REQUEST FOR LETTERS OF INTEREST TITLE: COVID HUNGER RELIEF STAFFING & SERVICES Background Pacific Mountain Workforce Council (PacMtn) is the federally designated, strategic workforce development agency serving the five counties of Grays Harbor, Pacific, Lewis, Thurston, and Mason. PacMtn focuses on finding the appropriate workforce solution for both employers and those needing jobs and careers. In aggregate, the PacMtn region has a population of nearly half a million and covers 7000 square miles. Hosting the Capitol County, the workforce development area is a mix of rural and semi-urban economies. Six primary sectors drive the regional economy and while each county differs from each other in their demographics and needs, years of deliberate attention to regionalism have yielded many successful initiatives. Partnerships with businesses and community members are key to PacMtn’s success. The Washington State Department of Commerce is contracting with the Pacific Mountain Workforce Council (PacMtn) along with other Washington state workforce councils for staffing placement services, including the funding for wages/stipends, applicable benefits, and necessary training in foodbank and senior nutrition programs to address elevated food insecurity. Hunger Relief Staffing & Services funds support food program services and operations in response to the Coronavirus and its impacts. Eligibility Successful Respondents to this Request for Information will have a WA State business license. Basic eligibility criteria includes but is not limited to: All food program sites must meet the CDBG low and moderate (LMI) National objectives. At least one of these: a) Serves a place ( Census Block Group, City, County or Census designated place) whose population is listed at least 51% LMI in HUD data or via HUD Interactive Map b) Collects household income, self-certifications from food program users to document at least 51% meet the LMI criteria c) Exclusively serves the elderly, severely disabled adults, homeless and/or other special groups (Homeless, abused children, illiterate adults, battered spouses, persons with AIDS and/or migrant farm workers) who are determined by HUD as principally LMI presumed Benefit Populations d) Completes the COVID 19 Food Program CDBG LMI National Objective LMI Limited Clientele Nature and Location request form For general information about the COVID Hunger Relief Staffing & Services Funding, please visit the program dashboard: https://tinyurl.com/CDBG-HungerRelief. 1 | Pa g e
Definitions: Food Program(s) Services: 05W Food Banks 24 CFR 570.201(e) or 42 USC 5305(a)(8) + 24 CFR 570.482(c)(2) Costs associated with the operation of food banks, community kitchens, and food pantries, such as staff costs. Senior Nutrition Program(s): O5A Senior Services 24 CFR 570.201(e) or 42 USC 5305(a)(8) + 24 CFR 570.482(c)(2) Services for the elderly. 05A may be used for an activity that serves both the elderly and persons with disabilities provided it is intended primarily to serve the elderly or another special group (homeless, abused children, illiterate adults, battered spouses, persons with AIDS, and/or migrant farm workers) determined by HUD as principally LMI Presume Benefit populations. To register, please send a request including attendee name and organization 3:00 p.m. PST to contracts@pactmtn.org May 28, 2021 Deadline for submission of Letters of Interest 5:00 p.m. PST PacMtn review of submissions completed June 1, 2021 Respondents notified of Respondent Short List and invitation to interview NLT June 4, 2021 On-line video interviews of Short-Listed Respondents June 14-18, 2021 CONDITIONS PacMtn is seeking letters of interest from eligible organizations to fund at least 17 positions between June 2021 to December 2022. The total funding available is $500,000 that will be used to partner with five to ten eligible organizations. Submit the following by May 28, 2021 in order to be considered. • Documentation on how the organization meets the eligibility requirements • Summary of how the pandemic has impacted your ability to conduct the food program • Number and type of positions needed to support the program 1) PacMtn will select the Letters of Interest deemed most qualified to achieve the Committee’s overall objectives. 2) PacMtn will not reimburse responding firms or individuals for any expenses incurred preparing responses to this request or for attending any meetings or conferences prior to a final award and completion of contract negotiations. 3) PacMtn at its sole discretion, may choose to interview, negotiate, or contract with any pre- screened respondent. 4) PacMtn reserves the right to reject any Letter of Interest for failure to meet the requirements contained herein, to waive any technicalities, and to select the Letters of Interest which, in PacMtn’s judgment, best meet the requirements described in this RFI. Submission and Letter of Interest Format Letters of Interest will include two parts: 1. A completed Cover Letter form (attached) 2. Letter of Interest Narrative, not exceeding 2 pages should describe your: interest and qualifications 3.
