10/9/2020 OKANOGAN COUNTY FAIR ADVISORY COMMITTEE CODE OF ETHICS As a voting member of the Okanogan County Fair Advisory Committee, I will: 1) Represent the interests of all landowners in my capacity as an appointee on the FAC and comply with requirements of RCW Chapter 42.36 regarding the appearance of Fairness Doctrine. 2) Not use the FAC or my service on the FAC for my own personal gain or advantage or for the gain or advantage of my friends or supporters. 3) Respect the individual rights of others and keep all sensitive information confidential. 4) Approach all FAC issues with an open mind, prepared to make an unbiased and impartial decision in the furtherance of the goals and objectives of the FAC. 5) Not violate the trust of those whom I represent, of those whom I serve, or of those whom I advise. 6) Focus my efforts on the mission of the Okanogan County Fair and member of FAC and not on my personal goals or interests. 7) Never exercise authority as a FAC member, except when acting with the consensus and knowledge of the FAC or as a duly authorized representative of the FAC. 8) Respect other FAC members by endeavoring to attend all regular and special meetings of the FAC or, when absent, contact other members in an effort to become informed of FAC related activities. 10/9/2020 MISSION STATEMENT The Okanogan County Fair exists to provide a county wide family-oriented event reflecting the values of Okanogan County, the accomplishments of Okanogan County youth, agriculture and communities. OKANOGAN COUNTY FAIR ADVISORY COMMITTEE EXECUTIVE TEAM STRUCTURE During the October meeting the Fair Advisory Committee will vote Chair, Vice-Chair, Secretary and Treasurer effective November 1st of that year. 1. THE EXECUTIVE TEAM WILL CONSIST OF THE FOLLOWING: a. CHAIR b. VICE-CHAIR c. SECRETARY d. TREASURER 2. The Executive team will be elected for a 1 year term at the regular scheduled October meeting, effective November 1st each year. 3. The executive team will develop and maintain policies and procedures for the FAC and will represent the FAC publicly. The FAC will present to the Board of County Commissioners. 4. DUTIES: CHAIR Seeks Interest for and Appoint Teams and Chairs Preside Over Meetings Calls all Meetings to Order Represent the FAC at Meetings and Functions Oversee Operations of the FAC Maintain Order and Respect during Meetings Maintain Open Communications Develop Agendas Provide Guidance for Meetings and Individuals VICE-CHAIR: Oversee all Teams Preside when the Chair cannot be Present at Meetings Communicate in an Open Manner Assist in Developing Agendas SECRETARY: Take and Provide Minutes Communicate with Local Media Outlets Assist in Developing Agendas TREASURER: Keep Accurate Records of Budget and Expenditures Present a Budget Report at all Regular FAC Meetings Develop a Budget with the Finance Team 4
10/9/2020 OKANOGAN COUNTY FAIR ADVISORY COMMITTEE RESPONSIBILITIES 1. MUST BE APPOINTED BY THE COMMISSIONERS. 2. MUST ATTEND MEETINGS REGULARLY. MISSING 3 MEETINGS IN A ROW WITHOUT NOTIFICATION TO THE CHAIR WILL BE GROUNDS FOR DISMISSAL. a. Motion will be needed to excuse any FAC member that has previously informed the Chairman of the absence. 3. MEETINGS ARE SCHEDULED FOR THE SECOND MONDAY OF EVERY MONTH STARTING AT 6:00 PM. 4. FAC MEMBERS MUST PARTICIPATE IN THE TEAM PROCESS AND CHAIR AT LEAST 1 TEAM PER YEAR. 5. FAC MEMBERS MUST COMMUNICATE IN AN OPEN AND HONEST MANNER TO KEEP EVERYONE INFORMED ABOUT THE ACTIONS PERTAINING TO FAIR. 6. FAC MEMBERS MUST ADHERE TO PROPER ETHICS WHILE SERVING ON THE FAC. 7. FAC MEMBERS MUST BE AVAILABLE DURING THE FAIR TO ASSIST IN ACTIVITIES. OKANOGAN COUNTY FAIR ADVISORY COMMITTEE GENERAL RULES 1. ALL RULES WILL BE REVIEWED BY THE RULES TEAM EACH YEAR. 2. ANY ADDITIONS OR CORRECTIONS TO THE RULES WILL BE BROUGHT FORTH AT A GIVEN MEETING AND VOTED ON AT THE NEXT MEETING. 3. ANY RULE CHANGES MUST HAVE A JUSTIFICATION INCLUDED WITH THE CHANGE. 4. ALL RULE CHANGES MUST BE POSTED IN THE FAIR BOOK AND TO THE MEDIA IN A TIMELY MANNER. 5. ALL RULES MUST BE FOR THE BETTERMENT OF THE FAIR. 6. FAIR BOOK CHANGES MUST COME BEFORE THE RULES TEAM FROM THE PROPER DEPARTMENT SUPERINTENDENT---THESE CHANGES MUST HAVE JUSTIFICATION. ALL RULE CHANGES ARE FINAL UNTIL REVIEWED THE NEXT YEAR WHEN ADJUSTMENTS CAN BE MADE---EXCEPT FOR EXTENUATING CIRCUMSTANCES. 7. THE FAC WILL PRESENT ANY AMENDED RULES TO THE OKANOGAN COUNTY BOARD OF COMMISSIONERS FOR ADOPTION OR APPROVAL. 5
10/9/2020 OKANOGAN COUNTY FAIR ADVISORY COMMITTEE TEAM RESPONSIBILITIES 1. ALL TEAMS MUST FOLLOW ALL RULES AT ALL TIMES. 2. EACH TEAM WILL MEET REGULARLY AND PROVIDE MINUTES FOR THE FAC. 3. COMMUNICATE WITH THE FAC AND THE FAC CHAIR IN A TIMELY MANNER. 4. THE INDIVIDUAL TEAMS MAY APPOINT OTHER SUB-TEAMS THAT WILL REPORT BACK TO THE MAIN TEAM REGULARLY. (EXAMPLE; LIVESTOCK SALE SUB-TEAM; COMMERICAL VENDING SUB-TEAM) 5. EACH TEAM WILL BE CHAIRED BY AN FAC MEMBER. 6. TEAMS CAN APPOINT COMMUNITY MEMBERS TO THEIR TEAM. 7. NO MORE THAN 8 MEMBERS ON A GIVEN TEAM. 8. TEAMS ARE RESPONSIBLE FOR REVIEWING/MODIFYING POLICIES WITHIN THEIR TEAM; ALL POLICIES MUST BE REVIEWED AND APPROVED BY THE FAC. POLICIES WILL THEN BE PRESENTED TO THE FAC EXECUTIVE TEAM. 9. THE EXECUTIVE TEAM WILL REVIEW ALL POLICIES AND PRESENT THEM TO THE BOARD OF OKANOGAN COUNTY COMMISSIONERS. IF APPROVED, NEW POLICIES WILL THEN BE SENT TO THE FAC. 10. ANY TEAM THAT DEALS WITH FINANCES MUST FOLLOW THE POLICY SET FORTH BY THE FINANCE TEAM AND APPROVED BY THE FAC. 11. ANY POLICY THAT DOES NOT ADHERE WITHIN THE RULES OF THE FAIR WILL NOT BE CONSIDERED FOR APPROVAL. 12. ALL MEMBERS WILL CHAIR 1 TEAM EACH YEAR. 13. THE FOLLOWING WILL BE STANDING TEAMS: a. FACILITIES IMPROVEMENT TEAM/TRUST FUNDS i. APPOINTED BY THE CHAIR OF THE FAC ii. Responsibilities • Determine fairground areas in need of improvement • Bring ideas to the FAC • Work with the Trust boards, Fairgrounds Facilities Manager, Fairgrounds Maintenance staff, and BOCC to achieve improvements Specific rules, regulations and laws prevent Okanogan County from “Gifting” public funds and restrict one fund benefiting from another without proper compensation. Donations and Contributions: Will be reviewed by the FAC with a recommendation presented to the BOCC for final approval. Donations and contributions may be allocated either to the Fair’s general fund, or to a specific Fair activity or improvements to a specific building as designated by donor. Proper accounting procedures will be used to track donations designated to certain fair activities. Donations and contributions will first be deposited into the general FAC budget and expenditures, then designated expenditures will be determined and accounted for by the FAC. Donations for illegal activities will not be accepted. Sponsorship: A sponsorship is when a person or organization, is responsible for, or makes a pledge or promise to aid a fair activity either through time, finances, or both. Sponsors may only sponsor fair activities that are sanctioned by the FAC. Financial contributions made by sponsors must be deposited into the general FAC budget and expenditures and designated expenditures will be determined and accounted for by the FAC. Sponsors shall not require any specific action or promise by the FAC, or the BOCC. Contracts: All contracts will be given to Risk Management and reviewed by County Civil Prosecuting Attorney and signed by Okanogan County Commissioners. These contracts will be sent out from the Fairgrounds Office. Grants: Suggestions for grants will be discussed by FAC and recommendations will be presented to the Board of County Commissioners for final approval prior to submittal. All grant applications must be signed by the Board of Okanogan County Commissioners. The FAC will assist the Board of Okanogan County Commissioner’s staff in determining grant expenditures and accountability. The FAC will work with the BOCC staff to account for expenditures and to ensure that all grant requirements are met. 9
10/9/2020 Insurance: Okanogan County Insurance Guidelines The attached insurance guidelines chart provides for a general overview of requirements. Activity level and risk, in conjunction with our liability insurance requirements, will dictate what type of insurance is needed. Insurance limits and/or coverages required by the County will be determined by the Risk Manager and the Okanogan County Commissioners. The insurance guidelines will be reviewed by the Washington State Risk Pool then presented to the FAC, then the BOCC for final approval. All events are unique and therefore additional requirements and/or higher insurance limits may be required. On the same note, the County may require less insurance coverage depending upon the circumstances. Fair Book: The Fair Book contains rules that establish guidelines for potential fair participants to meet. The Fair Book will be reviewed by the FAC in the meetings following the annual fair. Changes will be approved by FAC and ready for print in February. Webpage: All webpage material will be reviewed by the FAC members and approved prior to posting to the Okanogan County Fair webpage. Actual posting of information will be performed by Okanogan County Staff. This includes Fair Social Media pages. OKANOGAN COUNTY FAIR ADVISORY COMMITTEE STRUCTURE AND PROCEDURES 1. ALL TEAMS WILL INCLUDE AT LEAST 2 FAC MEMBERS AND NO MORE THAN 5. TEAMS MAY INCLUDE COMMUNITY MEMBERS---NO TEAM CAN BE OVER 8 MEMBERS. 2. THE FAC CHAIR WILL APPOINT AT LEAST 2 TEAM MEMBERS FROM THE FAC, INCLUDING THE CHAIR, BY THE REGULAR NOVEMBER MEETING EACH YEAR. 3. THE TEAMS WILL APPOINT COMMUNITY MEMBERS TO THE TEAM WITH THE UNDERSTANDING COMMUNITY MEMBERS ARE NOT PART OF THE FAC. 4. ALL TEAMS WILL MEET REGULARLY AND REPORT WITH OFFICIAL MINUTES AT EVERY REGULAR FAC MEETING. 5. ALL TEAMS WILL MAKE RECOMMENDATIONS TO THE FAC; THE FAC WILL THEN VOTE ON ALL RECOMMENDATIONS. 6. ALL TEAMS WILL COMMUNICATE WITH THE FAC CHAIR ABOUT MEETING DATES AND RECOMMENDATIONS. 7. TEAMS MUST ACT WITHIN THE RULES OF THE POLICY AND CANNOT MAKE CHANGES WITHOUT FAC APPROVAL. 8. ALL TEAMS MUST ACT WITH THE BEST INTEREST OF THE FAIR AS FIRST PRIORITY. 9. ALL APPOINTMENTS ARE FOR 1 YEAR AND ARE SUBJECT TO CHANGE AT THE DESCRETION OF THE EXECUTIVE TEAM. 11
FAC MINUTES Official minutes will be taken of all FAC meetings. Copies of the minutes will be available at each meeting. Corrections and adoption will take place at that meeting. Approved original minutes will be signed by the FAC Chair and one FAC member and left for the Clerk to file and distribute to the Okanogan County Commissioners. AGENDA One week prior to the scheduled meeting the agenda will be emailed to all FAC Members and the Clerk by the Recording Secretary. FAC Chair will provide the agenda to the Recording Secretary to be sent out. The Agenda will also be posted on the County Fair Website and Facebook Page. CORRESPONDENCE Correspondence wanting to be entered into the record (minutes) needs to be in writing. Anonymous complaints and correspondence will be accepted but not responded to. In accordance with RCW 42.56, all correspondence is considered public record and will be kept with meeting minutes. PUBLIC COMMENT There will be an opportunity for Public Comment during Regular FAC meetings. The FAC chairman conducting the public meeting will explain to the public the time allowed per person to speak. It should be stated and understood, this is not a time for discussion between FAC members and the Public, just a time to listen. SPECIAL MEETINGS Special FAC meetings may be called by the Chair. FAC members and the public will be given 48 hours’ notice of special meetings. A news release of the Special FAC meeting (Agenda) will be sent out to the media and posted on the Okanogan County Fair Website. COMMITTEE VACANCY POSITIONS FAC Members wishing to resign their position prior to the end of a term will submit a letter to the Board of County Commissioners and the FAC Chair. The FAC Chair will update the FAC members via email of the letter submitted. The Board of County Commissioners will fill the vacant FAC position. PROCEDURAL AMENDMENTS The FAC reserves the right to amend procedures outlined in any part of this Policy. In the event that changes are made, such action will only take place at Regular Meetings of the FAC, or at a Public Hearing. The FAC reserves the right to vote by “Proxy” in case an FAC member cannot attend a meeting. EXPENDITURES Each Team wishing to spend funds will request authorization from the FAC prior to making expenditures. The Chair of the Team will then be allowed to make the purchase and turn in receipts to the fairground’s office for reimbursement; give the item to the fairgrounds manager to make the purchase with the credit card; or if the local business is able, bill the county with an invoice clearly marked for FAC. The Clerk of the Committee and FAC Treasurer will work together to ensure the expense is taken from the proper line item. A treasurer’s report will be available to the FAC before every monthly meeting showing expenditures. On the occasion that an immediate expenditure is necessary, a member of the Executive Team may authorize expenditure by the Team Chair of up to $200.00, as long as it is coordinated with the FAC Treasurer. 12
FACILITIES STAFF • FAC members will provide to the Okanogan County Commissioners through Fairgrounds Manager a completed work order/repair form for any and all needed repairs to facilities including but not limited to buildings, fences, grandstands, grounds, rails, bathrooms, etc., for review and priority setting by Commissioners in October so that it can be scheduled with the County Maintenance Department next years budget requirements. • Maintenance will provide dumpsters for Fair Weekend. • Facilities staff will provide maintenance and repair of any water, electrical and building repairs for safety and liability concerns. • Fairgrounds Manager will oversee the contractor managing regarding the gates and the hours of operation during the fair. • County staff will oversee contractor responsible for all gate receipts and ticket sales. • Maintenance has equipment for their needs only. Not fair needs. FAIR ADVISORY COMMITTEE STAFF • There is no staff. • Okanogan County Commissioners will be responsible for providing FAC staff support and overseeing staff including part time, full time or seasonal help as outlined in Okanogan County Job Description(s). SPECIAL CONFLICT PROCEDURES Conflict procedures will be followed as outlined in this policy. Should a Fair Advisory Committee Member have a conflict, the following process will be followed: a. The complaint, in writing, should be taken to the FAC Chair. b. A copy of the complaint will be provided to the Okanogan County Commissioners. c. The complaint will be addressed at either a special meeting called by the FAC Chair, or at a regular scheduled FAC monthly meeting. d. The FAC Chair has the authority to call a special meeting. FAIRGROUND USAGE POLICY 1. THE FAIR ADVISORY COMMITTEE WILL UTILIZE THE OKANOGAN COUNTY FAIRGROUNDS THE FRIDAY BEFORE THE FAIR UNTIL 5 DAYS AFTER THE CLOSE OF THE FAIR. 2. THE COUNTY COMMISSIONERS WILL DETERMINE THE RENTAL RATE FOR THE FAIRGROUNDS BEFORE THE BUDGET IS SET THE PREVIOUS YEAR. 3. THE FAIR ADVISORY COMMITTEE WILL PAY A DEPOSIT FOR CLEANING AND DAMAGE AS DETERMINED BY THE COUNTY COMMISSIONERS. 4. THE FAIR ADVISORY COMMITTEE ALONG WITH THE SUPERINTENDENTS OF EACH BUILDING WILL BE RESPONSIBLE TO RETURN THE BUILDINGS AND GROUNDS TO PRIOR CONDITION, or will be charged for the extra cleaning or damage determined by the Fairgrounds Maintenance. 5. THE FAIR ADVISORY COMMITTEE WILL DETERMINE GATE PRICING. 6. ALL FAIR RELATED ITEMS INCLUDING CAMPERS AND VENDORS WILL BE REMOVED ON OR BEFORE THE FIRST FRIDAY FOLLOWING THE FAIR. 7. THE FAIR ADVISORY COMMITTEE WILL BUILD A BUDGET BASED ON TOTAL DOLLAR AMOUNT PROVIDED BY THE COUNTY COMMISSIONERS AND PARI-MUTUEL FUNDS PROVIDED BY THE STATE OF WASHINGTON. 14
