Sturton le Steeple Parish Council www.sturtonward.org.uk Draft Minutes of the Parish Council meeting held face to face on Wednesday 16th June 2021 at 8.00 pm Present: A Frankish (in the Chair); A Bradley; G Burgin; D Moore; J Marshall and K Howard Also present: Clerk - S Stilliard Sturton Parish Residents: two present Guests: DCllr J Naish PUBLIC FORUM: Cllr Frankish welcomed the residents in attendance. One resident made the following points:- The notes of the extraordinary budget meeting held on May 26th had not recorded the Councillors present. Action Clerk to amend the notes accordingly The resident queried the need for a ‘Historic Sign’ on the railings at Low Holland and a Councillor gave a resume of why the sign is relevant The resident asked why the PC would consider buying the Playing Field from the Foljambe Estate when it was on a 99 year lease. The Chair replied that there was no proposal to do so but it had been raised as an idea and was being investigated Was there any chance of having the speed limit changed on the road between Sturton and Leverton where traffic regularly speeds?. Council confirmed that speeding through the village is a major concern for both the PC and residents and said that this suggestion would be included under Highways in the agenda The Chair thanked the resident for the comments District and County Councillors reports DCllr Naish said that all his input had agenda items Police report – sent by PCSO Dave Airey PCSO Airey submitted his report and noted that there was 1 ‘burglary other’ reported in Sturton le Steeple during May. This month there have been four reported crime of interest across the whole beat area. This compares with one crime reported throughout April 2021 and five crimes in the same month last year. From 01/04/2021, there have been five crimes of interest reported across the beat area. This compares with twelve reported in the same period last year. As such, at the conclusion of the second month in this tracking year, these figures equate to a decrease in reported crimes of interest of seven crimes. In the corresponding period for 2019 there were eight crimes of interest reported to the Police. Please continue to report crime - and incidents - through to our control room on 101, or 999 as appropriate. Even in these most difficult of times, where possible, reported crimes will be dealt with in the same way as they have always been recorded, and dealt with. Please remain aware of any suspicious persons, vehicles and activity in the area and continue to report such instances through to our control room, as normal. From time to time, I am advised about incidents and crimes being shared on social media which I was not aware of. Might I ask that incidents and crimes of this nature are reported through to our control room, for Police action and recording purposes, in the first instance and then, obviously, share your experiences with who you desire by other methods? As from February 2020, the Police report has included anti-social behaviour incidents only, negating other incident types from this category, such as hoax calls to the emergency services, found/ abandoned vehicles and wildlife/ animal issues. This month there have been two reported incidents of anti-social behaviour across the whole beat area. This compares with no reported incidents for April 2021 and three reported for the same month in 2020. Whilst I appreciate that my Police report regularly offers advice on present day scams, from local and national news information, it is evident that this type of activity is still on the rise, where scammers are using the pandemic situation to their advantage. Nottinghamshire Police is warning members of the public to watch out 760
for a rise in courier fraud scams in the county. During the incidents the victims have received a call from someone claiming to be a police officer who’s investigating counterfeit currency or fraudulent use of the victim’s bank card. The caller tells them not to talk to anyone else about the call as it may jeopardise the police investigation. They then try to persuade the victim to withdraw a large sum of money, purchase gift cards, or purchase foreign currency or expensive jewellery / watches. A 'courier' is then sent to the victim’s home address to collect the cash / items. Scammers have also been spoofing telephone numbers to make calls appear genuine. Spoofing is a technique that scammers use which means they can choose any telephone number they like to appear on your Caller ID. In some recent cases, the Nottinghamshire Police 0115 telephone number has been used. Nottinghamshire Police are urging people to share this amongst friends and family. Not everyone has access to the internet, so do tell neighbours and relatives about these types of scams. If you receive such a call you should not give out any personal information and hang up immediately. We stress that no police officers will ever call you out of the blue asking for personal information, including bank account details. A police officer would never ask you to withdraw money or purchase high value items such as gold or watches as part of an investigation. If you receive a phone call like this please report it to the police immediately and inform Action Fraud." You can report fraud online via the Action Fraud website https://www.actionfraud.police.uk/ or on 0300 123 2040. The last few days of May has seen us very fortunate to have witnessed glorious hot weather, for most of the time. With the weather being so favourable, there is always a temptation to leave windows and doors in our property open. The advice from the Police would always be to only have windows and doors open in rooms which are being used, or where the insecurities can easily be viewed by the home owners. Please remember that a third of burglaries in Nottinghamshire are due to insecurities at properties. Works numbers should only be used for non- urgent matters – including seeking advice and/ or information. I continue to receive calls on my works phone from residents wising to report incidents and crimes. In many cases these calls are received when I am on rest days or annual leave and have not got my works phone to hand. Residents must be comfortable in reporting these occurrences to our control room on 101 in order to receive the best, and real time, service from those officers who are on duty. When ringing 101 the first item which is asked is which Police force you require. This is because 101 is the non-urgent number for all Police forces throughout the country and the signal is picked up from where you are ringing from. In rural East Bassetlaw many parishes are located close to county boundaries, hence the first question. Then, you are asked if you know the person or extension number of the department you require. At this stage, just hold the line. After this, there are a number of options available. For reporting an incident or crime the option is option 7. Thanks for all your interest and support. No: 21/00577/ABT | Received: Thu 15 Apr 2021 | Validated: Tue 20 Apr 2021 | Status: Pending Consideration Decisions – none Other Planning matters SWNP update The Regulation 16 consultation is in its last week and will be examined from the 18th June prior to going to a full Council meeting in September where it is expected that it will be accepted for the next stage i.e. a referendum. Action DCllr Naish to ask Will Wilson if it is necessary, or possible, to register green spaces which are not owned by the PC, for example the Playing Field West Burton A Planning Group The next meeting of this Group will be on July 8th. Currently there are 14 residents which make up the group and they will be meeting every 4/6 weeks with the remit of trying to influence the decision on what happens to the site. Parish Councils should nominate at least one councillor to join this Group, as with the Neighbourhood Plan Steering Group, to give it legitimacy and so that the results of the group’s output is recorded in PC minutes. Residents currently seem to support Environmental initiatives and those providing jobs and EDF supports a Green Energy Hub and an industrial area for Green Energy businesses. If residents favoured the retention of chimneys as a museum site for example or the railway line a decision would be needed relatively quickly because otherwise the site will be cleared back to Brown Field. It will be 2027 before the site is developed. Cottam Power Station is ear marked for housing but has not been included in the SWNP because this site will not be available until early 2026 The Solar Farm DCllr Naish told Council he had a meeting with Elgin Energy who said they still planned to build the Solar Farm at Sturton but it would not be until summer 2022. It will be a £50 million investment and Elgin Energy is still seeking partners and funding sources apparently. They said they will be creating gullies to mitigate flooding risks and the next update in scheduled for Sept / Oct 2021. 762
PARISH COUNCIL MEETING 06.21.01. Apologies for Absence – Cllrs Appleyard, Werth and Stephens which were accepted by Council 06.21.02. Comments from the Chair – Agenda issues The Chair suggested bringing forward agenda item 06.21.12.7. - the Car Nights at the Reindeer - to allow the resident present to hear the Council’s comments, following a couple of verbal comments addressed to DCllr Naish and via the Facebook page. The police were called by a resident concerned that Covid restrictions were being broken but this was found not to be the case. A few residents acknowledged the great atmosphere and enjoyable evening but there were potentially 2 issues – the lack of space on the Playing Field such that some cars could not be included and the speed at which some drivers left the village. The fact that it was the first event following lockdown and the excellent weather may have resulted in a larger than anticipated turn out and there were also a few photographers present. The PC had also requested that space be left in the field for children to use it during the day and into the early evening. Also people arrived from 4pm when the event was advertised with a 5pm start. The owner of the Reindeer said that there would be 2 more marshals at the next car night in June and the weather was not predicted to be as good. There was a suggestion that if there were a speed watch facility this may deter speeding cars. The frequency of the Car Nights at every 2 weeks during the summer was questioned by Council and it was agreed that the PC will keep each event under review to ensure no issues arise. Finally the PC asked for a contribution from the Reindeer for the use of the playing field which could help the PC to keep the grass short and asked that the Reindeer insurance is checked such that they are covered for any damage or injury which may occur as a result of the increased numbers of cars. Action the Reindeer owners 06.21.03 Declarations of Interest and Confidentiality None 06.21.04 Traffic speeding / calming issues – Cllr Moore The road closure which had been scheduled and then cancelled has not be reinstated as yet An interactive speed sign has been ordered with delivery expected in circa 3 weeks. The PC decided to add the data collection facility to this order for another £300 Action Clerk to add to the order. The sign will be placed at Station Road at the entrance to the village when it arrives but can be moved periodically 06.21.05. The Lengthsman Scheme – Cllr Moore One dog waste bin is still to be installed Action Cllr Moore / lengthsman The Xmas tree needs to be watered more often in the hot weather and there is a request for Jack to remove the weeds on the paths around the village hall and in the car park Action Cllr Moore to instruct Jack accordingly 06.21.06. Minutes of Meeting held on Wednesday 19th May 2021 The minutes were signed by the Chair as a true and accurate record of proceedings. 06.21.07. Matters arising – non agenda items None 06.21.08. Correspondence – Clerk There were 3 items of correspondence as follows:- An offer of Live performances for the summer Action Clerk to forward to the VH committee An e-mail addressed to Cllr Appleyard from a resident with 3 points made as follows:- The Pond on Church Street was widened from the beck. As such riparian rules may apply and it would then not be the PC’s responsibility to dredge it? The resident also asked if the proposed Tommy Stature would be part of a ‘reflection’ garden. The PC replied that as it will be within a quiet area to sit then yes it will The war memorial has been a bit neglected over the years and could do with a clean Action Cllr Moore to ask Jack to do this with soap and water only before the end of October i.e. before Remembrance Day 763
The Clerk was asked to send letters of thanks to the following:- The painter of the village benches who did not make a charge – Dave Newbury from Belton The builders who replaced the VH manhole cover FOC – Lakethorn Builders from North Leverton Action Clerk 06.21.09. Highways and Public Safety – Cllr Burgin 06.21.9.1. Street Lights and Pot Holes Cllr Burgin asks that if Sturton resident notices an issue with pot holes or street lights not working they report it to him via his e-mail graham@sturton-le-steeple.org.uk. There are a number of bad pot holes on Springs Lane Action Clerk to report these to Highways 06.21.9.2. Speed watch team for the village? Both North Leverton and Wheatley PCs have a Speedwatch team which monitors traffic for speeding, typically 2x per month. The PC suggested waiting to see what effect the new Interactive Speed sign has on speeding traffic and if a Speedwatch team is still needed then they will consider it again. A resident had asked that the speed limit between North Leverton and Sturton be reduced to 40 MPH. Council pointed out that making a speed limit change is a complex process which can take years and usually does. Action Clerk to make the request to Highways 06.21.10. Finance 06.21.10.1. Monthly Bank Reconciliation. The monthly bank reconciliations to 28th May 2021 was agreed and will be signed off by the Chair. 06.21.10.2. Accounts for Payment. Reports from Other Committees 06.21.11.1. Playing Field – Cllr Marshall There are a couple of small trees which are probably dead and need to be removed and a larger tree encroaching on some of the play equipment now. Trees cannot be cut back until September 31st due to nesting birds. Action Clerk to put this on the agenda for September PC meeting Cllr Burgin went through the quotes he had received for work on the Play Park including:- New equipment between £7k - £8.5k Removal of the Castle £900 Rubber mulch resurface £4k The total should be £11k or less which may leave enough for a skate board ramp if the PC decide to instal one. Action Cllr Burgin to circulate the details and Councillors to vote on the specific equipment so that orders can be placed. It may be that the Castle can be removed by a couple of Councillors 06.21.11.2. Sturton Hall Management Committee – Cllr Howard and Frankish The next meeting of the committee is w/c June 21st and the comments made within the APM by a resident re celebrating the 40th anniversary of the hall will be considered at this meeting Action Cllrs Howard and Frankish A resident also made the point that it was hard for those wishing to book the Hall to find information on hiring costs and availability and this will also be on the agenda at the upcoming meeting Action Cllrs Howard and Frankish 764
06.21.12. Village Update 06.21.12.1. Monthly Defibrillator Check – Cllr Marshall Confirmed checked by Cllr Marshall 06.21.12.2 Facebook page update / Website management – Cllr Frankish All residents are urged to sign up for the Facebook page and follow events and news about the village Sturton Le Steeple Parish Council now has its own Facebook page where we will post all agendas and minutes from our meetings. We will also be posting all the latest news and updates that affect village life. We will even be using the page to gauge resident opinions on decisions affecting Sturton. Please find us @sturtonlesteepleparishcouncil and share the link with friends and neighbours in the village. If you would like to advertise any village events on the page please send them to the Clerk or Cllr Frankish – details of their e-mail addresses can be found on the PC website www.sturtonlesteepleparishcouncil.gov.uk The Sturton website is working well and can be found at https://www.sturtonlesteepleparishcouncil.gov.uk/ . 06.21.12.3 Restoration of old footpaths This is being investigated by the Footpaths team at Notts CC Action Clerk to chase action The Footpaths team have confirmed that they will be applying for Kent carriage gaps for village restricted byways (essentially a set of low bollards which allow horse drawn carriages to pass but preclude motorised vehicles) with an adjoining field gate to allow landowner access. Designs have been drawn up and the next stage of the process is an application for a Permanent Traffic Regulation Order. Due to PTROs needing to go out for full consultation this can take at least 6 months. The Footpaths team is proposing the following restricted byways are gated; Restricted Byway No.31 (Springs Lane and Freeman’s Lane ) and Restricted Byways 32 & 33 (gates installed on Common Lane and Cross Common Lane). They are also considering RB30 also (Wood Lane), although there is no connectivity with the network due to the bridleway crossing over the rail line and there may not be the available width for the structures. 06.21.12.4. Superfast Broadband for the village Cllr Frankish has met with a new member of the OpenReach team who confirmed that 57% of the cost which he was quoted is due to the civil costs of providing fibre to Littleborough and Fenton. These are the areas which will benefit most from fibre broadband since their current speeds are very low and there may be more funding available for them. Sturton is on the ‘roadmap’ for fibre to be provided by 2026 – 5 years away - so it is still worth making an application now and Cllr Frankish has asked for new quotes without L&F. Notts CC has still not confirmed that there will be a new round of funding top ups available. 06.21.12.5. Village Newsletter – Cllrs Werth and Frankish Cllrs Frankish and Werth will drive this forward and Cllr Werth provided suggestions as to what might be included in the first newsletter as follows:- Introduction to each Parish Councillor or a different one featured each month News from around the village including upcoming events Update of PC spending / initiatives History such as the 40th anniversary of the Village Hall / the Railings / Pilgrim Fathers Update on West Burton and the Solar Farm plans Key contact details e.g. Village Hall booking clerk Council thought this would be an excellent start Action Cllr Frankish to liaise with Cllr Werth on getting the newsletter out 06.21.12.6. Recognition of Brian Shead and Steve Rockcliffe Covid lockdown precluded any recognition of 2 people who had worked for many years on behalf of the village. Council thought that the time for an ‘event’ had passed but would like to mark their work with a gift from all three Sturton Ward PCs. Clerk to co-ordinate this with the other PCs and organise accordingly 06.21.12.8. Waste being left at the Village Hall car park Bags of general rubbish are being left next to the bottle bank and clothing bank by someone. Action Cllr Frankish to highlight this on Facebook and ask everyone to dispose of their rubbish appropriately 765
06.21.12.9. Other matters to report Cllr Marshall reported that he had 2 companies out to look at the iron railings which run from Church Street to Low Holland. Neither were keen on trying to repair them and both advised that the damaged sections should be removed and replaced, however this would not be visually acceptable. The cost to replace or majorly repair the railings is probably beyond the PC’s means currently – the whole length measures circa 250 meters. It maybe that this project has to wait for an injection of funds or wait until Highways have to replace it due to safely issues. Further discussion is required Action Clerk to put on July agenda Dates of Meetings for 2021 Please note that meetings for 2021 have been moved to Wednesdays in the middle of the month for the New Year and will remain as a 7 pm start unless the hall is being used in which case it will be 7.30pm.
