Why engagement with Government matters

Standards creation and adoption are being driven by
regulators at the national, regional and global level

Opportunities Risks of not engaging
• Increase the adoption of GS1 • Regulatory frameworks threaten
    standards adoption of GS1 standards

• Helpful Government intervention • Waiting for a crisis to introduce GS1
more likely to fail than succeed
• Industry support
                                      • Misunderstanding of GS1 standards
                                          never corrected

                                                                   © GS1 2018 6

Product safety, GS1 and authorities

Product safety relates to issues GS1 is active in:
 • Traceability
 • Recall
These are also top issues in the regulators’ agendas
 • Anti-counterfeiting
 • Labelling

 GS1 can provide its expertise to policy makers and raise awareness of
the benefits of the use of global standards to answer present and
   future challenges

                                                                       © GS1 2018 51
Policy opportunities – for traceability GS1 is the
answer
  • The advance of technology such as GPS, scanning, 4G (5G in 2020) mobile
communication networks, the Internet of Things and Blockchain is well
understood and at the cusp of opening new found opportunities

  • Product identification is the foundation of these new technologies. Many
adequate internal traceability systems but external traceability between
      supply chain partners is lacking

  • A common data infrastructure is needed in order for external Traceability
to work in an unimpeded way

  • A common language is needed for these systems to share information in an
automated way and to understand the data in the same way.
                                                                      © GS1 2018 52

WHO protocol to eliminate illicit trade in tobacco products

From WHO Protocol implementation guidelines…

“International standards are recommended for
key information (such as the manufacturing
facility, product description, time of
manufacture, intended retail market) that are
encoded in the data carrier (Article 8§4.2 of
the Protocol). For example, a Global Trade Item
Number (GTIN) is a unique and internationally
recognized identifier for a product.”

WHO First Meeting of the Parties – MOP1
• After October 8-10, 2018 “Meeting of the Parties” countries have 5 years to
    implement T & T system

• The meeting brought together government officials from different
sectors relevant for Protocol implementation, including health,
    customs, justice, finance and trade

• Important for GS1– to which extent do countries need to cooperate or
are countries free to develop own system? Cooperate nationally,
    regionally, globally?

                                                                      © GS1 2018 56
WHO First Meeting of the Parties – MOP1

Key opportunity for GS1 (from press release)

• “Delegates at MOP1 reached an agreement to create a working group to
produce a comprehensive report to showcase good practices and experiences of
State Parties in the implementation of tracking and tracing systems, and to
prepare the conceptual work in view of creating a global information-
sharing focal point to combat illicit tobacco trade”

                                                                    © GS1 2018 57
WHO & EU prohibition against working with
tobacco industry

• WHO and EU mandate: anyone supporting the traceability solution can only
work with the tobacco industry to the extent strictly necessary to
support government efforts to stem the illicit trade of tobacco

Governments looking at the free flow of non-
personal data between countries
 • ALL THE key benefits of free data flows require interoperability

 • Interoperability is necessary for
  - EASY DIRECT PORTING OF data between cloud services
  - Reducing cloud switching costs to prevent vendor lock-in
  - Consolidation and sharing of data from different sources

 • LAW ALONE IS NOT ENOUGH TO ESTABLISH FREE DATA
   FLOWS

What this means for standards

From the Data Foundation

• Companies’ DEMAND FOR interoperability WILL GROW AS THEY
TRY TO consolidate and share MORE data from different sources

• Capture standards may remain inconsistent

• Long-term Need for standards in capture, governance, and
  portability

this can result in a bottleneck and a problem in

Results – Benefits

• Data alignment across the supply chain using a standard identification for

• On-line alignment between GTIN and CAPA number to be used on the e-SPS

• Simplification of the company's internal processes to request an e-SPS

• Collaboration with SENASA to integrate the sector into an on-line traceability

• New Members for GS1 Argentina and expansion of the use of our standards in
