Overview Australian education providers face a range of challenges associated with the delivery of online education into China. There is no “one size fits all approach” and a variety of potential solutions may be necessary. The Tertiary Education Quality and Standards Agency and the Australian Skills Quality Authority have announced flexibility in applying regulations for the delivery of online education to students impacted by travel restrictions. Providers may be able to offer options of online education and flexibility around commencement for affected students so that they may fulfil their visa requirements. This document sets out an initial referral list of potential online delivery solutions that may assist Australian education providers to deliver online education to students in China, rapidly and at scale. Australian education providers may wish to contact the organisations listed here for more information about these potential solutions. This list will be updated as new solution providers are identified. Austrade has provided the list below as information only. Australia’s EdTech ecosystem EduGrowth is coordinating the collection of information on how the Australian EdTech Ecosystem is supporting Chinese students who are studying with Australia. There are many examples of EdTech providers working directly, and through education providers, to support Chinese students to remain connected to Australia's education sector. Potential Ai Learning Solutions will install our live video-streaming platform to work alongside solutions existing e-learning platforms used by Australian universities at no cost until students are able to return to their education providers. Our teams in Australia and in China are on standby to install our technology and software, linking students in China to their Australian educational institutions. We can offer up to 10 universities, one unit of our 4K cameras, screens, and software to connect universities with China-based students within 2-3 weeks (exact timing TBC) at no cost. We have an additional 100 units available to be distributed to universities under a lease or purchase agreement (at cost). As a more immediate solution, we are able to make available at no cost, our 10 studios in Mount Waverley. By early March we will have 55 further studios available in our new Southbank, Melbourne offices. This platform is available to students on mobile, tablet and PC devices and is compatible across Android and iOS platforms. The platform can deliver solutions for lecturers and/or tutorial based classes: Broadcasted Classes: These classes can be watched live or through a recording (up to 500 students connected per class). Students view via a QR code, no installation of any software. Interactive Classes: Students connect and are able to interact with educators via a two-way live streaming app (up to 25 students connected per class.) Our system has been built with the highest standards for privacy and data security. The system features real time response against DDoS attacks and viruses using Alibaba Cloud security service. The 512-bit AES encryption is security beyond that which financial institutions use. Since early 2019, Ai Learning Solutions has been delivering lessons to over 60 clients in China reaching over 30,000 children. These lessons are customised for our clients. In light of the ongoing travel restrictions, our proposed solution will allow universities to maintain learning pathways, with minimal impact to students. Alibaba Cloud has proposed use of a Cloud Enterprise Network (CEN) which delivers a multi-region networking capability and exceeds the speeds of the internet, to achieve low-latency and high speed networking. This enables educational content to be delivered to students as normal, allowing students to continue studies with minimal disruption. The ability to provision this type of solution through Alibaba Cloud is made possible due to the company’s adherence to the relevant compliance regulations across Australia and China, coupled with the stance of our international entity. The solution is designed around a fibre link to connect education providers with a fast, stable reliable connection for the students. This solution can be scaled from 30-4000+ students and can be set up and operational quickly (24-48hrs) Alibaba Cloud has local Solutions Architects and business teams to help and advise institutes providing hands on support We are also working with Fortinet to ensure students can connect and authenticate in China. EP’s partnership with AWS allows our system to automatically scale, on demand, to meet the needs of increased traffic volume. We utilise AWS’ CloudFront technology to deliver content from edge locations around the world. With the AWS WAF firewall in place, we have protection from common web-based exploits that may affect availability, compromise security, or consume excessive resources. We have recently been assessed as low-risk in security audits by both NSW DET and WA DET. To date we have no instances of EP being blocked by firewalls in China. Potential E2School (www.e2school.com) has the capacity to support Chinese English language solutions students stranded by the Corona Virus. The website contains courses on all aspects of English for all levels of English. The platform and courseware is a fully scalable learning support solution for ELICOS, university English language pathway providers and high school EAL providers. The E2School platform works in China. It utilises the Wistia video hosting service (not YouTube) and Zoom for its live streamed classes - both of which are whitelisted in China. Microsoft has published specific technical and academic guidance on fast deployment of services, and training of teaching staff, to help rapid adoption and support for overseas students. This includes guidance for access from China, including advice on optimal system setup for an Australian education provider, and for students studying on home internet services within China Services provided also provide mechanisms to offer access to students whilst retaining IP protection (for example, to allow students to watch video learning materials offline with encrypted videos so that students cannot save them for use elsewhere) Most Australian tertiary providers have already purchased the necessary Microsoft services and are licensed for all of their staff and students, and typically the challenge is fast deployment rather than procurement of a solution Our current advice is based on services run from existing Australian services used by tertiary institutions, and optimization. We can also offer services that are setup to run only within China, from China hosted locations.
