Welcome Jim Hirani Annual Gala Chairman It is my sincere pleasure to welcome you to the 80th Annual Society of American Military Engineers New York City Post Scholarship Fund Gala. This Gala is a first in many ways, including our first virtual event. The entire Gala Committee and I thank you for your continued support of our scholarship winners and honorees during such a difficult time. The Committee has planned an excellent program and we hope that you will have a delightful time tonight. This evening’s focus is dedicated to our scholarship recipients. As we recognize these students, their achievements and the academic institutions they attend, we would also like to thank those—in whose names these scholarships are awarded—who had the vision and generosity to support this amazing program and those who made sacrifices so that others could achieve their dreams. We are also pleased to recognize our Honorees, all of whom have had a tremendous impact on our infrastructure and in our fight against COVID-19. Their leadership, adaptability, and responsiveness of each of the individuals, agencies and companies who have faced the challenge of this pandemic have positioned our city, the region, and the country to adjust to our new way of life. On behalf of the New York City Post and the Gala Committee, thank you for being a part of this evening’s event and for your support of the New York City Post and our exceptional scholarship program. Civilian Honoree AECOM Tom Scerbo, AIA Vice President, Regional Managing Principal Mr. Scerbo serves as Vice President and Regional Managing Principal of Buildings + Places at AECOM. In this role, he is responsible for the strategic direction and performance of the firm’s architecture, interiors, building engineering, planning, and strategic consulting services in the Northeast Region. Since joining AECOM in 2014, Mr. Scerbo has led the pursuit and delivery of complex projects and programs across the education, government, corporate workplace, commercial, and transportation markets with local, regional, and global clients. As a champion of design excellence, resiliency, and sustainability, his focus is on developing and overseeing opportunities that leverage AECOM’s integrated delivery platform. Mr. Scerbo holds a Bachelor of Architecture from New York Institute of Technology School of Architecture and Design, and a Master of Science in Advanced Architectural Design from Columbia University Graduate School of Architecture, Planning, and Preservation.
Civilian Honoree Jacobs Ken Gilmartin Executive Vice President Ken Gilmartin is Executive Vice President of the People & Places Solutions business. He has operational responsibility for more than half of Jacobs’ overall business portfolio serving global, public, and private sector clients in a range of end markets, including technological development, defense, utilities, transportation, water, the built and natural environments, cyber security, electronics, specialized manufacturing, life sciences, and federal & environmental solutions. Since joining Jacobs as a project director and construction manager in Ireland, Mr. Gilmartin has led business development, life sciences, and served as the operations lead for the Advanced Facilities and Federal & Environmental Solutions businesses. Prior to his career with Jacobs, he worked for Uhde and Siemens. His project portfolio includes world class facilities in Egypt, Qatar, Germany, Indonesia, Ireland, Switzerland, the United States, and the United Kingdom. Mr. Gilmartin graduated from University College Dublin with a degree in civil engineering. Originally from Sligo, Ireland, he lives with his wife Karen, and their three daughters in Philadelphia. Jacobs was contracted by the NYC Health + Hospitals to provide Construction Management services to increase bed capacity at two New York City hospitals: NYC Health + Hospitals/Coler on Roosevelt Island and NYC Health + Hospitals/North Central Bronx in the Bronx. Both projects were emergency projects with 24/7 construction operations to increase bed capacity as quickly as possible to support COVID-19 patients. On April 20, 2020, DDC initiated an emergency procurement process for a Construction Management-Build firm to provide pre-construction, construction, and construction management services for COVID-19 Testing Sites to aid the City in its response to the COVID-19 crisis on a work order basis. Jacobs was awarded the contract for Testing Sites in the Bronx. The end-user for the facilities is NYC Health + Hospitals.
Civilian Honoree Skanska Jeff Rosser Vice President, Account Manager Jeff Rosser has over 32 years of construction management and civil engineering experience. He is currently working as a Vice President and Account Manager for Skanska USA Building, specializing in healthcare construction. He has successfully managed the development and construction of several major healthcare clients including Mount Sinai, Northwell Health (formerly North Shore LIJ Health System), New York Presbyterian Hospital, NYU Langone Health, and Westchester Medical Center. Mr. Rosser currently is working with NYC Health + Hospital’s North Central Bronx Hospital on expanding its ICU in record time to support the influx of patients due to the COVID-19 pandemic. Mr. Rosser earned a Bachelor of Science Degree in Civil Engineering from Union College.
Civilian Honoree Turner Construction Bert Rahm Vice President, Operations Manager Turner Construction COVID-19 New York Response USACE Stony Brook University Alternative Care Facility In conjunction with USACE, Turner led the design-build of a field hospital located on Stony Brook University’s campus in Suffolk County, Long Island. The field hospital, which occupies several acres, is comprised of five tents totaling 220,000 sq. ft. Completed within 21 days, the expedited project added 1,028 beds to Stony Brook University Hospital’s capacity. Over 250 additional beds are designated for Covid patients. The team created a rotating schedule with every team member’s health at the forefront. Extensive MEPs were integrated to complete the free-standing tents, a total of 44 18,000 CFM DX Air Handling Units with electric duct mounted heaters to provide heating and cooling to the five tents; units are located outside the perimeter of each tent. The electrical distribution system is served from generators as the normal source of power. Each tent is served from a 2,000 kW generator with an additional offline 2,000 kW generator to allow for maintenance and possible interruption of service. Three 5,000 gallon domestic water reserve tanks supply water to a triplex domestic water booster pump which feeds a new sprinkler distribution main. Central electric domestic hot water storage heaters are provided for each tent. A fourth 15,000 gallon fire reserve tank feeds the wet sprinkler system. Because utility connection was not available, mobile water delivery trucks will fill the four 15,000 gallon storage tanks. In conjunction with FEMA, New York State, Army National Guard, the design team, trade partners and Stony Brook, the team implemented a lean approach to complete the job on time to service the healthcare needs of New York State. Turner Construction Company, incorporated in the State of New York, was established in 1902 by Henry C. Turner. With a staff of 5,800 personnel, Turner has shown remarkable growth over the past 118 years. Turner New York has a professional staff of more than 1,080 and completes more than $2.3 billion in annual construction volume. Turner has contributed to the construction of many landmark projects in NYC including Madison Square Garden, Lincoln Center, and Yankee Stadium.
Public Owner of the Year New York City Health & Hospitals Christine Flaherty Senior Vice President Christine Flaherty is the Senior Vice President of Health + Hospital’s Office of Facilities Development responsible for all real estate, planning, design, construction, and facilities management for Health and Hospital’s system, comprising more than 20 million square feet of building assets across all five boroughs. NYC Health + Hospitals is the largest public health care system in the United States, providing essential inpatient, outpatient, and home-based services to more than one million New Yorkers every year in more than 70 locations across the city’s five boroughs. Ms. Flaherty is also responsible for developing NYC Health + Hospitals’ Housing Initiative to accelerate access to housing for the system’s most vulnerable homeless high-risk patient population. She is a capital delivery executive with over 20 years of experience managing and leading capital projects for both the private and public sectors in the New York City area. Over the past five years, Ms. Flaherty has served in capital leadership positions for New York City at Health + Hospitals and the Department of Design and Construction, managing capital portfolios valued at close to $3 billion. Prior to serving the City of New York, Ms. Flaherty worked as a consultant and contractor in roles from project manager to Vice President. She has been a key member of the senior leadership teams responsible for account management, client satisfaction, strategic planning, and business development. Ms. Flaherty has diverse experience working on both public and private programs ranging in value from $1 million to over $1.2 billion. As a volunteer leader, she is the Past President of CMAA’s Metro NY/NJ Chapter and a board member of the Greater New York ACE Board of Directors. She earned her Bachelors of Science in Civil Engineering from Bucknell University and her Masters in Business Administration from New York University’s Stern School of Business Langone Program. She is a Certified Construction Manager and periodically facilitates and teaches sessions on project management and leadership.
Private Owner of the Year New York Convention Center Operating Corporation Alan Steel President and Chief Executive Officer Alan Steel is the President & Chief Executive Officer of the New York Convention Center Operating Corporation, which operates the Javits Center on Manhattan’s West Side. Under Mr. Steel‘s leadership, the Javits Center has launched an historic expansion project that will add more than 1 million square feet to the convention center, including more exhibition and meeting room space, a rooftop pavilion and a one-acre rooftop farm. Upon his appointment in 2012, Mr. Steel led the completion of a comprehensive renovation and operational overhaul that included significant investments in energy efficiency, security, and technology. As a result, the Javits Center has emerged as a nationwide model of sustainability, partnering with research institutions and community groups to study and reinforce the positive impact on the local environment. Prior to the Javits Center, Mr. Steel spent more than 30 years as an event management executive and United Kingdom trade development official. He is the former President of George Little Management (GLM), a major producer of trade shows in the United States and Canada, where he was responsible for the creation of new events, oversight of corporate strategic planning, marketing programs, and the direction for various company events including NY NOW (formerly New York International Gift Fair), the National Stationery Show, the International Contemporary Furniture Fair, and SURTEX. Mr. Steel also was active in developing domestic and international markets for the company. Before joining GLM in 1982, Mr. Steel worked for more than 15 years with the British government in a number of trade-related positions at the Department of Trade and Industry in London, the British Consulate in Chicago, and the British Trade Development Office in New York. In these roles, he bought and sold exhibit space to participants in trade and consumer shows, conferences, and special events. In 2014, Mr. Steel was awarded the King’s Glove by the International Association of Exhibitors and Events (IAEE) for his enriched contributions to the trade show industry. An avid environmentalist, he currently serves on the Board of Directors for New York City Audubon and New Yorkers for Parks.
Military & Federal Government Honoree LTG Todd T. Semonite (Ret) Former Chief of Engineers and Commanding General (USACE) Lieutenant General Todd T. Semonite assumed duties as the 54th Chief of Engineers and Commanding General of the U.S. Army Corps of Engineers (USACE) on May 19, 2016. As the Chief of Engineers, an Army Staff Principal, he advised the Secretary of the Army Principal Officials on matters related to general, combat, and geospatial engineering; construction, real property, public infrastructure, and natural resources science and management. As the USACE Commanding General, he was responsible for more than 36,000 civilian employees, 800 military personnel, and a $68 billion portfolio of project management, construction support, and science and engineering expertise in more than 110 countries. He led this WORLD-CLASS organization through the REVOLUTIONIZE USACE effort, 5 major hurricanes (Harvey, Irma, Maria, Florence and Michael), construction of the 900 mile, $15B Southwest Border Wall for the Trump Administration, and was the senior FEMA Engineer for the COVID-19 response effort building 38 Alternate Care Facilities that expanded the bed capacity by more than 15,000 beds. Among other assignments during his 41-year career he served in command and staff positions including: Commander of the 130th Engineer Brigade and V Corps Engineer; Executive Officer to the Commanding General, U.S. Army Europe and 7th Army, and Deputy Commander, Task Force Restore Iraqi Electricity. He also served as the Director, Office of the Chief of Engineers, where he established the Fusion Cell to guide the Regiment through modularization and the initial development of the Armored Breaching Vehicle. As the Commandant of the Engineer School, LTG Semonite continued to reshape the Engineer Regiment with updated requirements documents, training, and doctrine. He also established and served as the first director of the Army Talent Management Task Force. He commanded both the North Atlantic Division and the South Atlantic Division through BRAC, implemented a balanced approach to regionalization, and defined metrics for “good to great.” He then served as Deputy Commanding General of USACE coordinating a comprehensive response to Superstorm Sandy. In 2014, he volunteered to serve as the Commanding General for Combined Security Transition Command-Afghanistan, responsible for the $13 billion effort to build the Afghan Army and Police into a 352,000 individual force. Lieutenant General Semonite, a native of Bellows Falls, Vermont is a registered professional engineer in Virginia and Vermont. He graduated from the U.S. Military Academy, West Point in New York and was commissioned into the U.S. Army Corps of Engineers in 1979. He holds a Bachelor of Science degree in Civil Engineering from the U.S. Military Academy, a Master of Science in Civil Engineering degree from the University of Vermont, and a Masters of Military Arts and Sciences from Fort Leavenworth, Kansas. He is a graduate of the Engineer Officer Basic and Advanced Courses, the Combined Arms Services Staff School, the Command and General Staff College, and the Army War College. LTG Semonite’s awards include the Distinguished Service Medal (2), Defense Superior Service Award, Legion of Merit (5), Bronze Star, Ranger tab and Parachutist Badge. He is married to the former Connie Hartley of Bismark, Missouri and has four grown children and eight grandchildren.
Military & Federal Government Honoree Captain Patrick K. Amersbach Commanding Officer USNS Comfort (T-AH 20) CAPT Amersbach joined the Navy under the Bachelor’s Degree Completion Program in 1991 after serving eight years as a Staff Sergeant in the Military Police and continued to advance in assignments of increasing responsibility and complexity over the following 20 years. In 2011 he returned to NMCSD as the Senior Nurse Officer of the Emergency Department prior to being selected as the Officer in Charge, Naval Branch Health Clinic, Naval Base San Diego where he oversaw the delivery of medical and dental services to sailors, their families, and fleet forces personnel. In 2014 CAPT Amersbach transferred to the Defense Health Agency, Fall Church, Virginia as the chief military advisor to clinical support systems and Project Manager to a portfolio of Information Technology systems for the Military Health System. He was also the Government lead agent for the development of a Joint DoD and Veterans Administration credentialing and privileging application. CAPT Amersbach served as the Executive Officer at Naval Hospital Twenty-nine Palms, California where he lead multi-dimensional operations for the command and health care delivery to 24,000 beneficiaries located at the Marine Corps Air Ground Combat Center, and its branch clinics located at the Naval Air Weapons Test Center, China Lake, and the Marine Corps Mountain Warfare Training Center, Bridgeport, California. CAPT Amersbach reported as the Commanding Officer of the USNS Comfort (T-AH20) Military Treatment Facility in July 2019. In spring 2020, the USNS Comfort was called to New York Harbor to provide beds for non-COVID-19 patients so local hospitals could focus on increasing demand for COVID-19 patients. That mission evolved into a new mission where the USNS Comfort pivoted and assumed responsibility for COVID-19 patients when capacity in NYC area hospitals was exceeded. CAPT Amersbach’s military awards include the Defense Meritorious Service Medal, Meritorious Service Medal (4 awards), Navy and Marine Corps Commendation Medal, Army Commendation Medal (2 awards), the Navy and Marine Corps Achievement Medal (4 awards), the Army Achievement Medal (2 awards), various campaign, unit, and service awards and the Navy and Marine Corps Parachutist Wings. He earned his Bachelor of Science in Nursing from Hawaii Pacific University and Graduate Degrees in Executive Nursing from the University of San Diego, and Strategic Studies and International Policy from the Naval War College. Additionally, he earned his Doctorate from George Washington University in Health Policy and Care Delivery.
Military & Federal Government Honoree Lieutenant General Richard W.Scobee Assistant Commandant for Engineering & Logistics, USCG Lt Gen Richard W. Scobee is the Chief of Air Force Reserve, headquarters U.S. Air Force, Arlington, Va., and Commander, Air Force Reserve Command, Robins Air Force Base, Georgia. As Chief of Air Force Reserve, he serves as principal adviser on reserve matters to the Secretary of the Air Force and the Air Force Chief of Staff. As Commander of Air Force Reserve Command, he has full responsibility for the supervision of all Air Force Reserve units around the world. Lt Gen Scobee was commissioned in 1986 as a graduate of the Air Force Academy. He earned his pilot wings as a distinguished graduate of Euro-NATO Joint Jet Pilot training in 1987. He has served as an F-16 Fighting Falcon Pilot, Instructor Pilot and Flight Examiner both domestically and overseas in Germany, South Korea, and Egypt. Lt Gen Scobee has commanded a fighter squadron, operations group, two fighter wings, and a numbered Air Force. Additionally, he deployed as Commander of the 506th Air Expeditionary Group, Kirkuk Regional Air Base, Iraq, in 2008. Prior to his current assignment, Lt Gen Scobee, was the Deputy Commander, Air Force Reserve Command, where he was responsible for the daily operations of the command, consisting of approximately 70,000 Reserve Airmen and more than 300 aircraft among three numbered air forces, 34 flying wings,10 flying groups, a space wing, a cyber wing and an intelligence, surveillance and reconnaissance wing. He is a command pilot with more than 3,800 flying hours in the F-16, including 248 combat hours. Military & Federal Government Honoree RADM Sylvia Trent-Adams, PhD, RN, FAAN, FNAP Senior Vice President and Chief Strategy Officer at University of North Texas Health Science Center / Former RADM Principal Deputy Assistant Secretary For Health U.S. Public Health Service Dr. Sylvia Trent-Adams is the Senior Vice President and Chief Strategy Officer at the University of North Texas Health Science Center. She served as the Principal Deputy Assistant Secretary for Health (PDASH) from January 2019 through August 2020. She retired from the U.S. Public Health Service Commissioned Corps with the rank of Rear Admiral Upper Half. From 2015 through 2018, Dr. Trent-Adams served as Deputy Surgeon General of the U.S. Public Health Service Commissioned Corps. As Deputy Surgeon General, Dr. Trent-Adams was a trusted and critical advisor to the Surgeon General, helping support on a variety of critical issues, including efforts to combat the opioid crisis and the operations of the Commissioned Corps. Most recently, Dr. Trent-Adams lifelong service was recognized in 2018 with her election to the National Academy of Medicine and the National Academies of Practice. Dr. Trent-Adams held several leadership positions in HHS, working to improve access to care for poor and underserved communities. As both a clinician and administrator, she has had a direct impact on building systems of care to improve public health for marginalized populations domestically and internationally. Prior to joining the Office of the Surgeon General, Dr. Sylvia Trent-Adams was the Deputy Associate Administrator for the HIV/AIDS Bureau, Health Resources and Services Administration.Dr.Trent-Adams began her career in the Commissioned Corps in 1992. Prior to joining the USPHS, Dr. Trent-Adams was a nurse officer in the U.S. Army and a research nurse at the University of Maryland. She also completed two internships in the U.S. Senate, where she focused on the prospective payment system for skilled nursing facilities and scope of practice for nurses and psychologists. Her clinical practice was in trauma, oncology, community health, and infectious disease. She is a former Chair of the Federal Public Health Nurse Leadership Council, and the Federal Nursing Service Council. Dr. Trent-Adams received her Bachelor of Science in Nursing from Hampton University, a Master of Science in Nursing and Health Policy from the University of Maryland, Baltimore, and a Doctor of Philosophy in Public Policy from the University of Maryland, Baltimore County. She became a Fellow in the American Academy of Nursing in 2014. Dr. Trent-Adams has published widely and received numerous awards for her leadership and contributions to the field of nursing and public health, including a Meritorious Service Medal for her leadership during the Commissioned Corps response to the Ebola Outbreak in West Africa and the Surgeon General’s Medallion for her time spent as acting Surgeon General. She is the recipient of the American Nursing Credentialing Center’s HRH Princess Muna Al Hussein Award, the American Academy of Nursing’s Civitas Award, the American Association of the Colleges of Nursing’s Lois Capps Luminary Policy Award, and, in 2017 the recipient of the International Red Cross Florence Nightingale Medal, the highest international honor bestowed upon a nurse.
Military & Federal Government Honoree VADM Jerome M. Adams, M.D., M.P.H Surgeon General of the US Vice Admiral (VADM) Jerome M. Adams, M.D., M.P.H. is the 20th Surgeon General of the United States. His mission as the “Nation’s Doctor” is to advance the health of the American people, and his motto is “better health through better partnerships”. As the Surgeon General, Dr. Adams holds the rank of Vice Admiral in the U.S. Public Health Service (USPHS) Commissioned Corps. In this capacity, he oversees the operations of more than 6,000 uniformed health officers who serve in nearly 800 locations around the world promoting, protecting, and advancing the health and safety of our nation. During his tenure, Dr. Adams has created several initiatives to tackle our nation’s most pressing health issues, including: the opioid epidemic, oral health, and the links between community health and both economic prosperity and national security. For example,Dr. Adams issued the first Surgeon General’s Advisory in 13 years, urging more Americas to carry naloxone, an FDA- approved medication that can reverse the effects of an opioid overdose. He also released Smoking Cessation: A Report of the Surgeon General, the 34th report on tobacco and the first report on cessation in 30 years. In March 2020, he was named a member of the President’s Coronavirus Task Force, where he has provided information, promoted education, and communicated best practices to the public in response to the pandemic. Dr. Adams received bachelor’s degrees in both biochemistry and psychology from the University of Maryland, Baltimore County; a Masters of Public Health degree from the University of California at Berkeley; and a medical degree from Indiana University School of Medicine. He has been a leader in numerous professional organizations, including the American Medical Association, the American Society of Anesthesiologists, the Indiana State Medical Association, and the Indiana Society of Anesthesiologists. Dr. Adams was the Health Commissioner of Indiana, where he led the State’s responses to Ebola, Zika, and to the largest HIV outbreak in the United States related to injection drug use. Dr. Adams has pledged to lead with science, and facilitate locally-led solutions to the nation’s most difficult health problems. He also feels his toughest, but most important job, is being a father to two teenage boys, Caden and Eli; daughter, Millie, and dog, Bella.

Letter From COL John Boulé II, USA (Ret.) President, NYC Post Welcome to the New York City Post’s 80th Annual Scholarship Gala and the first virtual edition of this time-honored tradition! The New York City Post of the Society of American Military Engineers (SAME) remains one of the most prominent posts in the nation. Thank you for joining us as we award over 200 scholarships to students from 77 colleges and universities across the nation. Tonight, we also pause to celebrate individuals and firms from our industry that have significantly contributed to responding to the COVID-19 pandemic that is burdening our nation. This year not only recognizes our Society’s Centennial, but also the 100th anniversary of the Post, one of the founding Posts of the Society. While we are disappointed that we cannot gather in person this year, we are honored to be able to again recognize and advance the education of these deserving scholarship recipients and significant contributors to the profession, Society and nation. The New York City Post Scholarship Fund continues its legacy of supporting the development of the next generation of STEM students, providing more than $5 million in scholarships over the decades. In addition, this is the 80th annual fundraising gala for the post, which is a remarkable accomplishment and has set the standard across SAME for coming together to help support the next generation of leaders for our profession. My sincerest congratulations to the New York City Post and especially to the organizers of this storied event for the impact you continue to have on our Society and our nation. Since its inception in 1955, the New York City Post Scholarship Fund has provided more than $5 million in scholarships to nearly 6,000 engineering and architecture students. What an incredible contribution to America’s future! This Annual Gala champions the Scholarship Fund and enables the program to continue to make a difference for youth in our profession. This year, 212 aspiring engineers and architects will be recipients of scholarships thanks to the success and continuity of the Scholarship Fund. Report From F.H. (Bud) Griffis President, NYC Post SAME Scholarship Fund, Inc. The market value of your Scholarship Fund is $ 3,319,516. As in the past, the Fund owes a debt of gratitude to the people who actively support its operations throughout the year. Judy Cooper, NYU Tandon School of Engineering, serves as Vice President of the Fund. She and her Student Relations Committee interact with 77 colleges, universities, and institutions across the country to coordinate the selection of 212 students who will receive the scholarships from among the many highly qualified candidates each year. The Fund’s Board of Directors consists of Dominick Servedio, STV Group; Vinny Mangiere, Jacobs; and Ed Schmeltz, EJS Consulting, LLC. We also thank Eric Hirani of Infinite Consulting Corp., our Scholarship Fund Treasurer. This year your scholarship fund is helping educate 212 young engineering, architecture, and math and technology students throughout the nation. This fund was started by Joe Markle, a distinguished New York construction attorney. Joe died in 1989 when he was 89. Since that time, the fund has awarded scholarships to thousands of students. Since Joe died, this has been done all by you, the members of the New York City Post of SAME; so, my congratulations to all members of the Post.
