The Organising Committee (OC) reserves the right to change or amend the program at their discretion. All owners and competitors will be personally responsible for damages to any third parties caused by themselves, their employees, their agents or their horses. Please ensure the safety of your children whilst in proximity to horses. Scratching / Refunds of Entries Scratching’s received before close of entries (5pm, 16th April 2021) or when classes are full, will receive a full refund of entry fees and stabling, less $50 admin fee. • Scratching’s after the close of entries (5pm, 16th April 2021) will receive a 50% refund of entry fees and stabling fees less the full $50 admin fee, on presentation of a medical or veterinary certificate (certificates must be received by 5pm 28th April). • After the commencement of competition (8am, 29th April 2021), there will be no refunds. Scratching’s will only be accepted by email to jvst.eventdirector@equestrianvictoria.com.au or tonya.rose@bigpond.com Starts per horse Horses may only start in a maximum of 2 Classes per day. Horses may only nominate in one title class, Children’s, Junior, Young Rider, Senior . These horses may not start in the Mini Prix. Title horses are permitted to start in height classes and other classes as time permits. Riders and Owners All riders and owners in all classes must be current financial members of EA. Horses must hold current EA registration and licence except for those riding in classes 104cm and below Dress Code Riders in all competition rings must be in correct dress unless otherwise instructed by the judge. It is compulsory for athletes to wear a properly fastened helmet at all times whilst mounted. As an exception senior athletes may remove their helmet at the presentation in the competition arena only. Presentations and prize money Presentations will be mounted, and riders must wear their correct attire. Riders who are not available for presentations or who do not fulfill any media commitments that may be required by the OC, may forfeit all prize money. Winners of classes may be required to participate in photo and media obligations. Prize money in Title classes Children’s, Junior, Young Rider, Senior, Stars of the Future, Mini Prix, Amateur and Speed will be Direct Debited within 14 days of event. All other classes will be given prize money at event. Stallions The Organising Committee follows the EA stallion code of conduct. Guardians of riders/handlers under 17 years must take responsibility for stallions at all times including when leading, riding or stabling stallions throughout the venue. Dogs Dogs must be kept on a leash and under effective control at all times. Dogs are not permitted in warm up or competition areas or in the indoor arenas. Equestrian Victoria and the Organising Committee reserve the right to change or amend the program at their discretion.
1. Nomination Conditions for Children, Junior, Young Rider and Senior How many starts? A rider may not ride more than three horses (if entries permit) in any one championship division but in the case of excessive entries, the OC reserve the right to restrict a rider to two starts. Children, Junior, Young Rider, Senior are block entries the top 30 children, top 30 juniors, top 20 young riders, top 20 senior horses will qualify for the FINAL. Horses not qualified for the final have the opportunity to participate in a consolation class as part of their block entry. Competitors whose age allows them to compete in different divisions may do so but only if on different horses. Children: An Athlete may compete in Children’s classes until the end of the calendar year in which they turn 14 years old. Starting Height: 100cm first round Junior: Athletes can take part in Competitions for Juniors until the end of the calendar year, in which they reach the age of 18 years. Athletes may take part in open Competitions 120cm and above from the beginning of the calendar year in which they reach the age of 12 years. Starting Height: 115cm first round Young Rider: Athletes may take part in Competitions and Championships for Young Riders from the beginning of the calendar year in which they reach the age of 16 until the end of the calendar year they reach the age of 21. Starting Height: 130cm first round Senior Rider: Athletes are eligible to compete from the beginning of the calendar year in which they turn 18 years Scoring for State Championship Classes Scoring will be done over 3 rounds to determine the Champion Round 1 will be scored by total number of starts. i.e. if 30 horses start class then first place will receive 30 plus1 point. 2nd place will receive 28 points, 3rd place will receive 27 points and so on down to last place who shall receive 1 point. Horses eliminated will receive 0 points. Round 2 will regardless of numbers of horses starting use the same number from round 1 and the same scoring system, Round 1 and Round 2 will then be added together for a leader board. Round 3 - the FINAL will be seeded from highest to lowest based on points from the leader board. Round 3 will be scored the same way as Round 1 and Round 2. 1st place would receive 30+1, 2nd place 28 points, 3rd place 27 points etc...points over the leader board 3 days will determine the State Champion. The state champion will be awarded from placing on the leader board. If competitors are tied for first place after the three final competitions, there will be a jump-off against the clock over a reduced course of at least six obstacles. In case of equality of penalties and time in this jump-off a second jump-off, against the clock, will be held over the same course. Competitors not in the jump-off but tying on penalties are placed equal. 2. Nomination conditions for Stars of the Future series Stars of the Future is a block entry running over 3 days. For Horses that are 6yrs, 7yrs or 8yrs from the date of birth at the time of competition, there is no point restriction. Any Horse that has started in a World Cup Class cannot compete in any Future Stars, Futurity or Stars of the Futures classes. Points will be awarded in Round 1 and Round 2 as per state championship classes to seed Round 3 (Final). The Final will run as a standalone class. The top 20 horses from both Round 1 and Round 2 will be invited to the final (i.e. 40 horses). Should a horse place top 20 twice the next placed horse from Round 2 will be invited to compete in the Final. For horses not making the final a consolation class will be offered. Starting Height: 125cm first round 3. Nomination conditions for Mini Prix series Mini Prix is a block entry running over 3 days. Points will be awarded in Round 1 and Round 2 as per state championship classes to seed Round 3 (Final). The Final will run as a standalone class. The top 20 horses from both Round 1 and Round 2 will be invited to the final (i.e. 40 horses). Should a horse place top 20 twice the next placed horse from Round 2 will be invited to compete in the Final. For horses not making the final a consolation class will be offered. Mini Prix horses may not start in Title series i.e. Senior, Young Rider, Junior but may start in stars of the future if eligible. Starting Height: 135cm first round
4. Nomination conditions for Amateur Amateur is a block entry running over 3 days. Points will be awarded in Round 1 and Round 2 as per state championship classes to seed Round 3 (Final). The Final will run as a standalone class. The top 20 horses from both Round 1 and Round 2 will be invited to the final (i.e. 40 horses). Should a horse place top 20 twice the next placed horse from Round 2 will be invited to compete in the Final. For horses not making the final a consolation class will be offered. Amateur Rider classes are classes for Athletes who: Must not have competed in an Olympic Games or World Equestrian Games in either Jumping or Eventing. In the past 10 years Must not have competed in a World Cup for Jumping Riders qualifying round or in a 5* 3 days event / 4* 3 day event Must not have competed in section 1 and 2 at a Royal Show in Sydney, Brisbane, Melbourne, Adelaide or Perth in the past two years Amateur Riders may not compete in an Amateur class if they compete in a class where the first round is higher than 120cm at that show. Amateur Riders may not compete in an Amateur class on a Horse that will compete in any class where the first round is higher than 1.20m. Athletes may compete as amateurs from the beginning of the calendar year in which they turn 21 years of age. Starting Height: 110cm first round 5. Nomination conditions for a, b classes a,b classes eligibility Horses may only start in a class marked a or b and not both. a,b classes will run concurrently with Jump offs if applicable running at the end of the b class for both divisions. 6. Nomination conditions for Racing Victoria Off the Track Championship Series Final Racing Victoria have sponsored a class at State Titles this will be a 110cm-120cm Championship. This is open to Thoroughbreds that are 4 years old and over, and who are registered with the RISA (Racing Information Services Australia). Registrations will be checked by the Organising Committee and provided to Racing Victoria. Racing Name and microchip number must be supplied at time of entry. There is no limit as to how long they have been out of racing. First two rounds will be 110cm , the final depending on the field may be raised but will not exceed 120cm. Points will be allocated for rounds 1 and 2 to enable seeding for the final. The final will run as a separate class. The top 20 horses from the leader board after Round 1 and Round 2 and the Top 5 combinations from the Equestrian Victoria Off The Track Jumping Series will be invited to the Final. 7. Nomination conditions for open height classes Gem Twist (90cm) Stroller (100cm), Hickstead (110cm), Milton (120cm) The four series height classes (Gem Twist, Stroller, Hickstead, Milton) will run each day over the 4 days of the show. Points will be allocated for horses competing in each round including round 4. All rounds will be placed as standalone classes. At the completion of Round 4 the Champion will be named overall in the class. This Champion will be determined from the combination that carries the highest number of points from all 4 events. i.e. round 1 , round 2, round 3 and round 4. Champions in each height will receive a trophy rug and sash plus $100 bonus. Horse and rider combinations may compete in 2 heights if scheduling allows remembering horses MAY not compete in more than 2 classes at the show each day Points will be scored by total number of starts. i.e. if 30 horses start class then first place will receive 30 plus1 point. 2nd place will receive 28 points, 3rd place will receive 27 points and so on down to last place who shall receive 1 point. Additional Stabling and Camping is all to be booked via WPNEC. www.wpnec.com.au and will open on Tuesday 6th April. Facility Fee A facility fee of $16 per day per horse is payable at time of entry. This fee goes directly back to WPNEC for yard and facility use Admin Fee Equestrian Victoria has an Admin fee in its events policy. This will be charged per rider at a cost of $25. VIP VIP We are hosting a fabulous VIP where you will be winded and dined each day. If you want to be pampered then the VIP option could be for you. The VIP will be on the hill with access to view all arenas. Thursday / Friday will be a lighter offering at a cost of $100 per day Saturday / Sunday will be more involved and likely to have grazing options with canapes offered at a cost of $125 per day Or a 4 Day package can be purchased for $400 (please note: VIP catering will follow and abide by current COVID rules). Equestrian Victoria special conditions of entry Applicable Equestrian Australia (EA) documents and requirements 1. This Equestrian Victoria (EV) event is governed by the Equestrian Australia (EA) General Regulations, applicable EA Sports Rules and all relevant EA Codes, policies, bylaws, rules and regulations. The EA Sports rules (i.e. the National Rules for each EA sport or discipline) and regulations may be accessed on the EA website “Discipline Rules & Regulations” page via the following link http://www.equestrian.org.au/rules. The EA Codes, Policies etc. may be accessed on the EA website “Policies & Bylaws” page via the following link http://www.equestrian.org.au/policies 2. To be eligible to participate in this event you must be a current EV member or current member of an EA state branch. You must also satisfy any further membership or registration requirement (including those for any horse entered) referred to in the General Conditions of Entry for the event (Conditions of Entry) and individual disciplines. 3. The EA National Sports Rules applicable to the event are referred to in the Conditions of Entry. 4. All EA and EV events are subject to the EA Code of Conduct (Code of Conduct). The Code of Conduct can be accessed on the EA website via the following link http://www.equestrian.org.au/sites/default/files/Equestrian_Australia_Code_of_Conduct.pdf It is important that all members understand that the Code of Conduct also covers parents, guardians and spectators in respect of any activity held or sanctioned by EV or an EA state branch. A key aim of the Code of Conduct is to respect the rights of everyone involved, to abide by all EA rules and requirements, to be fair, considerate, honest and professional in all aspects of the sport. 5. EA and EV are committed to the protection and welfare of its members. The EA Member Protection Policy (MPP) can be accessed on its website via the following link http://www.equestrian.org.au/sites/default/files/Equestrian_Australia_Member_Protection_Policy_updated05 072017.pdf. The EA Social Media Policy, which can be accessed via the following link, http://www.equestrian.org.au/sites/default/files/Social%20Media%20Policy.pdf should be read in conjunction with the MPP. These are important documents designed to ensure the safe and fair conduct of the event for everyone involved. They should be read, understood and complied with. 6. EA and EV events are also subject to various codes and regulations designed to protect the horse, the welfare of which is paramount (Horse Welfare Provisions). Entrants and Competitors must familiarise themselves with the Horse Welfare Provisions and ensure that they are complied with. These Provisions may be accessed on the EA website via the following link http://www.equestrian.org.au/policies 7. If the event is conducted at Werribee Park National Equestrian Centre (WPNEC) the WPNEC Risk Management Conditions shall apply to the event. The Risk Management Conditions can be accessed via the following link http://wpnec.com.au/risk- management/ 8. All persons entering the venue must follow all COVID-19 practices and health and safety practices set out by the event. Any person not following instructions may be asked to leave.
Equestrian Victoria special conditions of entry continued Entrants and Competitors bound by EA documents 9. Entrants and Competitors must familiarise themselves with the provisions of the EA documents referred to above (EA documents) and ensure that they comply with them. 10. By submitting an entry for the event you agree to comply with and be bound by the provisions of the EA documents, these Special Conditions and the Conditions of Entry. 11. If you are the parent or guardian of a participant or competitor under the age of 18 years, by submitting an entry for the event you consent to their participation in the event and undertake to the best of your ability to ensure that they understand and comply with the provisions of the EA documents, these Special Conditions and The Conditions of Entry. 12. If there is any conflict in the interpretation between the provisions of the General Regulations and any of the EA documents, these Special Conditions or the Conditions of Entry, the General Regulations will take precedence. If there is any conflict in the interpretation between the provisions of these Special Conditions and the Conditions of Entry, the Special Conditions will take precedence. P.S.I. Dressage and Jumping with the Stars 2021 – Dressage Schedule 12 Organising Committee 13. The Organising Committee for the event is referred to in the Conditions of Entry. The Organising Committee may at its absolute discretion, decline to receive any entry or return any fee without being liable for any compensation: General Regulation, Article 116.11. The Organising Committee’s decision in relation to any entry for the event shall be final and binding. Cancellation and Refund 14. EV or the Organising Committee may cancel the event due to catastrophic conditions, disease or force majeure, or for any other reason at its absolute discretion. 15. If the event is cancelled after it has commenced there will be no refunds. If the event is cancelled prior to commencement the entrant may be entitled to a proportional refund of the entry fees paid. Any such refund will be determined at the absolute discretion of EV, having regard to the direct or fixed costs for the event. 16. Entrants who have provided with their entry an email address and/or mobile phone number will be notified of event cancellation by email and/or text message. 17. The refund policy for withdrawal, scratching or change of an entry is set out in the Conditions of Entry. Release and Indemnity 18. You acknowledge that horse riding, working with or being around horses can be dangerous. Horses can act in sudden and unpredictable ways, especially if frightened or hurt. As a consequence, there is a real risk of damage to property, serious injury or even death. In consideration of acceptance of your entry and participation in the event you agree to release and forever discharge EA, EV, their servants and agents and the Organising Committee and each member thereof from all claims, proceedings or demands for any loss or damage howsoever arising from any accident or incident occurring at the event. 19. Welfare of the Horse In all equestrian sports the horse must be considered paramount. The well being of the horse shall be taken above the demands of the breeders, trainers, riders, owners, dealers, organisers, sponsors or officials. All handling and veterinary treatment must ensure the health and welfare of the horse. The highest standards of nutrition, health, sanitation and safety shall be encouraged and maintained at all times. Adequate provision must be made for ventilation, feeding, watering and maintaining a healthy environment during transportation. Emphasis should be placed on increasing education in training and equestrian practices and on promoting scientific studies in equine health. In the interests of the horse, the fitness and competence of the rider shall be regarded as essential. All riding and training methods must take account of the horse as a living entity and must not include any technique considered by the FEI/EA to be abusive. The national and international Rules and Regulations in equestrian sport regarding the health and welfare of the horse must be adhered to not only during the national and international events, but also in the training. Competition Rules and Regulations shall be continually reviewed to ensure such welfare Werribee Park National Equestrian Centre Risk Management Werribee Park National Equestrian Centre Committee of Management considers it a privilege that you are allowed to bring your dog to this venue. We insist you keep your dog under effective control at all times. Approved Safety Helmets must be worn at all times when riding Cross Country obstacles must not be jumped/used unless a non-riding level one coach is present. Riding of horses bareback is prohibited Riding of rugged and/or unbridled horses is prohibited Any person may lead a maximum of two horses while mounted Stallions must have an adult handler in the vicinity at all times Horses are not permitted within/upon the quadrangle (between the barn & Indoor 1) Horses are not permitted near pedestrian doorways Bicycles are not permitted in the Indoor Arenas or any stable block. Approved helmets must be worn at all times Bicycles are not permitted near doors designated as public entrances or exits Motor Cyclist riders must wear approved safety helmets and hold the appropriate licence Speed limits must be adhered to at all times, the speed limit at WPNEC is 10km p/h Power leads must not be on the ground or over roadways Construction of portable/tape yards is prohibited Please observe all signs at the venue Horses must be tied in a safe manner. Horses must not be tied to unattached floats, wheelie bins etc No infrastructure to be erected on WPNEC Grounds without written approval by management prior to event Entry and Exit doors to Indoors Arenas are not be obstructed at any time Every event to book at WPNEC must provide their own first aid officials These conditions apply unless the Manager or the Committee of Management has given the discipline/event/activity concerned an exemption. * Exemptions must be applied for in writing and will be only valid for the dates granted.
