REGULAR PERSONNEL COMMISSION MEETING SEPTEMBER 15, 2021 The Personnel Commission holds their meetings on the third Wednesday of each month at 4:30 p.m. unless otherwise noticed. The Personnel Commission may consider and act on an agenda item in a different order or an item may be considered earlier or later than the estimated time. Additionally, discussion of the agenda items may be postponed to a future meeting. PUBLIC ACCESS/COMMENTS In accordance with Governor Newsom’s Executive Order N-29-20 regarding COVID-19, members of the public will continue to have the right to observe the public meeting via https://us02web.zoom.us/j/85256477257 and submit public comment in writing at Classifiedhr@venturausd.org or live public comment via the Zoom Platform. Both written and live public comment requests are available for the Public Comment agenda item as well as the Public Comment on Closed Session agenda item. Public comment and live Public Comment requests will be accepted for a 24-hour period ending one hour prior to the start of the Opening Procedure of the meeting. (no later than 3:30pm on Wednesday, September 15, 2021). All written public comment received via the designated email address, referenced above, will be provided to the Personnel Commission prior to the start of the meeting for review. The written public comment will not be read or summarized, but will be made part of the minutes of the Personnel Commission meeting. MINUTES AUGUST 18, 2021 CALL TO ORDER A special meeting of the Personnel Commission of the Ventura Unified School District was held via Zoom on August 18, 2021. Ms. Stallings, Chair, called the meeting to order at 4:30 p.m. Present: Commissioners Campbell, Walker and Stallings. Classified Human Resources Staff Members Present: Andrea Crouch, Classified Human Resources Director and Belen Gonzalez, Human Resources Supervisor, and Reina Murillo, Human Resources Analyst. ADOPTION OF On a motion by Mr. Walker, seconded by Ms. Campbell, the agenda for the August 18, 2021 Personnel AGENDA Commission meeting was adopted by a vote of 3-0. (Ayes – 3/Walker, Campbell, Stallings; Nay 0; Abstain 0) APPROVAL OF On a motion by Mr. Walker, seconded by Ms. Campbell, the minutes of the June 16, 2021 Regular Personnel MINUTES Commission meeting were approved by a vote of 3-0. (Ayes – 3/Walker, Campbell, Stallings; Nay 0; Abstain 0) RETIREES Ms. Crouch reported that the following retirees could not be present at the meeting but their Certificate of Appreciation would be mailed to them: Nancy Arth, Senior Office Assistant, 25 years of service Bonnie Brunsman, School Administrative Assistant I, 16 years of service William Damerell, Bus Driver, 1 year of service Gudrun King, Senior Accountant, 21 years of service Patrick Hackett, Custodian, 33 years of service Joseph McDonough, Accounting Assistant, 23 years of service Antonio Rojelio, Mechanic I, 18 years of service In addition, the following retiree was present at the meeting and received a Certificate of Appreciation from the Commission for her many years of service with the District: Gwendolyn Anderson, Paraeducator II, 9 years of service PUBLIC COMMENTS None ITEM F1 VESPA REPORT Ms. Carol Peek, VESPA President reported: 1) That they have reached a tentative agreement with the District. 2) She attended a great collaborative meeting with Ms. Crouch and Mr. Taylor regarding various topics important to VESPA 3) VESPA members are happy and excited for the start of the school year. 4) VESPA has two new team members, they will be announcing them tomorrow. ITEM F2 DIRECTOR’S REPORT Ms. Crouch reported. 1) Everyone is gearing up for the start of school on Wednesday, August 25th, it is a very busy, active time of year. 2) The District appreciates the recent negotiation process with VESPA, a tentative agreement has been reached. 3) The annual School Administrative Assistant’s Meeting was held on Wednesday, August 11; it was well attended and had good information. Ms. Crouch continued with the following VUSD calendar highlights and upcoming events: - All Staff “Celebrate” School year kick-off event on August 24th, which will be presented via Zoom starting at 8:00am. Classified staff will be recognized for years of service: 10, 15, 20 and a special recognition for those reaching a milestone of 25 to 40 years of service.

ITEM F3 RECRUITMENT & SELECTION: HIRING UPDATE 4) Ms. Crouch provided the Commissioners with an update regarding recruitment and selection. She shared various recruitments are wrapping up and actively hiring to fill various positions: - Child Nutrition - Paraeducators II & III - Various Clerical - Custodian - Grounds Worker The department staff are very busy helping to ensure staffing is in place for the start of the school year. ITEM F4 APPOINTMENT OF JOINT APPOINTEE TO THE PERSONNEL COMMISSION – ANTICIPATED TIMELINE FOR APPOINTMENT FOR TERM BEGINNING DECEMBER 1, 2021 THROUGH DECEMBER 1, 2024 Ms. Crouch provided the Commissioners with information regarding the timeline for the appointment of the Joint Appointee. Commissioners have the option to reappoint or open recruitment for the next term. ITEM G1 RATIFICATION OF EXCESS VACATION CARRYOVER APPROVALS After a brief discussion, on a motion by Ms. Campbell, seconded by Mr. Walker, and supported by the Chair, the Personnel Commission ratified the nine (9), approved vacation carryover requests as presented by a vote of 3-0. (Ayes – 3/Campbell, Walker, Stallings; Nay 0; Abstain 0) ITEM G2 APPROVAL OF NEW CLASSIFICATION SPECIFICATION AND SALARY ALLOCATION: HEALTH SERVICES PREVENTION PROGRAM SPECIALIST After a brief discussion, on a motion by Mr. Walker, seconded by Ms. Campbell, and supported by the Chair, the proposed classification specification for Health Services Prevention Program Specialist was approved as presented, and allocated to range 230 on the Classified Represented & Confidential Salary Schedule by a vote of 3-0. (Ayes – 3/ Walker, Campbell, Stallings; Nay 0; Abstain 0) ITEM G3 APPROVAL OF NEW CLASSIFICATION SPECIFICATION AND SALARY ALLOCATION: REGISTERED ASSOCIATE After a brief discussion, on a motion by Ms. Campbell, seconded by Mr. Walker, and supported by the Chair, the proposed classification specification for Registered Associate (Social Worker, Marriage and Family Therapist, Professional Clinical Counselor) was approved as presented, and allocated to range 310 on the Classified Represented & Confidential Salary Schedule by a vote of 3-0. (Ayes – 3/ Walker, Campbell, Stallings; Nay 0; Abstain 0) ITEM G6 RECLASSIFICATION OF POSITION: SENIOR OFFICE ASSISTANT TO ADMINISTRATIVE SPECIALIST After a brief discussion, on a motion by Mr. Walker, seconded by Ms. Campbell, and supported by the Chair, the reclassification of the Senior Office Assistant (position #3560, Transportation) to Administrative Specialist was approved, as well as reclassifying the incumbent, Teri Roots, based on a gradual accretion of duties per PCRR 30.3, by a vote of 3-0. (Ayes – 3/ Walker, Campbell, Stallings; Nay 0; Abstain 0) ITEM G7 RECLASSIFICATION OF NOON DUTY/PLAYGROUND SUPERVISOR TO CAMPUS SUPPORT ASSISTANT After a brief discussion, on a motion by Ms. Campbell, seconded by Mr. Walker, and supported by the Chair, the reclassification of the Noon Duty/Playground Supervisor to Campus Support Assistant was approved, as well as reclassifying all the incumbents, based on a gradual accretion of duties per PCRR 30.3, and reallocating from salary range 150 to range 155 by a vote of 3-0. Stanley Avenue, Suite 100 Ventura, California 93001 T 805.641.5000 x 1170 www.venturausd.org To: Personnel Commission From: Andrea Crouch, Director Classified Human Resources Date: September 15, 2021 Subject: Personnel Commission – Joint Appointee Announcement of Intended Appointee - Term of Office: Dec. 1, 2021 – Dec. 1, 2024 John Walker was appointed as the Joint Appointee in June 2020 to finish out the term of the Commission’s dear, previous appointee, Mr. Ed Lacey (through December 1, 2021). Mr. Walker previously served as a VUSD Board of Education Member for 29 years, 1989 - 2018. In addition, after retiring from his 34 year career with Verizon, Mr. Walker went on to serve as the Classified Human Resources Director for Ojai Unified School District, and in post-retirement continues to assist their Personnel Commission. VUSD is grateful for the experience Mr. Walker brings to his role as a Personnel Commissioner, as well as the history and connection he has with the District. In preparation for the appointment of the Personnel Commission’s Joint Appointee for the term beginning December 1, 2021 through December 1, 2024, the following timeline is being presented regarding the appointment process. California Education Code §45246 requires that the appointee of the governing board and the appointee of the classified employees shall publicly announce the name of the person they intend to appoint no later than September 30. In accordance with our PCRR’s, after 30 days, and within 45 days after the announcement, the Personnel Commission must hold an open hearing in which the public, employees, and employee organizations may express their views on the qualifications of each candidate. After the hearing, the two appointees may make their appointment or may make a substitute appointment or recommendation without further notification or public hearing. As such, the following timeline is recommended for the appointment of the Personnel Commission’s Joint Appointee: Date Action September 15, 2021 Announcement of Intended Appointee to the Personnel Commission (Regular PC Meeting) The Personnel Commission intends to announce the re-appointment of John Walker as its Joint Appointee. October 20, 2021 Public Hearing & Final Approval of Appointee (Regular PC Meeting) (to be held after 30 days and within 45 days of September meeting date/Announcement) December 1, 2021 (noon) Three (3) year term begins effective at noon on December 1, 2021 through noon on December 1, 2024

Stanley Avenue, Suite 100 Ventura, California 93001 T 805.641.5000 x1170 www.venturausd.org To: Personnel Commission From: Andrea Crouch, Director Classified Human Resources Date: September 15, 2021 Subject: Revisions to Personnel Commission Rules and Regulations PCRR 50.2.6 (Examinations/Continuous Examinations) In accordance with PCRR 20.2.7 – Action is Requested In accordance with PCRR 20.2.7, action is requested that the Personnel Commission waive the second reading and proceed with reviewing and approving the recommended revisions to PCRR 50.2.6 as outlined below. PCRR 20.2.7 AMENDMENTS, DELETIONS, OR ADDITIONS TO RULES: Prior to adoption, proposals to amend, delete, or add to these rules and regulations shall normally be given two reading by the Personnel Commission. However, due to extenuating circumstances or pressing timelines, and upon a recommendation by the Director of Classified Human Resources, the Personnel Commission may waive the second reading. During this time of extreme need to fill a multitude of various vacancies and the struggle to get enough candidates to apply who are willing, able and ready to accept employment, there is a need to designate recruitments as continuous, rather than continually open and close. Therefore, in an effort to be able to respond to recruitment needs as quickly as possible, it is recommended that the Director of Classified Human Resources be given authority to designate a recruitment as continuous: 50.2.6 CONTINUOUS EXAMINATIONS: The commission may provide for the continuous examination of applicants for both open and promotional examinations. The Commission Director of Classified Human Resources may designate examinations for specified classes as continuous examinations. Applications shall be accepted every working day and examinations shall be given as the need arises. If a qualifications appraisal interview is required, the interview panel may consist of two persons who may be employees of the District or the Commission, as designated by the Director of Classified Human Resources. Stanley Avenue, Suite 100 Ventura, California 93001 T 805.641.5000 x1170 www.venturausd.org To: Personnel Commission From: Andrea Crouch, Director Classified Human Resources Date: September 15, 2021 Subject: Approval of Revised Classification Specification ASB Accounting Technician In preparation of opening recruitment to fill a vacant ASB Accounting Technician position, a review of the current classification specification was conducted. After reviewing the class spec, it was determined that minor revisions needed to be made, including the minimum qualifications, which will bring it in alignment with the minimum qualifications for Fiscal Technician I which is at the same salary level. It is therefore recommended that the Personnel Commission approve the attached, revised classification specification for ASB Accounting Technician as presented. CLASS TITLE: ASB ACCOUNTING TECHNICIAN BASIC FUNCTION: Under the direction of a Principal or designee Assistant Principal, perform a variety of technical accounting duties in support of associate student body (ASB) and high school accounts and functions; process, evaluate and record various transactions; maintain, balance, reconcile and adjust assigned accounts; prepare and maintain a variety of financial and statistical records, reports and files. REPRESENTATIVE DUTIES: ESSENTIAL DUTIES: Perform a variety of technical accounting duties in support of accounts payable, accounts receivable, ASB, and various other high school accounts and functions; process and verify various financial forms, documents and transactions. Process requisitions and prepare, type, code, print and distribute purchase orders for various goods and services for the high school; review and inspect orders to assure accuracy, completeness and proper cost calculations, authorization and vendor information. Receive, review and process invoices; verify invoices and match with purchase orders and other documents; prepare invoices for payment; audit, match and compare invoices with purchase orders, receivers and other documents; generate, issue and distribute payments. Process accounts receivable in support of high school and ASB activities; collect, receive, verify, balance and process incoming cash, monies, deposits and receipts; issue and prepare receipts; count and record monies into proper accounts; prepare and make bank deposits. Perform various cashier, customer service and inventory duties in the operation of the student store; greet and assist customers; stock shelves and display cases with appropriate products as needed; utilize cash register, bar code scanner, credit card processor and currency counter. Calculate, assemble, match, code, sort, tabulate, review, verify and post a variety of financial and statistical data; monitor and update funds, accounts and related journals and ledgers with income, expenditures and other transactions. Sell various items to students; collect and receive monies for PE uniforms, locks, school supplies, class fees, ASB cards, student store merchandise, fundraisers, yearbooks, game and dance tickets, drama productions, and other matters from students, parents and the general public. Maintain, verify and audit assigned accounts; review, adjust and assure accuracy of ledgers and journal entries; balance, adjust and reconcile accounts; monitor fund balances of assigned programs; audit accounts for errors and make appropriate adjustments. Research, compile, prepare and revise accounting data; prepare and maintain a variety of financial and statistical records, reports and files related to funds, accounts, revenue, fees, expenditures, students, personnel, deposits, sales and assigned activities.
Input and update a variety of financial and statistical data in an assigned computer system; establish and maintain various automated records and files; initiate queries, develop spreadsheets and generate a variety of computerized reports and statements; assure accuracy of input and output data. Research, compile, prepare and revise accounting data and documents; compare and reconcile various fiscal statements, records, reports, monies, receipts and documents to assure accurate accounting; review data for accuracy and completeness; identify and resolve errors and discrepancies. Prepare and coordinate cash boxes for athletic events; balance and reconcile cash boxes; prepare tickets for distribution; maintain and update W-9 files for sports officials; process payroll information for athletic officials and issues payments as assigned. Communicate with personnel, faculty, administrators, students, parents and various outside agencies to exchange information and resolve issues or concerns. Operate a variety of office equipment including a calculator, copier, fax machine, scanner, computer and assigned software. Monitor inventory levels of student store, office and other designated supplies; order, receive and maintain adequate inventory levels of supplies; maintain the school lost and found collection. Assist in monitoring and maintaining the ASB budget and assure expenditures do not exceed established limitations as assigned. Train and provide work direction and guidance to student assistants and parent volunteers. Perform other duties as assigned that support the overall objective of the position. Typically, this would be gained through: graduation from high school and three years accounting experience including some work with ASB fiscal functions. Any combination of education, training and experience equivalent to graduation from high school or equivalent, and 2 years of accounting or fiscal recordkeeping experience, including experience working with an automated financial system. Experience including some work with ASB related fiscal functions preferred. College level coursework in finance, accounting, business administration or closely related field is highly desirable. CLASS TITLE: PE EQUIPMENT ATTENDANT BASIC FUNCTION: Under the direction of an assigned supervisor, perform a variety of activities involved in preparing, setting up, issuing, collecting, maintaining and cleaning athletic uniforms, supplies and equipment for use in physical education activities; prepare fields and athletic facilities for physical education activities; maintain locker room in a safe, clean and orderly condition REPRESENTATIVE DUTIES: ESSENTIAL DUTIES: Issue, collect, sort, maintain and clean PE clothes, loaners, towels, uniforms, equipment or other supplies for use in physical education activities; assure proper storage of uniforms and equipment; launder and dry PE clothes as assigned; organize and maintain storage areas. Lock and unlock athletic facility doors as appropriate; turn lights on and off as needed; maintain security of assigned areas according to established guidelines. Agenda Item G5 CLASSIFIED HUMAN RESOURCES PERSONNEL COMMISSION Ventura Unified School District RECLASSIFICATION REQUEST REPORT Employee Name: Marieanne Quiroz Current Classification: Communications Coordinator Site/Department: Superintendent’s Office Assignment: 8.00 hours/day, 12-months Position #: 3790 Supervisor: Dr. Roger Rice Superintendent Background A reclassification request was submitted by Superintendent Rice to review the Communications Coordinator position and evaluate the duties currently being performed by that position. Ms. Quiroz is assigned to work in the Superintendent’s Office as the Communications Coordinator. Ms. Quiroz is supervised by Superintendent, Dr. Roger Rice. Ms. Quiroz has worked in this classification (and in this position) since March 12, 2019. Meetings were held with both Dr. Rice and Ms. Quiroz to review the tasks, duties and responsibilities required of Ms. Quiroz’s position, and the duties she is actually performing in her position. Dr. Rice agrees that Ms. Quiroz’s duties appear to be more similar to those performed by a Director/Public Information Officer level position as the duties of the position have significantly grown and expanded since the position was originally created. Methodology An analysis was performed based on a review of duties and responsibilities, and interviews with the incumbent, and her immediate supervisor. The job audit consisted of the following steps: • Review of detailed position information gathered from the supervisor and incumbent. • Conducted an in-person interview with the incumbent, and follow-up discussion with her immediate supervisor to review and discuss her responsibilities. Discussed in detail the tasks outlined that had been added to her position over the past two and a half years which they felt justified a higher classification. Those duties include increased responsibility for: developing and directing a comprehensive public and staff information program; creating, directing and adapting
an integrated communications, community engagement and strategic marketing plans; expanded responsibility in the area of public relations management; and considerable accretion of duties in the area of leadership and management. • Reviewed the current job description in comparison to actual duties currently being performed; reviewed comparable positions in surrounding districts within the Tri-Counties area; and conducted a salary survey of comparable positions in these districts. Findings • It is evident that over the past two and a half (2.5) years, the incumbent has experienced a gradual accretion of duties while employed as a Communications Coordinator. • Over the years, the position has grown from focusing on re-branding the District and assisting the Superintendent with media relations to having responsibility for directing three major functions of the Communications Department: strategic communications planning and marketing; public relations management; and leadership and management, including supervision and evaluation of assigned staff. • The majority of the duties the incumbent performs fall within the essential duties of a Director level position. Recommendation • It is recommended that the Communications Coordinator position assigned to the Superintendent’s Office (position #3790) be reclassified to Communications Director. • It is recommended that a new classification of Communications Director be established as presented, and allocate the classification to salary range 120 on the Classified Management salary schedule, (Monthly: $7,010 - $8,750 / Annually: $84,120 - $105,000). • It is recommended that the incumbent, Marieanne Quiroz, be reclassified with the position based on a gradual accretion of duties as defined in PCRR sections 30.3.5 and 30.3.6, effective October 1, 2021. CLASS TITLE: Communications Director BASIC FUNCTION: Under the direction of the Superintendent, plans, develops, directs, coordinates and implements a comprehensive public and staff information program; advises upon and manages effective media, community and public relations; builds community partnerships and promotes understanding and support for the District through public awareness; serves as a spokesperson for the District in media relations. DISNTINUISHING CHARACTERISTICS The Director of Communications has the primary responsibility of facilitating communication and outreach as part of a strategic educational marketing program designed to create and maintain a favorable public image and "brand" for the District. Stanley Avenue, Suite 100 Ventura, California 93001 T 805.641.5000 x1170 www.venturausd.org To: Personnel Commission From: Andrea Crouch, Director Classified Human Resources Date: September 15, 2021 Subject: Request to Modify Salary Range Placement (PCRR 170.1) Director of Food & Nutrition Services Director of Budget & Finance According to Personnel Commission Rule and Regulation 170.1.8 the Commission Shall Determine Salary Range Placement: “The Personnel Commission shall determine the salary range placement of every position and classification within the Classified Service of the District pursuant to its obligation to set reasonable relationships between and amongst the various classifications. The Commission may make modifications to the range placement as part of its statutory obligations only after consultations with the District Administration and any exclusive bargaining agent that might represent impacted employees…” Background The Personnel Commission is responsible for establishing the relationships (salary range placements and percentage relationships) between and amongst classes. (PCRR 170.1.7 and Education Code Sections 45256, 45260, 45261 and 45268) It is charged with the responsibility of ensuring that compensation and pay practices are operated in a fair, equitable and consistent manner. A request was received by the Director of Classified Human Resources to evaluate the salary range placement of the Director positions assigned to Food & Nutrition Services and Budget & Finance. These are single-incumbent classifications in which the salaries have fallen significantly below the market average in comparison to like positions in surrounding districts within the Tri-Counties area. Discussions have taken place with Executive Cabinet to consult about the need for this review and the evaluation to adjust the salaries to ensure that compensation is fair, equitable and consistent between the District’s classified director classifications. It was concluded that the goal of the request is to establish equitable salary relationships where the salaries of employees in relative business work units are not appropriately aligned when equity factors are considered, (such as level of responsibility; knowledge and skill; problem solving challenges; human relations and the scope of contacts required to complete work assignments; the level of accountability as well as the scope and magnitude of impact on the organization’s functioning; education and related work experience; physical requirements; and work environments.) Evaluation An evaluation was conducted for each of the job descriptions, including a review of the function, essential duties, knowledge, skills and abilities. A comparative analysis was conducted against existing director classifications within the District as well as to like positions in surrounding districts within the Tri-Counties area. In addition, salary surveys were conducted of the comparable positions in these districts. The comparison study revealed that the business services director positions were in alignment both internally
