.

Industry Customer Service Award
Award Recognition
This award recognises an individual who has provided the highest level of service/contribution to
members of the cleaning industry.

Evaluation Criteria
The relevant criterion is the provision of quality service(s) to members of the cleaning industry
throughout a variety of areas such as supply of goods, services and training.

Documentation to Support the Nomination
The following documents must be submitted in support of the nomination:
• A brief history (maximum of two thousand words) of the individual and the service that he or she
  provides to the industry and how the knowledge and service provided by the individual has
  contributed to this service level; and
• Details of three referees, one of which must be a client, who can be contacted as testimony to the
  services provided.

Customer Survey
Judges will at random may contact the referees listed and ask a series of survey questions relating to
the quality of service received, results achieved and obtain an overall opinion of the service provided
by the individual.

Terms and Conditions
• Nominations for the ‘Industry Customer Service Award’ are open to any person who is employed
  by an Associate/ Supplier member of the Cleaning Council WA; and
• The conditions specified in the Conditions of Entry section, as on page 24, are also applicable.

Employers’ ‘Outstanding Employee of the Year’
                             Award

Each Cleaning Council WA member is invited to nominate one of their employees for the above
award.

A Certificate recognising your nomination will be presented during the WA Cleaning Industry
Excellence Awards event on the 21st February 2020.

It is intended that the names of the individual employees nominated by their employers will
remain secret until announced on the night, and your co-operation in achieving this is
encouraged!

Terms and Conditions
• Nominations for the ‘Employers’ Outstanding Employee of the Year Award’ are open to any
  person who is employed by a member of the Cleaning Council WA; and
• The conditions specified in the Conditions of Entry section, as on page 24, are also applicable;
  specifically a nomination for this award will cost $100.00 including a ticket to the Presentation
  Afternoon on the 21st February 2020.

Regional Business Award
Award Recognition
This award recognises an organisation which successfully provides superior services within the
regional areas of Western Australia.

Evaluation Criteria
The relevant criterion is the provision of quality service(s) to customers within the regional areas of
Western Australia.

Documentation to Support the Nomination
A document which addresses each of the following areas (maximum of one hundred words per area)
must be submitted:
• A brief history of your organisation and the service(s) that it provides;
• The challenges of operating in a regional area and how the organisation has overcome it;
• Characteristics that differentiates the organisation from other local operators; and
• Future plans for the organisation.

Terms and Conditions
• Nominations for the ‘Regional Business Award’ are open to any organisation:
  • Undertaking cleaning duties within a regional area of Western Australia; and
  • Is a member of the Cleaning Council WA.
• Nominated organisations may be interviewed by telephone; and
• The conditions specified in the Conditions of Entry section, as on page 24, are also applicable.

Small Business Award
Award Recognition
This award recognises a small business which has successfully implemented business practices that
has allowed it to be a successful contractor in the WA cleaning industry.

Evaluation Criteria
The relevant criterion is the provision of quality service(s) by a small cleaning business.

Documentation to Support the Nomination
The following documents must be submitted:
• A summary which covers the following arears (maximum of one hundred words per area);
  • A brief history of your organisation and the service(s), that it provides;
  • Characteristics that differentiates the organisation from other local operators; and
  • Future plans for the organisation.
• A written customer reference.

Terms and Conditions
• Nominations for the ‘Small Business Award’ are open to any organisation which:
  • Undertakes cleaning duties for customers;
  • Is a member of the Cleaning Council WA; and
  • Employs a maximum of twenty people and has a turnover of less than $2 million.
• Nominated organisations may be interviewed by telephone; and
• The conditions specified in the Conditions of Entry section, as on page 24, are also applicable.
