The situation is changing daily regarding travel restrictions, curfews, social distancing, protective equipment, and many other factors. We here at University of Arizona/ FRTEP extension as well parents and supporters still want to host a show and sale. With the collaboration of parents, 4H supporters and Extension staff we plan to take this as an opportunity to host an in-person show and sale at the rodeo arena on the Navajo Nation fair grounds. This will be our first attempt to host an event at a different location and we are embracing our “Learn By Doing” motto. We ask for your patience and understanding as we try to navigate these unknown waters. The top priority for us will be the safety of our youth, volunteers, staff, and animals, which may cause some of our rules and regulations to change to adjust to new situations. Be assured we will keep the show and sale fair to all exhibitors and families. In the past, the show and sale were a means for fun, learning and participating in program events. This year, that has changed as a means of adaptation, and facing agriculture loss for some families. Our primary goal this year is to get our 4-Hers to have the chance to showcase their skills and talents they worked hard on all year long. As well as hosting a sale to help recoup some loss that has incurred due to the pandemic. Things may not be perfect, but we are doing our very best and appreciate all your support. Junior Livestock Show and Sale Committees Job Descriptions Auction Sales Committee: The Auction Sales Committee will coordinate the Junior Livestock Sale and the Pay-outs. They will set up the platform for the sale and enforce the rules and regulations regarding the sale. Livestock Check-Out & Release Committee: The Livestock Check-Out & Release Committee will organize all the needed paperwork for proper check-out and release of each livestock exhibit. The committee will consist of Junior Livestock Superintendents. Grievance Committee: The Grievance Committee will review all written complaints, protest that are properly followed in the protest section. They will apply all the General Rules, Junior Livestock Rules & Regulations, to the protest submitted and will act and make a final decision of a said grievance. The committee will consist of the Junior Livestock Coordinator and Superintendents. See Protest Section for fees. Liability: The 4-H/FFA Junior Livestock Show & Sale committee and staff, will not be responsible for any accidents, injury and/or loss to all livestock, exhibitors, and/or parents for the duration of the event. Exhibitors are recommended to carry their own liability insurance. The Grievance Committee at the Livestock Superintendents request and reserves the right to disqualify and excuse any animal from all entry and competition due to dangerous behavior and sickness and/or lameness during any time of the virtual show and sale. The 4H/FFA Junior Livestock Show & Sale and staff, Navajo Nation 4-H Committee will not be responsible for any livestock left on the fairgrounds after the close of the sale drop off times. If the exhibitor utilized a private sale system, it is up to the exhibitor to transport their animal to packers or make other arrangements with the private buyer for animal drop off and processing. This will include payment of market animals.
2021 NAVAJO NATION JR. LIVESTOCK SHOW AND SALE RULES & REGULATIONS PURPOSE: The 4-H/FFA Junior Livestock offers Market Animals: Lambs, Beef, Swine; Goats raised by members of 4-H Clubs and students of Future Farmers of America (FFA) to encourage a practical interest among Youth in the raising, care and feeding of livestock. Exhibitors, parents, 4-H leaders and sponsors are required to familiarize themselves with all General Rules and Rules & Regulations of the Virtual Junior Livestock Show & Sales. 1. Please Note Specified Entry Deadline Dates 2. ONLINE ENTRY DEADLINES: LARGE ANIMALS – Due June 12, 2021 (Entries accepted till 5:00pm AZ Time) Includes the following: Market Animals: Booster Lambs, Lambs, Goats, Beef, and Swine Money Orders or Cash Accepted. All Money Orders Payable to: Apache County Leaders Council 3. ENTRY FEES: Market Steers: $5.00/Per Head Market Lambs/Swine/Goats: $5.00/Per Head Booster Lambs: $5.00/Per Head 4. ENTRY LIMIT: Only five (5) entries for Market Animals per exhibitor are permitted for the virtual show with the exceptions of Booster entries. Booster lambs are limited to one (1) animal for booster exhibitors. EXAMPLE A: 2 Lambs, 2 Swine, 1 Steer 2 Lambs, 1 Swine, 2 Goat 5. PRE-REGISTRATION FORMS: All entries for the Navajo Nation 2021 Jr. Livestock Show must have the appropriate lot number for each animal entered. All online entries must be complete, including your entry fees postmarked by the specified due date. To be eligible to show at the 2021 Navajo Nation Junior Livestock Show. Member and project enrollment deadline is April 26, 2021. 6. Pre-Registration Entry Forms: Available via email, extension website, and Navajo Nation 4-H Facebook page and by contacting: 44notah@email.arizona.edu or acarlisle@arizona.edu. All livestock animal entries must be pre-registered by the Deadline due dates. Any animal not pre-registered by the according deadline will not be allowed to show/sale. 7. LIVESTOCK IDENTIFICATION: All Livestock must be identified in accordance with Navajo Nation Title 3. All livestock must have RFID (EID) tags and Sheep and Goats must have Federal Scrapie Tag in addition to RFID Tag, unless the Scrapie ID tag is also an RFID tag. Any livestock without proper ID will not be permitted to enter show/sale.
8. CHECK-IN: September 9, 2021, starting at 6:30 am. All Livestock must enter through Gate 8 and will be directed to the health check tents. Market classes will be weighed and directed to specific parking areas. Only two family members and exhibitor will be allowed to help with weigh-ins. Face makes (Properly worn covering nose and mouth) are required and social distancing will be enforced. Participant and companions will get a health check that will consist of a temperature reading, questionnaire, and recording of contact information prior to allowed admission onto the event grounds and animal check-ins. Completed Project records are encouraged but not required. 9. WEIGH-IN: A Superintendent and Weights& Measures Officer will weigh market animals. The weight measured will be the official weight, which will be used for classing and for the official sale weight. All Market Animals will be weighed only one (1) time. A minimum weight requirement is as follows: Lambs-80lbs. (With the exception of White Face - 70 lbs.) Beef-900 lbs Swine-180 lbs Goats-50lbs 10. HEALTH INSPECTION: ALL LIVESTOCK will be inspected by a Veterinarian and the respective Superintendent at check-in. Should an animal be found to be sick or have a communicable disease, it shall be prevented from entry and/ or removed immediately. Animals showing signs of sickness or disease during the duration of the show and sale will be disqualified. 11. HAULING-PERMIT(S): Hauling permit(s) must accompany animal(s) when checking in at the Check-In Station near Gate 8. Hauling permits can be obtained from your local Resource Enforcement Officer (Ranger), District Livestock Inspector, or State Brand Inspector. ALL livestock must have a Health inspection done and an entry permit number from the State of Arizona within 30 days of the virtual show and sale. It is up to the livestock owner to be up-to date with papers according to the Navajo Nation laws. Please note requirements may be revised, changed, or enforced at any time pending veterinarian recommendations. OWNERSHIP: All Market Animals exhibited in the Virtual Junior Livestock Show & Sale must be owned the minimum number of days before the opening day of the virtual show and sale as follows: Lambs/Goats-90 days, Beef-150 days, and Swine-90 days. 12. MEMBERSHIP: All exhibitors must be a member and in good standing of a 4-H Club or FFA Chapter and be 19 years old and under in the current year. Any Navajo child is eligible to enter an exhibit regardless of residence. Non-Navajos are eligible if they are a member of a Navajo 4-H Club, FFA, and FHA Chapter and/or reside on the Navajo Reservation or is a member of a Navajo club of 50% or more. Booster (Seven & Under) must be a member of a 4-H Club. Record of membership and project must be available upon check in. All 4-H Exhibitors must be enrolled in an active 4-H Club, in good standing, and enrolled in their project. We will be checking all members before entry is accepted.
Age Division: We recognized that exhibitors from across the Navajo Nation come to our fair to showcase their talents. Due to the age division change by the University of Arizona, for the Navajo Nation Jr. Livestock Show will require all exhibitors to show based on their age division in their respected 4-H clubs state. For example, if you show as a Junior in NM you will show as a Junior at the Navajo Nation Show and Sale, if you show as a Booster in AZ you will show as a Booster in NM. This agreement was set forth by both UArizona and NMSU extension to be in effect for all 4-H activities for the year 2021. We aim to keep competition fair and prevent exhibitors constantly changing age division as they progress through the show year. Your cooperation and understanding is much appreciated. Any questions you can contact Nathan Notah or Kathy Landers. 13. RECORD BOOKS: Record Books are encouraged but not required for this year's show and sale. 14. BOOSTER DIVISION: The age group for the Booster Division is 5-7 years of age as of January 1st of the current year. The child must be enrolled with a 4-H Club. The child will be eligible to complete in a Booster Class Lamb only with an entry limit of 1 animal. 15. Stalls: The respective Livestock Superintendent of each class will pre-assign stalls and Pens prior to animal drop offs after sale has ended. Stalls will be separated based on packer designation. 16. Maintenance: At home all exhibitors will be responsible for feeding, caring, showing and the sale of all livestock entries throughout the show and sale. 17. Exhibitors: All exhibitors will be expected to abide by all rules and regulations, especially the COVID- 19 Health Protocols in place. Any exhibitor who fails to abide by rules, they will be disqualified from competition and sale. PARENTS of EXHIBITORS CANNOT BE in the SHOW/SALE pictures when their Child is showing or selling their animal. Any harassment or unethical conduct will NOT BE TOLERATED and will result in immediate disqualification of exhibitor. Sale: Sale order will be a random draw at the conclusion of the show. Exhibitors are expected to have animal sale ready, as well as exhibitors being sale ready. All animals that have been placed Grand or Reserve Champion must sell. Any other animals that ae sale can be pulled but the exhibitor must notify sale superintendent no later than 1:30PM. Show: All exhibitors are expected to come shows ready clothing, equipment, and animal preparation. As we are hosting a new location for the event, be prepared to have your own water supply, electric supply, and needed materials for your animals. There is no guarantee of water, electricity availability during the event, what electricity is available will be made priority to the hosts of the event for items such as PA System, Computers and needs by superintendents to make the event happen. 18. Check-Out: All animals entered the Jr. Livestock show and sale are expected to drop off their sold animal at the required locations. The animals may be excused from the sale only for Veterinarian services or illness and the respective Superintendent must be notified. Market Animals not dropped off during designated time will forfeit all sales. 19. Tags from other counties and Federal Scrapie ID tags will remain in place and be honored and should correspond with entry form. UNLESS THE ANIMAL HAS AN RFID TAG ALREADY IN PLACE. 20. RELEASE: All market animals must be surrendered the day of sale during designated drop off time to be sent to packers, unless other arrangements are made in advance to the 4-H Office. Only Junior
Livestock animals that has been purchased by buyers in the auction will be released at buyer’s request. 21. HARASSMENT: Harassment including verbal, physical, and use of social media of the Jr. Livestock Committee Officers, Coordinators, Superintendents, Volunteers, County and Tribal Extension Agents, Judges, and/or FFA advisors, and other exhibitors by any exhibitor or 4-H/FFA parent(s) during the event may cause disqualification of the exhibitor from the current event and/or future 4H/FFA Junior Livestock Show/Sale. Paid fees will not be refunded. Any Harassment of Buyers during or after sale will be disqualified monies and banned from all future show and sales. We will have a ZERO TOLERANCE POLICY FOR HARASSMENT. 22. SHOW DRESS CODE: Exhibitors are expected to dress appropriately for both the show and sale events. They should already be ready during check-ins and photo times for sale pictures. No short-cuts, tank tops, and open toes shoes. Long sleeves, jeans, boots are encouraged. Face masks covering the nose and mouth are always required during the duration of the event except when eating or drinking. 23. GRIEVANCE: The Grievance Committee reserves the final and absolute right to interpret the General Rules, Junior Livestock Rules & Regulations, Special Rules and any arbitrary settlement to determine all matters, questions, and/or accidents of the Junior Livestock Show & Sale. The Grievance Committees’ decisions are final. See Protest Section for fees.
JUDGES AND JUDGING JUDGING SYSTEM: The American System of judging will be used in all classes. The American System means the top 10 participants will receive a ribbon. Each participant thereafter will receive a participation ribbon. The Grand Champion and Reserve Champion will be selected from the top two of each division. Due to COVID-19 pandemic, no premiums will be awarded this year for the show. Award ribbons and banners will be available if there is adequate funding. The judges’ decision is final in all matters of competition, placing, classification and age of animal, allowing only a formal appeal as is indicated in the protest section below. All judges' placements and reasons will be displayed on the show platform. Protest/Grievance If there is a complaint to any Junior Livestock Show & Sale activity. Any individual can protest by submitting a detailed written protest. The written Protest must be accompanied by a $75.00 money order. The complaint must be delivered to the Grievance Committee Chairperson prior to the sale. If the protest is lost, the $75.00 will be forfeited. If the protest is successful, the $75.00 will be returned. The judging procedures will not be interrupted for a protest investigation. Depending on the basis of the protest, a decision may be withheld until a thorough investigation is done and complete. If there is a complaint and protest that a judge overlooked an animal, it will not be considered. Judges placing is final. CONDUCT Any act of discourtesy, disobedience and/or foul language to the 4-H/FFA Junior Livestock Show & Sales Committee and staff, or any other 4-H member or affiliates by an exhibitor, parents, 4-H Leaders, and/or sponsors will not be accepted. The exhibitor(s) will be disqualified from all competition and the exhibitor will forfeit all his/her exhibits entered, entry fees, and awards. Any exhibitor, parent(s), 4-H Leader and/or sponsor who attempts and/or interferes with the judge’s performance of their duties or make any false statements regarding any animal exhibited or interfere with the clerks and/or record books of any competition will be subject to removal from the show and sale. Dismissal determined by Grievance Committee. LIABILITY The 4-H/FFA Junior Livestock Show & Sale Committee and staff, Navajo Nation 4-H Committee will not be responsible for any accidents, injury and/or loss to all livestock, exhibitors and/or parents. Exhibitors are recommended to carry their own liability insurance. The Judges and the Grievance Committee reserves the right to disqualify and excuse any animal from all entry and competition due to dangerous behavior and sickness and/or lameness. The 4-H/FFA Junior Livestock Show & Sale Committee and staff, Navajo Nation 4-H Committee will not be responsible for any livestock not sold in the sale and will not supplement any financial loss due to low
selling animals. Animals cannot be pulled from sale due to low selling price. Sale prices are determined by the buyers who are supporters of the 4H program, show/sale committee has no determination of the sale price a buyer is willing to pay. The COVID-19 pandemic affects all aspects of the 4-H show and sale. Committee and staff will adjust rules and regulations in order to keep the safety of youth, staff, volunteers, and animals as the top priority.
JUNIOR LIVESTOCK SALE The Junior Livestock Sale will be held from Thursday September 9, 2021, starting at 2:00 pm(tentatively). Grand and Reserve animals for each class are required to be in the sale. All other animals have the option to stay in the sale or be pulled. Let the Livestock Coordinator know if you will be pulling your animal, no later than 1:30PM day of sale. Pending COVID-19 Pandemic- the number of animals making sale subject to change and selling of animals is not guaranteed in addition to prices animals are sold for* Once the animal is brought into the arena for auction, they cannot be pulled from the sale. Lamb Division: Only the top two (2) from each class including the Grand and Reserve Champions will be eligible for the sale. Only the Grand and Reserve Booster Lambs will sell in the auction. If one of the top 2 pulls from sale, next place lamb moves up and sells. Depending on the number of animals in sale, the committee will decide to put additional Booster lambs in the sale. Beef Division: Only the top one (1) from each class including the Grand and Reserve Champions will be eligible for the sale. A total of 5 market beef will sell in the auction. There will be a maximum sale weight of 1250 pounds. Swine Division: Only the top two (2) from each class including the Grand and Reserve Champions will be eligible for the sale. A total of 8 market swine will sell in the auction. There will be a Maximum sale weight of 265 pounds. Goat Division: Only the top two (2) from each class including the Grand and Reserve Champions will go to the Junior Livestock Sale. A total of 4 goats will sell in the auction. Minimum goat weight limit is 50lbs. Exhibitors will be allowed to have his or her animal(s) donated back but cannot be entered into any other show or sale on the Navajo Nation for the 2021 year. All sold market animal(s) will go directly to packers, unless other arrangements are made with the buyer. This sale may attract buyers from all over the county and will be making case by case decisions based on buyer wishes. Any animal(s) sold through Navajo Nation Sale that is exhibited at another Navajo Nation event will result in the exhibitor being banned from the next Junior Livestock Show. There may be a terminal market for all out-of-state livestock. The state laws of Arizona, New Mexico, Utah, Colorado and the Navajo Nation regulate out-of-state transportation of livestock, into and out of Arizona and the Navajo Nation. Any market animal that has been sold in a previous event cannot be entered into a market class at the Navajo Nation Junior Livestock Show & Sale. If your animal places Grand or Reserve in any class, they cannot be shown at any other concurrent show and must be sold during the sale. Exhibitor is responsible for the care of livestock until the animal is dropped off for processing. Just because an animal is purchased does not mean the exhibitor can abandon care of livestock. All animals will be released to a packer that will be specified by the Junior Livestock committee. Money from the packer will be submitted into the Junior Livestock account to support future sales & show.
Buyers Digression: The Jr. Livestock Show & Sale do not determine the amount a buyer can bid on any animal regardless of placing. It is at the buyer's sole discretion of the bid amount and purchasing preferences. Grievances in regard to sale price, sale order etc. will not be considered a valid grievance filing. Any type of harassment of buyers or other exhibitors will not be tolerated and will result in forfeiture monies. The Jr. Livestock Committee will do their best to procure buyers for sale. However, it is encouraged that the exhibitor finds their own buyer and have them participate in the online auction. Checks will be mailed out after Buyers have paid and copies of Thank You letters to the buyers are turned into the 4-H office and the record book submissions.

See General Rules and Junior Livestock Rules & Regulations. 2. PSEUDO-RABIES REQUIREMENTS: All swine must be from a pseudorabies Validated and certified herd or be tested negative for psudorabies prior to transportation to the Fair. YOU MUST FURNISH EITHER THE PAPERS OR PROOF OF TESTING. At check-in, you must hold Swine in trailer for inspection by the Veterinarian and respective superintendent. 3. Swine entered into the Market Swine classes may be gilts or barrows. 4. Market Swine will be weighed and tagged during check-in. 5. Any Market Swine weighing in less than 180 pounds cannot be included into the Market show. OWNERSHIP: All Market Swine must have been continuously owned and personally cared for by the exhibitor not less than 90 consecutive days prior to opening day of the Navajo Nation Show and Sale and cannot be transferred from between 4-H Clubs and/or FFA, or within family during the feeding period. The state laws of Arizona, New Mexico, Utah, Colorado and the Navajo Nation will regulate out-of-state transportation of swine, into and out of Arizona. There may be a terminal market for all out-of-state swine, regardless of qualification for the livestock sale. 6. Project Books are encouraged but not required.

Any Market Lamb weighing in less than 80 pounds at weigh-in can be shown but will not be qualified for the sale. 5. Sheep with active ringworms lesions, Sore mouth, Foot rot or any other disease will be denied entry to the Junior Livestock Show. However, sheep and goats hauled on the same trailer may be allowed to show if cleared after Veterinary inspection. 6. ONLY (02) Market Lamb Entries per Exhibitor. 7. OWNERSHIP: All Market Lambs must have been continuously owned and personally cared for by the exhibitor not less than 90 consecutive days prior to opening day of the Navajo Nation Fair and cannot be transferred between 4-H Clubs and/or FFA, or within family during the feeding periods. 8. BOOSTER LAMB SHOW: Is an added attraction with special classes for children 7 years and under. The University of Arizona Cooperative Extension 4-H Program does not acknowledge this event as a 4-H project. This added attraction is sponsored by the Navajo Nation 4-H Committee. 9. BOOSTER LAMB SHOW: If there are 16 or more booster lambs entered, the class will be Split into two classes according to their weight.

Any Market Beef weighing in less than 900 pounds at weigh in can still participate in the show but will not be eligible for sale regardless of placing. 4. Any Market Beef that is deemed unmanageable to the point of being unsafe to committee members during check-ins and drop offs may be disqualified from the Junior Livestock Show & Sales, which will be determined by the Grievance Committee. 5. OWNERSHIP: All Market Beef must have been continuously owned and personally cared for by the exhibitor not less than 150 consecutive days prior to opening day of the Navajo Nation Fair and cannot be transferred between 4-H Clubs and/or FFA, or within family during the feeding period. 6. Project Books will be requested upon check-in. They must be up to date on the fair check date.
