a message from PUBLIC WORKS SUMP PUMP REMINDER From March 1 to November 30 people may not discharge any stormwater, groundwater, roof runoff, yard drainage, yard fountain, pond overflow, or other surface waters into the sanitary collection system of the City of Horace. Please drain outside. Sump pumps can overwhelm some lift stations and could cause a potential for water backups in homes. Mayor Peterson participates in annual January events Mayor Peterson attended the annual FMWF Chamber State of the Cities event on January 19 at the Delta by Marriott in Fargo. On January 16, he attended the yearly HBA New Year Celebration held at the Courtyard by Marriott in Moorhead. He joined mayors and city officials from West Fargo, Fargo, Moorhead and Dilworth at both events. Santa visits Horace The Horace Lions once again hosted Santa Claus in the annual event held at the Senior Center on Friday, December 16. The drive-through event not only offered gifts for children this year (a bag of goodies and a $5 Dairy Queen gift card for each child), but each well-behaved parent was also handed free coffee drink coupons from The Grove Coffee & Wine. Although the evening was almost a blizzard, Santa was able to visit with many happy visitors. 8 Horace Happenings

A tentative schedule has been created for August 17 - 20, 2023, with promotional items to be released soon for purchase. The publish date for the History of Horace book has been postponed until 2024 so that this year’s memorable celebration can be included. Thursday will kick things off with a school reunion at the Senior Center and a movie in the park with a kettle corn vendor. Friday’s annual Car Show location has moved to the Stone Pointe Plaza parking lot and will include a free concert by Drive along with all the yearly features of balloon animals, ice cream floats, prizes, and fireworks to end the night. Open containers will also make a comeback! Saturday will feature the usual Bean Days activities, with Sunday bringing things to a close with a community ecumenical prayer service at the Horace Lutheran Church, where all faiths will be welcome to join together in thanksgiving. It was fun, quirky, and meant something to us.” How long does it take you to complete one piece? “It really depends on the order. Small decorations take 15 minutes, bigger pieces can take anywhere from an hour to two hours but really depends on the order.” Business Name What is your biggest project so far? the BOULEVARD I do want to push on the trees for these new developments again. I’m seeing a lot of bare yards in our future. It was July 2021 and then-councilmember Chelsey Johnson spoke at the biweekly City Council meeting with hope and concern as she considered the Horace landscape. With hundreds of new homes being built, things had been changing in Horace for several years. We all know by now that trees not only clean our air, filter our water, and slow storm surge and flooding in our cities, but there seems to be an often overlooked fact that the very sight of a tree-lined street can be breathtaking, offering comfort and serenity as the sun glistens across the rustling leaves. It sure beats rows of blocks sitting in the sun on pavement. “I’m fine waiting because I know that things take time and that you guys are very busy,” she continued, “but I’m going to keep pushing it.” Brenton Holper, the city administrator, reassured her that staff was researching how to implement a new tree program. TREE PROGRAM The City of Horace implements its first-ever tree project “It could be this year or next year,” Holper had said of when the program would start. True to his word, plans for the Boulevard Tree Program were put into motion in 2022. Holper continued working with administrative staff as well as staff from Public Works to research tree programs, and a plan was laid out at the December 19 meeting. Holper explained how the program would consist of two approaches: one for homes built prior to 2023 and one for homes built in 2023 or later. For homes built prior to 2023, the plan would provide property owners with up to four tree options to choose from, depending on availability, through the $10,000 Forestry fund. He stated that if participation is higher than expected, the fund could be amended. While there would be no retroactive approach – meaning that the City would not pay for trees that were purchased prior to the program – property owners with homes built prior to 2023 could still apply for trees on a first-come, first-serve basis. There is a light ... The Horace water projects began 20 months ago. The first project, Water Improvement District No. 2020-6: Water System Replacement Project (the “2020-6 Project”), received its notice to proceed on August 10, 2021, and construction commenced the following week. The project’s purpose was to replace the aging infrastructure in the Horace proper area as well as improve the overall water quality for all residents receiving water service from Horace. The purpose of the second project, Water Improvement District No. 2020-7: Connection to Cass Rural Water (the “2020-7 Project”), was to connect Horace water service customers to Cass Rural water service. On our very worst days, it’s a relief to know that firefighters have been trained to help. Firemen have been helping Americans since 1678, but most people don’t know much more about them than what they’ve seen in the movies. Here is a bit of insight into what the job is really like: 1.
