External Monitoring for Resettlement Plan PART I The Clarification on Resettlement for Xinjiang Integrated and Urban Development Project Mission MOU on November 25-28, 2019. The Statement in MOU:8 of the 11 civil engineering contracts for the Kuitun project (KT-C01, 02, 03, 04, 05, 06, 07 and 08) involves land acquisition and resettlement impacts. The updated Resettlement Plan for Dongchong ditch, Xichong ditch and Nangan channel sections (C01, 02 and 03) under the jurisdiction of Kuitun City was approved by the ADB and posted on the ADB website in November 2016. As of November 30, 2019, 60 residential houses and 47 shops and enterprises affected by the Dongchong ditch and Xichong ditch contracts have been relocated. Consultations with the last household and one shop owner have not been completed. After field investigation, the PMO and the external monitoring unit found that the last household and shop are located in the area along the bank of Dongchong ditch planted with shelterbelts, which will not affect the construction of Dongchong ditch. If the affected households and shops do not agree with the compensation and resettlement measures, the Kuitun PMO will optimize the design to remove them from the resettlement impact of the project. The Mission requested Kuitun PMO to report to ADB on the progress of the resettlement of the last household and one shop. During this external monitoring, the staff from external monitoring unit asks Kuitun PMO to understand relevant resettlement and field investigation and found that Kuitun PMO had shift out the last household and 1 shop involved in Dongchong ditch from the project resettlement impact through the design optimization. At present, the relevant civil engineering works of Dongchong ditch and the shelter forest project on the bank have been basically completed, and the affected people of the above two households are no longer within the affected scope of the project. See schematic diagram below: 6

External Monitoring for Resettlement Plan The Kuitun PMO has adjusted the design scheme, and the last one shop is no longer involved in the original demolition scope The following conclusions are drawn from this external monitoring: (1) it is indicated that 156HHs of residents’ houses would be demolished based on the original RP, including 61 households in Kuitun city (including 32 households in Xichong ditch and 29 households in Dongchong ditch). Tianbei New District involves 95 households. Finally, according to the actual situation of the project and the optimization of the project, the number of resident housing demolition in Kuitun city reduced from 61 to 60 (including 32 households in Xichong ditch and 28 households in Dongchong ditch), as shown in table 1. (2) 58 small-scale shops would be demolished based on the original RP, including 48 shops in Kuitun city (46 in Xichong ditch section and 2 in Dongchong ditch section), and 10 shops in Tianbei New District. Finally, according to the actual situation of the project and the project optimization, the number of shops along the street in Kuitun city was reduced from 48 to 47 (including 46 in Xichong ditch and 1 in Dongchong ditch), as shown in table 2. (3) According to the final design scheme, DMS and third-party evaluation, it is confirmed that the project involves the demolition of three enterprises, including two 8
External Monitoring for Resettlement Plan enterprises in Kuitun city, one in Tianbei New District, and two enterprises in Kuitun city have completed the demolition work and have been properly resettled. As of this monitoring, there is no legacy or outstanding issues. 9
External Monitoring for Resettlement Plan PART II Resettlement Impact Clarification for the Location Change of Sediment Tank in Dongchong Ditch Background: The original design location of sediment tank (including sedimentation area and clear water area) of Dongchong Ditch river regulation project is 195 meters away from Beijing East Road in the north, 218 meters away from Kuerle East Road in the south, 20 meters away from the regulated Dongchong Ditch River in the East and East Park to be built in the West. During the detailed design, PMO found that the north side of the original design location of the sediment tank will involve the demolition of 2 households (6 people) in Dongtingyuan community, Beijing East Road Street, with an area of about 160m2 and a courtyard wall of about 50m. Therefore, in order to reduce the impact on the demolition and ensure the smooth implementation of the project, the overall construction position of the sediment tank was shifted to the south 130 meters without changing its use function. Meanwhile, the layout and total area of the sediment tank were optimized, and the water storage area was adjusted from 12100 square meters to 9326 square meters. After the relocation, the new location is about 120 meters away from Dongtingyuan community residence of Beijing East Road Street in the north, 48 meters away from Kuerle East Road in the south, 20 meters away from the already treated Dongchong gully in the East, and close to the East Park to be built in the west, which does not involve house demolition. As the construction land is all state-owned unused land in the city, it can be directly allocated as the construction land of this subproject, so the project does not involve LA and HD. 10

External Monitoring for Resettlement Plan Current Situation of Sediment Tank in January 2021 Summary: After the project optimization design, the project office has effectively avoided the impact of the demolition of 2 households with 6 people. Through field investigation, the external supervision unit found that the completed sediment tank was far away from residential areas and had no other impact on Residents' production and life. 13
External Monitoring for Resettlement Plan PART III Clarification on Scope Change (Newly added Components) for Kuitun Subproject On January 19, 2021, both Xinjiang and Kuitun PMO received an e-mail notice from the ADB that “Considering the loan has been extended by two years with the total loan period about 8 years already, ADB is not in favor of additional loan extension, and therefore nor the proposed scope change of Kuitun subproject which will take about 1.5 years to complete.” Based on the notice from ADB, it is confirmed that the closing date of the subproject will be June 30, 2021, and the scope change project components are not agreed by ADB. Therefore, the external monitoring has deleted the contents of the proposed components in this report. 14
External Monitoring for Resettlement Plan 1. Overview 1.1 Introduction In order to further improve Kuitun City’s urban infrastructure, ecological and living environment, and image, improve flood control capacity, and adapt to economic and social development, Kuitun City Government (KCG - executing agency, EA) plans to implement the Subproject using an ADB loan. The Subproject consists of five components: (1) river channel management; (2) construction of flood drainage channel facilities; (3) shelter forest cultivation; (4) waste disposal and sewage interception; (5) non-profit water management. The Subproject is a subproject of the ADB-financed Xinjiang Integrated Urban Development Project, and the implementing agency (IA) of the Subproject is Kuitun City Construction Bureau (KCCB). 1.2 Project Content (1) River channel management: 3 flood drainage channels in the urban area will be improved, with a total length of 6996.20 m (including Dongchong ditch KT-C01, 0+000-0+660, Dongyizhi channel 0+000- 0+999.2, Xichong ditch KT-C02, 0+000-1+605, Nangan channel KT-C03, 0+000-3+372. Flood control and emergency response roads with a total length of 39.43km will be constructed along the channels. (2) Shelter forest cultivation: Shelter forests with a total area of 83.2 ha along the river, cultivation of 200,400 trees, with drip irrigation using treated water. The land for planting the trees will be within the red line of the flood channel component. This will not only improve urban landscaping area and protect flood banks from winds, but also improve the city’s climatic system and people’s quality of life. (3) Construction of flood drainage channel facilities: Construction of 14 ladders 1 steep slope and two grit chambers; construction and reconstruction of 5 aqueducts each; construction of 26 bridges, maintenance of 2 bridges, 15
External Monitoring for Resettlement Plan 6 culverts, and 40 hydraulic structures with 96 structures in total will be within existing ROWs or within the red line of the flood channel component. (4) Urban Water Supply network improvement and leakage monitoring: The preliminary design on Non-profit water management and improvement of community networks KT-012 was approved on June 16, 2014, the water supply pipelines explosion occurred for many times on Beijing Road and Tacheng Street, the normal life of local residents and industries was affected badly, in order to address this kind of situation, the construction of water supply networks and environment protection equipment on Beijing Road, Tacheng Street as well as Lvboli district has been completed using the local fiscal funds. Therefor the contact package of KT-C12 need to be adjusted, the adjusted construction contents as follows: Reconstruct 6.27 km water supply pipeline; and set up the GPRS urban water supply network monitoring system; purchase water quality safety testing equipment; equip with water supply network leak detectors. 1. Shawan Street (Yili Road - Beijing Road) intends to transform pipeline 1019 meters long, diameter 300mm. 2. Kuerle Road (Tuanjienan Street – Hefeng Street) intends to transform the line 3141 meters long, diameter 400mm. 3. Tuanjiedong Street (Urumqi Road - The gate of Qinmingli community) intends to transform the line 380 meters long, diameter 300mm. 4. Beijing West Road (Tuoli Street - Hefeng Street) intends to transform the line 936 meters long, diameter of 400mm. 5. Beijng East Road (Manasi Street –Shawan Street) intends to transform the line 791meters long, diameter of 400mm. (5) Waste disposal: 7 public toilets will be constructed in four residential communities – Fengdeng Garden, Wenying Garden, Tunfu Garden and Hulanbrak Community, including two in Fengdeng 16
External Monitoring for Resettlement Plan Garden, two in Wenying Garden, one in Tunfu Garden, and two in Hulanbrak Community. 95 fixed container waste bins for domestic waste will be set up, including 18 in Fengdeng Garden, 55 in Wenying Garden, 6 in Tunfu Garden and 16 in Hulanbrak Community; 400 waste bins will be set up along flood control roads. (5) Beijng East Road (Manas Street –Shawan Street) intends to transform the line 791meters long, diameter of 400mm. Construction of 7 public toilets, setup of 95 fixed container waste bins for 5 Waste disposal domestic waste and 400 waste bins along flood control roads 1.3Involuntary Resettlement According to ADB’s policies, Kuitun PMO will hire qualified and independent agency experienced in ADB-financed projects as the external M&E agency. The external M&E staff 17
External Monitoring for Resettlement Plan should: (1) Have participated in similar tasks, have rich experience in socioeconomic survey, and understand ADB’s policy on involuntary resettlement, and the state and local regulations and policies on resettlement; (2) Be able to conduct socioeconomic survey independently, have good communication skills; and (3) Include a certain percentage of females. The external M&E agency will conduct follow-up M&E of resettlement activities periodically, monitor resettlement progress, quality and funding, and give advice. It shall also conduct follow-up monitoring of the APs’ production level and living standard and submit M&E reports to Kuitun ADB PMO and ADB. Independent external monitoring for involuntary resettlement is undertaken by Xinjiang Linshuishe Engineering Technical Consulting Company. 1.3.1. The Scope of Monitoring and Evaluation This monitoring is the annual monitoring report for the second half of 2020, which is mainly fromAugust 2020 to January 2021 for the project progress and content, as well as the resettlement situation and livelihood recovery of the affected people. In addition, the project of Kuitun city including 3 ditches there are Xichong ditch, Dongchong ditch, and Nangan ditch; among which, the construction of Nangan ditch will not involve the LA and HD, and the construction of Xichong ditch and Dongchong ditch are involved in HD. The monitoring will pay attention to the construction progress, LA and resettlement progress of Xichong ditch and Dongchong ditch. The monitoring found that, because the LA, HD and resettlement of Tianbei New District has difficulties. After discussion and decision of Xinjiang PMO, Kuitun municipal government and inspection team, Kuitun city government flood drainage improvement project financed by domestic funds (5 contract packages including KT – C04, C05, C06, C07 and C08). 18
External Monitoring for Resettlement Plan 1.3.2 The Purpose of Monitoring and Evaluation The survey of the monitoring, aimed at collecting project content, project impact, resettlement implementation agency, internal monitoring mechanism, social and economic characteristics of the affected residents and other materials and data to provide a basis for comparison of post-monitoring and evaluation. 1.3.3. The Content of the Monitoring and Evaluation According to the specific implementation schedule of the project, the External independent monitoring and evaluation mechanism has monitored the resettlement activity. Monitoring and evaluation institutions will conduct a post-assessment when the entire project ended to track the land acquisition and resettlement, incomes and recovery of the affected people. According to the resettlement plan, this project mainly affects residents for land expropriation, housing demolition, temporary occupation of land and the parts of the ground appendages of compensation. Therefore, the project monitoring contents are mainly the following several aspects. ♦ The schedule of the project 19

External Monitoring for Resettlement Plan 2.2 Project Resettlement Progress The People’s government of Kuitun City has approved the RP and budget in February 2013. In April 2013, some staff of the PMO, Construction Bureau, House Levy Office, Department of Natural Resources, Tianbei New District and affected state-owned farmland are transferred to form a resettlement group. At present the resettlement progresses are as following: (1) Residential house demolition During this monitoring, the residents of the housing demolition projects involving a total of 155 households, of which Kuitun City, involving 60 households, (including 32 households in Xichong ditch and 28 households in Dongchong ditch) 95 households are involved in Tianbei New District.
