(a) Will the Terms of Reference be specifically expanded to include this? (i) If not, why not? Answer— I am advised: Yes. Social impacts were a key consideration of the investigation. 11 JUNE 2021 (Paper No. 518) 6597 TREASURER—PORT OF NEWCASTLE—The Hon. Anthony D'Adam to ask the Minister for Finance and Small Business representing the Treasurer— (1) Are there any prohibitions on the development of a container terminal at the Port of Newcastle before Port Botany and Port Kembla are fully developed? (2) Why does the government penalise container traffic above a threshold level at the Port of Newcastle? (3) What is the government's authority to penalise container traffic above a threshold level at the Port of Newcastle? (d) Who is the current CEO? 6599 PLANNING AND PUBLIC SPACES—RUGBY LEAGUE CENTRES OF EXCELLENCE—Mr David Shoebridge to ask the Minister for Mental Health, Regional Youth and Women representing the Minister for Planning and Public Spaces— (1) The evaluation criteria for the NSW National Rugby League Centres of Excellence grants program requires NRL clubs to obtain at least 50 per cent of the funds required to construct the centres from other sources: (a) Which local councils are contributing funds? (b) What amount of funds are being contributed by local councils? (c) Which councils are responsible for the ongoing maintenance of the Centres of Excellence? (i) What is that projected to cost? (2) Which local councils have entered into public-private partnerships with NRL clubs? (3) Which local councils are required to cover the shortfall in the event of construction project costs exceeding the available funding? (4) Which NRL clubs are entitled to offset the capital contributions obtained from the Federal and NSW Government, and their own capital contributions towards the projects, from the rent paid to councils over the length of the lease agreements? (a) What is the value of these rental offsets over the length of the lease agreements? (5) Which local councils are contributing to the costs of installing showcase or other training fields for the NRL Centres of Excellence? (a) What is the value of the funds being contributed by these councils? (6) Which NRL High Performance Centres are being designed to occupy the same buildings as council community sporting facilities?
