Māngere-Ōtāhuhu Local Board OPEN MINUTES Minutes of a meeting of the Māngere-Ōtāhuhu Local Board held via Skype for Business on Wednesday, 18 August 2021 at 5.00pm. Either a recording or written summary of this meeting will be uploaded to the Auckland Council website. Māngere-Ōtāhuhu Local Board 18 August 2021 1 Welcome Deputy Chair Bakulich led the meeting in prayer. 2 Apologies There were no apologies. 3 Declaration of Interest There were no declarations of interest. 4 Confirmation of Minutes Resolution number MO/2021/93 MOVED by Chairperson L Sosene, seconded by Deputy Chairperson N Bakulich: That the Māngere-Ōtāhuhu Local Board: a) confirm the ordinary minutes of its meeting, held on Wednesday, 16 June 2021, as true and correct. CARRIED 5 Leave of Absence There were no leaves of absence. 6 Acknowledgements Chairperson Sosene • Bill Peace CEO Strive Trust Māngere has now resigned after 14.5 years of working in the Māngere Community. We wish him well in his future endeavors. Thank you for all the work you have done for our communities. • Te Maeva Nui 2021 Cook island Festival - well done to the organising team for the second hosting of the Festival. Meitaaki maata. • The University of Otago Pasifika Fono held recently at Fale Samoa Mangere was an informative evening for future pasifika students and their families and was well attended by many local community groups and government agencies. • Mrs Pofitu Lagaaia aged 95 years old who was a Long time Māngere resident passed away on 18 August 2021. We send our sincere condolences to the Lagaaia Aiga for the loss of their dear mum, who with her husband Frank Lagaaia senior (deceased) of the Mangere Pacific Island Presbyterian Church Buckland Road Mangere. Deputy Chair Bakulich • Kaumatua Kuia, Cathy Friend (QSM) passed away on 29 June 2021 aged 87. She was a stalwart of the Ōtāhuhu and Manukau Rugby League Clubs. First female life member of NZ Rugby League, bestowed life member of Auckland Rugby League, NZ Maori Rugby League and Auckland Maori Rugby League. • David Carron celebrated 150 first teams caps for Onehunga Mangere United Football. • Dick Garrett was named a recipient of the Sir Eion and Jan, Lady Edgar Lifetime Achievement Award 2021. • Congratulations to Tom Va’afusuaga on achieving 50 Premier games and Connor Taurua- Purcell 100 for the Otahuhu Rugby League Football Club. Māngere-Ōtāhuhu Local Board 18 August 2021 Member O’Brien • Māngere–Ōtāhuhu Volunteer Award nominees and winners. • Qiane Matata-Sipu and team – their book NUKU: Stories of 100 Indigenous Women has gone to print (MOLB has supported parts of this project). • Congratulations to the Polynesian Creatives and Whare Koa mamas and papa for their tivaivai exhibition at Māngere Arts Centre. • Congratulations to the artists and wāhine toa collective from Hoea Whare Whakaatu Toi for the Hoea! Māngere-Ōtāhuhu Local Board 18 August 2021 14 Māngere Mountain Education Trust funding for 2021/2022 Resolution number MO/2021/98 MOVED by Chairperson L Sosene, seconded by Member C O'Brien: That the Māngere-Ōtāhuhu Local Board: a) approve the release of the funding of $300,000 for 2021/2022 to the Māngere Mountain Education Trust in two tranches (August 2021 and January 2022) based on the proposed performance measures and reporting schedule b) note the performance report from of the Māngere Mountain Education Trust about the Trust’s activities in 2020/2021 c) request CCO external partnership staff work together with the Māngere Mountain Education Trust to include in its Key Performance Indicators to obtain sustainable operational funding from sources other than Auckland Council and progress at its regular six month updating to the board. CARRIED 15 Land classification, landowner approval and new community lease for Time to Thrive to Stay Alive at 66R Mascot Avenue, Māngere Resolution number MO/2021/99 MOVED by Chairperson L Sosene, seconded by Member W Togiamua: That the Māngere-Ōtāhuhu Local Board: a) approve, under section 16(1) of the Reserves Act 1977, the classification of 66R Mascot Avenue, Māngere legally described as Lot 2 Deposited Plan 64741 comprising 3.2071 hectares, contained in Record of Title NA29A/1400 as a recreation reserve as shown in Attachment A b) note, public notification of Auckland Council’s intention to grant landowner approval and a new community lease for Time to Thrive to Stay Alive on part of 66R Mascot Avenue, Māngere c) delegate, to the Māngere-Ōtāhuhu Local Board Chairperson the authority to appoint a hearings panel to consider any objections received, following the public notification, and for the panel to reach a decision d) grant, subject to any objections being resolved, landowner approval for Time to Thrive to Stay Alive to establish and operate a community bike hub on part of 66R Mascot Avenue, Māngere e) grant, subject to any objections being resolved, under section 54(1)(b) of the Reserves Act 1977, a new community lease for Time to Thrive to Stay Alive for the group-owned assets comprising 40 square metres (more or less) located on part of 66R Mascot Avenue, Māngere (outlined in red on Attachment B) on the land described as Lot 2 Deposited Plan 64741, contained in Record of Title NA29A/1400 subject to the following terms: i) term - two years commencing on completion of public notification and subject to the resolution of any objections, with one (1) two-year right of renewal; four-year total term ii) rent - $1.00 plus GST per annum if demanded iii) all other terms and conditions to be in accordance with Auckland Council’s Community Occupancy Guidelines 2012 and the provisions of the Reserves Act 1977 Minutes Page 5

CARRIED 16 To classify unclassified parcels of land – Tararata Creek Reserve Resolution number MO/2021/100 MOVED by Chairperson L Sosene, seconded by Member C O'Brien: That the Māngere-Ōtāhuhu Local Board: a) approve pursuant Section 16 (2A) of the Reserves Act the classification of Lot 145 DP 65157, situated at 15R Hall Avenue, Māngere, being part Allotment 49, Manurewa Parish, held in part Gazette notice A417070 to a classified Recreation Reserve, subject to the Reserves Act 1977 b) approve pursuant Section 16 (2A) of the Reserves Act the classification of Lot 124, DP 65159, situated at 46R Molesworth Place, Māngere, being part Allotment 49, Manurewa Parish. CARRIED 17 Approval for four new public road names at Aorere Precinct, Māngere East Resolution number MO/2021/101 MOVED by Chairperson L Sosene, seconded by Deputy Chairperson N Bakulich: That the Māngere-Ōtāhuhu Local Board: a) approve the name Paneke Street (Te Ākitai Waiohua Iwi Authority gifted name) for the new public road (Road 1, 2 and 3) created by way of subdivision at Aorere Precinct, in accordance with section 319(1)(j) of the Local Government Act 1974 (resource consent references SUB60370101) b) approve the name Reporepo Street (Te Ākitai Waiohua Iwi Authority gifted name) for the new public road (Road 4) at Aorere Preinct, in accordance with section 319(1)(j) of the Local Government Act 1974 (resource consent references SUB60370101, SUB60373270 and SUB60373271). Māngere-Ōtāhuhu Local Board 18 August 2021 18 Māngere-Ōtāhuhu Local Board Play Network Assessment Resolution number MO/2021/102 MOVED by Chairperson L Sosene, seconded by Deputy Chairperson N Bakulich: That the Māngere-Ōtāhuhu Local Board: a) defer the Play Network Assessment report until a local board workshop can be held, to assist in giving a clear view of the coordination required to finance and implement the opportunities identified in the report, the alignment with the Te Kete Rukuruku programme(Māori naming of parks and places), David Lange and Central Park master plan. CARRIED 19 Adoption of the Māngere-Ōtāhuhu Urban Ngahere 10-Year Action Plan Resolution number MO/2021/103 MOVED by Chairperson L Sosene, seconded by Member M Kolo: That the Māngere-Ōtāhuhu Local Board: a) adopt the Māngere-Ōtāhuhu Urban Ngahere 10 Year Action Plan in Attachment A b) delegate authority to the General Manager - Parks, Sport and Recreation, to make minor changes and amendments to the text and design of the Māngere- Ōtāhuhu Urban Ngahere (Forest) 10-year Action Plan c) request that Parks, Sport and Recreation staff review the Māngere-Ōtāhuhu Urban Ngahere 10-Year Action Plan every three years and provide a report updating the local board on progress of delivery of the action plan d) request that Parks, Sport and Recreation staff review the Māngere-Ōtāhuhu Urban Ngahere Action Plan implementation work programme annually and provide regular six monthly updating to the local board on the delivery of new tree plantings e) asks that the General Manager Parks Sports and Recreation notifies the Māngere-Ōtāhuhu Local Board of any changes to the work programme that will impact on local budgets and the local work programme. Māngere-Ōtāhuhu Local Board 18 August 2021 20 Auckland Transport - Māngere-Ōtāhuhu Local Board: Māngere East & Manukau Cycling Single Stage Business Case (SSBC) – Community Partner Working Group Engagement Approach Resolution number MO/2021/104 MOVED by Deputy Chairperson N Bakulich, seconded by Member W Togiamua: That the Māngere-Ōtāhuhu Local Board: a) support the proposed Communications and Engagement approach and the formation of the Community Partner Working Group b) delegate Chairperson Lemauga Lydia Sosene and Member Makalita Kolo of the Māngere-Ōtāhuhu Local Board to be the representatives on the proposed Community Partner Working Group. CARRIED Deputy Chairperson N Bakulich vacated the chair. Chairperson L Sosene returned to the meeting and resumed the chair at 7.00pm at Item 21. 21 Proposal to make a new Freedom Camping in Vehicles Bylaw Resolution number MO/2021/105 MOVED by Chairperson L Sosene, seconded by Member C O'Brien: That the Māngere-Ōtāhuhu Local Board: a) support the draft Statement of Proposal in Attachment A of this agenda report to make a new Te Kaunihera o Tāmaki Makaurau Te Ture ā-Rohe Noho Puni Wātea ā-Waka 2022 / Auckland Council Freedom Camping in Vehicles Bylaw 2022 for public consultation. CARRIED 25 Joint CCO Engagement Plan 2021-2022 Resolution number MO/2021/109 MOVED by Chairperson L Sosene, seconded by Member C O'Brien: That the Māngere-Ōtāhuhu Local Board: a) adopt the Joint Engagement Plan 2021-2022 as agreed between the local board and Auckland Council’s substantive Council-Controlled Organisations: Auckland Transport, Auckland Unlimited, Ake Panuku Development Auckland, and Watercare b) note that the Joint Engagement Plan is a live document that will be updated as needed, with changes reported to the local board each quarter c) authorise the chair of the local board to sign this agreement on behalf of the local board, in conjunction with representatives from the four CCOs. Resolution number MO/2021/113 MOVED by Chairperson L Sosene, seconded by Deputy Chairperson N Bakulich: That the Māngere-Ōtāhuhu Local Board: a) adopt the draft 2020/2021 Māngere-Ōtāhuhu Local Board Annual Report as set out in Attachment A tabled at the meeting b) note that any proposed changes after the adoption will be clearly communicated and agreed with the chairperson before the report is submitted for adoption by the Governing Body on 27 September 2021 c) note that the draft 2020/2021 Māngere-Ōtāhuhu Local Board Annual Report, as set out in Attachment A (to be tabled at the meeting), will remain confidential until after the Auckland Council group results for 2020/2021 are released to the New Zealand Stock Exchange which is expected to be made public by 28 September 2021.
