Appendix Grand Bauhinia Medal (GBM) The Honourable Chief Justice CHEUNG Kui-nung, Andrew Chief Justice CHEUNG is awarded GBM in recognition of his dedicated and distinguished public service to the Judiciary and the Hong Kong community, as well as his tremendous contribution to upholding the rule of law. With his outstanding ability, leadership and experience in the operation of the judicial system, he has made significant contribution to leading the Judiciary to move with the times, adjudicating cases in accordance with the law, safeguarding the interests of the Hong Kong community, and maintaining efficient operation of courts and tribunals at all levels. He has also made exemplary efforts in commanding public confidence in the judicial system of Hong Kong. The Honourable CHENG Yeuk-wah, Teresa, GBS, SC, JP Ms CHENG is awarded GBM in recognition of her dedicated and distinguished public service to the Government and the Hong Kong community, particularly in her capacity as the Secretary for Justice since 2018. With her outstanding ability and strong commitment to Hong Kong’s legal profession, Ms CHENG has led the Department of Justice in performing its various functions and provided comprehensive legal advice to the Chief Executive and the Government. She has also made significant contribution to upholding the rule of law, ensuring a fair and effective administration of justice and protecting public interest, as well as promoting the development of Hong Kong as a centre of arbitration services worldwide and consolidating Hong Kong's status as an international legal hub for dispute resolution services.
The Honourable CHOW Chung-kong, GBS, JP Over the years, Mr CHOW has served the community with a distinguished record of public service. He has been a member of the Executive Council since 2012. Being perceptive and analytical, Mr CHOW has made remarkable contribution to tendering wise counsel on policy-making and administration of the Government. As the Chairman of the Urban Renewal Authority (URA), Mr CHOW has led the URA to identify new measures for increasing housing supply through implementing the transitional housing projects, and reinforce its role as the primary agent for building rehabilitation. Mr CHOW has also made significant contributions to other public service and charitable work. He is awarded GBM in recognition of his exemplary service to Hong Kong. The Honourable Mrs IP LAU Suk-yee, Regina, GBS, JP Mrs IP has a long-standing record of distinguished public service. With her strong public service background and thorough understanding of the local community, she has contributed tremendously to the Executive Council and Legislative Council by providing invaluable advice to the Government and balancing the diverse interests of society. Mrs IP also frequently takes the initiative to explain Hong Kong’s situation both internationally and locally with a view to enhancing public understanding of “One Country, Two Systems”, governance, and national security issues. As a well-respected political figure, Mrs IP is awarded GBM in recognition of her excellent contribution to Hong Kong. Page 2
Dr CHAN Chung-bun, Bunny, GBS, JP Dr CHAN is a prominent community leader who has been committed to public and community service over the years. He has made exemplary contribution not only to the development of Kwun Tong district, but also promotion of social harmony and solidarity across districts, as well as enhancing a closer bond between Hong Kong and the Mainland. Dr CHAN is exceptionally enthusiastic in youth affairs. Through his dedicated service in the Hong Kong Association of Youth Development and the Hong Kong Army Cadets Association, he has nurtured young people in developing positive values and a mission to serve the society. Dr CHAN is awarded GBM in recognition of his remarkable contribution to promoting youth development and the well- being of Hong Kong. Dr CHOI Koon-shum, Jonathan, GBS, JP Dr CHOI has been dedicated to promoting the economic and social development of Hong Kong over the years. During his tenure as the Chairman of the Chinese General Chamber of Commerce and Hong Kong-China Representative to the Asia-Pacific Economic Cooperation Business Advisory Council, Dr CHOI rendered staunch support to Hong Kong businesses in overcoming challenges in the ever-changing business environment, building networks, and strengthening economic ties among Hong Kong, the Mainland and overseas trading partners. He also fervently promotes Hong Kong’s unique advantages as the key link and prime platform for the Belt and Road Initiative, and offers constructive advice in enhancing Hong Kong’s competitiveness and growth potential. As a prominent business leader, Dr CHOI is awarded GBM in recognition of his distinguished service and contribution to Hong Kong. Page 3
Mr LO Man-tuen, GBS, JP Mr LO is a well-respected figure in the community and the business sector who has made remarkable contribution to serving Hong Kong. Being an influential leader in the clansmen community, he is dedicated to consolidating the clansmen’s efforts to promote economic and cultural exchanges between the Mainland and Hong Kong, as well as social harmony and stability through participation in district administration and community involvement projects. Mr LO also supports various charitable causes to enhance the well- being of the local and the Mainland communities. In addition, Mr LO is committed to uniting overseas Chinese to contribute towards the development of the country. Gold Bauhinia Star (GBS) The Honourable WONG Kwok-kin, SBS, JP Mr WONG is awarded GBS in recognition of his long and distinguished public and community services, in particular his significant contribution towards the formulation of labour policies concerning employees’ rights and benefits as well as promotion of harmonious labour relations in Hong Kong. Currently a member of the Executive Council and Legislative Council, Mr WONG offers insightful advice to the Government on different policy initiatives. He has also made remarkable achievements in fostering the development of the Kowloon East region and maintaining community harmony. Mr WONG’s unswerving commitment in serving the community is widely acclaimed by all walks of life. Ir Dr the Honourable LO Wai-kwok, SBS, MH, JP Ir Dr LO is awarded GBS in recognition of his dedicated community service, valuable contribution to the construction industry, as well as active participation in volunteer work and various advisory and statutory bodies. Being the Chairman of the Legislative Council Panel on Development and Deputy Chairman of the Public Works Sub-committee, Ir Dr LO provides constructive advice and leads the committees to assess and approve public works projects in a timely manner. He has also contributed greatly to spearheading efforts in gaining the support of the engineering sector and construction industry on related issues. The Honourable Mr Justice YEUNG Chun-kuen Mr Justice YEUNG is awarded GBS in recognition of his dedicated and distinguished service in the Judiciary during the past 36 years. As the senior Vice President of the Court of Appeal, Mr Justice YEUNG is widely regarded as the leading Chinese criminal judge with outstanding mastery over complex criminal cases. He is exceptionally hardworking and efficient as borne out by the number of appeals heard and the number of judgements written. Mr Justice YEUNG is also heavily involved in judicial education, rendering regular help to junior members of the Judiciary at different levels of courts. Page 5
The Honourable Mr Justice Ian Charles McWALTERS, JP Mr Justice McWALTERS is awarded GBS in recognition of his dedicated and distinguished service in the Judiciary during the past ten years. He joined the Judiciary after a distinguished career as the Director of Public Prosecutions in the Department of Justice. As a Justice of Appeal, he is widely regarded as a heavyweight on criminal law. He has written many important judgements in criminal cases. He is an extremely fair-minded judge with good judicial temperament. He is a staunch supporter of the Hong Kong Judiciary and the rule of law. Ms CHANG King-yiu, JP Ms CHANG is awarded GBS in recognition of her loyal and distinguished service to the Government and the Hong Kong community. Currently the Permanent Secretary for Labour and Welfare, Ms CHANG’s public service career spans 37 years. She has made exemplary contributions, particularly in the areas of security, constitutional and mainland affairs, and labour and welfare policies. Throughout her career, Ms CHANG has demonstrated high integrity, strong commitment to serve as well as outstanding capabilities and leadership skills. Her contribution is highly regarded both within and outside the Government. Mrs TSE LING Kit-ching, Cherry, JP Mrs TSE is awarded GBS in recognition of her loyal and distinguished service to the Government and the Hong Kong community. Currently the Permanent Secretary for Home Affairs, Mrs TSE’s public service career spans 36 years. She has made exemplary contributions, particularly in the areas of education, food safety and environmental hygiene, culture and art, and home affairs. Throughout her career, Mrs TSE has demonstrated high integrity, strong commitment to serve as well as outstanding capabilities and leadership skills. Mr YUNG Wai-hung, Philip, JP Mr YUNG is awarded GBS in recognition of his loyal and distinguished service to the Government and the Hong Kong community. He was the Permanent Secretary for Food and Health (Food) before retirement. Mr YUNG’s public service career spans 37 years. He has made exemplary contributions, particularly in the areas of tourism, commerce and economic development, food safety and environmental hygiene. Throughout his career, Mr YUNG has demonstrated high integrity, strong commitment to serve as well as outstanding capabilities and leadership skills. His contribution is highly regarded both within and outside the Government. Mrs FUNG CHING Suk-yee, Betty, JP Mrs FUNG is awarded GBS in recognition of her loyal and distinguished service to the Government and the Hong Kong community. She was the Head, Policy Innovation and Co-ordination Office before she was seconded to the West Kowloon Cultural District Authority to take up the position of Acting Chief Executive Officer. Mrs FUNG’s public service career spans 34 years. She has made exemplary contributions, particularly in the areas of leisure and cultural services, home affairs and policy innovation and co-ordination. Throughout her career, Mrs FUNG has demonstrated high integrity, strong commitment to serve as well as outstanding capabilities and leadership skills. Her contribution is highly regarded both within and outside the Government. Ms CHENG Mei-sze, Maisie, JP Ms CHENG is awarded GBS in recognition of her loyal and distinguished service to the Government and the Hong Kong community. Currently the Permanent Secretary for the Environment / Director of Environmental Protection, Ms CHENG’s public service career spans 33 years. She has made exemplary contributions, particularly in the areas of government logistics, marine services and environmental protection. Throughout her career, Ms CHENG has demonstrated high integrity, strong commitment to serve as well as outstanding capabilities and leadership skills. Mr LAM Sai-hung, JP Mr LAM is awarded GBS in recognition of his loyal and distinguished service to the Government and the Hong Kong community. Currently the Permanent Secretary for Development (Works), Mr LAM was the Director of Civil Engineering and Development previously. Mr LAM’s public service career spans 34 years. He has made exemplary contributions, particularly in infrastructure development, increasing land supply initiatives and conservation. Throughout his career, Mr LAM has demonstrated high integrity, strong commitment to serve as well as outstanding capabilities and leadership skills. His contribution is highly regarded both within and outside the Government. Ms WONG Wai-ching, SBS, JP Ms WONG is awarded GBS in recognition of her dedicated public and community services over the years. Holding key positions in various federations, women and volunteer organisations, Ms WONG participates enthusiastically in community and volunteer work, and promotes women’s rights and development. Ms WONG has served in various advisory and statutory committees and provided constructive advice to the Government in public administration matters. She has also contributed to the anti-epidemic work through advocating the establishment of the Hong Kong Community Anti-Coronavirus Link. Mr YU Pang-chun, SBS, JP Mr YU is awarded GBS in recognition for his long and distinguished public service, particularly his contribution to labour and manpower development. As the Chairman of the Employees Retraining Board, Mr YU has led the Board in providing more effective re-training services to local employees for enhancing their competitiveness. Over the years, Mr YU has also provided valuable advice to the Government in business facilitation, population policy, human resources planning and economic development. Mr YU is well- respected by the community for his significant contribution to Hong Kong. Page 8
Mr YAU How-boa, Stephen, SBS, MH, JP Mr YAU is awarded GBS in recognition of his distinguished public and community services, in particular his significant contribution to social welfare, town planning and sports development in Hong Kong. For the past 35 years, Mr YAU has led the only non-governmental cross-boundary and inter-country social services organisation in Hong Kong to provide an extensive range of social services to a wide spectrum of individuals and families in the community. Mr YAU supported strongly the work of the Town Planning Board. He is also full of enthusiasm in promoting the development of the football sport and training of young footballers in Hong Kong. Professor CHEN Hung-yee, Albert, SBS, JP Professor CHEN is awarded GBS in recognition of his steadfast commitment and significant contribution to promoting public understanding of the Basic Law, the new constitutional order and the rule of law in Hong Kong over the years. Being an expert of the Basic Law and constitutional law, Professor CHEN offers his views on important issues involving the Basic Law and the national security law in Hong Kong. His opinions have greatly facilitated healthy and constructive deliberation and discussion in the community, which contribute significantly to reinforcing confidence from the local community and the international arena in Hong Kong’s legal system. Mr TANG Ching-ho, SBS, JP Mr TANG is awarded GBS in recognition of his dedication and significant contribution to community service over the years. Assuming leadership positions in various federations and clansmen associations, Mr TANG has actively taken the lead to support these associations in organising various community activities for the well-being and solidarity of the community. With his extensive network, Mr TANG also leads the volunteer groups and associations to support the administration and mobilises volunteers to participate in the anti-epidemic work. Page 9
Mr LEE Ka-shing, Martin, JP Mr LEE is awarded GBS in recognition of his significant contribution to championing charity work for betterment of the community. Over the years, Mr LEE has been enthusiastic in helping the vulnerable in society and pursuing education and scientific research, youth development, as well as cultural and sports projects. Mr LEE has provided strong support in rolling out the Community Housing Scheme and echoed the Government’s Transitional Housing Scheme to provide transitional social housing for grassroots families in poor living environment with urgent housing needs. Mr YIU Chi-shing, JP Mr YIU is awarded GBS in recognition of his dedication and remarkable contribution to serving the community. Mr YIU is devoted to supporting various charity and community activities. He shows concern about the health of the underprivileged and has set up charity funds to provide the necessary support services for them. Over the years, Mr YIU has led various overseas Chinese associations to organise cultural exchange and serving-the- community activities for nurturing a caring and inclusive society. Mr Ian Grenville CROSS, SBS, SC Mr CROSS is awarded GBS in recognition of his dedicated service and exemplary contribution to the community. He is a leading and well-respected member in the legal community. He had served as the Director of Public Prosecutions in the Department of Justice for 12 years, commanding a deep understanding of the criminal justice system and the rule of law. After retirement, Mr CROSS has continued to make significant contribution to Hong Kong in the realm of tertiary legal education. He also devotes himself to promoting the rule of law and fostering better understanding by the general public of controversial and complex legal issues through his legal writings and interviews with the media. His contribution is highly regarded within and outside the Government. Page 10
Silver Bauhinia Star (SBS) Mr TANG Yi-hoi, CDSM Mr TANG is awarded SBS in recognition of his meritorious and dedicated service to the Government and the Hong Kong community. Currently the Commissioner of Customs and Excise, Mr TANG has served in the Government for 36 years. He has made remarkable contributions to various aspects, particularly in leading the Customs and Excise Department in upholding the law and safeguarding Hong Kong’s boundaries, facilitating trade, protecting consumer rights, and providing efficient, quality, professional and innovative services to the public. The Honourable CHAN Hak-kan, BBS, JP Mr CHAN is awarded SBS in recognition of his significant contribution to the public service. Over the years, he has been fostering close bonds among different sectors and the Government for the well-being of the community. As the Chairman of the Legislative Council Panel on Security since 2016, Mr CHAN has been managing the meeting proceedings in a fair and orderly manner. He has also offered incisive and insightful advice to the Government on various law and order matters. The Honourable YIU Si-wing, BBS Mr YIU is awarded SBS in recognition of his significant contribution to fostering the development of the tourism industry in Hong Kong over the years. Mr YIU plays a key role in maintaining effective communication between the travel industry and the Government and providing valuable advice to the Government on the related policies, with a view to consolidating Hong Kong’s status as a premier tourism destination and international tourism hub. All along, he has been devoted to enhancing the professionalism of the travel trade and has contributed persistently to travel trade regulation and support. Page 11
Ms WONG Pui-sze, Priscilla, BBS, JP Ms WONG is awarded SBS in recognition of her distinguished and dedicated public and community services over the years, in particular her profound contribution to improving the rights and interests of employees. As the Chairperson of the Minimum Wage Commission, Ms WONG is instrumental in balancing and reconciling the views of members from various sectors in the overall interest of the community. She has also made meritorious contribution to the work of the Employees Compensation Assistance Fund Board, the Hospital Authority and other committees. Mr LI Ying-sang, Tommy, BBS, MH, JP Mr LI is awarded SBS in recognition of his dedicated public and social services over the years, in particular his significant contribution to promoting the development of Chinese medicine. He has been actively participating in the work of the Chinese Medicine Development Committee, and leading the work of the Chinese Medicines Industry Subcommittee. With his extensive experience in the industry and profound knowledge in regulatory affairs, Mr LI has tendered insightful advice for the development of the Chinese medicine industry in Hong Kong. Dr CHAN Chi-kau, Johnnie Casire, BBS, JP Dr CHAN is awarded SBS in recognition of his dedicated service and remarkable contribution to the community and the Auxiliary Medical Service for over 40 years. As a prominent figure in the property management industry, Dr CHAN has provided wise counsel to the Government and the Property Management Services Authority on the licensing regime for property management services. During the epidemic, Dr CHAN has spared no effort in coordinating the frontline property management workers to participate in community testing, promoting the “Anti-epidemic Support Scheme for Property Management Sector”, and supporting the job creation scheme. Dr CHAN Kin-keung, Eugene, BBS, JP Dr CHAN is awarded SBS in recognition of his remarkable contribution to the public service over the years, ranging from security, broadcasting, education to youth development. Dr CHAN’s devoted service and strong sense of commitment in serving the Independent Police Complaints Council and various security-related advisory and statutory bodies has earned him recognition among stakeholders. During his tenure as the Chairman of the Radio Television Hong Kong (RTHK) Board of Advisors, Dr CHAN led the Board to render constructive and invaluable advice on the services of the RTHK in meeting its public purposes and mission. Mr LEE Kai-wing, Raymond, JP Mr LEE is awarded SBS in recognition of his meritorious and dedicated service to the Government and the Hong Kong community. He retired as the Director of Planning after 36 years of service with the Government. He has made remarkable contributions to various aspects, particularly in promoting quality service in the town planning profession, increasing housing and land supply, formulating sustainable strategies and plans for the use and development of land, and supporting the work of the Town Planning Board. Mrs LAM YU Ka-wai, Sylvia, JP Mrs LAM is awarded SBS in recognition of her meritorious and dedicated service to the Government and the Hong Kong community. She retired as the Director of Architectural Services after 31 years of service with the Government. She has made remarkable contributions to various aspects, particularly in providing professional advice and services to the Government for the design, planning, construction, maintenance and development of buildings. She has also adopted innovative technologies in enhancing construction productivity and operational efficiency, especially the use of the modular integrated construction technology in building quarantine facilities within a very short period of time. Mr LAM Ting-kwok, Paul, SC, JP Mr LAM is awarded SBS in recognition of his significant contribution to the promotion of consumer rights protection through his chairmanship of the Consumer Council, as well as the development of trade and industries in Hong Kong. As a respected barrister, Mr LAM has leveraged his legal expertise in serving a wide range of statutory and advisory committees, offering wise counsel steadfastly and contributing remarkably to various aspects of public affairs. Dr WONG Tin-yau, Kelvin, JP Dr WONG is awarded SBS in recognition of his meritorious public service in the area of financial services. As the Chairman of the Financial Reporting Council, Dr WONG has made significant contribution to Hong Kong’s auditor regulatory reform. He has also been devoted to promoting good corporate governance and quality of Hong Kong’s financial markets. Dr WONG’s constructive advice and insights in the formulation and implementation of policies in financial regulation are conducive to strengthening Hong Kong's status as an international financial centre. Mr NG Win-kong, Daryl, JP Mr NG is awarded SBS in recognition of his profound achievements in heritage conservation. Over the years, Mr NG has been full of enthusiasm in caring for and supporting the local community, and devotes much time and efforts in heritage conservation and revitalisation work both in Hong Kong and worldwide. He took the lead in revitalising the Old Tai O Police Station into Tai O Heritage Hotel under the Revitalising Historic Buildings Through Partnership Scheme and preserved the culture and history of Tai O, in turn attracting tourists from Hong Kong and around the world. Mr WONG Chung-leung, JP Mr WONG is awarded SBS in recognition of his meritorious and dedicated service to the Government and the Hong Kong community. He retired as the Director of Water Supplies after 32 years of service with the Government. He has made remarkable contributions to various aspects, particularly in ensuring the continued provision of reliable, adequate and quality water services for Hong Kong. He has also championed a series of smart water initiatives and contributed to the planning and enhancement of water resources. Mr WONG Shing-hei, JP Mr WONG is awarded SBS in recognition of his meritorious and dedicated service to the Government and the Hong Kong community. Currently the Director of Accounting Services, Mr WONG has served in the Government for 34 years. He has made remarkable contributions to various aspects, particularly in providing efficient and cost-effective accounting and financial management services in the Government, and leading the Treasury to support the implementation of the Cash Payout Scheme, the Anti-epidemic Fund, and other measures. Mr CHOI Lap-yiu, JP Mr CHOI is awarded SBS in recognition of his meritorious and dedicated service to the Government and the Hong Kong community. He retired as the Commissioner of Rating and Valuation after 36 years of service with the Government. He has made remarkable contributions to various aspects, particularly in improving public services rendered by the Rating and Valuation Department, enhancing valuation transparency through the use of information technology, and improving the work efficiency of the Department. Ms CHENG Cheung-ling, JP Ms CHENG is awarded SBS in recognition of her meritorious community service, in particular in promotion of community affairs and development of youth and volunteer service. Leveraging her extensive networks, Ms CHENG serves in leadership positions in various community organisations and mobilises her fellows in serving the community. She has played an exemplary role in promoting volunteerism in the community and fostering a culture of service and care in society. Professor CHE Chi-ming, BBS Professor CHE, a “home-grown” scientist with world-class standing, is awarded SBS in recognition of his remarkable achievements and contribution to a wide spectrum of research areas in the chemistry discipline. Being a world leader in organic light-emitting diode materials and given his meritorious achievements in anti-cancer medicines research, Professor CHE is well respected and recognised by the global research community. In addition, he is a pioneer in deepening cooperation between Hong Kong and the Mainland in scientific research. Mr Saeed UDDIN, BBS, MH Mr UDDIN is awarded SBS in recognition of his remarkable contribution to the diverse races communities and inter-religious exchange in Hong Kong. Being a highly regarded figure in the Muslim community with extensive networks, Mr UDDIN has all along served as an effective bridge of communication between the Government and the local Muslim community. During the epidemic, Mr UDDIN has spared no effort in leading the Muslim community to support the Government’s anti-epidemic work. Page 16
Dr YIP Wai-hong, BBS, MH Dr YIP, an outstanding composer and conductor, is awarded SBS in recognition of his lifelong dedication and contribution to the development of music education for over 60 years. He founded the Department of Music and Fine Arts in the Hong Kong Baptist University in 1973 and various music organisations for nurturing music talents. Dr YIP has an eye for talents, and many young talented musicians under his tutelage have become internationally acclaimed musicians and educators, bringing fame and honour to Hong Kong. Mrs SO CHAN Wai-hang, Susan, BBS Mrs SO is awarded SBS in recognition of her meritorious public and charity services over the years. She spares no effort in promoting the well-being of the community, in particular the elderly and underprivileged groups, and has supported different elderly services projects and programmes in the community. Mrs SO is also keen in supporting the development of local education, and tenders valuable advice to the Government on elderly services, employees’ re-training, and labour rights through her service in various government boards and committees. Ms FUNG Sau-kuen, Connie Ms FUNG is awarded SBS in recognition of her dedicated and distinguished service to the Legislative Council Secretariat and the Hong Kong community. She is currently the Legal Adviser and has served in the Secretariat for 25 years. Ms FUNG has made remarkable contributions to various aspects, particularly in providing invaluable advice and sterling support to the Council and its committees in resolving numerous unprecedented and complex legal and procedural issues, thereby ensuring the proper and effective functioning of the Legislature. Sir Howard NEWBY Sir Howard NEWBY is awarded SBS in recognition of his significant contribution to launching major initiatives with far-reaching implications on the development of the higher education sector in Hong Kong. Sir Howard NEWBY is a retired university vice-chancellor and a member of the University Grants Committee (UGC). He has contributed tremendously to the signing of the University Accountability Agreements, which enhances accountability and transparency of university governance. Sir Howard NEWBY is a staunch supporter of higher education development in Hong Kong and enjoys high standing in the UGC. Page 18
Medal for Bravery (Silver) (MBS) Ms SUEN Wai-mei Ms SUEN, a Police Sergeant, is awarded MBS in recognition of her act of tremendous courage, selflessness, commitment of duty, professionalism and gallantry of an extremely high order. On 19 January 2020, Ms SUEN was challenged and assaulted ferociously by violent rioters with hard objects during the execution of duties. She bravely protected her colleagues with her body to save them from sustaining more deadly injuries. Despite the dangerous and life-threatening situation, Ms SUEN strived her best and displayed an exceptional level of bravery and determination to perform her duties as a Police officer. During the incident, Ms SUEN sustained serious injuries. Mr LUI Chun-kit Mr LUI, a Police Constable, is awarded MBS in recognition of his act of tremendous courage, selflessness, commitment of duty, professionalism and gallantry of an extremely high order. On 1 July 2020, Mr LUI was challenged and assaulted ferociously by violent rioters with umbrella and fists during the execution of duties. An assailant even used a sharp knife to stab Mr LUI. Despite the dangerous and life-threatening situation, Mr LUI strived his best and displayed an exceptional level of bravery and determination to perform his duties as a Police officer. During the incident, Mr LUI sustained serious and deep cuts. Mr LAI Nestor Ngo-yau Mr LAI, a Superintendent of Police, is awarded MBS in recognition of his act of tremendous courage, selflessness, commitment of duty, professionalism and gallantry of an extremely high order. On 20 July 2019, Mr LAI responded to a call to attend to one of the most dangerous cases involving homemade explosives in Hong Kong’s history. At the scene, there were sensitive and unstable homemade explosives known as triacetone-triperoxide (TATP), which had been used in terrorist attacks around the world. Despite the dangerous and life-threatening situation, Mr LAI strived his best and displayed an exceptional level of bravery and determination to perform his duties as a Police officer. Eventually, the explosives were safely disposed of and destroyed so as to prevent attacks on Police officers and members of the public. Page 19
Mr Adam Alexander ROBERTS Mr ROBERTS, a Superintendent of Police, is awarded MBS in recognition of his act of tremendous courage, selflessness, commitment of duty, professionalism and gallantry of an extremely high order. On 9 December 2019, Mr ROBERTS responded to a call to attend to the case involving two largest homemade bombs in Hong Kong’s history. The two large bombs, weighed around 8 kilogrammes and 2 kilogrammes respectively and designed to be set off by mobile phones, were more powerful than that of the Boston Marathon Bombing in 2013. The explosion would cause maximum devastation and injuries. Despite the dangerous and life-threatening situation, Mr ROBERTS strived his best and displayed an exceptional level of bravery and determination to perform his duties as a Police officer. Eventually, the two bombs were safely defused so as to prevent attacks on Police officers and members of the public. Page 20

Medal for Bravery (Bronze) (MBB) Mr HO Sze-chun Mr HO, a Police Constable, is awarded MBB in recognition of his act of great courage, selflessness and gallantry. On 1 January 2020, Mr HO was attacked by rioters with fists and kicks during the execution of duties. An assailant even knelt on his neck. Despite the chaotic situation, Mr HO stayed committed to his duties fearlessly to maintain law and order. He managed to arrest one of the assailants. During the incident, Mr HO sustained multiple injuries. Mr NG Hoi-kin Mr NG, a Police Constable, is awarded MBB in recognition of his act of great courage, selflessness and gallantry. On 19 January 2020, Mr NG was attacked by rioters with bricks and hard objects during the execution of duties. Despite the chaotic situation, Mr NG stayed committed to his duties fearlessly to maintain law and order. Mr NG bravely protected his colleagues with his body in order to prevent them from sustaining more deadly injuries. During the incident, Mr HG sustained serious and multiple injuries. Mr LEUNG Chi-hang, Janson Mr LEUNG, a Superintendent of Police, is awarded MBB in recognition of his act of great courage, selflessness and gallantry. On 12 November 2019, Mr LEUNG was attacked by rioters with hurling petrol bombs, corrosive fluid filled balloons, etc., during the execution of duties. Despite the chaotic situation, Mr LEUNG stayed committed to his duties fearlessly to maintain law and order. Though injured, Mr LEUNG did not seek immediate medical attention but stood firm to command his Company in the defence of the police line. During the incident, Mr LEUNG sustained burns on his body. Mr CHONG Siu-lung Mr CHONG, a Police Sergeant, is awarded MBB in recognition of his act of great courage, selflessness and gallantry. On 29 February 2020, Mr CHONG was surrounded and attacked by rioters during the execution of duties. Despite the chaotic situation, Mr CHONG stayed committed to his duties fearlessly to maintain law and order. Mr CHONG subsequently joined other officers and proactively assisted in the arrest of one of the assailants at the scene. During the incident, Mr CHONG was attacked and injured. Page 35
