1. Crisis global • EU GDP fell by 4% in 2009 • EU industrial production dropped back to the levels of the 1990s • 23 million people - or 10% of EU active population - are now unemployed. • The still fragile situation of our financial system is holding back recovery as firms and households have difficulties to borrow, spend and invest. • EU public finances have been severely affected, with deficits at 7% of GDP on average and debt levels at over 80% of GDP • EU growth potential has been halved during the crisis.

2. Marco político general Europeo EU 2020 Strategy: COM(2010) 2020, EUROPE 2020 A strategy for smart, sustainable and inclusive growth. The EU needs to define where it wants to be by 2020: – 75 % of the population aged 20-64 should be employed. – 3% of the EU's GDP should be invested in R&D. – The "20/20/20" climate/energy targets should be met (including an increase to 30% of emissions reduction if the conditions are right). – The share of early school leavers should be under 10% and at least 40% of the younger generation should have a tertiary degree. – 20 million less people should be at risk of poverty.

Win-win eco-innovations deliver for the environment and business Our core environmental industries have a combined turnover of over 300 billion euro; provide nearly 3.5 million jobs, and have impressive global market shares of 30-40%. This sector is growing at annual rates of more than 8% in a global market predicted to reach four trillion euro by the middle of the decade and is offering many new and skilled green jobs. EU eco-industries tapping into third country markets The EU has a strong position globally in the eco-industry, and in some of these markets the EU is the world leader.

ADDRESSING FOOD “The food and drink value chain in the EU causes 17% of our direct greenhouse gas emissions and 28% of material resource use... It is a major user of high-quality water, which is essential for its success.” The Commission has proposed in its Budget for Europe 2020 communication the measures that a reformed Common Agricultural Policy will need to undertake to become more resource-efficient

Eficiencia de Recursos Communication: "Roadmap to a Resource Efficient Europe" Brussels, 20.9.2011 COM(2011) 571 final The Commission will: • Further assess how best to limit waste throughout the food supply chain, and consider ways to lower the environmental impact of food production and consumption patterns (Communication on sustainable food, by 2013); • Develop a methodology for sustainability criteria for key food commodities (by 2014); • Further assess the security of supply of phosphorus and potential actions towards its sustainable use (Green Paper on sustainable use of phosphorus by 2012). Member States are invited to: • Address food wastage in their National Waste Prevention Programs (2013).

4. Eficiencia de Recursos Common Agricultural Policy Reform The Common Agricultural Policy is due to be reformed by 2013. After a wide-ranging public debate the Commission presented on 18 November 2010 a Communication on "The CAP towards 2020", which outlines options for the future CAP and launched the debate with the other institutions and with stakeholders.

Eficiencia de Recursos Common Agricultural Policy Reform On 12 October 2011 the Commission presented a set of legal proposals designed to make the CAP a more effective policy for a more competitive and sustainable agriculture and vibrant rural areas. Following a debate in the European Parliament and the Council, the approval of the different regulations and implementing acts is expected by the end of 2013, with a view to having the CAP reform in place as from 1st January 2014

Eficiencia de Recursos Priority substances under the Water Framework Directive - Proposal for a Directive amending the WFD and EQSD (COM(2011)876) As required by the WFD and EQSD, the Commission subsequently reviewed the list and in 2012 it put forward a proposal for a Directive amending the WFD (Water Framework Directive) and the EQSD (Environmental Quality Standards Directive) as regards priority substances.

5. Innovación Communication: “Europe 2020 Flagship Initiative Innovation Union” Brussels, 6.10.2010 - COM(2010) 546 final 5. Pooling forces to achieve breakthroughs: European Innovation Partnerships Water-Efficient Europe The aim of the Partnership is to promote actions that can speed-up innovation in the water sector and remove barriers to innovation. The actions are intended to achieve the EU water policy objectives while reducing the EU water footprint, improving water security and promoting the worldwide leadership of the European water industry.

Pooling forces to achieve breakthroughs: European Innovation Partnerships Agricultural productivity and sustainability The aim of this Partnership is to promote a resource- efficient, productive and low-emission agricultural sector – which works in harmony with the essential natural resources on which farming depends, such as soil and water.
5. Innovación European Innovation Partnership on Water 1. WATER – ENERGY NEXUS • The potential energy efficiency gains resulting from water efficiency measures 4. WATER REUSE AND RECYCLING • Use of treated wastewater for functional water supply (e.g. pre-treated wastewater supply with specific nutrients kept in it for supply to agricultural customers); • Alternative (non-traditional) treated wastewater for industrial customers (e.g. for specific cooling and cleaning processes); • Re-use between sectors; • Efficiency enhancement in water management;

WATER AND WASTE WATER TREATMENT • Recovery of waste water resources , primarily the recovery of nutrients, hydrocarbons and improving the energy recovery from (industrial) waste water or sludge. • Reduction of micro-pollutants and pharmaceuticals to reduce risks for groundwater use, agriculture use and public health. 7. MANAGEMENT MODELS AND MONITORING • Technical models centered around ICT that manage water demand and supply from a range of supply sources, including non-traditional ones, to a range of customers. • Targeted monitoring tailored to the needs of water management

Innovación European Innovation Partnership 'Agricultural Productivity and Sustainability' Increased agricultural productivity, output, and resource efficiency This area of innovation actions aims to increase agricultural output, while ensuring the efficient and sustainable use of resources. Low-input production systems would target the sustainable use of nutrients (including phosphorus and nitrogen) and pesticides, optimised use of energy, water, and genetic resources, and lower dependence on external inputs. Biodiversity, Ecosystem services, and soil functionality Innovation that enhances sustainable farm management and forestry practices benefits also eco-system services and soil functionality. Particular emphasis should be placed on integrated agro-ecological systems, including the enhancement of soil biodiversity, carbon sequestration, water retention, ecosystem stability and resilience, and pollination functions.
5. Innovación EcoAP (Eco-Innovation Action Plan): - launched by the European Commission in December 2011, is the logical successor to the ETAP • Promote innovation in environmental goods, services and solutions. • Promote the concept of eco-innovation in the development of environmental policy, environmental management and eco- friendly business models. • Focus on the sustainable management of natural capital and natural resources, on the reduction of air, water, soil and noise pollution. • Promote new environmental governance structures to bridge the innovation gap between business and environment.

6. Otras herramientas The EU budget (including regional development, social and cohesion funds). To achieve its objectives for Europe 2020, the EU needs: • a regulatory environment that ensures effective, secure financial markets • innovative instruments to finance the necessary investment - including public-private partnerships. These long-term growth priorities have been taken up in the Commission's proposals for the next multi-annual financial framework (2014-2020) of the EU. At present, the European Regional Development Fund, European Social Fund and Cohesion Fund together account for more than one third of the EU's overall budget.
