1. INTRODUCTION 1.1 International Rally of Johor 2018 will be run in compliance with the FIA International Sporting Code and its appendices, the 2018 FIA Regional Rally Sporting Regulations, the National Competition Rules which comply with the FIA regulations and these Supplementary Regulations. The 2018 FIA Regional Rally Sporting Regulations can be found at http://www.fia.com/Regulations Modifications, amendments and / or changes to these Supplementary Regulations will be announced only by numbered and dated Bulletins issued by the Organiser or the Stewards. Additional information will be published in Rally Guide 2 to be issued on Monday, 9 July. 1.2 Road surface Gravel. 1.3 Overall SS distance and total distance of the Itinerary The overall special stage distance is scheduled to be 234.40km and the total distance of the event is scheduled to be 562.29km. 2. ENTRIES 4.1 Closing date for entries APRC : Monday, 9 July at 1700hrs. MRC : Friday, 13 July at 1700hrs. 4.2 Entry Procedure Those wishing to take part in the rally must send the duly completed official entry form (including Co-Driver details) to the Rally Secretariat. The entry application will be accepted only if accompanied by the total entry fees or by a receipt issued by the competitors ASN. 4.3 Number of competitors accepted and classes 4.3.1 The maximum number of entries is 40. If more than 40 entries are received, the organizer reserve the right to extend this number and to decide which entries (among the non- priority drivers) will be accepted. 4.3.2 Eligible Vehicles Refer to Article 4 of the 2018 FIA Regional Rally Sporting Regulations and Article 4 of the V4 2018 FIA Asia-Pacific Rally Championship Regulations. FIA approved cars with ASN homologations and ASN approved cars will be permitted to take part. 4.3.3 Classes Refer to Article 4.2 to 4.4 of the V4 of the 2018 FIA Asia-Pacific Rally Championship Regulations. Any bank charges incurred will be charged to the entrant. Please ensure that the driver’s name is included as reference on all bank transfers. 4.6 Refunds Entry fees will be refunded in full only: - to candidates whose entry has not been accepted - in the case of the rally not taking place. No other refunds will be made. 5. INSURANCE The Organisers hold Motorsports Public Liability Insurance to cover the entire running of the Rally. The claims for any one period of insurance is unlimited but only up to US$1.2million for any one accident. The insurance coverage for the competing car is the sole responsibility of the entrants. All competitors are recommended to have personal travel and medical insurance. Supplementary Regulations -6- INT. RALLY OF JOHOR 2018
It is compulsory for all foreign registered vehicles to apply for an International Circulation Permit to be legally driven on Malaysian road. This permit and the related insurance can be obtained from the Automobile Association of Malaysia. Service vehicles, management vehicles and reconnaissance vehicles, including those bearing special plates issued by the Organisers may never be considered as official participants of the rally. They are therefore not covered by the insurance policy of the rally and will remain the sole responsibility of their owner. In the event of an accident the Entrant or the Entrants representative must notify the Clerk of the Course in writing within 4 hours and provide full details including the names and addresses of those involved and any witnesses. 6. ADVERTISING AND IDENTIFICATION 6.1 Competitors’ attention is drawn to Article 18, 19 of the 2018 FIA Regional Rally Sporting Regulations and Article 18 of the 2018 V4 FIA Asia-Pacific Rally Championship Regulations.. 6.2 Rally Plates and Competition Numbers and advertising must be fixed to the car before scrutineering. Refer to Appendix 4 of these regulations for Optional Advertising. 6.3 Tobacco and alcohol advertising are prohibited in Malaysia 6.4 Service Plates shall be fixed on the outside of the front windscreen in the top left hand corner of the Service vehicle. 7. TYRES 7.1 Tyres specified for use during rally The use of studded or spiked tyres is prohibited under pain of exclusion. Refer also to Article 60 of the 2018 FIA Regional Rally Sporting Regulations. 7.2 Tyres for use on reconnaissance The tyres used during reconnaissance must be either an FIA approved road tyre or an equivalent standard road tyre designed primarily for normal road use. Crews are also permitted to use rally tyres. 8. FUEL 8.1 Fuel shall comply with the provisions of FIA International Sporting Code, Appendix J Article 252.9. The use of unleaded commercial petrol available at petrol filling stations is permitted. 8.2 The use of complying FIA type fuel is permitted but will not be made available by the Organisers. 8.3 Distribution during the rally : Refuelling Zone : Both Legs : Angsana Johor Bahru Mall Service Park Remote Refuel Zone : Leg 1 : Tai Tak Main Office : Leg 2 : Tai Tak Mawai Supplementary Regulations -7- INT. 9. RECONNAISSANCE 9.1 Procedure for Reconnaissance Reconnaissance will be on Thursday, 19 July between 0730hrs until 1830hrs. 9.1.1 Registration for Reconnaissance Reconnaissance registration will take place at the Rally Secretariat from Tuesday, 17 July, 1500hrs until Wednesday, 18 July, 1900hrs. Crews may have another team member to collect their documentation ONLY if their entry form is completed otherwise they have to register in person. Each competitor will be issued with 3 sets of numbers. The 2 x larger sets of numbers must be placed on the rear side windows of the reconnaissance vehicle. The 1 x smaller number must be placed on the front windscreen in the top corner on the co-driver’s side. 9.1.2 Operational Procedure Each competitor will be issued with a Reconnaissance Card valid for up to two passages in convoy over each special stage according to the reconnaissance schedule. 9.2 Running of Reconnaissance 9.2.1 Time Table Reconnaissance will be conducted in convoy strictly in accordance with the time table published in Appendix 2 of these Supplementary Regulations 9.2.2 Respect of Reconnaissance Timetable No late entry into a stage for reconnaissance will be permitted. While travelling through a special stage, competitors must remain within the convoy. 9.2.3 Number of passages Each competitor is limited to two passages on each special stage. Special stages run twice are considered to be one special stage. During reconnaissance, there shall be control marshals at the start and stop point of each special stage to record the number of passages. Competitors will only be permitted to enter and leave special stages through the start and finish controls. Further checks may also be carried out within the special stage. 9.2.4 Speed during reconnaissance Throughout reconnaissance, maximum speed on special stages is 80km/h, unless the traffic signs, the road book or bulletins indicate a lower speed limit. 9.2.5 Headlights Crews must have their headlights switched on when travelling on ALL special stages. 9.2.6 Number of persons During each passage through a special stage, only the competitors are permitted in the car. 9.2.7 Penalties for Breach of Speed Limits Refer Article 20.2 of the 2018 FIA Regional Rally Sporting Regulations. The Clerk of the Course will impose a fine of €25 for every kilometre per hour over the speed limit during reconnaissance. The amount of this fine will be unaltered by any fine imposed by the police. The fine will be doubled in case of a second offence committed during reconnaissance in the same rally. Supplementary Regulations -8- INT. RALLY OF JOHOR 2018
10. ADMINISTRATIVE CHECKS 10.1 Documents to be presented The following items must be presented at Administrative Checks: • Competitor (Entrant) Licence • Driver and Co-driver competition and civil driving licences or international driving permit • ASN authorisation for foreign competitors • Completion of all details on the entry form • Completion of the reconnaissance registration form Competitors are required to hold a signed Administration Clearance Form prior to Scrutineering. 10.2 Timetable Venue : Rally HQ, Level 10, Holiday Villa Johor Bahru Date : Tuesday, 17 July from 1500hrs - 1900hrs : Wednesday, 18 July from 0900hrs - 1900hrs 11. SCRUTINEERING, SEALING AND MARKING Competition numbers, rally plates and advertising decals shall be affixed on the car before attending Scrutineering. 11.1 Scrutineering Venue and timetable Venue : Motor Image Malaysia Sdn. Bhd. No. 1, Jalan Johor Jaya, Taman Perindustrian Plentong, 81750 Johor Bahru, Johor Date : Thursday, 19 July from 0930hrs until 1800hrs. All spare parts sealing will take place on Friday, 20 July at the Service Park from 0900hrs – 1200hrs. The scrutineering schedule will be posted at 0900hrs, Wednesday, 18 July on the Official Notice Board and the Event website. 11.2 Mud flaps Refer to the 2018 FIA International Sporting Code, Appendix J Article 252.7.7 for relevant details. 11.3 Windows / Nets Refer to the 2018 FIA International Sporting Code, Appendix J Article 253.11 for relevant details. 11.4 Drivers Safety Equipment It is a requirement that all competing competitors comply with the regulations for safety in relations to overall, approved frontal head restraint (FHR), balaclavas, gloves, boots and underwear. Refer Appendix L of the 2018 FIA International Sporting Code. 11.5 Noise Level Refer to the 2018 FIA International Sporting Code, Appendix J Article 252.3.6 for relevant details. 11.6 Marking & Sealing The FIA Technical Delegate will seal / mark all cars contesting the FIA Asia-Pacific Rally Championship. Other cars will be sealed and marked at the discretion of the organisers. 11.7 RallySafe Tracking System The ‘Rallysafe’ tracking will be used on all rally cars. The Rallysafe GPS and tracking systems can be collected from the Rally Secretariat starting from Wednesday, 18 July. It must be fitted prior to scrutineering where the correct installation and functioning will be checked. Competitors who retire must return their RallySafe GPS unit to the Rally Secretariat. All other competitors must return them to the RallySafe Official at the Finish or before their cars are removed from Parc Ferme. 12. OTHER PROCEDURES 12.1 Shakedown Shakedown is mandatory for all FIA APRC, Asia Cup and APRC Junior Cup competitors and will be held on Friday, 20 July from 0915hrs until 1115hrs at Tai Tak Plantations. Shakedown for other competitors is by invitation. For media and promotional purpose, competitors are required to provide a ride for a guest in their respective rally car. 12.2 Ceremonial Start Procedure and Order The Ceremonial Start will take place as follows :- Venue : Angsana Johor Bahru Mall Time : Friday, 20 July from 1730hrs The Opening Ceremony will be preceded by a pre-start park, adjacent to the start zone. A representative of the team may deliver the car to the pre-start park. The pre-start park will be open from 1600hrs to 1700hrs. The penalty for late arrival is RM50.00 per minute. Crews must wear their approved overalls and be present with the car in the pre-start park at least 15 minutes before the Ceremonial start time of the first car. During the Ceremonial Start, all cars will be flagged off at the intervals of between 30 sec to 45 sec starting with the AAM MRC cars. 12.3 Starting Interval and Start Order The starting order for each Leg will be determined in accordance with Article 45 of the 2018 FIA Regional Rally Sporting Regulations and Article 45 and 46.1 of the 2018 V4 FIA Asia-Pacific Rally Championship Regulations. The starting interval for all APRC Registered Competitors plus FIA Priority Drivers will be at a minimum of 2 minutes for Leg 1. The same number of crews will start at 2 minute intervals for Leg 2. 12.4 Time Card Changes During the Rally Time Cards will be issued at Time Controls TC0, TC3B, TC6D, TC9B and TC12A. 12.5 Starting system of special stages A digital clock will be displayed at the start of each special stage. The crew will observe the clock and start on the time indicated on their time card. A false start will be detected by a photo-cell placed 40cm after the start line. 12.6 Flexi Service Flexi Service will operate in accordance with Articles 51 of the 2018 FIA Regional Rally Sporting Regulations and Article 49.2.2 and Article 51.3 of V4 FIA Asia-Pacific Rally Championship and will be available for all 20 and 45 minute Services. 12.7 Early Check-In It is permissible to check in early at the end of each Leg without incurring any penalty. 12.8 Traffic Offence Notice and Accident Reporting Upon entering all Regroups and Parc Fermes, competitors are required to notify a Competitor Relations Officer in writing if they or any member of their team have received a Traffic Offence Notice. The submission of an entry is also an agreement that the Royal Malaysian Police and the Malaysian Road Transport Department may advise the Organisers of the details of any notices issued. 12.9 Accident Procedures / Red Flags Crews should refer to the page at the front of the Road Book which deals with the action that must be taken in the event of an accident. Failure to follow these procedures will be reported to the Stewards of the Meeting. 12.10 Finish Procedures The finish of the rally will be at TC12C. From there competitors must follow the directions of Officials to drive over the finish ramp and return to the final Parc Ferme. 12.11 Driving Conduct Refer Articles 20 of the 2018 FIA Regional Rally Sporting Regulations. Reconnaissance : 1st traffic infringement : Per km per hour over the speed limit €25 2nd traffic infringement : Per km per hour over the speed limit €50 Other traffic infringement : Fine applied by the Stewards Rally : 1st traffic infringement : Per km per hour over the speed limit €25 1st infringement other than speeding : Penalty will be applied by the Stewards 2nd traffic infringement : Minimum 5 minute time penalty 3rd traffic infringement : Exclusion 12.12 Retirement Any crew retiring permanently from the rally must report such retirement to the Organisers as soon as possible using the telephone number in the road book and submit the “Withdrawal Form” in the back of the Road Book with a Competitor Relations Officer or a Senior Official. Any crew failing to comply will be liable to a sanction at the Stewards discretion. 12.13 Removal of Cars from the Final Parc Ferme As per Article 28.1 of the 2018 V4 FIA Asia-Pacific Rally Championship Regulations, cars not required for Final Scrutineering may be released 30 minutes after the time at which the last car in the competition booked into final control, provided that no eligibility process have been received. All cars must be removed from the final Parc Ferme on Sunday, 22 July at the latest by 2000hrs, provided the Stewards have authorised the Parc Ferme be opened. FINAL CHECKS 15.1 Final Checks Venue : Angsana Johor Bahru Mall Date : Sunday, 22 July at 1700hrs. A summons to attend the final scrutineering will be given to the competitors selected by the Stewards (as per Art. 28.2 of the 2018 FIA Regional Rally Sporting Regulations). The cars will be collected from the Pick Up area after the Ceremonial Finish and taken to final scrutineering by the driver or a team representative. A representative of the entrant as well as mechanics with appropriate tools (in case of dismantling) must be present at final scrutineering. 15.2 Protest Deposit Fees The protest fee set by the FIA is €1,000.00. APPENDIX 5 – SAFETY EQUIPMENT Competitors are reminded to review the requirements of FIA Appendix L, Chapter III-Drivers Equipment relating to Helmets, Flame-Resistant Clothing, Frontal Head Restraints and safety belts. These regulations apply to Shakedown as well. Refer extracts from FIA Appendix L relating to overalls, helmets and other safety requirements published on 20 December 2017 http://www.fia.com/regulation/category/123 Helmets All crews must wear crash helmets which meet one of the standards listed in FIA Technical list no. 25. Frontal Head Restraints (FHR) FIA approved FHR systems are mandatory. The wearing of any device intended to protect the head or the neck and attached to the helmet is prohibited unless the device has been homologated according to the FIA Technical list no. 29 and 41. Flame-Resistant Clothing. All crews must wear overalls as well as gloves (optional for co-drivers), long underwear, a balaclava, socks and shoes (see also Art. 11.3 of these regulations) homologated to the FIA 8856-2000 standard (FIA Technical list no. 27).
