Sustainable Solutions for Stormwater Management ABOUT THE CONFERENCE SWaM2021 is the third in the series of national conferences held every two years jointly organised by Department of Irrigation and Drainage (DID) and Malaysian Stormwater Organisation (MSO), which focuses on managing stormwater runoff in terms of quality and quantity. SWaM2021 will emphasize on strengthening the institutional and legal framework - the missing link in MSMA2. Effective stormwater management is vital for the protection of the environment while ineffective implementation can have far-reaching consequences to local water quality, flooding, quality of life, the economy and beyond. Current best management practices (BMPs) in stormwater management and the shortcomings in their implementation will be highlighted in this conference. Best practices in storm water treatment systems is also in great demand as many growing cities around the world are looking for solutions that can handle high volumes of stormwater in a small footprint. In addition, contaminants need to be treated ‘at source’ in effective and sustainable approaches to the problem of emerging contaminants being detected in urban runoff. Thus, national policies need to be revised to meet these growing challenges in stormwater runoff management. THE OBJECTIVES 1. To disseminate information to stakeholders on the importance of stormwater management and to industry players for sustainable development to avoid prevalence of urban flooding. 2. To discuss the latest approaches and effective implementation of erosion and sedimentation control (ESC) at project sites and to promote self-regulation in ESC. 2|Page

Sustainable Solutions for Stormwater Management Secretary General, Ministry of Environment and Water Malaysia Keynote Paper 1: Controlling Sedimentation to Rivers from Other Sectors Y. Bhg. Dato’ Seri Ir. Dr. Zaini Ujang is the Secretary General, Ministry of Environment and Water Malaysia. He was the Secretary General Ministry of Higher Education, Malaysia since July 2015 to August 2016 and the Secretary General II, Ministry of Education Malaysia (June 2013 – July 2015), the fifth Vice-Chancellor of University Technology Malaysia (October 2008 - May 2013) and the first recipient of the prestigious Merdeka Award for the category of Outstanding Scholastics Achievement in 2009. He was Chairman of the task forces for preparing Malaysia’s Green Technology Master Plan (2017-2030) and Malaysia’s Higher Education Blueprint (2015–2025) and spearheading the governance and financial sustainability shifts. He also has initiated UTM transformation program to be a research technical university, from 10% to 50% enrolment of graduate students within five years (2008–2013); and initiated research collaborations at leading universities including MIT, Harvard, Imperial College London, Cambridge and Oxford. His academic contributions are in the field of environmental management and technology, particularly water and wastewater treatment, sustainable resource strategies and industrial ecology. Apart from his involvement in academics, he also served on various public agencies such as Chairman of Environmental Quality Council, Malaysia, and member of National Water Services Commission (2007 – 2014). He has written more than 250 scientific papers published in leading academic journals and proceedings, and 33 books on environmental engineering, water sustainability, higher education and learning innovation, and published more than 1000 articles in mainstream media since 1988. He is also active in voluntary bodies: Vice-President of International Water Association (2004 - 2006), Editor of Water Science and Technology since 2000 and President Harvard Business School Alumni Club of Malaysia (2016). He was also a Visiting Professor at MIT (the United States), Imperial College London (UK), Lund University (Sweden) and Tsukuba University Japan. 6|Page
Sustainable Solutions for Stormwater Management Director General, Department of Irrigation and Drainage Malaysia President of Malaysian Stormwater Organisation (MSO) Paper 1: Making MSMA More Sustainable Y. Bhg. Dato’ Ir. Hj. Nor Hisham is the Director-General of the Department of Irrigation and Drainage (DID) Malaysia, Ministry of Environment and Water. He holds a B. Sc. in Civil Engineering from California State University and a Masters’ Degree in Coastal and Maritime Engineering from Universiti Teknologi Malaysia. Dato’ Ir. Hj. Nor Hisham is a Fellow of the Institution of Engineers with over 30 years’ experience in coastal and flood management and currently oversees the national programs on forecasting and mitigating water-related disasters. He is also the Malaysian Intergovernmental Hydrological Programme (MIHP) and the Regional Humid Tropics Hydrology and Water Resources Centre for South-East Asia and the Pacific (HTC KL) Chairman. Dato’ Ir. Hj. Nor Hisham is actively involved in various non-governmental organisations. He is the Co-Chair of the Malaysian Committee on Large Dams (MYCOLD), Chair of the Malaysian Water Partnership (MyWP) and Chair of the Malaysian Stormwater Organisation (MSO). On the international stage, he is the Vice-President of the International Commission on Irrigation and Drainage. He hopes to position DID Malaysia as a leading organisation in the development of Malaysia’s next generation of water resources engineers. 7|Page
Sustainable Solutions for Stormwater Management Deputy Director General 1 (Business Sector), Department of Irrigation and Drainage Malaysia Vice President 1 of Malaysian Stormwater Organsation (MSO) Paper 8: The State of Water Resources and Challenges Y. Bhg. Dato' Ir. Mohd Azmi Bin Ismail is the Deputy Director General I (Business Sector) Department of Irrigation and Drainage Malaysia. He is responsible in assisting the Director General on management roles, in accordance to DID vision as the leading engineering expert on national water resources management. He is responsible in managing six (6) divisions; Flood Management Division, River Basin Zone & Management Division, Coastal Zone Management Division, Special Project Division, Water Resources Hydrology Division and Stormwater Management Division. As a Professional Engineer, he is actively involved in various professional organizations to provide professional contributions in line with national development growth towards a developed nation. He is also a Council Member of IEM, and recently re-elected as Chairman of Water Resources Technical Divisions (WRTD), IEM for two (2) consecutive sessions. His contribution in engineering profession was recognized when he was awarded as Honorary Member of Asian Federation Engineering Organization (AFEO). Apart from involvement with IEM, Dato’ Ir. Mohd Azmi is currently the Vice Chairman of Malaysian National Committee on Irrigation and Drainage (MANCID) since February 2012 and actively taking part in International Commission of Irrigation and Drainage on environment related issues. He is also the Vice President (I) of Malaysian Stormwater Organisation (MSO), an organization relating to Urban Storm water Management and Erosion (MSMA) and Sediment Control (ESC). He is the Focal Point for the Country Task Force (CTF), Regional Policy Dialogue and Network Building of Multi-Stakeholders on Integrated Decentralized Domestic Wastewater Management in ASEAN Countries (PoDIWM). 8|Page
Sustainable Solutions for Stormwater Management Chairman, ECI Board, USA Keynote Paper 2: Establishing a Certification Program in Malaysia: Lessons Learned in the United States Mr. Robert W. Anderson has 33 years’ experience in California and the western U.S. in the fields of civil and geotechnical engineering. For the past 28 years, Mr. Anderson has been a principal engineer and president of RJR Engineering which has included over 3,500 engineering projects, with an emphasis in hillside land development projects for residential and public works/capital improvement projects with extensive experience in Green Infrastructure / LID designs for these projects. He has served as the Executive Director and Chairman of the Board for EnviroCert International Inc. (ECI) since 2014. Under his leadership ECI has grown and expanded with total professionals more than doubling in numbers and expanded from three countries to nearly 40. Mr. Anderson has led the rescoping of the CESSWI, CPESC, and CPMSM programs, development of the industrial certification (CPISM) and introductory program (QSM), and finally, he led the acquisition of the ANSI/ISO accredited green infrastructure program, NGICP and now is leading the rescoping of the CPSWQ program for the first international green infrastructure and stormwater quality and management program. Finally, Mr. Anderson is leading the launching of the water pollution control professional certification (CPWPC) and the initial phases of climate sustainability and resilience professional certification. Sustainable Solutions for Stormwater Management Deputy Division Chief, International Research and Training Center on Erosion and Sedimentation (IRTCES), China Keynote Paper 3: Key Drivers of Changes in Sediment Load of Chinese Rivers Discharging to the Ocean Prof. Dr. Liu Cheng works at the International Research and Training Center on Erosion and Sedimentation (IRTCES) under the auspices of UNESCO as a Deputy Division Chief. He is the Executive Secretary General and Treasurer of the World Association for Sedimentation and Erosion Research (WASER), Associate Editor of the International Journal of Sediment Research, and member of Advisory Group of the UNESCO IHP – International Sediment Initiative (ISI). He obtained a Ph.D. in Environmental Engineering from Tongji University, China in 1999. His research interests includes sediment dynamics, sediment and river management, environmental hydraulics, eco-sedimentation and soil and water conservation. He is the author of over 120 journal and international conference publications, 2 UNESCO publications, and editor of 2 international conference proceedings. 10 | P a g e
Sustainable Solutions for Stormwater Management UNESCO Chair holder on Ecohydraulics for Sustainable Water Infrastructures for SDG 6 in the Asia and the Pacific Region Vice President 2 of Malaysian Stormwater Organisation (MSO) Paper 2: To Ensure Sustainable Management of Stormwater towards SDG 6 Prof. Dr. Nor Azazi Zakaria has served in Universiti Sains Malaysia since 1994 and received his MSc. in 1990 and PhD. in December 1994. He then established the River Engineering and Urban Drainage Research Centre (REDAC) in 2001 and has since remained as the Director. Under the leadership of Professor Dr. Nor Azazi, REDAC acts as a Self-Sustaining Centre as expected by USM in this corporatization era. REDAC is the first research centre at the USM Engineering Campus and was awarded the 1st Higher Institution Centre of Excellence (HICoE) in Service Thrust in USM as well as in Malaysia in October 2014 and received a special grant from the Ministry of Education (MOE) with a niche area on Stormwater Management. Professor Dr. Nor Azazi is currently the Vice Chairman of the Executive Committee for the Malaysian Stormwater Organisation (MSO), the Malaysian National Committee on Irrigation and Drainage (MANCID), and also UNESCO chair holder on Ecohydraulics for Sustainable Water Infrastructures for SDG 6 in the Asia and the Pacific Region. Furthermore, he has been actively organizing short courses, seminars, briefings, exhibitions, acting as guest and invited speaker and actively delivering keynotes at International Conferences in the area related to Sustainable Urban Drainage Management and Green Technology. 11 | P a g e

Azman Abu Bakar is the Managing Director at Perunding Azman, Ooi & Rao Sdn Bhd. He started his career with Perunding Hashim & NEH Sdn Bhd as Assistant Resident Engineer upon graduating with a Bachelor of Civil Engineering from The George Washington University, Washington, United Sates of America, in 1984. He served Perunding Hashim NEH Sdn Bhd for 16 years. During that time, he was promoted as Design Engineer in 1988 and Associate Director in 1994 before leaving for International Building Engineering Consultant Abu Dhabi, UAE in 2002 as a director. He is an expert in water with 37 years in total of experience in the industry. Ms. Melissa McKinney joined the ECI team in 2014 and currently serves as the Associate Executive Director, where she manages the day-to-day affairs of the organization as well as coordinates and communicates with the Executive Director on the management and oversight in the execution of Board policies and procedures. Ms. McKinney is an experienced Operations and Administrative Manager who has worked in management for over twenty (20) years, thirteen (13) years being in the non-profit sector. Sustainable Solutions for Stormwater Management Director of Assessment Division, Department of Environment Malaysia Paper 6: LD-P2M2 and ESCP: The DOE Perspective Puan Rohimah binti Ayub is a Bachelor of Science in Civil Engineering graduate from California State University, USA. She started her career as an Engineer in Training at TNB. In 1990 joined Erinco Sdn Bhd as an engineer responsible to be part of EIA teams for various projects including STP and drainage systems design. In May 1994 she joined the Department of Environment Malaysia and has worked her way up to be Director of Assessment Division in DOE Headquarters. Prior to that, she has served DOE Kelantan, DOE Terengganu, and DOE Pahang in positions ranging from Environmental Control Officer, Principal Assistant Director, Senior Principal Assistant Director and presently as Director of the Assessment Division. In her course of work she has been involved in numerous Conferences, training programs and related programs both locally and internationally. Rafael (Nicky) Araujo, born in Panama, Republic of Panama, holds a BSc. in Biology, majoring in Zoology and Ecology from the University of Panama and a BSc in Environmental Engineering and a Certificate in Geotechnical Engineering from University of Delaware. With over 30 years in the business of geosynthetics and erosion control, he is the current President of the Board of Directors of the International Erosion Control Association (IECA), Vice-President of the International Association of Geosynthetics Installers (I.A.G.I.) and C.E.O. of Servicios de Ingeniería Geosintética, S.A. (S.I.G.S.A.), a company with offices in Panama, Suriname and Costa Rica, that services Latin America and the Caribbean. Nicky has served as IECA’s R1 Director, President of the Ibero American Chapter of IECA (2010-2012), Vice-President of the IA Chapter (2012-2016), a Board Member of the IRC, past Co-Chair of the Erosion and Sediment Control Track of the Educational Track Committee, as well as a member the Professional Development Committee and of the Chapters’ Advisory Committee of IECA. He has been distinguished with several awards, including Best Scientific Research from the University of Panama (1976) and being the first recipient of the Most Innovative Geosynthetics Application Award presented by I.A.G.I. Dato’ Ir. Ahmad Fuad Embi retired from the Department of Irrigation and Drainage Malaysia (DID) in 2007 as Deputy Director-General I. His academic qualifications are Bachelor of Engineering (Canterbury), DHE (Delft) and MSc (Southampton). At the DID, he was a strong advocate of sustainable solutions both for river management as well as for urban stormwater management. He led efforts to produce the Malaysian Manual on Urban Stormwater Management (MSMA) in year 2000. Post DID, he has been doing part-time consultancy including being the principal writer for the 20 Malaysian Stormwater Standards for MSMA 2. He is a founder-member of the Malaysian Stormwater Organization (MSO) - an NGO advocating Erosion and Sediment Control for all development involving earthworks, was Adjunct Professor with UKM (2010-18), a Professional Engineer with Practicing Certificate (PEPC), as well as a Certified Professional in Erosion and Sediment Control (CPESC) with EnviroCert International, USA. 20 | P a g e

Abd Jalil Hassan received his Bachelor’s Degree in Civil Engineering from University Malaya and completed Master of Science from Universiti Sains Malaysia (USM) in River and Urban Drainage Management. For more than 25 years, Ir. Ts. Abd Jalil Hassan has been involved in many hydrodynamic river modelling projects in Malaysia, continuously giving lectures on the topic as well as producing papers for seminars and providing consultations at the national and international levels. He has also authored two books on River Hydrodynamic Modelling topic, entitled River Hydrodynamic Modelling – A Practical Approach (2005) and River and Floodplain Hydrodynamic Modelling (2009), both published by NAHRIM. He started his career at the Department of Irrigation and Drainage Malaysia in 1986 as an engineer, completing a one-year internship at the Sir William Halcrow and Partners, United Kingdom in Hydrodynamic River Modelling. He also served as a Senior Research Officer at the National Institute of Hydraulic Research Malaysia (NAHRIM), a leading centre and authority in the field of hydraulic engineering in Malaysia. He then extended his career as a Technical Manager at Wallingford Software Sdn. Bhd., main distributor of hydrodynamic software called InfoWorks. He is now heading a group of engineers in hydrodynamic river modelling field at his own consultancy firm, River Care Associates Sdn. Bhd. He is a Professional Engineer (PE) as well as a Certified Professional in Erosion and Sediment Control (CPESC), a registered EIA Subject Consultant and a Professional Technologist with Malaysia Board of Technologists (MBOT). 21 | P a g e
Sustainable Solutions for Stormwater Management Technical Director, HR Wallingford, UK Paper 14: The Evolution of Stormwater Management Design towards SuDS Ms. Bridget Woods Ballard is a Technical Director at HR Wallingford. She studied civil engineering at Cambridge and hydrology at Imperial College before focussing her career on fluvial flood hydrology and the evaluation and design of sustainable drainage and surface water flood risk management systems. Bridget has been involved in SuDS guidance and research projects since 2001, addressing their technical and environmental performance, design, asset management, construction, costs and benefits. She is the principal author of the CIRIA SuDS Manual and has supported the development of national SuDS standards for both English and Welsh governments. 22 | P a g e

Norhisam has extensive experience in the development and manufacturing of geosynthetics since 1997. He then took on the leading role in expanding Geotube® Dewatering in the Asia Pacific as Regional Business Manager of TenCate Geosynthetics in the Water & Environment Division. In addition to his expertise in dewatering applications, technical design and installation, Norhisam has a wealth of on-site experience with dredging equipment, polymer and site management. Ir Leong Kwok Wing registered as licensed civil engineer in California, USA since 1981. His work experiences include civil engineering design, development and construction supervision, of highway, geosystems on “soft-soil” load support techniques, flexible and sustainable drainage channels “landfill-caps”, water & sewerage systems, park systems and trails, storm water management, river geomorphology, re-directive river training methodology and techniques where rivers “heals-its-own- eroded embankments”, “green” and sustainable river channel protection (following MSMA principles, NFC-UK..). Whilst in Malaysia, develop application of reuse palm oil and coconut by- products for sustainable slope erosion protection and vegetated riverbank structures, a “green” alternative to hardcore civil works. Ir Leong has worked on natural streambank protection using “Thalweg” Management Re-directive techniques that provide a viable alternative to traditional civil engineering and meeting the river’s geomorphologic needs. He is also a speaker, trainer (CPESC-past, CESSWI-past), MSMA 2nd edition, CISEC and LDP2M2 with keen interest on Best Management Practices (BMPs) for erosion, sediment control and water quality improvement especially from development and construction sites. 24 | P a g e
