WELCOME Thank you for joining us at our 2021 Local Government Authorised Persons’ Association Professional Development Seminar. ABOUT THE APA The Local Government Authorised Persons’ Association (APA) represents authorised officers involved in legislative and regulatory compliance within Local Government, as well as the associated Management, Administration and Customer Services teams which support these functions. The APA aims to improve and promote professionalism in the industry, by increasing knowledge of members through support, networking and by providing advanced, industry-leading training and professional development opportunities. APA members provide an important and valuable service for their communities, with direct links to improved community safety and well- being. The APA is dedicated to generating a greater awareness and understanding of this importance, both within Local Government and in the community. A key to the APA's success has been its commitment to presenting innovative and forward thinking solutions to the issues affecting authorised officers and the community. The APA strives to meet current and emerging trends and challenges, whilst promoting and developing the role of Authorised Officers within Local Government. Day One: Wednesday, 19th May 2021 ast Bay Towall – 2 Colley Telg Situational Safety and Tactical Communications Masterclass The APA is proud to welcome Cert Group to deliver their Situational Safety and Tactical Communications Masterclass. This masterclass is delivered in a blended way, whereby participants complete online modules by way of self-directed learning followed by a one day face to face session where participants get to practice the skills during practical exercises and scenarios, receive coaching where appropriate and be observed by an instructor which enables CERT to issue a certificate of competency. The course is comprised of six modules: Developing an appropriate 'safety mind-set' Situational Awareness, Assessment and Planning Tactical communications Physical Interactions Managing Difficult People Managing Aggressive Behaviour
Day Two: Thursday, 20th May 2021 Steph Jeuken and Ann Gee Dogs and Cats Online Ann Gee Ann Gee, Team Leader Dogs and Cats Online, has worked in dog and cat management for both state and local government since 2012. She has supported the Dog and Cat Management Act 1995 legislative reform process, development of Regulations, implementation of new laws and now oversees the operational management of the state-wide system, Dogs and Cats Online. Steph Jeuken - EAI Projects Steph is a principal consultant with EAI Projects. She has worked in the field of ICT and Consulting for 25 years. After migrating to Australia from the US in 2002, Steph began working with State and Local Government as well as private industry on strategy development, process improvement and IT systems implementation. Steph’s passion in IT lies in agile development and stakeholder engagement and she prides herself in her ability to work with multiple organisations to deliver shared value. Steph is also a part-time lecturer at Flinders University teaching undergraduates Design Thinking principles. A highlight of her career has been her involvement in the Dogs and Cats Online (DACO) project. She started with that programme of work at its inception authoring its first business case for the Department of Environment and Water in 2015. Since that time, Steph has continued to be engaged by the Dog and Cat Management Board to assist Local Government and key stakeholders to build, implement and support the ongoing operations of DACO. dogsandcatsonline.com.au
Anthony Hart Invigor Wellbeing November 7th, 2003, Anthony whilst on anti-depressants, sleep deprived, and suffering depression made a significant attempt on his life. Through a remarkable stroke of luck, he clung onto life and survived. Anthony shares insights into the mind of someone struggling mentally, and paints a picture of the thoughts, feelings and behaviour of someone who battles poor ‘Mind Health’. Paul Kelly & Dale Mazzachi Norman Waterhouse Lawyers Paul Kelly - Principal, Norman Waterhouse Lawyers A specialist for over 20 years in the firm’s Local Government & Regulatory Services Team, Paul provides a unique set of skills and insight to Norman Waterhouse’s clients with his previous experience in the South Australian Police Department and the Office of the Director of Public Prosecution. Dale Mazzachi - Principal, Norman Waterhouse Lawyers Practicing as a Principal in Norman Waterhouse’s Governance and Public Law and Environmental Health and Regulatory Services teams, Dale has been helping councils and other local authorities to govern, protect, enhance their local communities for over 10 years. He provides high level legal, practical and strategic advice to councils and other public authorities on all aspects of their administrative, regulatory, governance and employment obligations and requirements. His regulatory experience includes animal management and control, public health, food safety, public realm and traffic management, liquor licensing, by-laws and regulations. In the
governance field, Dale specialises in code of conduct, conflict of interest, public officer duties, delegations, authorisations, meeting procedures, confidentiality, rates imposition and recovery, elections and freedom of information. Dale regularly represents public authorities before a wide range of Courts and Tribunals. He has appeared and instructed on matters in the High Court of Australia, Federal Court of Australia, Supreme Court of South Australia, District Court of South Australia, Magistrates Court of South Australia and the South Australian Civil and Administrative Tribunal. Dale frequently presents workshops and training sessions for a wide variety of public sector clients and lectures in environmental health law at Flinders University.
Steven Mudge Environment Protection Authority Steven has managed the legislation and policy program at the EPA for many years and joined the EPA in 2006 to write the 2008 State of the Environment Report. Steven’s legislative achievements include assisting the South Australian Government with the recent complete revision of Radiation Protection and Control legislation for South Australia, the prohibition of fire-fighting foams containing PFAS, and the development of the Local Nuisance and Litter Control Act. Prior to joining the EPA, Steven worked at City of Salisbury, City of Charles Sturt and City of Adelaide in various project and policy roles. Steven was also a Councillor at the City of Marion from 2006-2010. www.epa.sa.gov.au Craig Wright Cert Training Australia Craig is the head trainer and General Manager at CERT Australia. A former soldier and Fishery Officer in New Zealand, Craig has been based in Victoria for over four years where CERT has contracts to train a number of the field-based State Government Agencies in Situational Safety and Tactical Communication. This includes defensive tactics and the use of defensive equipment such as batons, Pepper Spray and Empty Hand Techniques. Agencies include Parks Victoria, Fisheries, Forest & Wildlife, Environment Protection Authority, Game Management Authority. CERT also trains Local Laws officers in a number of councils within Victoria. Craig has a special interest in awareness of human behaviours and the concept of ‘Left of Bang’ www.certaustralia.com
Michelle Loveday and Jamie Tann Mount Barker District Council Michelle Loveday Michelle has a diverse background with studies in Applied Veterinary Science, Animal Management, Project, Policy and Legislation spanning over a 10 year period within the South Australian State Government. Her love of Natural Resource, Australian Native Flora and Fauna have always underlined her passion to work in animal management. Prior to commencing work with the Mount Barker District Council, Michelle was working for Natural Resources, South Australian Murray Darling Basin providing administrative and project support to programs such as Wild Dogs/Dingo Control and pest management Rabbits and Foxes. Her love and understanding for animal management makes a great foundation for her in her role as the Cat Management Officer for the Mount Barker District Council. Jamie Tann Jamie has a varied employment history ranging from an oyster hatchery on the East Coast of Tasmania to powder coating at a factory in Wingfield. Jamie has been employed at Mount Barker District Council for almost twelve years, three of those years as an Environmental Health Officer and nine years as Manager of Health and Public Safety. Prior to working at Mount Barker Jamie has also worked at Salisbury, Charles Sturt and West Torrens Council’s as an EHO. www.mountbarker.sa.gov.au
Ray Jackson Regional Commander, SA CFS Ray Joined the SA Country Fire Service (SACFS) as a cadet in 1982. In 1999 obtained the role of Fire Prevention Officers with the Southern Mallee District Council, which also included the District Council of Karoonda East Murray. Ray’s career within the emergency services sector commenced in 2002 with the Fire and Emergency Services Commission. Since then Ray has held the position of Regional Fire Prevention Officer (RPO) at CFS Regions 3, covering the Riverland and Murraylands CFS Districts. More recently Ray was the RPO at CFS Region 1 within the Mount Lofty Ranges, Kangaroo Island and Fleurieu Peninsula Districts and was involved in forming a number of fire management plans in this time. Since 2016 Ray has held the position of Regional Commander at Region 3 which is the third largest CFS Region in SA, covering 54,000 square kilometres and includes 1300 CFS volunteers and 9 permanent staff. Ray holds qualifications in Public Safety Emergency Management and has significant experience in incident management across many large events, both locally and interstate. Day Three: Friday, 21st May 2021 Dr. Brooke Rankmore CEO, AMRRIC With a passion for rural and remote Australia, Brooke has lived and worked in the Northern Territory for 20 years, including 5 years living remotely on a cattle station and later on Groote Eylandt. Brooke has a Bachelor of Science with Honours, a Doctor of Philosophy and extensive experience in the conservation and natural resources management sectors across the Top End. Brooke is a graduate of the Australian Rural Leadership Program and among other roles, has held positions with Regional Development Australia (Northern Territory), Greening Australia and City of Darwin where she oversaw the Council’s regulation of animal management through by-laws and responsible pet ownership education. Brooke has a diversity of experience across a wide range of sectors including territory and local government, private enterprise and not-for-profit. Brooke is Vice President of the Australian Institute of Animal Management and Vice President of Bereaved Parent Support NT/Sids and Kids NT, and has formerly held positions on the boards of Territory Natural Resource Management and NT Farmers. Brooke commenced with AMRRIC in February 2018, and is proud to lead the organisation, working with the board, staff, partners and communities to improve service delivery and education for companion animals. www.amrric.org

Gwyn Rimmington, Fiona De Rosa & Kataling Orosz The Dog and Cat Management Board Katalin Orosz Greyhounds As Pets Katalin Orosz, Greyhounds As Pets (GAP) Manager was born in Hungary and relocated to Australia at the end of 2014. She has over 15 years’ experience in the corporate world, where she has worked for global companies within supply chain and operations management, customer service and sales and operations planning. As animal welfare and people development has always been her greatest passion, she decided to take a sharp turn at the end of 2018 and joined the Greyhound Adoption Program—now Greyhounds As Pets—the greyhound re- homing initiative of Greyhound Racing SA. Since then she has been on an incredible journey, finding new homes for retired greyhounds and building a strong community of greyhound lovers. Fiona De Rosa | Balancing Act Adelaide Pet-friendly Planning Fiona is an urban planner with her own consultancy specialising in the integration of companion animals into urban environments. With over 10 years’ experience in this area, she works with state and local governments on projects such as animal management plans, on & off-leash planning and fenced dog parks. Gwyn Rimmington Dog and Cat Management Board Gwyn Rimmington is the Dog and Cat Management Board’s policy officer and has been with the team for three years. Gwyn has a policy, legislative and local government background, where she commenced her career at the City of Salisbury, then moved into the State Government as the Executive officer to the Local Government Grants Commission. Gwyn was part of the team responsible for rewriting the Local Government Act and Regulations, before leaving the service and undertaking consulting work and co-running a small family business. Prior to joining the Dog and Cat Management Unit, Gwyn worked at the Local Government Association for five years.
Michele Player-Brown SACAT Michele has been involved in Alternative Dispute Resolution for over 30 years, with 26 years as a Conciliator and Arbitrator of workers compensation disputes. In March 2015 she joined the new super Tribunal known as SACAT, as the Dispute Resolution Coordinator. Michele is responsible for conferencing work across SACAT’s varied jurisdictions, including disputes about Housing, First Homeowners Grants, disputes about the valuation of land and Dog and Cat Management Act Control Orders. Michele has Arts and Law degrees and is a Nationally Accredited Mediator. Lauren Grant City of Adelaide Lauren Grant is the Team Leader for Social Planning and Reconciliation at the City of Adelaide. Lauren is a Social Policy specialist and has worked on social inclusion projects for City of Adelaide for nearly 15 years. During this time, Lauren has worked collaboratively with the homelessness sector in Adelaide to coordinate support and appropriate responses to people who are sleeping rough, while ensuring accessibility and safe public spaces. Since 2017, Lauren has been a part of the backbone team for the Adelaide Zero Project to End Homelessness who led the development, implementation and management of this nation leading initiative.
Stef Wellicome Kernow Environmental and City of Casey, Vic Stef has worked across a variety of councils in Victoria, from the inner-city, to coastal and rural, as an Environmental Health Officer. Stef currently works for Kernow Environmental Health as the Senior Environmental Health Officer based at the City of Casey, Victoria’s largest and fastest growing municipality. Stef has a particular passion for preventative health strategies and related social issues and has recently completed a Masters of Public Health at James Cook University, where they were known as the person who was obsessed with sewerage systems, what goes into them and the best place to locate them during emergency relief efforts. Stef has led the introduction of the Noise App platform into Australia with the City of Casey the first Council in Australia to implement this technology. The app is designed to assist various investigation officers with noise issues and also to provide residents with a solution to record incidents of noise nuisance that they experience in real time and send to Council. Stef lives for the weird and wonderful and loves a new problem to solve. In their spare time they enjoy relaxing with their extraordinarily lazy greyhound and playing AFL, which they recommend as a great way to relieve stress. www.kernow.net.au
Tracy Jenkinson Adelaide Veterinary Behaviour Services Tracy commenced her career with the RSPCA Lonsdale shelter in 2002 where she worked for 8 years, and was involved in the behavioural assessments of adopted dogs. In 2009 Tracy became accredited by the Dog and Cat Management Board to consult with owners of dogs that have been served a ‘Dangerous Dog Order’. In 2010 Tracy received her Certificate IV in Companion Animal Training and became a nationally accredited Delta Dog Behaviour Trainer. Tracy attends regular workshops and seminars to update and improve her knowledge. Tracy also has vet nurse experience in general practice prior to opening Australian Veterinary Behaviour Services in 2012. Tracy and business partner, Veterinarian Dr Tracey Henderson opened Australian Veterinary Behaviour Services (AVBS) in 2012, a clinic solely dedicated to animal behaviour. Animal Management Officer of the Year Presented and Sponsored by the Dog and Cat Management Board This award recognises the outstanding dedication, commitment, initiatives or achievements by an individual who strives to improve the provision of service and overall safety of their community in relation to Animal Management.
