Part 1 Sporting Regulations 1. Introduction The series ADAC Opel Rallye Cup will be run in compliance with the provisions of the International Sporting Code and its appendices and the DMSB National Sporting Regulations. It will take place in compliance with the Sporting Regulations of the series and the Technical Regulations of the series which comply with the safety prescriptions of FIA Appendix J (Articles 253 and/or 277). The competitions will take place in compliance with the DMSB Event and Rally Regulations unless stipulated otherwise in the following or in the Supplementary Regulations issued by the corresponding organiser. The series is supported by the following organisations/ companies: Adam Opel AG 2. Organisation 2.1 Titles and Championships of the Series The ADAC e.V., hereinafter referred to series organiser, organises the ADAC Opel Rallye Cup for the year 2015. 2.2 Name of the parent ASN DMSB – Deutscher Motor Sport Bund e.V. 2.3 ASN Visa/ Number of Approval The series based on these Sporting and Technical Regulations has been approved by the Deutscher Motor Sport Bund on 9 February 2015 with reg.-no. 441/15. 2.4 Name of the Organiser/ Promoter, Address and Contacts (permanent Rally Office) ADAC e.V. Provisions and Legal Basis of the Series This series is governed by the following provisions: • FIA International Sporting Code (ISC) with appendices • DMSB Event Regulations • DMSB Rally Regulations • DMSB Judicial Rules and Code of Procedure (RuVO) • FIA Judicial and Disciplinary Rules • Resolutions and Provisions issued by the DMSB • DMSB Environmental Guidelines • Anti-Doping Code of the National and International Anti-Doping Agencies (WADA/NADA- Code) as well as the FIA Anti-Doping Regulations • Sporting and Technical Regulations of this Series with DMSB approved modifications and supplements (Bulletins) • Supplementary Event Regulations with modifications and supplements, if any • German Road Traffic Regulations (StVO) 3.1 Official Language German. Only the German text of the DMSB approved regulations is binding. 3.2 Responsibility, Modifications of the Supplementary Regulations, Cancellation of the Event (1) Participants (= competitors, drivers, co-drivers, passengers, vehicle owners and registered keepers) take part in the event at their own risk. They bear the sole responsibility under civil and criminal law for any damage caused by them or by the vehicle used, if no exclusion of liability is agreed pursuant to these Regulations.. ___________________________________ ADAC Opel Rallye Cup – Regulations 2015 6
(2) As a principle, the Regulations may only be modified by the approving body. From the beginning of the event, modifications may only be applied in the form of Bulletins issued by the Stewards of the Event but solely if regarded necessary for reasons of safety and/or force majeure or upon instruction of the authorities, or if related to information given in the Supplementary Regulations on track distances, race duration, number of laps and officials/marshals or to obvious mistakes in the Supplementary Regulations. (3) The organiser reserves the right to cancel or to postpone the event or single competitions for the aforementioned reasons, subject to the approval of the corresponding ASN and the FIA insofar as the calendar is concerned. Claims for compensation or performance are excluded in this case. 3.3 General Definitions N/A 4. Entries 4.1 Registrations/Entries, Entry Closing Date and Obligation to Participate The competitor and/or driver/co-driver must submit the application for registration in the ADAC Opel Rallye Cup until the 9 February 2015 by using the form provided by the series organiser “Application for registration”. The series organiser reserves the right to accept late applications. As a principle, the number of participants in the ADAC Opel Rallye Cup 2015 is limited to 38 drivers/vehicles. The completely filled in and signed application must be sent to the following address: ADAC e.V. Attn.: Mr. Frederic Elsner Ressort Motorsport Hansastrasse 19 D - 80686 München The application for registration shall be deemed accepted upon receipt of the complete registration form as well as the registration fee and after written confirmation by the organiser. Only after this confirmation will the drivers be entitled to score points and receive prize money. The organiser reserves the right to reject a registration, indicating the reasons. Eligible in the ADAC Opel Rallye Cup 2015 are only drivers who are duly registered with the organiser in compliance with the registration conditions and with an Opel ADAM Rallye Cup vehicle. The ADAC Opel Rallye Cup organisation reserves the right to release competitors/ drivers for special reasons from these conditions for single races. With the submission of the “Application for Registration”, competitors and drivers/co-drivers instruct and authorise the series organiser to submit entry forms on their behalf for those competitions which form part of the ADAC Opel Rallye Cup (block entry). With the registration, the competitor and/or driver/co-driver undertake to participate in all the qualifying events, except in a case of force majeure. ___________________________________ ADAC Opel Rallye Cup – Regulations 2015 7
4.2 Entry Fees for the Season and per Event The registration fees/entry fees as well as a deposit, if applicable, must be paid as specified on the “Application for Registration”. The following registration fees/ entry fees must be paid by the team: For each participating vehicle, a registration fee at the amount of 3,800 € (VAT to be added) must be paid to the ADAC. The fee for registrations after the 9th of February 2015 is 4,800 € (VAT to be added), provided that the application for registration is accepted by the series organiser after the registration closing date. The registration fee is payable together with the “Application for Registration”. Should a competitor/ driver fail to participate in the series or in single series competitions despite being registered, he/she has no claim for refund of the entry fees. (The right of withdrawal from the entry contract (refund of entry fees) is stipulated in the DMSB Event Regulations Article 13). All the accepted participants will receive a written confirmation of their registration. The series organiser reserves the right to refuse “Applications for Registration”, indicating the reasons. 4.2.1 Services included in the Registration Fees Drivers and co-drivers who participated in the ADAC Opel Rallye Cup already in the years 2013 and/or 2014 and who are confirmed for registration by the series organiser will receive the following services upon confirmation of their registration: • The entry fees to all qualifying rounds of the ADAC Opel Rallye Cup 2015 • Team wear for driver and for co-driver • Admission to the hospitality for 4 persons during the season. Drivers and co-drivers who participate in the ADAC Opel Rallye Cup for the first time and who are confirmed for registration by the series organiser will receive the following services upon confirmation of their registration: • The entry fees to all qualifying rounds of the ADAC Opel Rallye Cup 2015 • One ADAC Opel Rallye Cup overall for driver and one for the co-driver (in compliance with the current FIA prescriptions) • Team wear for driver and for co-driver • Service tent and floor cover • Admission to the hospitality for 4 persons during the season. 4.3 Start Numbers The teams will receive permanent start numbers for the complete season from the series organiser. ___________________________________ ADAC Opel Rallye Cup – Regulations 2015 8
5. Licences 5.1 Required Grade of Licence a) Drivers Eligible are drivers holding an International DMSB Competitor and Driver Licence grades A, B, C, D valid for the year 2015, registered for the ADAC Opel Rallye Cup and having paid the registration fees. Eligible are drivers holding a National Competitor and Driver Licence grade A issued by the DMSB and/or a National EU professional licence issued by the DMSB or by another ASN and valid for the year 2015, registered for the ADAC Opel Rallye Cup and having paid the registration fees. Foreign competitors/drivers holding an International or a corresponding National Licence are eligible to participate in the events but they are not eligible to score any points in the ADAC Opel Rallye Cup 2015 and/or to receive prize money. Registered participants shall move up in the classification for the allocation of points and/or prize money in the ADAC Opel Rallye Cup 2015. Competitors/drivers holding an EU professional licence issued by the DMSB or by another ASN affiliated to the FIA are eligible to score points and receive prize money in the ADAC Opel Rallye Cup. The drivers may not have been FIA or ASN priority drivers in the previous two years. Classified are solely ADAC members with a DMSB licence. b) Co-drivers Eligible are co-drivers holding an International Competitor and Driver Licence grades A, B, C, D issued by the DMSB or by another ASN affiliated to the FIA and valid for the year 2015, registered for the ADAC Opel Rallye Cup and having paid the registration fees. Eligible are co-drivers holding a National Competitor and Co-driver Licence grade A issued by the DMSB or by another ASN of the EU affiliated to the FIA and/or of grade C/C Plus issued by the DMSB, registered for the ADAC Opel Rallye Cup and having paid the registration fees. Co-drivers with a valid licence issued by the DMSB or by another ASN affiliated to the FIA are not eligible to score points and/or receive prize money in the ADAC Opel Rallye Cup. c) Competitors Competitors wishing to register with the drivers must be in possession of an International Commercial or international Club Competitor Licence issued by the DMSB or by another ASN affiliated to the FIA and valid for the year 2015 and have paid the registration fees. Sponsors or patrons wishing their name to appear in addition to the driver’s name in the official programme as well as in the entry, start and result lists without simultaneously assuming the competitor’s responsibility may apply for a “DMSB Sponsor Card for companies, clubs, teams” (only applicable for DMSB approved events with the exception of FIA championship events and of International Series in Germany). ___________________________________ ADAC Opel Rallye Cup – Regulations 2015 9
d) Guest Teams The ADAC Opel Rallye Cup series organiser may admit guest teams with a valid International Competitor’s and Driver’s licence or with a valid National Licence grade A or a valid National Licence grade C/C Plus for Co-drivers for its qualifying events. They may take part without being eligible to score points and/or receive prize money provided that they comply with the conditions of the applicable Supplementary Event Regulations. Priority in the acceptance of entries will be given to the registered participants Registered participants shall move up in the classification for the allocation of points and/or prize money. The organiser/ series organiser may refuse a guest driver/s, indicating the reasons. The guest driver/s as well as their co-driver/s undertake to wear the official ADAC Opel Rallye Cup overalls and/or the official ADAC Opel Rallye Cup team wear during the event. e) Age Regulations In compliance with the valid DMSB Licence Regulations. 5.2 Conditions for Competitors outside their National Territory Foreign competitors/ drivers/ co-drivers are required to obtain the start permission of their parent ASN as stipulated in Art. 3.9.4 of the ISC. For events with the status National A (NEAFP), solely DMSB licence holders or holders of a National EU professional licence issued by a foreign ASN are eligible for the classification. Other licence holders of another ASN affiliated to the FIA are eligible to participate but may not score points for this series. 6. Insurance, Liability Exclusion and Disclaimer 6.1 Organiser’s/ Promoter’s Insurance In compliance with the DMSB Event Regulations Art. 35. 6.2 Liability Exclusion of Competitor, Driver and Co-driver (Competitor, Driver and Co- driver = Participant) Participants take part in the event at their own risk. They bear the sole responsibility under civil and criminal law for any damage caused by them. They waive any claims or rights to pursue action for damages in connection with the event against: • the own participants (barring any other special agreements between the participants!) and assistants, • the other participants respectively, the owners and registered keepers of all vehicles participating in the event (as far as the event takes place on a permanent or temporary closed track) and their assistants, • the FIA, the DMSB, the DMSB affiliated and member organisations, the DMSW GmbH, their presidents, executive bodies, managing directors, secretaries general, staff and members, • the ADAC e.V., the ADAC district/regional clubs, the ADAC local clubs and the corporations associated with the ADAC, their presidents, executive bodies, managing directors, secretaries general, staff and members, ___________________________________ ADAC Opel Rallye Cup – Regulations 2015 10
• the ADAM Opel AG, the companies of the Holzer Group (Performance GmbH, RPC GmbH, AT Auto + tuning GmbH and HHR GmbH), their presidents, executive bodies, managing directors, secretaries general, • the promoter/series organiser, • the Organiser, the officials and marshals, circuit owners, legal entities of the government agencies, racing services and all other persons involved with the organisation of the event, • the organisation responsible for the construction and maintenance of roads and any agents or other persons employed to perform an obligation on behalf of the above persons and entities as well as their members. The liability renunciation does not apply for damages or harm to life, body or health or any other damage resulting from the deliberate or negligent breach of duty, and not for any other damage resulting from the breach of a material contractual obligation committed by the group of persons released from liability. In the case of damages resulting from a slightly negligent breach of duty of a material contractual obligation, the liability for financial loss and for damage to property is limited to the typical foreseeable damage. The disclaimer applies to claims for any legal reason whatsoever, so in particular to claims for damages based on contractual and non-contractual liability and to claims from tortuous acts. Implied exclusions from liability shall remain unaffected by the above non-liability clause. With the submission of the entry form, the participants understand that there is no insurance coverage within the framework of the motor traffic insurance (automobile liability, physical damage insurance, car occupant accident insurance) for any damages sustained during an event that is based on the achievement of maximum speeds. They undertake to also inform the owner and registered keeper of the race vehicle hereof. If an injury occurs or is detected during an event or in the case of health detriment which could temporarily or permanently call into question the fitness to participate in motor sport events, the undersigned – under consideration of the possible safety risk which might result not only for him/her but also for third parties – releases all treating doctors from their duty to treat medical record confidentially amongst each other and with regard to the clerk of the course, the chief rally doctor, the stewards, the chief medical officer, the DMSB doctors, co-ordination automobile sport (DMSB) and the insurance claims administration. I agree to the storage, transmission and administration of my personal data in accordance with the DMSB Data Protection Provisions, under consideration of the German Data Protection Act. I have at all times the possibility to request information from the DMSB Data Protection Officer on these data and/or to make use of my right of objection. The data protection provisions are available under www.dmsb.de and/or from the organiser on-site. 6.3 Release from Claims of the Vehicle’s Owner The vehicle owner agrees with the participation of the vehicle specified on the entry form in the event (= untimed and timed practice, qualifying, warm-up, test and reconnaissance/inspection laps, races, heats, special stages to achieve maximum speeds or shortest driving times) and confirms to waive any claims or rights to pursue action for damages in connection with the event against • the own participants and assistants, ___________________________________ ADAC Opel Rallye Cup – Regulations 2015 11
• the other participants respectively, the owners and registered keepers of all the vehicles participating in the event (as far as the event takes place on a permanent or temporary closed track) and their assistants, • the FIA, the DMSB, the DMSB affiliated and member organisations, the DMSW GmbH, their presidents, executive bodies, managing directors, secretaries general, staff and members, • the ADAC e.V., the ADAC district/regional clubs, the ADAC local clubs and the corporations associated with the ADAC, their presidents, executive bodies, managing directors, secretaries general, staff and members, • the ADAM Opel AG, the companies of the Holzer Group (Performance GmbH, RPC GmbH, AT Auto + tuning GmbH and HHR GmbH), their presidents, executive bodies, managing directors, secretaries general, • the promoter/series organiser, • the Organiser, the officials and marshals, circuit owners, legal entities of the government agencies, racing services and all other persons involved with the organisation of the event, • the organisation responsible for the construction and maintenance of roads and • any agents or other persons employed to perform an obligation on behalf of the above persons and entities as well as their members. Events 7.1 Calendar of the Series (provisional dates, where applicable) 06. – 07.03.15 ADAC Saarland-Pfalz Rallye 17. – 18.04.15 ADAC Hessen Rallye Vogelsberg 15. – 16.05.15 S-DMV Thüringen Rallye 07. – 09.08.15 ADAC Cosmo Rallye Wartburg 20. – 23.08.15 ADAC Rallye Deutschland (World Rally Championship, two qualifying rounds) 04. – 05.09.15 ADAC Ostsee Rallye 23. – 24.10.15 ADAC 3-Städte-Rallye * Subject to changes Division 8 will be included in all the ADAC Rallye Masters rounds which are not part of the ADAC Opel Rallye Cup calendar. Solely registered participants (drivers) with an Opel ADACM Cup vehicle may participate in these events. The payment of the corresponding event entry fee in due time is a condition for participation. The sticker identification applicable for the ADAC Opel Rallye Cup must be respected for these events of the ADAC Rallye Masters. ___________________________________ ADAC Opel Rallye Cup – Regulations 2015 12
7.2 Eligible Vehicles Eligible to participate in the ADAC Opel Rallye Cup are only vehicles which comply with the technical prescriptions in these Regulations. Vehicles Admitted and Division into Classes Opel ADAM Rallye Cup version. 7.3 Running of the Competitions As a principle, the provisions of the DMSB Rally Regulations are applicable with the following specifics. 7.3.1 General As a standard, each event will run over 2 days. First day: § Administrative checks § Reconnaissance of the special stages § Scrutineering § Optionally one spectator stage (run in loops) and/or max. 2 sections with 2 / 3 special stages respectively § The special stage distance of Leg 1 must be at least 10% of the total special stage distance of the event. The restart list for Leg 2 will be drawn up on basis of the overall classification after Leg 1. § The competitive part of the first day (Leg 1) must normally be completed until 24h00. § A restart to Leg 2 is possible upon registration and reseeding in the start list, subject to passing scrutineering and entering the parc fermé at the time indicated. Second day: § Competitive part including one Power Stage § The additional points of the Power Stage will exclusively be eligible for the ADAC Opel Rallye Cup The maximum special stage distance at each event shall normally be minimum 120 km and maximum 160 km. A central and continuous service park is compulsory. The waiting times for the teams in front of special stages in loops and with group starts shall be kept as short as possible. The competitive part of the event should be completed until 18h00 on the second day. The organisation of a Shakedown is at the organiser’s discretion. The following infringements of participants will be reported to the Stewards: § Prohibited reconnaissance of a special stage § Misbehaviour in case of an accident § Failure to respect the yellow flag § Speeding in the service parc § Inappropriate conduct ___________________________________ ADAC Opel Rallye Cup – Regulations 2015 13
7.3.2 Official Dates Obligatory dates (such as official drivers/team briefings) on the event weekend, if applicable, will be notified to the participants as early as possible in writing or through posting on the Cup Village of the ADAC Opel Rallye Cup. The series coordinator may apply a fine for non- attendance or late arrival. In case of recurrence, exclusion from the Cup may be pronounced. Throughout the entire duration of the event, all participants must at all times wear either the official ADAC Opel Rallye Cup overall or the official team wear. 7.3.3 Prizegiving There will be one prizegiving ceremony at each event. Any exceptions will be communicated in advance by the organiser/ series organiser. All drivers and co-drivers in the top ten overall at an event undertake to take part in the prizegiving ceremony. The organiser/ series organiser reserves the right to release competitors/ drivers at single events from this obligation in special cases. Participants finishing in the top ten in the ADAC Opel Rally Cup at the corresponding ADAC Opel Rallye Cup event undertake to wear the official ADAC Opel Rallye Cup team wear during the prizegiving ceremony. Failure to comply will result in a fine at the amount of 100€ for the corresponding driver and/or co-driver which must be paid to the DMSB. The prize money for participants finishing in the top ten in the ADAC Opel Rallye Cup at an event will be paid by bank transfer to the bank account specified in the registration in the following calendar week. 7.3.4 Service Park The areas in the service park will be centrally allocated by the organiser/ ADAC Opel Rallye Cup series organiser. The presentation of the working tents and of the racing series must at all times comply with a professional standard. With the delivery of the tents, each team will receive six side panels. One of these side panels is painted black at the outside and yellow with the Cup logo at the inside. In order to ensure a uniform presentation, all teams undertake to use this side panel exclusively on the short side (3-metres-side) in the rear part of the tent. 8. Classification 8.1 Classification and Scale of Points A separate classification for the ADAC Opel Rallye Cup will be prepared at the events of the ADAC Rallye Masters. Points and prize money will exclusively be allocated to the drivers of a team who have actually driven the rally special stages (1st driver) and who are in possession of a valid DMSB licence or a National EU professional licence issued by an ASN affiliated to the FIA. The participants will furthermore be eligible in the division classification of the ADAC Rallye Masters. The division classification is not incorporated in the overall classification of the ADAC Rallye Masters but it is administrated completely independently. not considered for the ADAC Opel Rally Cup classification. The allocation of points is based on the official result list. 8.1.1 ADAC Opel Rallye Cup Classification The classification of the ADAC Opel Rallye Cup will be based on the official results of the organiser. Moreover, the registered driver of the ADAC Opel Rallye Cup who achieves the greatest number of fastest special stage times will be allocated 5 bonus points in addition. Should two or more drivers achieve same numbers of fastest special stage times, all these drivers will be allocated the bonus points. 8.1.2 ADAC Opel Rallye Junior Cup Classification A special classification for drivers up to and including 27 years (born in 1988 and younger) will be established within the ADAC Opel Rallye Cup. These drivers will be included both in the ADAC Opel Rallye Cup overall classification and in this special classification, the ADAC Opel Rallye Junior Cup. The ADAC Opel Rallye Junior Cup classification for the junior drivers (born in 1988 and younger) will be drawn from the overall classification of the ADAC Opel Rallye Cup. Additional or bonus points will be not allocated in the ADAC Opel Rallye Junior Cup. 8.2 Dead Heat In the event of a dead heat (ex-aequo), the order shall be according to the greater number of first places, then second places and, if applicable, further places achieved in all the rallies of the ADAC Opel Rallye Cup of the current season. In the event of a further tie, the better result in the last qualifying round will decide. 9. Administrative Checks The following documents must be presented by the driver/competitor: • Competitor and/ or Sponsor licences • Driver and co-driver licences • Driver and co-driver ID card / passport • Driving licences (driver/ co-driver) • Medical aptitude form • ASN permit for foreign participants (if applicable) • Completion of all details in the entry form • Insurance confirmation • National car licence, liability insurance proof • Agreement of the vehicle owner (if driver is not the owner of the vehicle) ___________________________________ ADAC Opel Rallye Cup – Regulations 2015 15

Scrutineering/Technical Checks The drivers or their representatives must present their competition car and the compulsory driver’s safety equipment at scrutineering. The car must be presented in the configuration as it will be used in the competition (including start numbers) and it must comply with the applicable technical regulations. The following vehicle documents must be submitted: • Registration document or motor vehicle registration certificate Part I. • Homologation form for catalytic unit • Certificate for rollover structure • Vehicle passport (KFP) • SOS/OK Board, size at least DIN A3 10.1 Repair, Sealing and Marking of Vehicle Parts In accordance with 2.2 of the Technical Regulations. 10.2 Scrutineering before the Event and Final Scrutineering: Place and Time In accordance with the Supplementary Event Regulations. 11. Fuel 11.1 Type of Fuel and Single Fuel, if applicable See Technical Regulations Art. 1.12. as well as DMSB Rally Regulations, V1 Art. 58. 11.2 Fuel Checks Fuel samples may be taken by the scrutineers at any time during an event. The DMSB guidelines are applicable for taking fuel samples. See also Technical Regulations Art 1.12. 12. Refuelling and Procedures The provisions of the DMSB Rally Regulations, V1 Art. 58, are applicable. 13. Controls The provisions of the DMSB Rally Regulations, Art. 31, are applicable. 14. Running of the Event See Supplementary Event Regulations as well as Rally Guide. 15. 16. Title, Prize Money and Trophies 16.1 Overall Winner’s Title The title „ADAC Opel Rallye Cup-Sieger 2015“ will be awarded to the team who has scored the highest number of points after all the qualifying events of the ADAC Opel Rallye Cup. The title „ADAC Opel Rallye Junior Cup-Sieger 2015“ will be awarded to the team who has scored the highest number of points after all the qualifying events of the ADAC Opel Rallye Junior Cup. For administrative reasons, VAT can only be paid out if the ADAC e.V. has received a confirmation of the competitor and/or of the driver/team with regard to its/his/her domestic business activity until 15 October 2015 at the latest. Outstanding claims for payment, if any, on driver/team/competitor on the part of ADAC e.V. of Adam Opel AG, of the official supplier of the series, of the spare part supplier and/or of the organiser may be offset against the prize money. The top ten participants in the annual final overall classification of the ADAC Opel Rallye Cup 2015 will receive trophies. The top three participants in the annual final overall classification of the ADAC Opel Rallye Junior Cup 2015 will receive trophies. 16.3 Promotion of Young Drivers ADAC Opel Rallye Junior Team 2016 In the season 2016, ADAC e.V. and Adam Opel AG will pursue the promotion of young drivers in the ADAC Opel Rallye Junior Team in class R2. The top three and, as the case may be, additional talented drivers from the ADAC Opel Rallye Junior Cup 2015 will be invited for participation in an evaluation session at the end of the season. The driver for the ADAC/Opel promotion of young drivers’ programme 2016 will be finally selected in this evaluation session. 17. Advertising 17.1 Advertising on the Team Equipment (Driver/Co-driver) The following advertising prescriptions are mandatory for the drivers’ equipment: See attachment 1. ADAC e.V. and Adam Opel AG have the right to use spaces for the display of patches on the drivers’ equipment for their own advertising and/or for the advertising of series’ partners. The official sponsor patches must be placed as stipulated in the attachment 1 and not be modified. All patches must be fixed with non-inflammable threat (Nomex) (see DMSB Yearbook, blue part). The official sponsor areas in compliance with attachment 1 must be respected. No other sponsors of the participants shall be displayed in these areas. All other areas on the driver’s overall may be used by the participants. A minimum distance of 10 mm to the official sponsor areas must however always be respected. The official ADAC Opel Rallye Cup overall as supplied must always comply with the aforementioned conditions during all ADAC Opel Rallye Cup events, during official tests/ test events, at exhibitions and on photo and video materials. The correct fitting of the series sponsors will be checked at scrutineering. The drivers and co-drivers must wear the official ADAC Opel Rallye Cup team wear at all times during the event. The advertising prescriptions applicable for the team wear are stipulated in the attachment 2. ___________________________________ ADAC Opel Rallye Cup – Regulations 2015 18
17.2 Advertising and Start Numbers on the Vehicle (see Technical Regulations Art. 1.10) ATTENTION: Any deviations from the FIA/DMSB regulations are subject to a waiver issued by the DMSB. See attachment 3. The FIA/DMSB prescriptions for start numbers and advertising on the vehicles are applicable (DMSB Yearbook, blue part). ADAC e.V. and Adam Opel AG have the right to use spaces for the display of stickers on the rally vehicles for their own advertising and/or for the advertising of series’ partners. The mandatory layout for the stickers is stipulated in the attachment 3. The areas in which official sponsors shall appear must be single-coloured. A contrast of the sponsor logos to the background colour must be ensured. The official sponsor areas as specified in the attachment 3 must be respected. A minimum distance of 30 mm between the official sponsor areas of ADAC e.V. and/or Adam Opel AG and the team’s own sponsors must however always be respected. All spaces which are not defined as official sponsor areas are available for the participants. The advertising on the vehicles must comply with the aforementioned conditions at all times during the ADAC Opel Rallye Cup events, the official tests/ test events, at exhibitions and on photo and video materials. Solely the series stickers supplied by ADAC e.V. and Adam Opel AG may be used. Before the season, each participant will be provided with two complete sets of series sponsors. Any additional requirements will be charged to the participants at cost price. The correct fixation of the series stickers will be checked at scrutineering. 17.3 Identification of the Service Cars See attachment 4. ADAC e.V. and Adam Opel AG have the right to use spaces for the display of stickers on the service vehicles for their own advertising and/or for the advertising of series’ partners. The mandatory layout for the stickers is stipulated in the attachment 4. Solely the series stickers supplied by ADAC e.V. and Adam Opel AG may be used. A minimum distance of 30 mm between the official sponsor areas and the team’s own sponsors must however always be respected. 18. Protests and Appeals The FIA International Sporting Code, the DMSB Event Regulations as well as the DMSB Judicial Rules and Code of Procedure (RuVO) are applicable for protests and appeals. Exclusion of Jurisdiction and Limitation of Liability (1) The right to take legal action is excluded in cases of decisions taken by the FIA, the DMSB, their jurisdictions, the stewards, the series organiser or the organiser as judge in terms of § 661 German Civil Code. (2) No claim for compensation of whatever kind may be derived from actions and decisions of the DMSB or its jurisdiction or of DMSB representatives or the series organiser, except in the case of a damage caused on purpose or by gross negligence. 20. Acceptance of the Regulations With the signature on the “Application for Registration” each competitor and driver/co-driver of the ADAC Opel Rallye Cup confirms the acceptance of these Regulations in combination with the DMSB provisions and the FIA International Sporting Code and appendices. 21. Place of Jurisdiction As far as there is no exclusion of taking legal actions and claims against the ADAC e.V., the Adam Opel AG and/or their partners/sponsors are asserted and a jurisdiction clause pursuant to § 38 ZPO is admissible, the corresponding registered business address of ADAC e.V., Opel and/or their partners/sponsors is herewith agreed as place of jurisdiction. 22. TV Rights/ Advertising and Television Rights All the copyright and picture rights lie with ADAC e.V. and Adam Opel AG, including the pictures which are adopted by television broadcasts on the ADAC Opel Rallye Cup. All television rights of the ADAC Opel Rallye Cup, including terrestrial broadcast as well as cable and satellite television broadcast, all video rights and all rights on the use of the complete electronic media, including internet, lie with ADAC e.V. and Adam Opel AG. Any kind of recording, broadcast, repetition or reproduction for commercial purpose without written agreement of ADAC e.V. and Adam Opel AG is prohibited. ADAC e.V., Opel as well as any persons and/or companies appointed by them have the right to use all the logos and stickers of the driver’s and/or the competitor’s sponsors, all the pictures and representations of the participating vehicles, the names of driver and competitor as well as all the pictures and representations of the driver, the competitor and their equipment (including team and driver wear) for the production of games about the series, for the promotion of the series or of single elements. All the copyright and picture rights are owned by ADAC e.V. and Opel, including the images adopted from television broadcasts of the series, if applicable. It is specifically reminded that no advertising may be placed within the recording range of the onboard cameras. ___________________________________ ADAC Opel Rallye Cup – Regulations 2015 20
It is prohibited for the participants to place advertising boards (onboard plates) with private sponsors inside the car. The official ADAC Opel Rallye Cup logo may not be used in whatever kind for video publications of third parties (including participants) without the previous consent of the Cup organisation. The following specific information relating to the participants may be used in video publications (including onboard recording): • Competitor name including competitor logo • Names of driver and co-driver • Name of the official sponsor (sponsor with official Sponsor Card) It is permitted to integrate the aforementioned information graphically. The insertion must, however, not have an official character. Participants registered in the ADAC Opel Rallye Cup 2015 will receive, upon request, from ADAC e.V. and Opel the rights to use television material, if any, for exhibitions and internal use without having to pay any fee for the rights but upon payment of the technical costs. For any rights for the use by sponsors, advertisers or for any other kind of commercial use a written application must be submitted to ADAC e.V. and Opel. A fee for the use of the rights may apply. During all official events in which the ADAC Opel Rallye Cup 2015 participates (recce, shakedown and special stages), the installation of image and sound recorders (e.g. TV cameras, digicam, etc.) in the rally cars is subject to the approval of ADAC e.V. and Opel. Their installation must be checked and approved by the scrutineers at scrutineering. This does not apply to cameras for possible television materials which may be fitted as agreed between ADAC e.V., Opel and the scrutineer. Any such images are solely available for use by ADAC e.V. and Opel. 22.1 Use of Logos and Titles of the ADAC Opel Rallye Cups The reproduction and the use of ADAC and Opel logos as well as of the official ADAC Opel Rallye Cup logo is prohibited for all competitors, teams, driver and any person in connection with them. The use of names and/or titles registered by ADAC and Opel is likewise prohibited, with the exception of the title “ADAC Opel Rallye Cup”. The use if the title “ADAC Opel Rallye Cup” is only permitted with the previous approval issued by ADAC e.V. and Opel. Moreover, the full title “ADAC Opel Rallye Cup” must at all times be specified for all materials produced by competitors, teams, drivers, co-drivers and all the persons associated with them. Only the ADAC Opel Rallye Cup logo approved by ADAC e.V. and Opel may furthermore be used. 23. Part 2 Technical Regulations 1. Technical Series Regulations 1.1 Summary of the Eligible Groups/ Classes ADAC Opel Rallye Cup 1.2 Principles of the Technical Regulations in conformity with: • Art. 253 of the Appendix J (FIA ISC) • ADAC Opel Rallye Cup Technical Regulations • General regulations, definitions and clarifications with regard to technical regulations (DMSB Yearbook, blue part) • These Technical Regulations • Tyre prescriptions in accordance with Appendix IV of the DMSB Rally Regulations 2015 • DMSB approved Technical Bulletins issued by ADAC e.V. and Opel Motorsport • Service guidelines and spare part list of the ADAC Opel Rallye Cup 2015 1.3 General/ Preamble ADAC e.V. and Adam Opel AG will appoint a permanent Scrutineer for the ADAC Opel Rallye Cup 2015. Anything which is not specifically allowed by the present regulations is prohibited. Permitted modifications must not result in any illegal modifications or infringements of the regulations. The participant is at all times responsible for the conformity of its vehicle with the Technical Regulations. 1.4 Driver’s and Co-driver’s Equipment The wearing of overalls homologated to the FIA 8856-2000 standard as well as of underwear (with long sleeves and legs), balaclava, socks, shoes and gloves in compliance with the FIA prescriptions is compulsory. Badges sewn onto the overalls of FIA 8856-2000 standard (Bulletin 384); the following must be respected for the fixation of badges (e.g. advertising badges) onto the overalls of the FIA 8856-2000 standard: • The backing material or threat (e.g. Nomex threat) used for the affixing the badges to the FIA approved overalls must be flameproof (see Appendix 1 of the FIA 8856-2000 standard for detailed requirements and instructions for use). • The complete lower layer of the badge backing material. i.e. the area which is in contact with the outermost layer of the overall, must also be made of flameproof material, e.g. Nomex, and be in conformity with the standard ISO 15025. It is furthermore recommended that all the other components of the badge are also made of flameproof material. DMSB Note: The text that the thread used for affixing the badge shall be switched onto the outermost layer only was cancelled. ___________________________________ ADAC Opel Rallye Cup – Regulations 2015 22
This means that it is now also permitted to affix the badges by switching through all existing layers of the overalls by using flameproof threat. This was previously only permitted onto the outermost layer of the overall. The aforementioned provision exclusively refers to badges sewn onto the overall. The provision that letters or signs may only be stitched onto the outermost layer is still applicable. Furthermore, the wearing of a helmet in compliance with the FIA regulations (ISC Appendix L) is compulsory. Moreover, the use of a head restraint (e.g. HANS) is mandatory. 1.5 General, Permitted Modifications and Installations: The only work which may be carried out on the cars is that necessary for its normal servicing, or for the replacements of parts worn through use or accident. The limits of the modifications and installations allowed are specified hereinafter. Any part worn through use or accident may only be replaced by an original part identical to the damaged one. Throughout the car, the attachment standard parts such as: nuts, bolts, washers, lock washers, spring washer, splint pins may be replaced comparable standard parts complying with the original shape. With regard to screw threads, thread type, size and pitch (e.g. M8 x 1.25) must be retained. 1.6 Vehicle Minimum Weights and Ballast (Weight, determination, reference scales if applicable, attachment of ballast) The vehicles must at all times during the event comply with the minimum weight of 1240 kg including driver and co-driver and their equipment (e.g. helmets, HANS systems, headsets, overalls etc.). This is the actual weight of the vehicles with occupants and without removing or adding liquids. Should it become necessary to fix ballast in order to comply with the minimum weight, this is only permitted by using the weight pans specified in the spare part list with article numbers 1212 882 211 000 0100, or 1212 882 212 000 0100. The pans may be fitted on the left or the right side below the seats and each one must be fixed to the floor bottom by means of two bolts M10 (quality 12.9), safety nuts and spacers and they may be completed by additional weight plates in compliance with the spare part list. The fixation must be able to withstand an acceleration of at least 25g. The fixation of the weight pans must be approved at scrutineering before the beginning of the corresponding event by the scrutineer. Should he give instruction to seal the additional weights, accordingly prepared bolts for the fixation of seal wire may be obtained from the company Holzer. If a vehicle loses a component during the competition which is mandatory in compliance with the regulations, the weight of this component may be taken into consideration when establishing the weight the vehicle. After consultation with the permanent scrutineer, it is at the discretion of the stewards to decide if and which lost component shall be taken into consideration to establish the weight. An official scrutineering scale will be provided by the ADAC Opel Rallye Cup organisation during a time window individually specified for each event. ___________________________________ ADAC Opel Rallye Cup – Regulations 2015 23
Participants thus have the opportunity to establish their individual vehicle weight before scrutineering. Drivers and co-drivers in racing condition (including helmets, overalls, headsets and HANS systems) are weighed by the scrutineers at the day of the event during a time window individually specified for each event. 1.7 Equivalence Formula for Supercharged Engines N/A 1.8 Exhaust Prescriptions The current DMSB exhaust prescriptions (see DMSB Yearbook, blue part) must be respected. The cars must be equipped with a single catalytic converter in compliance with the following specifications: Manufacturer: HJS DMSB homologation number WRC 1112/10 PE 1.9 Noise Regulations The maximum permitted noise limits are 95 dB(A) + 2 dB(A) + 3 dB(A). This noise level will be determined in compliance with the DMSB short distance measuring method. The current DMSB noise regulations (see DMSB Yearbook, blue part) must be respected. 1.10 Advertising Prescriptions and Start Numbers of the Vehicles The current FIA/DMSB prescriptions for start numbers and for advertising on the vehicles (see DMSB Yearbook, blue part) must be respected. Under due consideration of the FIA/DMSB prescriptions for start numbers and advertising on the vehicles, the following advertising is compulsory on the rally car. (See also attachment 3 to these Regulations). The first initial and surname of both driver and the co-driver, together with the corresponding national flags, must appear on the rear side windows on both sides of the car, complying with the following conditions: • In white, Helvetica • In upper case for the initial(s) and first letter of each name with the remainder in lower case, • 6 cm high (for letters in upper case), stroke width: 1.0 cm The driver’s name shall be the upper name on both sides of the car. 1.11 Safety Equipment The vehicles must comply with the following safety equipment. The article numbers refer to the current Appendix J ISC, unless stated otherwise. • Lines and pumps in compliance with Art. 253.3.1 and 253.3.2 • Double circuit braking system in compliance with Art. 253.4 ___________________________________ ADAC Opel Rallye Cup – Regulations 2015 24
• Additional safety fastener in compliance with Art. 253.5 • Safety belts in compliance with Art. 253.6 • Manual extinguisher in compliance with Art. 253.7.3 • Fire extinguishing system in compliance with Art. 253.7.2 • Safety cage in compliance with Art. 253.8 • Rear view mirror in compliance with 253.9 and accordingly Art. 275.14.3 • Towing-eye/device in compliance with Art. 253.10 • Safety foil on the windows in compliance with the DMSB prescriptions and general type approval with marking (e.g. D~5178) • Windshield made of laminated glass • General circuit breaker in compliance with Art. 253.13 • Protective screen in compliance with Art. 253.15 • Seats and attachments in compliance with Art. 253.16 • FIA homologated driver seat in compliance with Art. 253.16 • Prohibition of pressure control valves in compliance with Art. 253.17 1.12 Fuel and Single Fuel, if applicable The provisions of the DMSB Rally Regulations, V1 – Art. 59, are applicable. The scrutineer appointed for the Cup has the right to take fuel samples for checking purposes at any time. Fuel checks will be carried out in compliance with the DMSB prescriptions for taking fuel samples from competition cars. 1.13 Technical Definitions In addition to the definitions in compliance with this Article and Art. 3.3 (Part 1) of these Regulations, the “General Regulations, Definitions and Clarifications to the Technical Regulations” (DMSB Yearbook, blue part) as well as the definitions according to Art. 251 of the Appendix J (ISC) are applicable. 2. Specific Technical Regulations 2.1 General In addition to the Technical Regulations pursuant to Part 2 in these Regulations, the following specific technical regulations are applicable. Anything which is not specifically allowed by the present regulations is prohibited. Permitted modifications must not result in any illegal modifications or infringements of the regulations. 2.2 Engine The engine and the associated control unit must be in compliance with the Cup engine throughout the entire duration of the event. Each Cup engine and its control unit are sealed and the seals must be undamaged, visible and clearly legible throughout the entire duration of the event. The seals may only be removed in the presence of the scrutineer appointed for the Cup or of a person authorised by him. seals shall be checked by the scrutineer appointed for the Cup before each event. Any car failing to be fitted with the correct seals will not be admitted to the event. Any changes to the Cup engine and its control unit, in particular on its programming, will result in immediate exclusion. It is the participant’s responsibility to see that the seals are correct and preserved intact during the entire event. One seal respectively will be applied on the oil sump, on the valve cover with connection from the intake pipe to the cylinder head and on the connector of the control unit. Should it become necessary to cut a seal to permit the replacement of a damaged component, the scrutineer appointed for the Cup must be previously informed. He will check the correct condition of the seal, whereupon it is permitted to replace the component and a new seal will then be applied by the scrutineer. 2.2.1 Exhaust System See spare part list. 2.3 Transmission Throughout the entire duration of the event, the transmission must be in compliance with the one homologated for the Cup. Each transmission is sealed and the seals must be undamaged, visible and clearly legible throughout the entire duration of the event. The seals may only be removed in the presence of the scrutineer appointed for the Cup or of a person authorised by him. The seals shall be checked by the scrutineer appointed for the Cup before each event. Any car failing to be fitted with the correct seals will not be admitted to the event. Any changes to the transmission will result in immediate exclusion. It is the participant’s responsibility to see that the seals are correct and preserved intact during the entire event. A seal will be applied on the screw connection between main housing and side cover. Should it become necessary to cut a seal to permit the replacement of damaged components, the scrutineer appointed for the Cup must be previously informed.
