   In line with the Scottish Government phase 2 announcement on Thursday 18 June, Scottish Rugby has updated the Return to Rugby
   guidance for clubs and schools. This work has been developed through Scottish Rugby’s Threat Management Group and its specific Return
   to Rugby Clubs & Schools sub-group. This Phase 2 guidance comes into effect from Monday 29 June 2020, and includes key information
   on the following areas:
   Please note that at any time Scottish Rugby’s Return to Rugby guidance could change when updates are received from the Scottish
   Government.

PHASE 2 SUMMARY
   Scottish Government Overview - Phase 2 Summary
   From Friday 19 June:
      •   You can now meet with people from up to 2 other households; 8 person overall limit and need for physical distancing remains.
      •   People should continue to stay in their local area (broadly within five miles) as much as possible and should not travel further for
          leisure or recreation.
   From Monday 22 June:
      •   Face coverings are mandatory on public transport.
      •   Resumption of professional sport in line with public health advice.
   From Monday 29 June:
      •   Outdoor sports courts (including pitches) can re-open.
      •   Playgrounds can re-open.

   What impact does this have on Return to Rugby guidelines:
   From Friday 19 June:
      •   Individuals can now train (non-contact) in groups of max 8 from up to 2 other households, with physical distancing.
   From Monday 29 June:
      •   Outdoor pitches can re-open for individuals to train.

   1.1.     OUTDOOR PITCH RE-OPENING FOR INDIVIDUAL TRAINING
            From Monday 29 June, clubs will be able to open their outdoor pitches (if safe to do so and in line with Scottish Government and
            Scottish Rugby guidelines) for players to undertake training on an individual basis, within maximum groups of 8 from maximum
            2 other households.

            undertaking a risk assessment on your outdoor pitches.
            During this time, indoor areas (including toilets) are to remain closed, in line with Scottish Government Guidance.
            Clubs should be aware that the easing of restrictions does not mean that all facilities/venues can open immediately. Owners/
            operators (e.g. local authorities) require time to consider implications of opening facilities and venues and put plans in place to
            ensure the safety of participants, staff and volunteers.

   1.2.     COVID-19 SAFETY CO-ORDINATORS
            In order to support clubs during phase 2, and to assist the ongoing Return to Rugby process, clubs will be required to nominate
            a Covid-19 Safety Co-ordinator before any activity can take place. The purpose of this role is to oversee public health and safety
            measures across the club, ensuring that the club is operating in a safe manner and adheres to Scottish Government and Scottish
            Rugby guidelines. Further details of this role, including a role description, and the nomination process can be found here.

            An initial webinar will be held on Thursday 2 July at 7pm for all new coordinators. This training will be repeated regularly.

1.3.   PLAYER GUIDANCE
            Clubs are reminded that during phase 2 players cannot participate in traditional rugby activities such as touch rugby or contact
            games due to the physical distancing measures still in place. Players must only undertake individual training activities and
            take responsibility for maintaining physical distancing and strong hand hygiene at all times. Further player guidance can be
            downloaded here.

   1.4.   COACHING
            •    Coaching activities should be age and stage appropriate, with only players aged 16yrs+ provided the opportunity to access
                 pitch space.
            •    Coaches should not deliver training to more than 2 households (or extended households) at any one time or provide coaching to
                 more than 2 households (or extended households) per day.
            •    A maximum of 8 people, including the coach and participants from up to two other households (or extended households), can
                 participate in a session. Physical distancing and hygiene measures must be fully implemented and maintained.
            •    When participating in training or coaching, where possible, avoid touching surfaces and sharing equipment and touching
                 your mouth and face.
            •    Coaches should risk assess and plan appropriately for the session in advance, be aware of responsibilities and be clear on
                 expectations with participants. They should also build in a review period to reflect on effectiveness and safety of the session.

   1.5.   DELAYED RE-OPENING OF OUTDOOR HOSPITALITY AREAS
            As per the Scottish Government announcement on Wednesday 24 June, an indicative date for the re-opening of outdoor
            hospitality areas (e.g. rugby club outdoor bar area) has been set for 6 July. The Scottish Government will issue a further update
            nearer the time.

            Scottish Rugby is working with the Scottish Government to ensure the domestic game can begin a phased return in line with
            its lockdown restrictions easing and aiming to help clubs through this process. Further information on future phases will be
            communicated when appropriate.

   1.6.   SAFEGUARDING
            As government restrictions ease and we gradually move out of lockdown, supporting children and young people to reintegrate
            back into rugby will be a key focus for your club.
            Protection of Vulnerable Groups
            To recap, No PVG = No coaching
            There will be no alteration to the standards we had in place pre-covid 19, therefore PVG’s will still need to be in place for
            designated roles, or new recruits to roles prior to any activity resuming with children and youth teams.
            Scottish Rugby are liaising with Volunteer Scotland Disclosure Service to ensure all PVG applications are processed during this
            time, and will we provide further information shortly.
            Child Protection Officers may wish to recap on their Club Safeguarding Policy and/or refer to the Scottish Rugby Safeguarding
            webpage in advance of any return.
            Post COVID-19
            Experiences of lockdown will have varied significantly for children and young people. Many families may not have had access
            to a garden or a safe space to continue exercising. Rather than home being a safe and secure environment, for some children it
            may have been chaotic and stressful.

It is reported that the number of referrals of domestic abuse and child abuse increased during the lockdown period. There will
            be many children who have heard, seen or experienced some traumatic or difficult events during this time. Coaches and Child
            Protection Officers will have to be alert to the signs and indicators of possible abuse or stress, and be prepared for potential
            disclosures.
            Coaches and CPO’s will know what to do if they observe something that causes them concern or if they are approached with
            a concern, and who they should speak to; but as a reminder, there are many signs and indicators that a child is being harmed.
            Often one of these signs alone is not cause for concern however cumulatively they should form a picture and be taken seriously.
            If a child discloses or you observe any concerns or are told about concerns from someone else, follow the 4 R’s.

   1.7.   WELLBEING
            •   These are uncertain times for everyone with routines disrupted and more people spending time alone.
            •   In these uncertain times it’s important for all of us to try to maintain our mental health as well as our physical health.

            •   If you feel like your mental wellness is worsening, if you feel like you are struggling to stay connected or that you feel more

2. RETURN TO RUGBY ROADMAP
   In the coming days, Scottish Rugby will release a Return to Rugby roadmap which will provide information on how rugby could return over
   the coming months. Aligned to Scottish Government guidelines, the Return to Rugby roadmap will help clubs and schools forward plan
   and provide guidance on what rugby could look like during each phase.
   Scottish Rugby Return to Rugby guidelines will, at times, differ from other counties and sports. This is due to the unique set of circumstances
   we as a community currently face here in Scotland, and the complex nature of returning a close contact sport back safely.
   While we are all eager to return to rugby, the welfare of our friends, family, teammates, communities and protecting the NHS must remain priority.
   We firmly believe that rugby will provide a vehicle for safe exercise and social connection once the government’s phased roadmap is
   implemented. However, we know that public perception about rugby’s ‘readiness’ to return will be critical, and we, as a rugby community,
   will need to work together to build confidence and reassure people that rugby is ready.
   We will work collaboratively with club, school and community representatives and groups to develop guidelines and resources for each
   phase of the return to rugby plan.
   The Scottish Rugby Return to Rugby Phase 2 guidance is aligned to Scottish Government, sportscotland and World Rugby guidelines for
   phase 2 of the routemap for exiting lockdown. Further information on future phases will be communicated when appropriate.

   3. PHASE 2 ADDITIONAL INFORMATION
   3.1.      FACILITIES
              •    On the whole, rugby facilities are to remain closed, including club houses, changing rooms, and gyms.
              •    Pitches can be opened up for individual training use (max group of 8 from no more than 2 households), but this must be
                   managed appropriately with a detailed risk assessment carried out prior. Risk assessment information can be found here.
              •    Where access to an outdoor facility requires passage through an indoor space, a documented risk assessment should be
                   undertaken to ensure physical distancing, hygiene and safety measures are in place to protect participants and staff.
              •    All players must be members of the rugby club / facility and check in and out each time they use the facility.
              •    It is critical that the re-opening of pitches is well planned and carefully managed to ensure that rugby is not responsible for
                   any future outbreaks of Coronavirus (COVID-19).
              •    Any easing of restrictions will be incremental, which will likely result in a phased or partial re-opening of facilities rather
                   being able to fully open at one time. It is expected that, when considered safe to do so, outdoor facilities will reopen before
                   indoor facilities.
              •    We recommend that clubs develop a robust plan for their facility that protects the health and safety of all participants. The
                   plan must be developed in line with current Scottish Government guidance and should be reviewed and updated in line
                   with any changes to the restrictions. Please click this link for further details on this, prepared by sportscotland.

   3.2.      HEALTH, SAFETY & HYGIENE
              •    Ensure usual access to first aid and emergency equipment is maintained. As there is no access to indoor facilities allowed
                   consideration should be made to house first aid equipment externally. Please ensure the first aid equipment has been
                   updated appropriately for the COVID pandemic and first aiders have undertaken appropriate additional training.
              •    Make hand sanitizers or wipes available for use at entrance/exit to venue/facility where possible. Hand sanitiser should be
                   at least 60% alcohol based and detergent wipes are appropriate for the surface they are being used on. Cleaning products
                   should conform to EN14476 standard or any detergent is followed by chlorine releasing agent.

   3.3.      CHECK IN / OUT PROCESS
              •    Anyone accessing club pitches to train must check in and check out.
              •    This is to support the Scottish Government contact tracing process should anyone test positive for Covid-19.
              •    Records should be kept securely by the club and in line with GDPR guidelines (click here for guidance on GDPR and other
                   club development areas )

3.4.       EVENTS & COMPETITIONS
               •   Until further notice, there will be no competitions, events, or large gatherings for the purpose of community rugby. This
                   includes all levels of the club and school game, from Super 6 through to mini rugby.

   3.5.       SCHOOLS & EDUCATION
               •   Scottish Rugby is seeking further guidance from Scottish Government and sportscotland on details of the indicative date
                   for ‘organised outdoor contact sports resuming for children and young people (subject to guidance)’ on the 13 July. Until
                   clarity is sought, we urge everyone in our game to continue to adhere to the current Return to Rugby phase 2 and public
                   health guidance.
               •   Achieving a safe environment to play our sport will help us support schools and communities to provide a platform for
                   physical education.

   3.6.       TRAINING & EDUCATION
               •   During the return to rugby process, Scottish Rugby will provide training and education to key personnel within clubs
                   and schools. Minimum standards will also be set for coaches and referees returning to the game to help ensure Scottish
                   Government policies are adhered to.
               •   This support will be in the form of online resources, webinars and e-learning courses and workshops.
