OFFICIAL 1.0 Executive Summary The Tour de France (TdF) begins in Yorkshire on Saturday 5th July 2014 and travels through the London area on Monday 7th July. This report outlines some of the issues, the plans which are being put in place and other contingencies to mitigate the risks. 2.0 Background Information and Context The world’s biggest cycle race, the Tour de France, comes to London on Monday 07th July 2014. Prior to that the race begins on the Saturday in North Yorkshire; it also covers areas of West Yorkshire. It is anticipated that there will be an influx of visitors to the area in the weeks leading up to the event and in particular the preceding week and over the weekend. It is estimated that upwards of 500,000 spectators in London will view the race, with a specific concentration of spectators along the route from Epping through Waltham Forest, Newham and finally Westminster. The peloton (group of cyclists) will race through London from Epping at approximately 12.301 on Monday 07th July. The peloton will then proceed through Woodford, Redbridge, Upper Walthamstow, Leyton, Olympic Park area, West Ham, Plaistow, Custom House, Leamouth, Poplar, City of London, Westminster, finishing along The Mall. During the three days of the race event there will be many cycle related events taking place across the North East and Central London. Other events taking place during the period of the TdF, for which the usually planning takes place, include, Date Name Location Type of Event Rock Festival. London’s streets, parks, libraries, cinemas, theatres and museums will come alive with dance. Up to 77,000 visitors 06 July Tennis Wimbledon over the final weekend 2014 Tournament 3.0 Planning Assumptions / Assurance / Issues and Risk Assessment NHS England (London) and London NHS Provider Trusts have agreed that the following areas are business-as-usual activities. As such business continuity plans are being used to mitigate any issues or risks that may arise. 3.1.1 Deliveries and Collections Event Management Company Innovision and TfL have been engaging with NHS Supply Chain as to the impacts and mitigating actions of the race. NHS Provider Trusts are working with bank holiday assumptions in order to plan for deliveries and collections around the road closures. 3.1.2 Staffing and Capacity NHS England (London) and London Provider Trusts are engaging with staff to ensure that staff pre plan their route to work or make requests for leave where necessary. Staffing numbers will be maintained at levels appropriate deliver safe levels of clinical care. 3.1.3 Assurance NHS England (London) has worked with NHS Provider Trusts and Primary Care Independent Contracts to seek assurance that the following areas have been considered as part of organisational planning for the event, Business Continuity o Staffing and capacity o Deliveries and collections o Access to services Major incident response 3.1.4 Issues and Risk Assessment NHS England (London) EPRR has compiled an Issues and Risk Register (Appendix 2) to form the basis of Tour de France Planning for the duration of the road races. OFFICIAL Access to clinics and residential areas for community midwives, ante and post natal services, and community nursing services during the road race Ability to maintain a Major Incident Response with increased staff absence/leave Newly discharged patients are at particular risk of delay of transfer back to the community NHS Provider Trusts are providing assurance that they have considered the following areas when assessing and planning for potential impacts of the TDF. Business Continuity o Staffing and capacity o Deliveries and collections o Access to services Major incident response 4.0 London NHS Healthcare Planning and Operational Response This section of the briefing provides the NHS England (London) operational response to mitigating and managing the identified impacts and risks; and provides the Command and Control arrangements that will be implemented. 4.1 Tour de France Event Planning Road Race – Stage Three London Sectors 4.1.1 Transport It is expected that there will be congestion and delays on the roads in some parts of London during the road race on Monday 07th July. The extent of this is likely to vary at different locations and different times. It could also have a knock on effect on other areas. Many parts of the London Underground are located within or directly along the route of the race. Below is a list of the affected London Underground stations. There are no planned TfL Tube closures along the route. The final version will be published in the two weeks before the event. Barclays Cycle Hire docking stations in and around the route area may be suspended. More detailed information about docking stations affected will be available in early summer. 4.1.2 Treatment of Athletes and Amaury Sport Organisation Officials There are two possible routes for conveying athletes and Amaury Sport Organisation (ASO) officials to Provider Trusts during the event, these are, By French ambulance, under police escort By London ambulance The details of these will be confirmed at the next TdF Health Sub Group, 10th June 2014. 4.1.3 Charging for Treatment NHS England (London) Tour de France 2014 Briefing Pack 7
OFFICIAL During the Tour de France, Stages 1-3 the business as usual protocols for ensuring entitlement to treatment as part of Primary and Secondary care registration processes will continue as normal. 4.1.4 Press and Communications To date communications with press, public and businesses has been coordinated through TfL, who chair the TdF Communications Sub Group. 4.1.5 Situation Reporting Requirements For the duration of the Tour de France, Stage 3, NHS Providers will communicate directly with LAS at Palestra, home to TfL's Surface Transport and Traffic Operations Centre (STTOC), for all issues relating to the race. For all other incidents the normal lines of communication, via NHS01, should be used. The requirement to provide NHS England (London) with Situation Reporting (SitReps) will be by exception only, which should include reporting of ASO or TdF athlete attendance for treatment. Any changes to this requirement will be communicated by NHS England (London) EPPR NHS01. 4.1.6 Major Incident Response NHS England (London) EPRR staff will provide full cover at the Incident Coordination Centre, Southside, providing assurance that NHS England (London) will be able to mount a Major Incident Response if required during the Tour de France event. 4.2.3 Primary Care Affected Providers NHS England (London) Primary Care Commissioning Team has conducted a mapping exercise to ascertain the impact to primary care providers along the route and within the 800m race ‘hot zone’6. NHS England (London) Primary Care Commissioning Team has generated a briefing pack and assurance process for those primary care providers identified through the mapping process. These packs are currently being issued to these providers and a collation of assurance responses is underway. 6The ‘hot zone’ is the area 400m either side of the route that will be most directly impacted by the road race due to restricted access.
4.2.4 Secondary Care Affected Trust Sites NHS Trusts have undertaken their own risk assessments for service delivery for the duration of the Tour de France. Some Trusts have been identified as being more greatly impacted than others. 4.2.5 Specialist Care Affected Trust Sites No Specialist Hospital Trusts have been identified as being directly impacted by the road race and the ‘hot zone’. 4.3 Command and Control Arrangements 4.3.1 Internal Command and Control NHS England (London) Incident Control Centre (ICC) will be on standby for the duration of Stage 3 of the road race. Members of the EPRR team including those rostered as on-call will be present in the ICC on Monday 07th July. Therefore there will be an oversight of command and control aspects of the race, such as road closures/opening and monitoring progress of the race. There will be direct communication with the event Venue Coordination Centre (VCC), based at Palestra, via London Ambulance Service (LAS) who will be based there. NHS England will not be present at Palestra. OFFICIAL 4.4 Debrief Arrangements 4.4.1 Internal Debrief Arrangements are in place, as per the NHS England (London) Incident Response Plan v1.3.1, to ensure that NHS England (London) holds both formal and informal debrief to ensure that lessons and of best practice can be identified to improve the arrangements that are currently in place. A formal debrief will be conducted by NHS England (London) EPRR team and will take place by Monday 21st July 2014. NHS England (London) will produce a debrief report by Monday 04 th August 2014. 4.4.2 External Debrief The external debrief process will be conducted by Innovision, for which details will be confirmed in the final version of this pack. 4.5 Public Health 4.5.1 Public Health Messaging Public Health England will produce public health messaging based on pollution levels and weather information. This will include information about heatwave water consumption. Network Rail and TfL already have existing health messaging with regards to public carrying water. 4.6 Medical Support Tour de France Event Medical provision will be provided by Site Rescue. Site Rescue aims to provide medical treatment and welfare to any person who is injured whilst at the TdF. The on- site medical team will be dedicated to the event site only. The Event Medical Plan is currently in draft form. The final version, once available, can be shared with partner agencies on request. The British Red Cross are providing first aid provision at Kings Cross Station. 4.7 Parallel Events Velo-Gogo is operating the TdF fan parks for the duration of the three days of the TdF in the UK. Fan parks will be located at Trafalgar Square, Green Park, and the closing party fan park at Canary Park. Fan Parks will display live coverage of the race, as well as various hospitality arrangements which vary across the sites.
