      Chairperson Saffron Toms opened the meeting and welcomed those present.

14     Draft Business Improvement District Policy (2021) Kaupapa Here ā-Rohe Whakapiki

       MOVED by Deputy Chairperson G Presland, seconded by Member M Clayton:
       That the Waitākere Ranges Local Board:
       a)   provide the following feedback on the draft Business Improvement District
            Policy (2021):
            i)    note its concern that BID programmes, business associations and the
                  businesses they represent are facing many challenges because of the
                  Covid-19 pandemic, noting in particular that Auckland has had far more
                  lockdowns than any other part of New Zealand and that the recent level 4
                  lockdown was the longest period any region has spent in level 4 and the
                  economic and social impacts of this are not yet known
            ii)   request that consultation in the Draft Business Improvement District
                  Policy (2021) be extended to end of February 2022.

15    Local board feedback on Auckland Transport's Parking Strategy Review
      Resolution number WTK/2021/125
      MOVED by Chairperson S Toms, seconded by Deputy Chairperson G Presland:
      That the Waitākere Ranges Local Board:
      a)   provide feedback on the review of Auckland Transport’s Parking Strategy by 30
           September 2021, ahead of public consultation on the review as follows:
           i)   notes the following parking issues in our area:
                A) parking demand in Titirangi village and Glen Eden town centre
                B) park and ride capacity at train stations along the Western train line
                C) access to public transport for communities with low or no public
                      transport services
                D) visitor parking at bush and coastal destinations throughout the
                      Waitakere Ranges where there is limited parking.
           ii)    supports the need for the review
           iii)   need to align to council’s climate action response which should be central
                  to the parking strategy
           iv)    provision of electric vehicle and bike charging infrastructure needs to be
                  considered
           v)     support the approach of having comprehensive parking management
                  plans for town centres, like Glen Eden, where housing intensification is
                  happening.
           vi)     need to include a transition strategy to outline how we move from a city
                   built for cars to one with low or no parking. Looking at parking separate to
                   urban form risks punishing people who have no choice. The review needs
                   to consider:
                    A) access to employment opportunity which is unevenly spread across
                         Auckland.
                    B) the risk of disproportionate impact on people on lower incomes,
                         social costs, pain of change, fining people on low incomes.
                    C) the risk of disproportionate impact on women who often have the
                         role of household manager doing multiple journeys, with childcare,
                         school drop-offs, shopping and sports training.
                    D) alignment with the “Age-Friendly Auckland Plan” currently under
                         development.
             vii)     there is a need to encourage innovation and collaboration in town
                      centres and other business areas to improve parking efficiency across
                      public and private landholdings, for example, incentivising the use of
                      parking apps and other technology.
             viii)    It should include policies and objectives for Auckland Transport /
                      Auckland Council to work with business improvement districts and
                      parking app providers to develop car park sharing schemes.
             ix)      support developing a park and ride strategy to include the Western
                      Train Line. Request that it address access to public transport for peri-
                      urban and rural communities not served by public transport.
             x)       recommends the parking strategy review include case studies of
                      innovative practices, for example, the community-led Te Henga parking
                      patrols that took place last summer to help manage the long standing
                      parking and traffic congestion issues that occur each summer when

                        Aucklanders take advantage of having a remote West Coast beach and
                        lake within a relatively short drive of the city.
             xi)        request that it take into account local plans with parking objectives to
                        include Te Henga Local Area Plan and the Glen Eden Town Centre Plan.
             xii)       the Parking Strategy needs to support placemaking, good urban form
                        to align to local and regional plans to address the context of the street,
                        as well as different modal priorities depending on the specific context.
             xiii)      emergency vehicle access is becoming an issue in area’s around
                        housing intensification due to on-street parking congestion and/or lack
                        of parking and this needs to be addressed in the parking strategy.
                        Emergency vehicle access needs to be maintained in areas where
                        housing intensification is happening.

16    Local board feedback on the kerbside refuse charging mechanism policy
      Resolution number WTK/2021/126
      MOVED by Member M Allen, seconded by Member M Clayton:
      That the Waitākere Ranges Local Board:
      a)   provide feedback on the kerbside refuse charging model policy review as
           follows:
           i)   note the kerbside refuse charging model policy review
           ii)       agree with the key priority areas for this review, these being:
                     A)   waste minimization
                     B)   cost – both to the council and to the consumer
                     C)   equity – providing a service that is accessible for everyone
                          regardless of income and location
                     D)   climate change – has the lowest impact on Auckland’s greenhouse
                          gas emissions.
           iii)      note in addition that what ‘equity of service’ looks like is important in the
                     Waitākere Ranges Heritage Area, where many communities are rural rather
                     than urban. As such, ‘easy access to services’ may in practice look
                     different to more accessible locations.

17    Public feedback on proposal to amend the Animal Management Bylaw 2015
      Resolution number WTK/2021/127
      MOVED by Deputy Chairperson G Presland, seconded by Member M Clayton:
      That the Waitākere Ranges Local Board:
      a)   provide the following feedback in relation to the proposal to amend Te
           Kaunihera o Tāmaki Makaurau Te Ture-ā-rohe Tiaki Kararehe 2015 / Auckland
           Council Animal Management Bylaw 2015 and associated controls:
           i) support for maintaining current rules around beekeeping
           ii) support for considering the environmental benefit of bees and
           iii) support for allowing more hives than the current two.

      b)   express concern that no existing bylaw is adequate to address the negative
           public impact of ‘nuisance’ animals that are not owned, (for example feral
           chickens), and request that this be considered and explored in this bylaw or in
           another forum
      c)   note it does not wish to present views to the Bylaw Panel on 29 October 2021.

18    Public feedback on proposal to amend the Water Supply and Wastewater Network
      Bylaw 2015
      Resolution number WTK/2021/128
      MOVED by Chairperson S Toms, seconded by Member K Turner:
      That the Waitākere Ranges Local Board:
      a)   receive public feedback on the proposal to amend the Te Kaunihera o Tāmaki
           Makaurau Ture ā Rohe Whakarato Wai me te Pae Kōtuitui Wai Para / Auckland
           Council Water Supply and Wastewater Network Bylaw 2015.

19     Public feedback on proposal to make a new Public Trading Events and Filming Bylaw
       2022
       Resolution number WTK/2021/129
       MOVED by Chairperson S Toms, seconded by Member M Clayton:
       That the Waitākere Ranges Local Board:
       a)   provide the following feedback on the proposal to make a new Te Kaunihera o
            Tāmaki Makaurau Te Ture ā-Rohe Tauhokohoko, Whakahaerenga me te Tango
            Kiriata Tūmatanui 2022 / Auckland Council Public Trading, Events and Filming
            Bylaw 2022:
            i)     consider that this draft bylaw remains insufficiently proactive in its overall
                   direction
            ii)    refer staff to previous resolutions WTK/2021/35 from this local board which
                   sets out a number of reservations about the draft bylaw. The concerns
                   expressed in these remain unchanged following the public consultation
                   process
            iii) express concern that the proposed new bylaw may allow goods and
                   services to be provided on both a casual and a semi-permanent basis,
                   from a council-controlled public place, including public carparks and road
                   corridors, if the financial and / or booking transactions are made and / or
                   carried out online
            iv) does not support the current proposal, as it has the potential to result in an
                   inappropriate trading activity in the Waitākere Ranges Heritage Area
                   council controlled public places and its significant destinations
            v)     request that the proposed new bylaw ensure that this form of trading
                   requires an approval (a licence) to be considered by the local board
            vi) request that this should also apply to public space which is overseen by
                   Council Controlled Organisations such as Auckland Transport
            vii) appoint Chairperson S Toms to present the views in (b) to the Bylaws
                   Panel Hearing of 19 October 2021
            viii) delegate authority to chairperson S Toms to appoint replacement(s) to the
                   persons in should an appointed member be unable to present to the Bylaw
                   Panel on 19 October 2021.

20    Tāmaki Tauawhi Kaumātua – Age-friendly Auckland Action Plan
      Resolution number WTK/2021/130
      MOVED by Chairperson S Toms, seconded by Deputy Chairperson G Presland:
      That the Waitākere Ranges Local Board:
      a)   support the draft Tāmaki Tauawhi Kaumātua – Age-friendly Auckland Action
           Plan and considers that more work needs to be done to consider and support
           aging in place.

           Budget 2022/2023 timeframes as follows:
           • Thursday, 2 December 2021, 10.00am
           • Thursday, 12 May 2022, 10.00am.
