Mediacorp – PCFS (Chinese): Rationale Creating drama-based content with strong local music element, which forms a greater narrative of the Singapore music scene. Local Riding on the success of SPOP, we want to continue engaging our Youths via Music local music. This series will sustain the interest and appreciation generated by SPOP and encourage original compositions. The content is intended to build and contribute the overarching SPOP umbrella IP. Developing story plots from the varying perspectives of different characters, which forms a coherent story universe in entirety. Perspective In line with the Chinese content and audience optimisation strategy, this Storytelling series is conceptualised to be rolled out on multiple platforms. Parallel narratives are derived from the same content base and broadcast on the platform that maximises reach to target audience, collectively achieving more. There should also be some longevity / potential in the content for continuation or spin-off.

SUBMISSION REQUIREMENTS • Budgets are left open for Production Houses to suggest what is deemed reasonable for each submitted concept proposal • Budgets are inclusive of all content components, including but not limited to series & episodic trailers and additional footage/extensions/extra videos • Production Houses producing PCFS programmes need to be a registered media company, and be adopters of the Tripartite Standards for Media Freelancers • Have at least 50% of Singaporean key creative personnel (including, for example, the production staff, cameraman, soundman)
PUBLIC SERVICE BROADCAST (PSB) VALUES All concepts should contain one or more of the following PSB values: 1. Promote social values important to Singapore and Singaporeans, e.g. family, community, social inclusiveness and cohesiveness; and catering to special- interest groups, such as the elderly and youth 2. Celebrate our culture and heritage and/or promote cross-cultural awareness (including foreign cultures and heritage) 3. Promote racial and religious harmony 4. Promote the Singapore identity (including Singaporeans’ responsibilities as global citizens) 5. Stimulate knowledge and learning, (including factual and educational programmes targeting children, youth and the general population) 6. Foster an informed society, through news, information and analysis of current affairs that increase understanding of the world
