Police Sport UK National Sea Angling Beach Championships 2020 Southbourne, Dorset 21st – 22nd October 2020.
INTRODUCTION. The Metropolitan police welcome you to the 2020 Police Sport UK National Sea Angling, Beach Open Championship 2020. This event is hosted by The Metropolitan Police Service in the beautiful South Coast resort of Southbourne in Dorset. ACCOMMODATION We have booked the Queens Hotel, Meyrick Rd, Bournemouth BH1 3DL, which is only a short drive to the furthest fishing zone. The hotel only has limited parking (65 spaces) so car shares would be appreciated to allow all competitors access to parking. In the event of the car park being full there is plenty of on street parking available. We have booked the hotel for the nights of the 21st and 22nd October 2020 The costing for the hotel is as follows:- Bed & Breakfast £45pp per night based on 2 people sharing a twin room. The hotel has kindly offered an extra night (20th October) at an advantageous rate but competitors must arrange and pay for this themselves. ENTRANCE FEE Included in the entrance fee is: Accommodation at the Queens Hotel Bournemouth 2 Nights (21st & 22nd) Buffet meal after the 1st nights fishing on the 21st October 2020 The Gala presentation dinner on the 22nd October 2020 Medals / welcome Packs Bait Packs for all anglers Also included is an 7% cover charge to cover any other expenses incurred in organising the event such as stationery costs, Top Table cost etc. which can’t be listed at this time. Full breakdown of costings is listed below. FISHING
Fishing will take place on Southbourne Beach which will be divided into 4 zones (Red Zone, Blue Zone, Yellow Zone & Green Zone). Regardless of the weather we should see good numbers of fish being caught from the beach.
SCORING Score sheets have not been attached as they are at this time being finalised. We will be scoring the fish caught on length. Each and every fish caught should be measured and recorded; the angler with the greatest length of fish will win. Zone winners will be awarded 1 point, 2nd 2 points, 30th 30 points etc. Failure to register a fish will attract maximum points for that zone. LOCAL TACKLE SHOP Christchurch Angling 7-8 Castle Ln E, Bournemouth BH7 6SH - Phone: 01202 480520 RAFFLE There will be a Raffle and all monies raised will be donated to Angling Trust Talent Pathway and Julia’s House Children’s Hospice. We are asking each team to bring a raffle prize to the value of £20. This will increase the number of available prizes and chances to win. ENROLMENT Teams will need to enrol on the evening of 20th October 2020 and the morning of the 21st October 2020. This will be taking place at the Queens Hotel. From 1600hrs on 20th and from 0900hrs on the 21st. During this registration teams will be provided with a welcome pack, zone score cards, the rules and any other documentation required. PLEASE NOTE: If team members alter between entry and registration please notify us as soon possible. This will allow us to make any amendments to documents well before the competition. CAPTAINS MEETING There will be a captains meeting which will be an opportunity to clarify any rules or queries.
This will be held on 21st October 2020 at 1130 hrs at The Queens Hotel Bournemouth. Please email any questions or queries to Chris Adams or Vernon Allen, vernonallen5692@hotmail.co.uk prior to the event so that we can address most of them prior to the captains meeting. We hope that the Captains meeting will be briefing you on the fishing and any changes that may have taken place. BAIT PACKS: Bait packs will be used at our competition in accordance with PSUK rules. All team members will be provided with lugworm and ragworm, mackerel and unwashed squid. There will be no bait carry over from day one to day two. DISPUTES Any dispute arising from either match must be submitted in writing to a member of the Organising Committee within 1 hour from the end of the match. The decision of the Organising Committee in conjunction with the Match Referee will be final. STEWARDS AND ASSISTANTS: There will be a Steward for each Zone who will be identified at the captains Meeting as will the Referee for the event. Stewards will wear yellow tabards to assist with identification

NATIONAL PSUK SEA ANGLING SHORE CHAMPIONSHIPS 2019 Safety and Risk Assessment Statement It is the duty of the Organising Committee to familiarise all participants with the principals of safety and risk assessment. All PSUK members, officials and visiting anglers should make themselves aware of the risks they face in the surroundings they find themselves and carry out their own risk assessment which generally amounts to common sense and take appropriate action to ensure their own safety and that of others. However, it is a requirement that all anglers read, understand and accept this Safety & Risk Assessment Statement. Angling can be dangerous; the Organising Committee has therefore compiled this Safety & Risk Assessment Statement for all participants which must be adhered to at all times. Exclusion of Liability The Organising Committee shall not be liable for any damage to property, loss, death or injury caused to any person arising from their participation in this event Insurance It is a recommendation that all participants shall insure themselves against damage, loss, death or injury arising from the sport of Angling Hazards The following is a non-exhaustive list of the hazards:- Falling off or down a cliff face Falling rocks and debris if fishing at the foot of a cliff Slipping on unstable beaches and access paths Getting cut off by the tide Being washed off the shore by heavy waves Sudden change in weather conditions Cold and hypothermia
Dehydration Injury caused by, fish hooks, gaffes, knives and other sharp objects These hazards can cause injury, temporary or permanent disablement or even death! It is therefore a condition of entry that all participants fully comply with the Safety Requirements set out below. Safety Requirements General All participants should be aware of basic First Aid procedures. A First Aid Kit will be available at each venue. In addition, all members MUST:- Cast Safely: - to avoid line breakage always use a suitable shock leader, a minimum of 10lb line strength to 1oz of lead weight. Always check before casting to ensure area is clear of other anglers and members of the public whether on shore, swimming or aboard water craft. Check the condition of their fishing gear before participating in any competition Always check weather and tide conditions before fishing and take adequate clothing and refreshment. If conditions deteriorate beyond safe limits fishing should be abandoned; no fish is worth an angler's life. Litter: - danger to wildlife, domestic animals and members of the public. Members must ensure that their area is clear of litter, bait and tackle even if it does not belong to them before leaving the venue. Use a suitable light / headlight if fishing when dark and always carry a backup light source. Be aware of cliff conditions, do not stand immediately beneath unstable cliffs and consider wearing a safety helmet if fishing at the foot of a cliff. Watch out for and be aware of rogue waves. Wear suitable footwear and take care when walking over unstable beaches and access paths.
Competitions: If in doubt due to weather conditions, always check with the match steward that the competition is going ahead. Any angler arriving late/leaving early must inform the match steward or a committee member before fishing/departing. If any entrant is unaccounted for and cannot be contacted the emergency services will be informed. Summary: Angling is an extremely varied and dynamic sport in which participants experience varying conditions and changing environments on an almost continuous basis; members must continue to evaluate these changing conditions and decide whether or not it is safe to start/continue fishing. It is advisable to carry a mobile phone at all times. In an emergency dial 999 and ask for the appropriate emergency service. With reference to this Safety and Risk Assessment Statement, if any participants feel that any issues need to be raised they should contact the appointed Health and Safety Officer immediately. POLICE SPORT UK SEA ANGLING (SHORE) RULES (Amended April 2011) The PSUK Rules dealing with the Sea Angling Shore Event were updated in 2010. 1. The competition will he held annually and in accordance with the Angling Trust (Marine Division) Guidelines and others decided by the P.S.U.K. Sea Angling Committee. 2. The Competition shall be confined to members of affiliated clubs who have been sworn in as paid constables, paid police support staff, paid Cadets, retired police officers or retired members of police staff as defined in Rule 39 of the Police Sport UK Constitution. 3. The team winner’s trophy shall be called the Royal Ulster Constabulary Trophy in recognition of the fact it was donated to the Section by the Police Service of Northern Ireland formerly the Royal Ulster Constabulary. 4. Subject to the suitability and availability of accommodation and the venue, the Championships will be an open event with no limitation on the number of teams entering. 5. Each competitor will be issued with a Catch Card on which all qualifying fish will be recorded and each fish will be verified and signed by the angler on an adjacent peg who must be from a different force to the successful angler, or a Match Steward. 6. All score cards will be signed off by an adjacent angler at the end of the match and before the angler leaves his/her peg.
7. The National Guidelines do not seek to be prescriptive and are agreeable to the Host Force adopting Local Rules regarding what fish qualify but it is hoped that any system of scoring that is used will be similar to avoid confusion. The two day event requires new rules for scoring to ensure fairness and consistency. The scoring system should be as follows:- Each Angler will be fishing against the other competitors in his/her zone and the winner of that zone for the first match will be awarded 1 point for first place, two points for second, three points for third etc.down to those who do not catch any fish receiving maximum points equivalent to the greatest number of anglers in any one zone. This score will be carried through to the second match and if that angler who won his/her zone the previous day comes 4thin their zone then they score 4 points. The scores for both days are added together and in this case the angler scored 5 points. The principal behind this scoring system is to make it as even a match as possible where each angler is fishing against others in their particular area. It also overcomes the issue of someone amassing a huge number of fish points one day and catching nothing the next but still ending up as the individual champion. It is possible with this system that more than one angler will have the same number of points and in this event it will be decided on numbers of qualifying fish caught. The Team result will be arrived at by the total number of zone points caught by the 4 team members over the two days. 8. The practice of awarding additional points for different species for a shore match is discouraged. 9 The zones and pegs will be properly marked by the Organising Committee and Competitors will draw for pegs which will be a minimum of 12 metres
apart. No two team members shall be in the same zone. The draw shall be conducted in accordance with Local Rules. Any competitor fishing other than his or her allocated place, except by permission of the Organising Committee shall be disqualified. 10. Angling shall be by rod and line only. A maximum of three rods fully rigged is allowed as is double patting however only one rod will be in use at any time. Qualifying fish must be recorded and returned to the water before the next cast is retrieved. 11. Competitors to use no more than three hooks. Triple or triangular hooks count as three. In the interests of safety, a shock leader of 10lbs for every 1oz cast will be used. 12. Competitors will bait their own hooks, catch, play and land their own fish. Any breach of the rule will disqualify the fish concerned. Where two or more anglers land the same fish, unless one by the mouth fairly and the other by foul hooking, the fish shall be disqualified and a Steward shall gut such fish to signify its disqualification. 13. If a fish is lost in the surf it shall be deemed a lost fish. 14. No wading is permitted. 15. The following species of fish are not eligible to be weighed in. Dragonet, sea scorpion, blennies, weavers, mackerel, lump suckers and any local variations of these fish. 16. Each competitor must have their own calibrated measure which will be supplemented by Stewards from the Host Force. 17. The Team Trophy (RUC Trophy) will be presented to the team whose members accumulate the lowest number of zone points. 18. The PSUK Sea Angling Committee shall have in place a procedure for dealing with matters of complaint, discipline or grievance arising out of the activities of the Sea Angling Section. Such matters will be notified in writing
and any aggrieved person shall have a right of personal hearing before a panel comprising not less than three members of the committee before any final decisions are made. In all cases the Rules of natural justice shall apply. 19. Any disputes or objections during the course of the competition must be made in writing signed by the objector and must be brought to the attention of Organising Force within 90 minutes of the conclusion of the match. Any disputes so reported will be brought before the Committee whose decision will be final in all respects. 20. Any breach of the rules may render a competitor or fish liable to disqualification at the discretion of the committee. 21. The leaving of litter or nylon on the beach will render the competitor liable to disqualification. 22. Prior to the presentation of prizes, the Organising Committee will arrange for the results to be ratified by a representative from the PSUK National Committee. 23. Any necessary changes of rules to meet local angling requirements may be made by the organisers of future National Championships after approval by the PSUK Sectional Committee. Such changes shall be known as Local Rules. 24. The Council of PSUK has taken a limited liability Personal Injury Policy of Insurance to cover any Competitor, Official or Committee Member of Police Sport UK aged between 16 and 75 years, who is participating or officiating at any Championships organised on behalf of Police Sport UK, and who as a result of receiving serious bodily injury, dies or is permanently disabled resulting in their being retired from their Force. A condition of the Insurance Policy is that notice must be given to the Insurance Company of any injury which might give rise to any claim, as soon as reasonably practicable and in any case within 21 days of the occurrence. In order to comply with the requirements, both the organisers of the National Championships and the Police Sport UK Office must be informed of any such incident immediately. These conditions must be brought to the attention of all competitors by their inclusion in the Entry Forms for the Championships; Competitors requiring
additional insurance cover are advised to consult their own Insurance Companies.
Local rules 1. The competition will be of 5 hour duration, starting from first lines down. 2. Zone allocation will be drawn prior to the event taking place. 3. The Steward for each zone is the Competition Captain for that zone and their decision on all matters arising is final. 4. This is a catch and release Competition. There is NO SIZE LIMIT for fish in this competition. However if a competitor wishes to keep any of their catch for the table, they may do so, but the fish must be over the Angling Trust size limits. It should be immediately dispatched. 5. Competitors will be issued bait packs, no other bait can be taken on the beach. Anglers may only use the bait from the bait pack. No bait from the packs to be shared with other anglers. Lures, are permitted as these work by sight or movement. However those artificial baits impregnated with substances intended to emit “smells” are not permitted. 6. No feathers will be allowed to be used during the competition. 7. The fish caught will be entered on to the score sheet and signed by the witness each time a fish is caught. It is each angler’s responsibility to ensure that fish caught are recorded at the time of capture. No scoresheet will be altered or amended unless this is by the witness. 8. Scoring will be based on the scoring system below.
9. No rubbish of any kind is to be thrown or left on the beach. Each angler will be provided with a rubbish bag and it will be expected each angler will clean their section of beach before and after the match has started and finished. Any breach of this rule may result in disqualification of the offending angler. 10. Any complaints should be made in writing and presented to the organizing committee within 1hr of the end of the match. ***Although not in the National PSUK Rules, in the interests of conservation and to give fish the optimum chance of survival it is a condition that all fish will be placed in a bucket containing sea water until recorded and returned to the water. ***THE NEXT CAST CAN BE MADE HOWEVER CANNOT BE RETRIEVED UNTIL THE FISH HAS BEEN MEASURED, RECORDED AND RELEASED BACK INTO THE SEA*** Scoring system We will be scoring the fish caught on length. Each and every fish caught should be measured and recorded; the angler with the greatest length of fish will win. Silver Eels and conger will all be worth 40cm and All Skate will be measured nose to tail Zone winners will be awarded 1 point, 2nd 2 points, 30th 30 points etc. Failure to register a fish will attract maximum points for that zone.
