Agency Reports: 5.1 Shire of Serpentine Jarrahdale 5.1/8/19 – Exercise of State and Local Emergency Animal Welfare Plans. Authority / Discretion Information For the Council / Committee to note. Report Purpose The purpose of the report is to advise the Committee that the Shire has been invited to attend a Level 3 desktop exercise being held with the Department of Primary Industries and Regional Development (DPIRD) in September. The purpose of the exercise is to test and validate the State Support Plan for Animal Welfare in Emergencies. Relevant Previous Decisions of Council There is no previous Council decision relating to this item. Background The State Exercise Framework is an exercise program that Emergency Management Agencies (HMA’s, support agencies, combat agencies, NHO’s, local governments) and DEMC currently conduct and report against. A multi hazard, multi-agency State level exercise commencing 1 July 2019 will be held every three years to bring together all capabilities to test the State’s EM arrangements and the State’s capacity to manage concurrent emergencies. The objectives of the State exercise is to: • Understand Law & Policy (Local, State & Federal) as it relates to the States ability to respond and recover from a State level multi hazard, multi-agency event • Practice the Command, Control, Coordination and Communication arrangements across multiple agencies necessary for the State to respond and recover from a State level multi hazard, multi-agency event Ordinary Council Meeting 16 September 2019 Reference: E19/9929 © Shire of Serpentine Jarrahdale 2019

District Emergency Management Committees will provide a coordinating role within their districts and collate exercise schedules received from Local Governments. This will give visibility of a districts preparedness. Community / Stakeholder Consultation Not Applicable Statutory Environment Emergency Management Act 2005, Section 38 (1) A local government is to establish one or more local emergency management committees for the local government’s district. (2) If more than one local emergency management committee is established, the local government is to specify the area in respect of which the committee is to exercise its functions. Comment The DPIRD exercise is being held in order to test and validate the State Support Plan for Animal Welfare in Emergencies. The Shires involvement will be to provide DPIRD with local knowledge. The Shire will be represented at the exercise by Acting CEO Helen Sarcich, Director Development Services Andrew Trosic, Acting Manager Ranger and Emergency Services Brian Owston and Emergency Services Technical Officer Gillian French. The Shire of Serpentine Jarrahdale maintains an Emergency Animal Welfare Plan for the Shire and there is a requirement to review and exercise this plan in 2019. It is considered that it would appropriate to arrange to exercise this plan at the next meeting of the LEMC in November 2019. Options and Implications Option One That the Local Emergency Management Committee: 1. NOTES The Shire’s involvement in the DPIRD State Support Plan for Animal Welfare in Emergencies exercise; and 2. RESOLVES to exercise the Shire’s Emergency Animal Welfare Plan at the LEMC meeting to be held in November 2019. Option One is recommended. Ellena Murdock will be attending future meetings and she will be first in charge of running welfare centres in the event of an emergency. 5.5 St John Ambulance Nil Report – District Emergency Management Advisor will follow up with St John re future attendance at this meeting by an Area Manager. 5.6 Parks and Wildlife Nil Report 5.7 Department of Fire and Emergency Services Nil Report 5.8 District Emergency Management Advisor STATE NEWS HAZARDOUS AND EMERGENCY EVENT SERVICES WALGA has established a Preferred Supplier Arrangement (PSA) to assist its Members to directly access Hazardous & Emergency Event Waste Clean-up Services from a prequalified panel of service providers. This PSA is particularly useful in situations where the activities of both State and Local Government have been hindered by issues that arise in managing unexpected hazardous wastes. One such example involves the appointment of suitable contractors to collect and dispose of illegally dumped hazardous material on either State or Local Government managed land. The management of hazardous waste arising from an emergency situation such as that caused by bushfires, cyclonic activity or flooding is also generally time critical. In recovery, the management of hazardous wastes generated in an emergency has the potential to cause significant problems and delays. The waste management issues arising from the 2016 Yarloop fires are well documented. The cost of removing these wastes and remediating properties within tight timeframes ran into many millions of dollars. The appointment of suppliers to the PSA has allowed for an efficient means to access solutions through prequalified suppliers, including an Aboriginal enterprise, across a broad scope which is outlined and can be viewed here in more detail, along with the pre-qualified supplier list and category appointment. SEMC STRATEGIC PLAN 2019 – 2022 The current State Emergency Management Committee (SEMC) and Office of Emergency Management (OEM) Strategic Plan for 2017-2020 was approved in August 2017. There have been a number of changes since the 2017-20 plan was approved, including the issuing of the Ministerial Statement of Intent and the machinery of government changes to amalgamate the OEM into the Department of Fire and Emergency Services. Further, many of the current members of the SEMC were not involved in the approval of the current plan. Given these changes, and that the current strategic plan is nearing its end date, it is timely to review achievements made under the 2017-20 plan and to establish an SEMC Strategic Plan for the next period (2021-24). The SEMC approved the commencement of work to review and redevelop the SEMC Strategic Plan with a goal of releasing the revised plan in December 2019. The District Emergency Management Committee business plans will align with the SEMC strategic plan once the SEMC business plan is released. AMENDMENTS TO THE STATE EMERGENCY MANAGEMENT DOCUMENTS The State Emergency Management Committee (SEMC) approved amendments to the suite of State Emergency Management (EM) documents and approved the new State Hazard Plan – Human Biosecurity, effective from 24 May 2019. Please note: Significant amendments were made to the State EM Policy, State EM Plan and State EM Procedures in regard to the new State EM exercise framework. Minor statement of fact amendments were made to some State EM guidelines to reflect changes to the State EM Policy. The State EM exercise framework includes: the formation of the State Exercise Coordination Team (SECT) to support the State EM exercise framework; a capability-based exercise program requiring agencies to develop and report on 3-year exercise schedules; and a State EM Exercise, to occur every 3 years. A 6-month transitional period will commence on 1 July 2019, allowing agencies time to adopt the new framework. Upon request and subject to resourcing, the SECT will work with agencies and organisations in the preparation, coordination, delivery, and evaluation of exercise activities. Attachment 8.2 Minutes – Local Emergency Management Committee – Page 11 of 15 13 August 2019 The 3-year exercise cycle will commence 1 January 2020 and the first State EM Exercise will occur in 2022. State Hazard Plan – Human Biosecurity has been created as part of the SEMC Policy and Governance Review Project, Phase 7: Westplan Rationalisation. These arrangements have undergone a full content review and replace Westplan Human Epidemic. Please remove or archive old copies of Westplan Human Epidemic you may have and update any references to the plan. It is strongly advised that all agencies review the updated documents. Full details of the amendments are available on the SEMC Policy Amendments webpage. STATE EXERCISE COORDINATION TEAM (SECT) The SECT now has an official email address: SECT@dfes.wa.gov.au. This address is to be used for all agency correspondence relating to exercising. The address will be where agencies and DEMC’s send Exercise Reports to and where updates and correspondence will be distributed from. Draft Work Plan – on the 11th April a small working group convened by the SECT Chair met for the purposes of developing a Draft SECT Work Plan for the State Exercise, a proposed high level Transition Brief to inform SEMC of the work to be done in preparation for the State Exercise and a SEMC paper proposing the hazards to be exercised in the State Exercise 2022. The State Exercise is to be Human Epidemic and a Structural Fire at a major hospital. On the 10th May the SEMC approved the proposed State Exercise. State EM Suite - The Policy Team have also completed all the updates on exercising to the State EM Suite (Policy, Plan & Procedures) and on the 10th May SEMC approved the amendments (Amendment List attached). The effective date of the new amendments was the 24th May 2018. Agencies will be required to comply with the new sections in respect to reporting on exercising and submitting exercise schedules when the exercise cycle commences on the 1st January 2020. The period between now and the 31st December 2019 is a transition period where agencies can commence doing their capability analysis and developing their exercise schedules to align with the hazards identified for the State Exercise. The amendments to the suite include: • minor amendments throughout the suite of State EM documents to implement the State Exercise Framework • amendments to State EM Policy sections 4.8-4.11 Exercising; • amendment to State EM Plan section 4.7 Exercises and Training; • amendment to State EM Preparedness Procedure 19 Exercise Management; • amendment updates to State Hazard Plans – Search and Rescue, Energy Supply Disruption, HAZMAT, Terrorism; and Ordinary Council Meeting 16 September 2019 Reference: E19/9929 © Shire of Serpentine Jarrahdale 2019

Two attachments are included in this report: • LEMC Presentation – Exercise Framework • State Exercise 2022 – Frequently asked questions DISTRICT NEWS The 4 Metropolitan District Emergency Management Committees were successful in receiving AWARE funding to exercise Heatwave in the 34 metropolitan local governments. The exercise will be a full day and held on Thursday 28 November 2019. Invitations will be sent over the coming weeks with further details. SEMC ITEM PAPER The 4 Metropolitan District Emergency Management Committees are jointly submitting an Item Paper to the SEMC August meeting. They have requested a review on existing Funding in Emergencies – criteria for meeting costs associated with emergencies (State EM Policy 5.12.2) and to provide clarification for the facilitation by local government in traffic management. The outcome from the SEMC meeting held on Friday 2 August 2019 was “The paper was supported and a review into the Policy will be undertaken.” The timeframe for the policy review will be provided week commencing 12 August 2019. LOCAL NEWS IMPLICATIONS OF CLIMATE CHANGE In March 2019, the State Government announced a Chief Health Officer Inquiry to investigate the implications of climate change, including more frequent and intense weather events, on health. The aim of the Inquiry is to review the current planning and response capacity of the health system in relation to the health impacts of climate change, and make recommendations for improvement with respect to climate change mitigation and public health adaptation strategies. The dates for a series of public forums across the regional centres and Perth have been released via this link https://ww2.health.wa.gov.au/Improving-WA- Health/Climate-health-inquiry. Climate change has long been on the radar with SEMC and as you well know, heatwave is one of the highest risks in some of our districts. SEMC will be submitting a written submission to the inquiry. Another exercise will be undertaken in October. 5.11 Volunteer Chief Bush Fire Control Officer Process for the appointment of a Chief Bush Fire Control Officer and Deputies is well underway. The Shire and the CBFCO are currently putting together a mentoring programme for Captains. The Shire is currently in the process of investigating opportunities for the future Oakford Fire Station. 6.
