Ride the Wave ‘Cause We Know You Can Dare to Commit 2021-2022 Welcome everyone to a start of a new year! Our President, Wanda Brandt’s theme this year is Dare to Commit. Can you Dare to Commit? Can you Dedicate yourself? Can you take Action or Advocate for our Veterans? Can you Renew your passion? Can you Encourage others? I am sure each of you answered YES to at least one of these, otherwise you would not be here with this wonderful organization. This will be a challenging year for all of us. Some may have lost loved ones to the COVID-19, or like me, lost your job. Many may have had family, friends or other ALA members affected by COVID, but this is a new year for all of us. I know if we each DARE to Commit, the Department of Florida will end number one in membership, and we will be sitting in the front row at the National Convention in 2022! My membership theme this year is Ride the Wave, ‘cause we know you can Dare to Commit. The State of Florida has 1,350 miles of coastline and every district has a portion of our seaboard except one. Each Unit member will be a STARfish, because that is what each of you are to the American Legion Auxiliary – STARs. I would love it if each of you would get a STARfish and put somewhere where you can see it every day to remind you that you are a STAR. You are going to be that bright light that shines and twinkles as you work to renew and join members to this awesome organization. Our President Wanda will be the Mermaid ruling the seas to keep them calm if it gets rough and if it does, a beautiful siren to guide members to calmer seas. Headquarters will be our life ring to provide buoyancy in rough waters. The Past Department Presidents will be Pearls. Pearls are symbolic of wisdom gained through experience. The gems are believed to offer protection, as well as attract good luck. These little gemstones are symbolic of the wearer’s loyalty, generosity, integrity, and purity. As your Membership Chairman, I will be the
surfboard which will always be beneath your feet, supporting you and letting you Ride the Wave to 100% membership. To paddle out on your surfboard, you must first walk on the sand and will see many sights. The Beach Balls will be tossed by our Department Officers who are a true talent to help our causes. The Department Chairman are our Beach Umbrellas which are most helpful when it is open because it can shelter many members if necessary. Our Department Sgt-at-Arms are Osprey, constantly watching from above to ensure calm and order to our meetings. Our District Presidents are Lifeguards, no Unit will drown when they are around. Unit Presidents are the Sandpipers, one foot in front of the other to get the Unit members to move in unison with each ebb and flow of the tide and finally the District and Unit Membership Chairman – you are Pelicans, soaring low over the seas ready to scoop any wayward member to safety. Once you paddle out and prepare to Ride the Wave, under the surfboard in the sea are all our Districts. My membership committee is ready and willing to Ride the Wave and Dare to Commit. This year my goal is to follow National’s goal of more communication. We will be reaching out to our District Presidents and Membership Chairman and giving them information to get out to their Unit Presidents and Membership. National Membership Awards Pearl Harbor Day Departments that Achieve 75% of their 2022 Membership goal as of Pearl Harbor Day, December 7, 2021, will receive $250 to be used to advance the ALA mission. Poppy Day Award Departments that achieve 95% of their 2022 Membership goal as of Poppy Day, May 27, 2022, will receive $250 to be used to advance the ALA mission. 30 Days 30 days prior to National Convention, Departments that achieves100% of their 2022 Membership goal as of July 30, 2022 will receive $500 to be used to advance the ALA mission **Seating will be based on percentage of Department Membership goal at National Convention.** Unit Awards Veteran’s Day Award Units that reach 100% membership by Veteran’s Day, November 11, 2021 will receive a 100% Award citation. Department Membership Surfing Awards 2021 – 2022 Bottom Turn Award Surfing’s most important maneuver and the basis of surf riding. A special gift will be given to the Unit President and Unit Membership Chairman in each membership grouping with the highest percentage received by Department and processed by Department by POW/MIA day, September 17, 2021. (including recognition Conch Chatter) Front Side Snap Award A maneuver which the surfer comes from the bottom of the wave and attacks the lip and snaps to keep riding the wave face. A special gift will be given to the Unit President and Unit Membership Chairman in each membership grouping with the highest percentage received by Department and processed the week prior to Department Fall Conference, November 4, 2021. Tube Ride Award The ultimate greatest moment any surfer wants to experience, to ride well inside the barrel of a tube as they break. A special gift and certificate will be given the first Unit President and Unit Membership chairman in each membership grouping to achieve 100% in membership. The 360 Award Using the bottom of the surfboard, sliding on the wave pivoting off the back riding leg until the 360-degree turn is completed. 100% pins will be presented to All District President, District Membership Chairman, Unit Presidents and Unit Membership Chairman who achieve 100% by April 15, 2022. 100% membership ribbons for banner for each District and Unit who Achieve 100% by Department’s close of books Hang 10 Award When we perform a hang ten, our feet end up at the nose of the board, with our toes curled over the edge. The ultimate longboard surfing gesture, it’s an old- school statement. A special gift will be given to each District and Unit President and District and Unit Membership Chairman achieving 105% or better by close of books.

Department Operations Membership Guidelines (Excerpts from National Chapter 8) Executive Summary As a membership-driven, nonprofit patriotic service organization, the American Legion Auxiliary could accomplish very little without its members and their individual dedication to our mission. The very fact that we have over 500,000 members carries tremendous influence and clout as we lobby for veterans’ issues along with the rest of the Legion Family. Through our various programs, our dedicated members impact the lives of veterans, military, and their families, as well as the general public. The future of the ALA and the continuation of our great works depend on our ability to recruit and retain members. In short, without our members, the ALA could not exist. Membership Eligibility As stated in the ALA National Constitution & Bylaws, each unit of The American Legion Auxiliary shall be responsible for verifying eligibility and deciding its membership, subject to the restrictions of the national governing documents. Once eligibility is established, applicants who meet the eligibility requirements may become members of an Auxiliary unit. A member of a unit is also a member of the department and the national organization. By payment of dues to the unit, a member also contributes to the support of their department (state) and the national organization. Membership in the American Legion Auxiliary shall be limited to: 1) grandmothers, mothers, sisters, spouses, and direct and adopted female descendants of members of The American Legion; and 2) grandmothers, mothers, sisters, spouses, and direct and adopted female descendants of all men and women who served in either of the following periods: April 6, 1917, to November 11, 1918 and any time after December 7, 1941 who, being a citizen of the United States at the time of their entry therein served on active duty in the Armed Forces of any of the governments associated with the United States during either eligibility periods and died in the line of duty or after honorable discharge; 3) grandmothers, mothers, sisters, spouses, and direct and adopted female descendants of all men and women who were in the Armed Forces of the United States during either of the following periods: April 6, 1917, to November 11, 1918; and any time after December 7, 1941 who served on active duty in the Armed Forces of the United States during either eligibility periods and died in the line of duty or after honorable discharge; and 4) to those women who of their own right are eligible for membership in The American Legion. Other factors to consider when determining membership eligibility: • When a request for ALA membership is based on the military service of a family member who is still living, that family member must be a member of The American Legion before the relative may join. The applicant does not have to apply to the same TAL post home as their family member. • When a request for ALA membership is based on a deceased veteran, the prospective member will be asked to provide verifying documentation that proves eligibility (see acceptable documentation below).
• When a woman veteran applies to join the ALA without being a member of The American Legion, she is eligible to join if her service dates fall within one (1) of the eligible service periods as described in the National Constitution, Article III, Section 1. However, should her family members wish to join the ALA or the Sons of The American Legion through her service, she must first become a member of The American Legion. The Legion will verify the woman’s eligibility. • Male spouses are eligible to join the American Legion Auxiliary. If their spouse (male or female) is living, they must be a current member of The American Legion before the male spouse may join the ALA. If their spouse is deceased, the spouse must have served during one of the eligible service periods. NOTE: No other male relatives are eligible to join the American Legion Auxiliary at this time. The following documents are acceptable to verify membership eligibility in the ALA: If the person who provides you eligibility is living, they must be a current member of the American Legion and eligibility documentation is likely not necessary; however, you do need to provide his or her American Legion member ID number and Post information on your application. If the person who provide you eligibility is deceased, acceptable eligibility documents include: 1. DD214 discharge papers (not issued until after the Korean War) . 2. Official military orders 3. Official military service citations/awards 4. Letters related to the veteran’s military service; must be on official government letterhead. 5. Certificate from the VA records center in St. Louis 6. Data from the back of older discharges It should be noted that discharge papers or copies of official military orders are not always easily available to the veteran, especially to those United States (U.S.) citizens who served in allied forces during military conflicts in a common area with the U.S. In one such example cited by an American Legion source, a U.S. citizen who was visiting Europe at the beginning of WWII was trapped behind enemy lines, and because of German heritage, he was drafted into the German army. Later, he wound up separated from his German unit near the Russian front (Russia was an ally of the U.S. in WWII) and was soon fighting with the Russians against the Germans. Following the war, he returned to his hometown, Chicago, Illinois, and wanted to join The American Legion. His verification of service was Russian documents (translated) and commendations. He was allowed to join The American Legion. Another example, where pictures established active-duty service, might be sailors or Marines in uniform while on liberty in a foreign port. Key elements to review on any documentation, whether discharge papers or military orders, are dates of service and the character of the service (i.e., honorable or dishonorable). The American Legion does not research to verify the details behind the DD214 unless it appears to be falsified. Any falsified DD214 or military orders should be referred to the FBI. If the discharge is listed as “non-characterized,” refer those to the NHQ Executive Director, who will ask Counsel General to review the coding listed. Information on a veteran’s service record can be obtained by contacting the National Archives and Records Administration at 1-866-272-6272 or www.archives.gov/veterans.
Definition of Spouse The term “spouse” and the terms “husband” and “wife” – as defined in Code of Federal Regulations 26 Section 301.7701-18 – means an individual(s) lawfully married to another individual(s). This IRS regulation concludes that the terms spouse, husband, and wife do not include individuals who have entered into a registered domestic partnership, civil union, or other similar formal relationship not denominated as a marriage under the law of the state, possession, or territory of the United States where such relationship was entered into, regardless of domicile. This means that the individual non-veteran in these non-recognized relationships – domestic partnerships, civil unions, or other similar formal relationships not denominated as a marriage – are not American Legion Auxiliary member-eligible. Note: See full Legal Opinion by the National Judge Advocate dated September 5, 2019 on the definition of “spouse” at the end of this chapter. Definition of Two Degrees of Consanguinity Two degrees of relation from whom the member is seeking eligibility. Furthest allowable relationship is grandmother or granddaughter. Great or great-great-granddaughters cannot join the Auxiliary. Current members whose eligibility relationship is great-granddaughter, great-great-granddaughter or direct descendent can continue being a member, as long as their dues are kept current. If a member whose eligibility relationship is great-granddaughter, great-great-granddaughter or direct descendent becomes delinquent, they may reinstate their membership only by payment of back dues for all years of delinquency or by establishing new eligibility. Authorized Forms of Membership The only authorized form of membership is active membership, of which there are two (2) classes: Senior and Junior. Granting special or honorary membership for any purpose or reason whatsoever is prohibited. Senior members are those who are age eighteen (18) or older and those under the age of eighteen (18) years and married. Junior members are those under the age of eighteen (18) years; their activities are supervised by Senior members. Upon reaching eighteen (18) years of age, Junior members are automatically admitted into Senior membership with full privileges. Junior members conduct their own meetings and perform their own special activities, planning their own community service projects and supporting unit projects. Junior members may hold honorary national officer positions. These young volunteers follow in the footsteps of Senior ALA members by donating thousands of hours in service to our veterans. Once accepted as ALA members, they may continue their membership from year to year, whether or not their veteran relatives continue membership in The American Legion. The fact that a member’s service relative is no longer a member of The American Legion does not compel the ALA member to lose their ALA membership, as long as they do not have a lapse in dues payments. The phrase “died in the line of duty,” applies to all persons who were killed in action, died of wounds or disease, were killed by accident, or otherwise came to their death other than as a result of their own misconduct. In case of doubt, the Adjutant General of the Army, or the Navy Department, Washington, D.C., can advise if the person was considered to have died in the line of duty.
Any person who legally marries a member of The American Legion at any time is eligible for membership in the ALA. A man or woman who is the legal spouse of a male or female Legionnaire is eligible for membership in the ALA. Widows from legal marriages are also considered spouses for membership. Applications for membership must be completed for every applicant, and they must provide proof of their eligibility. Paid Up For Life membership (PUFL): Any member in good standing whose membership dues are paid for the current year may become a PUFL member. .Honorary Life Memberships: This distinction was created for units that confer Honorary Life Membership on outstanding members. Member Recruitment and Retention Recruiting and retaining a diverse, active membership is critical to our mission. Well into the future, veterans will need our support and advocacy to assist them at home and abroad, during war and peacetime, to receive the attention and support they deserve. To ensure the American Legion Auxiliary continues to exist for a future of serving our veterans, military, and their families, our goal is to enhance membership strength. Membership Award Forms Page It is important for department officers, board members and other leaders to become familiar with the tools available as units work to increase the ALA’s positive visibility to attract and retain members. Letting members know that their contributions are valued, along with welcoming, respectful treatment goes a long way toward creating a positive experience and an appealing environment for both current and potential members. Department officers are encouraged to mentor unit leadership with these ideals.
Processing Department Membership Membership must be sent to Department Headquarters no less than monthly as stated in the Department Bylaws Article VI, Section 4 of the Unit Guidebook Consecutively number and date each Recap Sheet (This helps with research) Checks made out to: ALA Dept. of FL written for dues amount required Senior per capita – refer to current Unit Guide Junior per capita – refer to current Unit Guide Double check the following for each Recap: ▪ Number of Juniors ▪ Number of Seniors ▪ Total dues amount is correct for the members sent ▪ Number of new members ▪ Applications are complete Letters of Credit are only good until “Close of Books" of the year issued. Applications must be signed by a Post Commander or Adjutant. NOTE: Use only Blue or Black ballpoint ink on applications Member Data Changes National Membership Program ALAMIS allows Units to make changes to names, address, date of birth and phone numbers online directly. Units cannot mark deceased members. Units will send all Data forms to Department and mark of the Unit has made any changes in ALAMIS. Data Form Data Forms are used to report the following: Name Changes Address changes Decease Members Transfers: When completing the Data Form for a transfer, the Unit information on the top is the NEW Unit information. Transfers Any member wishing to transfer must be in “good standing”. Any member transferring after January 30th will not be in good standing. Dues paid to New Unit, the Unit should:
Request to see the last membership card of the member Collect the member’s current dues Complete all necessary sections of the Member Data Form. Forms must be dated. Do not abbreviate city names Obtain war era of member’s veteran eligibility (needed for Departments records) Complete a membership card and give to the member Send Member Data Form and dues to Department Headquarters with a Unit’s Recap Must be signed by the member and a Unit Officer. Dues paid to “former” Unit, the Unit should: Request to see the current membership card of the member wishing to transfer Issue the member a card from your Unit, and attach the old card to the Data Form Complete all necessary sections of the Member Data Form. In State transfers must be listed and paid for on their OWN Recap Sheet. Out of State transfers must be listed and paid for on their OWN Recap Sheet Data form must be signed by the member and a Unit Officer Only the new Unit can submit a Data Form to transfer a member. If a member transfer out of your Unit you send nothing to Department Headquarters. Payment of Back Dues Due to auditing purposes each Recap Sheet must be accompanied by a check. Instructions for Completing an Individual Member Application Print or type full given name, e.g., Mary Ann Jones rather than Mrs. John Jones. Mark with “X” the appropriate box for Junior (birth — 17 years old) or senior (18 — over) member. Complete home address of applicant as well as telephone number and email address. State the Unit number and location where applicant is applying for membership. State past Unit and ALAID # if past member. Signature of applicant (or legal guardian if under 18). State the name of the person through whom the applicant is eligible for membership. If the person through whom the applicant is eligible for membership is living, he/she must be a current member of The American Legion. Complete the entire line by marking the “living” box, and by stating the person’s Post name, Post number, city, and state. If the person through whom the applicant is eligible for membership is deceased, designate by “X” at “deceased.” Whether living or deceased, mark with “X” the correct period of military service for the person through whom the applicant is eligible. Mark with “X” the appropriate box designating the applicant’s relationship to the veteran. If eligibility is through her own service, mark the “Self” box. Applicant certifies by her signature that the person through whom she is eligible for membership did indeed serve during the period so designated in #8, along with the date on which the application is being certified. If the application is for a junior member, a parent or guardian must sign it. The signature of the Post Officer should be on every application of those applying for membership by reason of relationship to an American Legion member or a deceased veteran. If the Post Officer’s signature cannot be obtained after a reasonable effort, a letter from the Department Adjutant of the Department in which the service relative has his/her American Legion membership will be accepted in lieu of the Post Officer’s statement. A copy of this letter attesting to the relative’s American Legion membership must be attached to the application. If the applicant is eligible in her own right, then the Unit Secretary signs and dates the application. Applicant specifies program(s) in which she is particularly interested.
Applicant checks member benefit(s) on which she would like to receive more information. If a member of The American Legion or American Legion Auxiliary has recruited the applicant, complete this line with the recruiter’s name, Unit/Post, city, and state. List the names and mailing addresses of other eligible individuals who might be interested in membership information from the American Legion Auxiliary.

Instructions to Complete a Recap Sheet Recaps must contain the following information: Transmittal Number: Begin with number 1 each year and number consecutively this helps with research. Unit number The membership year you are paying. This has nothing to do with the date you are remitting the form. If you are paying a year other than current dues year then list that year here. Mark new, renewal, in-state transfer, out of state transfer or rejoin. Do not mix on the same recap. Transfers are renewals! Number of Senior and / or Juniors included with recap. The dollar amount based on number of Seniors and / or Juniors submitted. (Check current Unit Guide for per capita rate) The check number included with recap. Total Amount Paid for this Recap Sheet The date form is submitted. The name and email address of the person completing the recap form. The list of members whose dues are included on the recap. List in alphabetical order BY LAST NAME. Indicate if member is a Senior or Junior The member ID number for each member being paid on the recap form. The same recap is used for back dues. List the year you are paying in # 3. Everything else remains the same.
