ABOUT SIEBA What is SIEBA? The Schools International Education Business Association (SIEBA) is a registered charity established as an incorporated society in early 2015. SIEBA has been formed as a peak body in response to an industry call for leadership, increased business capability, greater collaboration and stronger representation for New Zealand schools in the international education sector. SIEBA currently has over 380 member schools from state, state-integrated and private primary, intermediate and secondary schools. Member Benefits and Services SIEBA is committed to providing services, products and member benefits that will lead, connect and grow New Zealand schools and the sector as whole. EDUCATION IN NEW ZEALAND The education system in New Zealand comprises: • early childhood education - from birth to school entry age • primary and intermediate schools – from 5 to 13 years of age • secondary schools - from 13 to 19 years of age • further education - higher and vocational education. The education system in New Zealand reflects our unique and diverse society. We welcome different abilities, religious beliefs, ethnic groups and ideas about teaching and learning. We have processes in place to give students consistent, high-quality education at all levels. Schooling is compulsory in New Zealand from ages 6 to 16 however students can choose to start school on the day they turn 5 years old. Most students in New Zealand stay at school until they are 17 or 18 years of age. State, State-Integrated and Private schools Most schools in New Zealand are owned and funded by the state and teach the national curriculum. State schools are secular meaning they have no religious affiliations. State-integrated schools are schools that were private and have become part of the state education system. They are funded by the government and teach the national curriculum. State-integrated schools have special character and promote their own religion and beliefs in addition to the state education system. Private schools are mostly funded through school fees. They develop their own learning programmes and do not have to follow the national curriculum. National Curriculum The national curriculum covers subjects that are taught at primary, intermediate and secondary schools and sets out the standards students should reach in each subject. Primary/intermediate education focuses on foundation learning across a range of subjects and competencies but especially in literacy and numeracy. At secondary school, students learn a broad and balanced curriculum with increased specialisation in higher year levels. English is the language of instruction with various courses and support available for English second language learners. To learn more about the New Zealand Curriculum: www.nzcurriculum.tki.org.nz/The-New-Zealand-Curriculum National Certificate of Educational Achievement (NCEA) The National Certificate of Educational Achievement (NCEA) is the national senior secondary school qualification. NCEA is assessed during the last three years at school (Years 11 to 13). Students can achieve NCEA at all 3 levels in a wide range of courses and subjects. NCEA challenges students of all abilities in all learning areas and shows credits and grades for separate skills and knowledge. It enables students to gain credits from both traditional school curriculum areas and alternative programmes. Enrolling in the Primary and Intermediate Schools Programme (PSP) is an excellent opportunity to begin an educational pathway to graduate from a New Zealand high school with a National Certificate of Educational Achievement which is widely accepted around the world as a quality university entrance qualification. 3
LIVING IN NEW ZEALAND A multi-cultural society New Zealanders, also known as Kiwis, are a friendly, outgoing and welcoming people. 14.6% of the 4.4 million population are Maori, New Zealand’s native people. The other 85.4% are a mixture of Europeans, Asians and Pacific Islanders. This unusual blend of cultures is one reason why New Zealand is so unique. There are three official languages in New Zealand; Maori, English and New Zealand Sign Language with English being the main everyday language. Becoming one of the locals The best way to feel at home in New Zealand is to become one of the locals. Getting to know the Kiwi’s around you will be one of the things you will love most about your time in our country. New Zealanders are very kind-hearted, they like to joke and smile, and welcome opportunities to meet new people. THE PRIMARY AND INTERMEDIATE SCHOOLS PROGRAMME (PSP) Young International Students The Primary and Intermediate Schools Programme (PSP) offers students between 5 and 13 years of age the chance to apply to selected New Zealand primary and intermediate schools for enrolment from one week to one year or longer. Curriculum for Young Students New Zealand’s national curriculum for primary and intermediate aged students aims to create confident, connected and actively involved lifelong learners. Students will build a strong foundation through a curriculum covering English, the arts, health and physical education, mathematics, science, social sciences and technology. PLEASE NOTE: Under the conditions of the Education (Pastoral Care of International Students) Code of Practice 2016, students under 10 years of age must live in New Zealand with a parent at all times during enrolment. PSP - Benefits to Agencies • Access to a variety of high quality primary and intermediate schools throughout New Zealand enabling agents to offer choice to students • There is no cost to agents to join or use PSP • Agent commission is paid at 15% of tuition fees • One Agent Agreement with PSP covers all PSP schools • Centralised administration for ease of processing • Centralised invoicing and agent commission processing • One standardised application process for all schools • One experienced SIEBA point of contact for inquiries and support for all PSP Schools • New Zealand based student insurance • Documentation and support for visa processing • Pre-departure information and documentation for families and agencies Joining PSP To become a PSP agency and be able to place students at all PSP schools please contact psp@sieba.nz 5
