MEDIA RELEASE Opportunities for Singapore companies as Sichuan builds connected cities MR No.: 016/14 Singapore, Thursday, 8 May 2014 1. Opportunities in urban solutions, as well as transport and logistics beckon for Singapore companies as Sichuan province seeks to build connected cities (联动型城市) through urban redevelopment and enhancement of its transport systems. This is in line with the Sichuan government’s “multi-point, multi-polar” strategy1 to spread economic development across the province. 2. To explore the potential for the participation of Singapore companies in these areas, Mr Lim Swee Say, Minister, Prime Minister’s Office and Mr Lawrence Wong, Minister for Culture, Community and Youth, and Second Minister for Communications and Information, were in Chengdu city, Sichuan province, for a three-day trip from 6 – 8 May 2014. Minister Lim and Minister Wong were visiting in the capacity of Singapore Advisor and Co-Chairman of the Singapore-Sichuan Trade and Investment Committee2 (SSTIC) respectively. International Enterprise (IE) Singapore is the Singapore secretariat for the council. Opportunities in urban solutions and transport and logistics 3. The SSTIC has been supporting collaboration between Singapore and Sichuan across wide-ranging sectors according to the “Three Moderns”3. As Sichuan looks to enhance 1 多点多极支撑发展战略. To spread economic development and boost the growth of second-tier cities in Sichuan, the provincial government’s “multi-point, multi-polar” strategy will focus on urbanisation to drive domestic consumption, the development of modern services and the improvement of connectivity between the cities. 2 Mr Wei Hong, Sichuan Governor and Mr Gan Lin, Sichuan Vice Governor are the Sichuan Advisor and Co-Chairman of SSTIC respectively. 3 The “Three Moderns” refers to “Modern Services”, “Modern Living” and “Modern Manufacturing”. By “Modern”, this refers to innovative or new offerings that Singapore companies can introduce to Sichuan. IE Media Release 8 May 14 connectivity among its cities, there is potential for Singapore companies to offer expertise, particularly in: i) Urban solutions – master planning, modern township development, transport- oriented infrastructure development, urban living concepts, and water and wastewater management. ii) Transport and logistics – airport management, intelligent transport systems and logistics solutions. 4. To build connected cities, Sichuan will focus on enhancing air and land connectivity. Chengdu, the provincial capital of Sichuan, is taking the lead. The city’s urban redevelopment plan adopts a transport-oriented approach as an improved transport infrastructure will better link Chengdu to the surrounding cities. With better connected cities, the population will be diverted to these satellite cities, bringing about greater social and economic development. 5. Currently, the Chengdu Shuangliu International Airport is China’s fifth largest airport4. The city also houses China’s fifth largest railway terminal, and has the most number of roads and railway lines linking to northwest and southwest China. Building on this strong foundation, the Sichuan government plans to invest over 180 billion yuan5 to: i) Improve air connectivity – Chengdu is developing a new international airport in Jianyang city (a county-level city), expected to be operational by 2018. ii) Improve public transport – The Chengdu government is looking to integrate its four transportation networks (四网合一), namely the metro networks (地铁网), Bus Rapid Transit6 (BRT) networks (快速公交网), public bus services (公交网) and electronic tram service (轻轨电车网). iii) Enlarge road networks by building “three city-circling highways and 16 branch roads” from the city centre (三环十六射)7. Singapore projects in Sichuan progressing well 6. The flagship project under the SSTIC, the Singapore-Sichuan Hi-Tech Innovation Park These areas are aligned to Sichuan’s key evolving developmental needs. Examples of the “Three Moderns” (non-exhaustive) include: Modern Services – professional services, education, retail, F&B; Modern Living – infrastructure services, environmental services; Modern Manufacturing – production processes, production technology, production supporting services e.g. logistics. 4 In 2013, the passenger and cargo throughput of the Chengdu Shuangliu International Airport stood at 33.4 million and 501,391 tons respectively. IE Media Release 8 May 14 (SSCIP), has reported good progress. Following the mapping of the value chain and industry positioning last year, the SSCIP will be building up the biomedical and interactive digital media clusters for a start. During this trip, Minister Lim and Minister Wong participated in a roundtable discussion on the biomedical cluster development in the SSCIP. This allowed Singapore and Sichuan to discuss and share experiences in nurturing biomedical clusters and how both can collaborate in establishing a complete and internationalised biomedical research and development platform in the SSCIP. 7. Beyond the SSCIP, other companies such as Keppel Land and Yanlord Group have developed new residential projects along a 5.5 km-long area in eastern Chengdu that the locals have termed “Tianfu Corridor” (天府门廊). This area, which is part of the extension of the existing Chengdu Financial Business District (金融产业集聚发展区), has attracted iconic commercial developments including International Finance Square (IFS) Chengdu by Hong Kong’s Wharf Holdings, and Lotte World by South Korea’s Lotte Group. The Singapore residential projects bring modern living concepts such as our Building Construction Authority’s Green Mark Gold award for eco-sustainability to the residents in Chengdu. 8. Similarly, Hong Leong Holdings’ subsidiary is working on a residential project in Chengdu. Located in the southern part of the main city with convenient access to planned metro lines and branch roads, this project provides quality housing to the residents. With total investments over US$200 million, the project’s construction area spans 120,000 sqm and is expected to be completed by 2016. The ministers graced the ground breaking ceremony of the project today.
