What is Hazard Mitigation? 5 • Hazard mitigation is any sustained action taken to reduce or eliminate long-term risk to life and property resulting from natural and human-made hazards
What is a State Hazard Mitigation Plan? 6 • A stakeholder-driven, living document that the state, counties and planning partners use to reduce their vulnerability to hazards • Guides risk-informed decision making at the state level • Guides local governments engaged in mitigation planning, including vulnerable and underserved communities
Why Develop a Hazard Mitigation Plan? 7 Plans • Opportunity for plan integration and stakeholder/interagency coordination Procedures Policies • Part of eligibility for FEMA HMP mitigation grants • Increased focus on what actions will help move towards long-term Funding Resilience resilience
2023 PA Hazard Mitigation Plan 10 • It is time to begin the five-year comprehensive plan update • Current plan expires in October 2023 • Will use the next year to collaborate on updating the plan
2018 PA Hazard Mitigation Plan 11 • Reflects PA’s integrated efforts to identify and mitigate hazards • Last updated comprehensively in 2019 and received Enhanced status approval • Annual reviews over the past five years
The Enhanced Plan Status Reflects the Work Underway in PA 12 • The plan shows that PA has: • Developed a comprehensive mitigation program • Can manage increased funding for mitigation goals • Makes the state eligible to receive more funds following a disaster declaration • We intend to stay enhanced
New State Mitigation Planning Policy Guide 13 • Provides updated guidance on meeting requirements • Supports program integration • Aligns with the National Mitigation Framework and National Mitigation Investment Strategy • Supersedes the State Plan Review Guide and State Mitigation Plan Review Guide Policy
Priorities 14 • Plan update process will comply with this new guidance • Continued emphasis on planning for climate change mitigation and adaptation • Conducting an inclusive process • Continuing to capture integrated efforts across programs and sectors

PEMA Role 19 The state is responsible for: • Serving as the link between federal, other state, and local governments for floodplain management and NFIP compliance • Leveraging this plan to encourage risk reduction activities
