Background The European Medium Altitude Long Endurance (MALE) Remotely Piloted Air System (RPAS) Programme is a multinational cooperative programme with the participation of the Federal Republic of Germany, the French Republic, the Italian Republic and the Kingdom of Spain. The MALE RPAS Programme Division (MRPD) is responsible for the execution of the Contracts for the Definition, Development, Production and In Service Support for the MALE RPAS, and of any potential additional Contracts in specific areas, e.g. ATI... against High Level Objectives defined by the PPSs. The MALE RPAS Programme Division is based in Hallbergmoos (Munich area), Germany. Over the last four years, the MALE RPAS Programme has successfully passed towards gradual key milestones. A Definition Study was launched in 2016 to define common requirements among the Programme Participating States and was successfully concluded in 2018 with the System Preliminary Design Review (SPDR). The Invitation for Tendering for a Stage 2 Contract (Development and Production including 5 years of Initial In service Support) was launched in October 2018. expectations in terms of performance, affordability and value for money. The BAFO for the Stage 2 Contract received on 18th November 2020 confirmed the necessary conditions, prices and performances are set to launch soon the programme with an aim of Stage 2 Contract signature by end of 2021. On 15th July 2021, OCCAR received a Grant from the European Commission (100 M€) to co-fund the programme and to foster the European industrial basis. The starting date of the personnel contract is scheduled soon after Contract Signature. In this context, the Contract and Commercial Section is responsible for all contractual, commercial and financial activities of the Division, but also manages this European armament Programme with respect to the European Defence Industrial Development Programme (EDIDP) and the European Defence Fund (EDF) established by the European Commission (EU-COM) strengthening European sovereignty and continuously aiming at improving the effectiveness of European industrial defence cooperation. 2. Duties and Responsibilities The Finance Officer reports to the Commercial and Contracts Section Leader and will: Provide overall direction of the finance office activity and responsibility for its outputs; Review programme outputs and produce operational budgets using 3 Point Estimate (3PE) scenarios; Produce administrative budgets of the programme; Present operational and administrative budgets to OCCAR CO and Nations; Review and issue agreed operational and administrative budgets in line with OCCAR CO and Nations observations; Produce tri-annual Forecasts of Outturn (FOO) using 3PE whereby the second FOO is measured as a KPI; Oversee the execution of the annual budgets and propose adjustments; Produce long term funding forecasts to enable Nations long term financial planning; Manage programme expenditure and propose the call for funds necessary for OCCAR- EA to meets its contractual obligations; Provide expert financial advice to Commercial Section Leader and Programme Manager regarding financial implications of contract proposals; Control, Scrutinise and Process payments to Contractors; Keep the financial status in respect of the Programme decision ceilings and Budgets of the programme up to date; Adapt and develop financial tools specific to OCCAR-EA and/or MRPD; Co-ordinate financial aspects of the Programme Division with OCCAR CO; Produce any report, financial analysis, synthesis or forecast work required by the Programme Manager or upon request of OCCAR-CO; 2021 VN AF17 - FINANCE OFFICER - A4 Page 2 of 4
Ensure data entry in the Accounting system in use and maintain a register of expenditure and commitments; Provide all the support needed for the annual BOA audit; On request of the Section Leader, performing other tasks and duties related to his/her responsibilities or in support of other area or PD Section. These activities are carried out in collaboration with Participating Programme States, industry and OCCAR Central Office. 3. Key competences and skills required for the grade (You must provide evidence of meeting these key competences and skills in your Application, Section 12). CS 1 Executive management skills and the ability to manage complex negotiations as well as dealing with difficult situations such as conflicts proven through results attained in performing jobs in this field for other national/international organisations; CS 2 Excellent interpersonal, team working and leadership skills with the ability to interact sensitively, effectively and professionally with people from diverse cultural, educational and professional backgrounds; CS 3 Conceptual thinking with the ability to analyse complex and wide ranging questions, issues and information, with a structured approach to the problem solving process, including providing recommended solutions and a proposed way forward; CS 4 The ability to work in a changing, developing and demanding environment with the ability to orchestrate and implement clear, efficient and logical approaches to work, to manage time, assignments and objectives; CS 5 The ability to use Computer and Information Technology (ICT) facilities, with a working knowledge of MS Office software. 4. 4.2 Desirable: DS 1 Knowledge of any Accounting Software would be an important asset (e.g. ERP); DS 2 Certification in respect of being a qualified Accountant; DS 3 Previous experience in international finance management; DS 4 Awareness of other defense related structures and organizations; DS 5 Thorough experience in applying MS Excel (advanced level). 5. Language Requirements ADVANCED level of ENGLISH both oral and written. Duties and Responsibilities The Contracts Officer reports to the Commercial and Contracts Section Leader and will: Prepare Contract Routes, RFQs, draft and negotiate complex contracts and contractual documents (contract bodies and annexes) and Service Level Agreements to be awarded in close cooperation with the technical and finance staff of the MRPD; Set up and conduct competitive procurements, in particular for the execution of the Administrative Budget; Prepare contract circulation reports and presentations for letting the contractual documents, up to the OCCAR Director level; Place contract amendments, agreements and side letters (“white papers”) to adapt to modified Customer needs; Support the Contract Change Procedure iaw the Ts&Cs and Annex D of the Global Contract; Coordinate with the NPAs on all pricing matters; Support of contract management, handling contractual issues that may arise during the execution of the contracts including the application of penalty payments; Ensure that contractual deliverables are accepted in accordance with contract conditions; Provide contractual advice on the correct execution of the MALE RPAS Programme to the Commercial Section Leader and the Programme Manager; Monitor the compliance of activities against the MoUs/ProgDs and support the amendment process of MoUs/ProgDs, if required; Support the Commercial and Contracts Section Leader in the preparation and conduct of meetings including presentations; 2021 VN AF18 - CONTRACTS OFFICER Page 2 of 4
