Under both, the council is the legislative and policy making body. Council-Manager (Lacey, Olympia): The city council appoints a city manager to oversee day-to-day affairs. The mayor presides over council meetings and serves as ceremonial head of the city. Olympia: A candidate runs for and is elected mayor. Lacey: The council selects one member to act as chair, with the title of mayor. Mayor-Council (Bucoda, Rainier, Tenino, Tumwater and Yelm): The mayor is the chief executive or administrative officer and ceremonial head of the city. The mayor carries out the council’s policies, administers day-to-day city affairs, and with some limitations appoints, supervises, and discharges subordinate officers. The mayor presides over council meetings and has a veto power over ordinances. School District Directors: Five directors make a board whose responsibilities include: budget, policy development, curriculum approval, planning and communications for the school district. Only races with three or more candidates will appear on the Primary Election ballot. All races will appear on the General Election ballot. 1
Mary Hall AUDITOR Dear Thurston County Voter, This election season, I am increasingly optimistic because we saw something amazing happen last year. Voter turnout in Thurston County was almost 70 percent in last fall’s election, an increase of almost 20 percent. That is an amazing statistic since in presidential election years, when the most voters return ballots, we see voter turnout in the range of around 80 percent. We normally hit only 35 percent in years when only local candidates and issues appear on the ballot. Turnout is even lower in the primary. With the increase in voter participation last fall, I know we can break this habit of low turnout. I especially hope we see this enthusiasm continue because the dozens of offices up for election have a huge impact on your life. Whose roads will be repaired? How do you feel about the quality of your local schools? How do we solve the current homelessness crisis? Your local leaders will have a direct hand in making these decisions. Voting in Thurston County couldn’t be easier. In about a week, registered voters will receive a ballot in the mail. Carefully follow the instructions and return the ballot to one of our ballot drop boxes or drop it in the mail. Postage is free! Make sure to have your ballot postmarked or in a drop box by 8 p.m. on August 6, 2019. You can find drop box locations near you at thurstonvotes.org or on page 17 of this pamphlet. The information in this pamphlet will give you an excellent starting point to learn about your ballot. Each candidate and measure has a written statement. But don’t stop with this pamphlet. Candidates also list their contact information so you can reach out and ask questions. I also encourage you to talk to your neighbors and friends about what they know about these races. Temperance and Good Citizenship Day January 16 of each year is Temperance and Good Citizenship Day! Public schools across the state teach lessons about good citizenship on this day. Schools also provide opportunities for eligible students to register to vote. This year, Thurston County Elections sponsored a number of activities for students in grades K-12. Students in elementary schools were encouraged to color a picture of Billy the Ballot Box, middle schoolers wrote essays about what it means to be a good citizen, and high schoolers participated in voter registration drives. On the front of this pamphlet, you will see our winner of the coloring contest, Kristian, a kindergartener from Mill Pond Elementary School in Yelm. Clara U., from Marshall Middle School in Olympia wrote the winning essay (next page). Thanks to all of the students who participated in this year’s activities! Beginning in the summer of 2019, 16 and 17 year olds can pre-register to vote! We are looking for a group of students who are interested in making positive changes in their communities to serve on a future voter committee.
