Page 4 ABATE of Florida, Inc. Jul/Aug 2017 PRESIDENT'S REPORT The June state meeting has passed into history and the same with the 2017 legislative session. The helmet law bill faded into the night without a hearing. Our vulnerable road user bill had sponsors in both the house and the senate but did have a hearing. We have a tough row to hoe on this bill as there are senators who want to have motorcycles struck from the statutes as vulnerable road users. They believe what ever happens to us we deserve and they have no conscious what so ever about us dying. The Governor again vetoed our $300,000 in safety money with no explanation. The Governor has decided to run for the U.S. Senate next year and we will be prepared for that election. Next years legislative session is in January and our ride to the Capitol will be in February. I want to welcome the new North Orlando chapter that was voted in at the June meeting and we are looking forward to having another chapter join shortly. It is great to finally see young people getting involved to start learning the process to fight for their rights. I had discussions with the life insurance company and the $4000 death and dismemberment policy has been reinstated. American Life has paid out over $250,000 to our members in the past ten odd years. It has been a blessing to our members and their families. I again want to thank our members for all their support through the years and please when you’re out riding be aware as these cars and trucks don’t see you. The officer training seminars are July 7-8 in Ocala. Until then dodge the raindrops and ‘Ride Safe and Free!!!!! Doc

AIL has paid over $ 1/4 million in last 10 years to our members. Because the yellow information cards are returned to the State Office AIL has not gotten enough member participation with other insurance they offer. Doc told AIL that he hasn’t talked to the agent in 2 years. Woman said she would talk to the higher up. If they continue use the yellow cards will have to go to the insurance company. The $ 4000 has been a blessing to some families. It will be up to delegates if we still want to negotiate with them. In 2016 we had 2 deaths and 1 already in 2017. Forest chapter made motion 2nd by Southeast to negotiate with AIL to continue the $4000 and that the yellow cards will be returned to AIL after they agree to keep the insurance. Seminole County asked if we could have the rep come talk to us at the President’s Seminar. Every President needs to come to the seminar. Critter said the insurance is a big selling point for recruiting new members and some clubs require members to join ABATE of Florida, Inc. for the insurance. The yellow card also designates beneficiary so $4000 won’t be held up by state of Florida or taxed. Doc will call them Monday to offer them to speak at President Seminar and also at the NCOM convention in Orlando in 2019. The NCOM BOD voted unanimously to hold convention here in 2019. It will be over Mother’s Day weekend. The only problem right now is the hotel we used last time raised rate to $169 a night. They are going to check with Doubletree. Larry Crow has resigned as our legal counsel. He has been disbarred but that doesn’t affect us because he was not on any of our accounts. Jerry T. will now be the legal counsel for ABATE of Florida, Inc. only, not for members personal issues. Doc has received calls from reporters regarding the Leesburg situation. We have this standard answer: “No comment. We had nothing to do with it, we weren’t there. May was Motorcycle Safety Awareness month. Many chapters did proclamations for their areas. Proclamation on the state level is ABATE of Florida, Inc. responsibility. Doc will be closing Inerstate today. They want to stay in but no one wants to hold an office. We have 2 people who want to start a new chapter. Bryan (Woody) Short wants to start a North Orlando chapter. He knows a lot of bikers and he tells them about ABATE and how it connects everyone for a good cause, old members bring in new age members. Some sport bikers want to fight for their rights. Frenchie (Seminole County) said Orange County had 37 sport bikers-why wasn’t he at their meetings. He responded that people he knew weren’t interested

They will bring modern ideas to ABATE. He has 4 people that want to be on their BOD. More discussion. Lake County liked his enthusiasm and youth. Peace River made a motion to accept the new chapter, 2nd by Treasure Coast. There was 1 abstain. VICE PRESIDENT Darrin "Scribe" Brooks: Thanks to the chapters who gave money to continue the News Service of Florida. As of this morning we have raised enough money. ABATE of Florida, Inc. greatly appreciates all your help. SECRETARY Shelly Johnston: There were no corrections to the minutes. Seminole County made motion to accept Secretary’s minutes, 2nd by Freedom and approved. TREASURER Patti Nasrallah: Financial report in packets. Went over several errors on the report. When she gets home she will send the corrected report to all chapter Presidents. We couldn’t pay for the news service with the Leadership Seminars coming up we had to pay for the BOD rooms and meeting rooms. Question was asked how much is recommended each chapter donate to State to help with expenses. Patti said 10% would be fair to all chapters. Hillsborough motioned to accept Treasurer’s report, 2nd by Polk and approved. SARGENT-AT-ARMS Marcus Hotelling: Be sure your new BOD members go to the Leadership Seminars. They will learn a lot and get to meet other people in their positions. STATE OFFICE Ms. Boots: Every chapter has drawing tickets out, return $ and tickets to State Office once a booklet is sold. State meeting flyers need to have a map to the meeting hall! Don’t send money with your flyer-price differs between poker runs, one day events and with camping it’s quite a bit more. She will contact you about insurance cost. MEMBERSHIP Laurie Hanley: The highest % of growth and most new members for March both went to Southwest. Lighthouse and Southeast tied for most new members in April and highest % of growth went to Lighthouse. Heidi has reached the top bracket of the membership incentive program and was presented with a shirt and pin MASTERLINK VACANT: Patti Nasrallah, Acting Editor: Printed Masterlinks have been passed out PR/COMMUNICATIONS Sally Carroll: Excused Absence. SAFETY DIRECTOR Victor Piorkowski: Remind whoever puts on a safety booth that paperwork needs to be correct and complete with name and phone number. Send someone from your chapter to the safety seminar. Jim Owens from Seminole got his MSAP certificate and is now an instructor. Steve asked how are we going to get safety products? Doc said we still have money in the Safety and Education account and as soon as we find a vendor we will do an order. PRODUCTS Steve Knee: Has products to be picked up. One year from today we will need a new products person.

Thanks to a lot of work by our lobbyist and members of ABATE of Florida, Inc. in getting out information on why a helmet bill was not needed. Legislators were impressed by the calls they received and presentations. We are looking forward to 2018. Look at who’s running in your area. Start paying attention to who is making noise about running. He will get a list together on people who are pro-motorcycle or not anti-motorcycle. Scott is going to run for US Senate. He has one more year as Governor. Adam Putnam will also be running for Governor and he is biker friendly. We will keep trying next year to get the safety money. Scott has been difficult to work with, not just us, but all groups. LOBBYIST Doc Reichenbach: We have thought about doing a bill to rescind the $ 2.50 fee motorcyclists pay at time of registration that is supposed to be for safety and education. We expect to get push back from Highway Safety & Transportation who is getting our $2.50 which then goes into their General Fund to be used for any purpose. Doc is going to set up a meeting with Adam Putnam (and other gubernatorial candidates). The first question he will ask is would he sign a bill turning the safety program over to ABATE of Florida, Inc. The second question would be will he make sure there is money in the budget for us. We are going to put in for the money again in the 2018 session. Scott vetoed $4 billion including education because his tourism money wasn’t in the budget. Doc is going to request a $ 300,000 grant from Highway Safety and Transportation. If they deny it he is going to request an audit. It became law 10 years ago that ABATE of Florida, Inc. would get the money. Five years ago they took money from all trust accounts because Florida was hurting for money. We have a Senator who wants to take motorcycles out of the Vulnerable Road Users bill but leaving in mopeds, golf carts, horses and bicycles. Passidomo got enough people to agree to take out motorcycle. The bill also says that if a bicyclist is in lane motorists must go over the line, even the double yellow line and pass them at a slow pace. He has sponsors for the bill in 2018 and will try to talk with Passidomo. Clemens also opposes us, saying we should not be protected because we don’t wear helmets-bicyclists don’t either. The helmet bill did not get a Senate sponsor. The rep who did the bill totally believes that we should wear helmets. We have the constitutional right to choose. Bicyclists will be talking with Doc, they want to work with us to get it passed. The 2018 session starts in January, we are riding to capital in February. LEGAL Larry Crow: Larry Crow has resigned as our legal counsel. Jerry T. will assist ABATE of Florida, Inc. in all legal matters but is not available for personal issues. NCOM: Reno convention was held May 11-14, 2017. It was the best convention yet. In 2018 the convention is in Mobile Alabama May 10-13, 2018. In 2018 it will be in Orlando Florida. MRF & AMA: MRF-there is a new motorcycle caucus called Bikers in the Beltway with members in both the house and senate. Also working hard in national profiling. AMA-E15 is not labeled properly. Byron saw pump covering 3 different grades of E15. DO NOT use E15 in your motorcycles. Critter told of website, pure-gas.com that will show you where ethanol free pumps are. Doc has not heard anything about biodiesel. Shell gas is not recommended for some vehicles, consult with manufacturer guidelines. Sunoco, Citgo and Marathon are starting to get ethanol free. TALLAHASSEE: Ride to the capital went well. If someone is paying the hotel for your group check your statements to make sure you weren’t charged also. Hotel charged Doc’s card and ABATE of Florida, Inc.

We need chapters to start showing up to this. One year he waited 20 minutes to see all the motorcycles pass. This year 5 minutes. People at capital were asking what happened, where is everybody? Get it to your chapter that we need everyone to go. The paperwork has been filed for the courtyard and steps for 2018 OLD BUSINESS: Proposals to host a State meeting in 2018 are due at the August State meeting. Any that are not picked up by a chapter will be held in central Florida. Leadership seminars are in Ocala July 8 & 9. If you are a new officer please attend. NEW BUSINESS: Billy Bird said people had a great time at the Biker Bash last October. It will be held November 3-5 this year so it’s not the same day as the state meeting. Presale tickets are $30 for primitive camping, $35 at the door which includes entry to event. We need people to buy presale tickets so we know how many are coming. RV camping is a separate price-1/2 off for ABATE. Proceeds are donated to State, to help offset operating expenses.. Presale tickets are non-refundable unless entire event is cancelled. The next State meeting is August 12 in Tavares hosted by Lake County. GOOD OF THE ORDER: Hillsborough’s BBQ cooker is for sale. Also 30 lb. tanks, have been checked and are good. Also the memorial trailer available for use and coffins are for sale. Hillsborough will split the money received from these items 50/50 with the State. Call Richard Nasrallah for more information. Palm Beach is having their annual party at Renegades on June 25 1-6 pm. Estero River noon-4:00 pm on June 17 party for outgoing BOD, incoming BOD Corkscrew Country Store. Will have good food and country music. Grizz would like everyone to come to their anniversary party on August 12 to celebrate 30 years as chapter, pretty important day for Lake County. Doc added that ABATE of Florida Inc. was incorporated in 1981. July 1 will be 17 years that we have ridden helmet free. Jeb Bush called Doc and said “I just got with bills- you’re free, I just signed it.” This was the first time in 17 years anyone has introduced a helmet bill. If we get the right governor in place we can do great things. Doc thanked Vintage for the great meeting place and for the meal. Drawings, 50/50 and silent auction. Credit-card skimming devices at Florida gas stations and stores are on a dramatic rise this year. State figures show 315 skimmers had been discovered at Florida gas pumps through July 18, compared to 120 skimmers discovered through the first seven months of 2016. That represents a 160 percent increase in the illegal devices used to collect consumers' credit- or debit-card information. This year's seven-month total already far exceeds the 219 reported devices in all of 2016 and the 169 skimmers found in 2015, according to the Florida Department of Agriculture and Consumer Services. At a press conference in Orlando this month highlighting the problem, Agriculture Commissioner Adam Putnam noted that his inspectors and law-enforcement officers have documented a continued rise since 2015 in the devices, which are typically placed inside gas-pump cabinets. “Since that time, we have seen a steady trend upward, an increase in the number of skimmers being found around the state on these gas pumps,” Putnam said. If undetected, each skimmer is capable of collecting credit- or debit-card data from 100 consumers, with each losing an average of $1,000 to electronic theft, according to Putnam's agency., which is responsible for gas-station inspections. Palm Beach County has the most reported skimmer locations this year with 58, followed by Broward County with 57, Miami-Dade County with 26 and Pinellas and Volusia counties, each reporting 12 devices. Although there appeared to be a correlation between larger counties, with more cars and gas stations, and the detection of skimmers, that isn't always the case. Brevard County, with 11 skimmer locations, had more than the combined totals of Duval County, with five, and Hillsborough County, with four. In the majority of cases, one skimmer device was reported at each location. But some had multiple skimmers, including a New Smyrna Beach gas station where four skimmers were found on July 11, records show.

Jul/Aug 2017 STATE GRAPPLES WITH INCREASE IN CARD SKIMMERS Continued from page 15 Putnam has been working with the Legislature, the Florida Retail Federation and the Florida Petroleum Marketers and Convenience Store Association the past few years to curb the illegal activity. In 2016, the Legislature passed a law that toughened penalties for credit-card fraud and required security devices on gas pumps, including the use of security tape to alert store employees and consumers about pump tampering. This year, the Legislature passed another law making it illegal to possess skimmer- device equipment. “As the third-largest state with 10,000 convenience stores and more than 100 million tourists visiting each year, Florida presents significantly more opportunities for skimming devices to be used,” said Scott Shalley, president of the Florida Retail Federation, after Gov. Rick Scott signed the latest anti-skimming legislation (HB 343) last month. Putnam said the industry has taken steps to protect gas pumps from tampering, including moving away from a universal key system that allowed access to pumps in different locations. He said the newest stores and gas stations are deploying technology that will shut down pumps if they are opened without authorization. But Putnam said skimmer criminals are growing more sophisticated, with some now using devices where credit-card data can be downloaded remotely, eliminating the need to retrieve skimmers from inside the pumps. “Unfortunately, like many forms of criminal activities, the bad guys continue to evolve just like the laws continue to evolve,” Putnam said. But Putnam also said “there are some very simple things that the traveling public can do during this summer traveling season to protect themselves.” Among the recommendations are using cash to pay for gas; using credit cards, which typically have more consumer protections than debit cards if fraud occurs; using pumps closer to the stores, as skimmer criminals are more likely to target remote pumps; and avoiding pumps if the cabinets are open or if security tape is broken or appears altered. “This is not a crime limited to Florida, but unfortunately it is a crime that we are seeing growth in and an increasing number of these devices are being found,” Putnam said.

Page 18 ABATE of Florida, Inc. Jul/Aug 2017 Scenic Roads to Visit While in Sturgis Needles Highway, also known as South Dakota Hwy 87, snakes between Sylvan Lake and Legion Lake. It gracefully passes through several tunnels and careens around hair-pin turns as it carries travelers past unearthly granite spires and beautiful pine-covered mountains. The 14 mile route of Needles Highway was plotted out by South Dakota Governor and outdoorsmanˇPeter Norbeck. Norbeck literally planned the road’s entire course by exploring it on foot and by horseback. Engineers told Norbeck that the road couldn’t be built due to the huge granite obstacles along the route. But Norbeck’s drive to succeed (and 75 tons of dynamite) proved them wrong. Norbeck is also responsible for the design and routing of Iron Mountain Road (US16A). Iron Mountain Road is about 17 miles long and runs from the town of Keystone south into Custer State Park. It is often called the Pigtail Highway because of its pigtail-like corkscrew bridges that quickly move travelers up or down the mountain while keeping the impact on the forest to a minimum. Just so he could maintain certain sections of the forest, Norbeck even designed the road so that it splits apart into narrow, single-lane sections that wind through the trees and then merge back together a few hundred yards later. Iron Mountain Road also features three rock tunnels that perfectly frame the faces of Mount Rushmore National Memorial. The famous faces seen through these tunnels are one of the most popular visitor photo ops in the Black Hills. Both Needles Highway and Iron Mountain Road are part of the aptly namedˇPeter Norbeck Scenic Bywayˇwhich is hailed world-wide by motorists, bicyclists and motorcycle riders as one of the most beautiful roads on the planet. These two roads Needles Highway and Iron Mountain Road should be on the Must Do list for every Black Hills visitor. The combination of natural scenery and man-made engineering feats are hard to beat.
