Minutes of the Airport Commission Meeting of Tuesday, August 31, 2021 Special Meeting A. CALL TO ORDER: The regular meeting of the Airport Commission was called to order at 9:00 A.M. via telecon- ference. B. ROLL CALL: Present: Hon. Larry Mazzola, President Hon. ADOPTION OF MINUTES: The minutes of the regular meeting of July 20, 2021 were adopted unanimously upon a mo- tion by Commissioner Guggenhime and a second by Commissioner Hewlett. Regular meeting of July 20, 2021. There were no questions from the Commissioners and no public comment. D. DIRECTOR’S REPORT (Discussion Only): Airport Director Ivar Satero gave an update on the following: COVID-19 Recovery to Resilience Update: There have been 536 total COVID-19 cases at the Airport since the start of the pandemic. Eighty of those were Airport Commission staff. There was a total of 29 additional cases in August, which is reflective of what’s going on with the Delta variant. The Airport continues to see fairly robust days related to passenger traffic in the high 30s and low 40s. The numbers have begun to plateau likely due to the variant and seasonality. The Airport continues to see excellent mask compliance within the terminals. It has also served passengers from over 60 countries traveling to the Airport for vaccinations. Testing continues with approximately 3,500 – 4,000 COVID-19 tests per week. Ninety-two percent of Airport Commission staff have been vaccinated, 6% are un- vaccinated, 1% have received one dose, and Staff are resolving the data submission for 1%. Competitive Selection Process Communications Policy: Items 5 and 6 are subject to the Restricted Communications Period. It begins when the RFP/RFQ is published and ends when the Commission awards the contract or otherwise terminates the competitive pro- cess. Report on other recent San Francisco International Airport activities, events, and an- nouncements: The Airport successfully re-opened 28R on August 20th after almost four months of construction. There was very little impact to arriving and departing traffic. There are still about six weeks of additional work left to do related to the project, but Staff do not anticipate it will have any impact as it doesn’t require any further full closures. Commissioner Guggenhime asked how far in advance the 28R project finished. Director Satero estimated a couple of weeks. There were no further questions from the Commissioners and no public comment. This year, the Air- port received a record 54 nominations, the most nominations ever received since it began its formal employee recognition program in 2001. The nominations this year referenced countless examples of how team members really stepped up to meet the unprecedented challenges of 2020. difficult, and all nominees should be incredibly proud of their accomplishments. The Airport recognizes the exceptional work of five individuals and four teams for the fol- lowing awards: 1. Mayweathers Memorial Award for Custodial Team Member of the Year – Ariel Cajulao, Facilities/Custodial 3. Team Recognition Award – COVID-19 Immediate Response Team and Plexiglass Installation Team This year, nine (9) highly deserving employees were nominated for the 2020 William R. O’Brien Employee of the Year Award. For over 20 years, Mr. Hoglind has served the Airport as the Sr. Manager of Interna- tional Marketing and Aviation Development within the External Affairs Division, rep- resenting the Airport in developing new routes. Mr. Hoglind used his innovation and creativity to design and establish SFO’s first Air Carrier Incentive Program (ACIP) which remains, 20 years later, the basic framework upon which SFO’s current inter- national air service development efforts are based. This framework is currently relied upon in recovery efforts from the COVID-19 pandemic and was also used to lead similar recovery strategies following previous periods of international travel Minutes, August 31, 2021, Page 7
depression caused by SARS, 9/11, and the 2008 financial crisis. Mr. Hoglind’s ef- forts have led to unprecedented numbers for the Airport, including an 88% increase in international carriers and a 96% increase in international flights during his tenure. Mr. Hoglind developed new routes which led to an 86% increase in international des- tinations – from 28 to 52. He has been the one consistent voice in SFO international air service development efforts over the past two decades – so much so that he is commonly known as “SFO Jeff” throughout the international aviation industry. Mr. Hoglind acknowledged the work of the International Aviation Development Team to grow the international flight choices from San Francisco. The last 20 years have flown by. He thanked everyone for this recognition. Annually, the Airport’s Custodial Section recognizes the Custodial employee who best exhibits the qualities of dedication, service, and teamwork that were exemplified by Custodial Supervisor Russell J. Mayweathers (1917-1996). Supervisor May- weathers was employed with the Airport for 32 years and is fondly remembered for his excellent rapport with Custodial staff, tenants, the public, and Airport personnel. This year’s award recipient is Custodian, Ariel Cajulao. Mr. Cajulao has worked as an Airport Custodian for the last 11 years. While working at the Airport, Mr. Cajulao has repeatedly been acknowledged for his exceptional skillset, his willingness to assist co-workers, and his versatility in performing varied work assignments within the Custodial Section. In both daily work and spirit, Mr. Cajulao embodies the Airport’s Core Values of Care, Excellence, and Teamwork. Mr. Cajulao thanked the Commission and Staff for this recognition. He has seen so much growth in construction and beautification at SFO since he began. The Administrative Professional Excellence Award recognizes the exceptional work of members of the Airport’s administrative secretarial and clerical support team. Four (4) individuals and two (2) teams were nominated this year. For the last nine years, Cheryl Chan has served as an Administrative Analyst sup- porting the Revenue Development & Management (RDM) section of over fifteen Property Management professionals. Ms. Chan is a highly regarded and dedicated employee whose approach to daily duties consistently demonstrates the Airport's Core Values, especially Excellence, Care, and Teamwork. Ms. Chan’s exceptional work ethic was most notably expressed in 2020 through her assistance supporting the new Chief Commercial Officer as an Executive Assistant while also managing the administrative function in the RDM office. Ms. Chan also completed the very im- portant administrative work of finalizing over 125 individual tenant lease amend- ments specifying the allocation of federal stimulus monies and the delay of leasing activities, and processed numerous associated memoranda, reports, and tenant no- tifications. Ms. Chan’s efforts helped ensure the Airport’s concession business part- ners, many of whom are small local businesses, received the timely aid which helped with their survival during an unprecedented year. Ricardo Fernandez is a Senior Clerk Typist and has worked for the Airport Commis- sion for 35 years. Over the years, he has become a trusted resource for over 500 employees in the Custodial Section. Daily, Mr. Fernandez serves as an outstanding representative of the Airport, consistently demonstrating the SFO Core Values of Ex- cellence, Safety and Security, and Teamwork. Since the onset of the pandemic, Mr. Fernandez has mainly stayed onsite, taking on additional responsibilities and pro- jects with a positive attitude. His ability to manage a diverse workload which includes payroll, Disaster Service Worker deployment, shift bidding, processing work orders, and providing training, truly makes him an invaluable team member. The pandemic created changes to existing cleaning protocols and with these changes brought mixed feelings among many of our Custodial workers. With his calm and caring de- meanor, Mr. Fernandez served as a resource for our Custodial team during a critical time as ongoing changes were being implemented. Ms. Chan addressed the Commission and stated it has been her pleasure to work with so many different SFO teams, especially the Administrative Team. She has learned the meaning of teamwork from them. She thanked the Leadership and Man- agement Teams for providing the best work environment. Ms. Chan also thanked the RDM family. Mr. Fernandez thanked everyone for this honor and recognition. He also thanked the Custodial staff and Facilities for always believing in him. Last year, the Care Award was introduced, which recognizes an individual or team of employees’ outstanding efforts to promote the well-being of the Airport’s guests, our tenants, our community, and/or other Airport employees. Four (4) individuals and three (3) teams were nominated for this award this year. • Rose David - Safety and Security Services/Security Access Office • Harvey Milk Terminal 1 Center Fitwel Team • Onsite COVID-19 Testing Team • SFO Green Campus Team This year’s winner of the Care Award is the On-site COVID-19 Testing Team. Very early in the pandemic, the Centers for Disease Control and Prevention identi- fied COVID-19 testing as essential to responding to the health crisis, and central to identifying asymptomatic or pre-symptomatic people who may spread the virus un- knowingly. Yet, testing resources were scarce, and even when testing resources were available, results were often delayed, taking up to two weeks, and sometimes longer, to get results. The On-site COVID-19 Testing Team mobilized quickly to set up an Airport testing site. As a result of this team’s efforts, SFO became the first air- port in the United States to offer onsite COVID-19 testing. Now, testing has become critical to aviation operations worldwide and has been pivotal to the recovery of air travel at SFO. The On-site COVID-19 Testing Team has advised over 100 airports on how to mirror SFO’s COVID-19 testing programs. The work of this team exemplifies SFO’s Core Value of Care by prioritizing the health and safety of employees and the traveling public. The members of the On-site COVID-19 Testing Team are: Abedoon Jamal, Abu- baker Azam, Adam Gubser, Anthony Nguyen, Arlene Ruiz, Audrey Lawrence, Bill Bender, Christopher Birch, Christopher Stuart, David Tep, Derrick Homer, Emylene Aspilla, Enrique Guadiamos, Erica Cline, Eugene Chang, Jack Bell, Kevin Kone, Kevin Quan, Larry Mares, Linda Perry, Martin Munoz, Natalie Hoffmeister, Paolo Pignataro, Paul Foster, Ralf Ruckelshausen, Ramon Hernandez, Raymond Maulino, Sallie Gibson, Sara Magoffin, Steven Shea, Tony Tonnu, Viviana Soper, and Zeke Zamora. Kevin Kone thanked the Commission on behalf of the Team. Through the obstacles they faced, the Team continued to preserve and find solutions to open the first in- terminal COVID testing site in the United States. He is proud of their accomplish- ment and this team really exemplifies the team spirit at SFO. In keeping with our Core Values, the Safety & Security Excellence Award recognizes an employee or team of employees for their outstanding efforts in promoting safety and security at SFO. This year, one (1) individual and six (6) teams were nominated for this award. • SFO Fire Alarm Network Team • SFO Security Access Office Team The 2020 Safety & Security Excellence Award was presented to the SFO Anti-Hu- man Trafficking Restroom Signage Initiative Team. Human trafficking is the fastest growing and second largest criminal industry in the world, and airports globally are being exploited by criminals for the illegal trafficking of men, women, and children. Restrooms are one of few places in an airport where victims may be separated from their trafficker. Through the work of the SFO Anti-Hu- man Trafficking Signage Initiative Team, more than 900 placards have been placed in all public-facing restrooms stalls, providing an opportunity for victims to seek im- mediate help. This team spent months engaging in feedback conversations with sur- vivor advocacy groups, the Mayor’s Office, and the City’s Department on the Status of Women. The placards include a number to call or text to obtain immediate onsite help, with calls/texts routed directly to SFO’s Communication Dispatch Center where a live SFO team member is available to respond at all times. The effort included de- veloping a web-based text notification service called TEXTBLUE that can translate incoming foreign language text messages into English, and which also allows victims to receive a response in their preferred language, providing an essential communi- cation bridge between victims and our communication dispatchers. The availability of a QR code on the placard also allows a victim’s location to be quickly pinpointed, saving critical time. The members of the SFO Anti-Human Trafficking Restroom Signage Initiative Team are: Aaron Ng, Anna Damiani, Arthur Reeves III, Baojie Yan, Breanna Berry, Buddy Carranceja, Christopher Donnelly, Courtney Young, Daniel Borgfeldt, Dimitri Shikaloff, Dina Quesada, Donna Yurgeles, Erica Cline, Humberto DeAlba, Jorge Garciagodos, Michelle Trainer, Natre Burks, Peter McDonagh, Reginald Saunders, Susan Kim, and Vasily Dyshlov. Susan Kim thanked the Commission for this recognition on behalf of the Team. This was truly a collaborative effort. They are proud of the level of engagement with the survivor advocacy groups to make this initiative a success. The hope is they will be saving lives moving forward. The Service to Communities Award recognizes an individual or team who has demonstrated exemplary community outreach efforts on behalf of the Airport. This year, three (3) individuals and two (2) teams were nominated. Truly exemplifying the Airport’s mission, “We provide an exceptional Airport in ser- vice to our communities,” is this year’s Service to Communities Award winner – Hazelle Fernandez. Hazelle Fernandez has been with the Airport for 21 years and serves as the Fiscal Operations Manager and is currently Acting Airport Controller. Since 2016, she has led the Motivating Volunteer Participation (MVP) Committee. The objective of MVP Committee is to organize volunteer efforts for Airport employees, supporting the lo- cal communities surrounding SFO. In 2020, Ms. Fernandez coordinated internal pro- grams to elevate employee morale during trying times through implementation of programs such as Superhero of the Week, SFO FunFlix, and SFO’s Got Talent. She also used her sewing talent to make fabric face masks, inspiring other employees to do the same, which resulted in over 3,000 sewn face masks distributed to our com- munity partners and SF Police Department employees. She, and the MVP Commit- tee, coordinated the knitting and crocheting of approximately 1,800 ear savers as face mask adaptors that were also distributed to various City partners and hospitals. Ms. Fernandez led the Virtual Coastal Clean-Up, resulting in the collection of over 300 pounds of trash with over 80 volunteers participating in the event, while also partnering with Second Harvest Food Bank to facilitate a drive-through food distribu- tion at SFO helping many families who, because of the COVID-19 pandemic and loss of jobs, now face food insecurity. Ms. Fernandez thanked everyone for this recognition. She is honored for this award and thankful to SFO for enabling her and the MVP Team to establish programs that serve communities surrounding the Airport. SFO’s Core Value of Care differentiates it from other CCSF departments, cities and counties, and airports. SFO cares not only for its employees and business partners, but also the communities and people that live in them. She admires SFO for its outstanding network but also for its empa- thy and compassion. Since 2001, the Team Recognition Award has recognized teams of employees for their exemplary work performed on behalf of the public. This year, twenty (20) teams were nominated for this award. Since the onset of the pandemic, both teams have played pivotal roles in helping to keep our employees, tenants, passengers, and community safe and healthy. Every COVID-19 related incident requires immediate response by our staff, which includes notice to Airport personnel, cleanup and disinfection of affected areas, in- quiry regarding possible contacts, and follow up. The COVID-19 Immediate Re- sponse Team moved swiftly to ensure all steps in the Airport’s response were com- pleted. Custodial staff took effective cleaning and disinfecting measures to ensure passengers and employees felt comfortable being and working at the Airport. Safety Office staff were the central point of contact regarding notice of a COVID-19 contact or infection and provided accurate and careful safety advice regarding infection con- trol. Human Resources Contact Tracing members were responsible for discussing the COVID-19 diagnosis and taking the necessary follow-up steps with any possible contacts, while maintaining confidentiality. In response to the COVID-19 pandemic, the Airport installed prefabricated plexiglass barriers to increase passenger safety in the check-in and boarding areas in Harvey Minutes, August 31, 2021, Page 13
Milk Terminal 1. The effectiveness and aesthetics of this installation led to more re- quests for plexiglass barriers in large terminal areas where passengers and employ- ees commonly interact, such as the Customs Federal Inspection Service areas, Ticketing and Boarding areas, Information Booths, and at Airport retail and restau- rant locations. Given this demand, the Plexiglass Installation Team sought to create innovative design ideas to meet the needs of each specific installation, while reduc- ing cost. Over the past year, the Plexiglass Installation Team has designed and in- stalled Plexiglass barriers in 94 different locations, using over 380 sheets of plexi- glass materials, and have dedicated over 5,000 hours in labor to make the Airport a safe place for all. The Plexiglass Installation Team consists of nine individuals from the Airport’s Car- penter and Sheet Metal Shops, and they are: Alaister Fullerton, Douglas Wilson, Ja- son Morrow, Jeremy Reiss, Jim McDevitt, John Weber, Mike Lynch, Patrick Galvin, and Warren Donald. Harold Watkins accepted this award on behalf of the COVID-19 Immediate Re- sponse Team and acknowledged that it was a truly a team effort. Warren Donald accepted the award on behalf of the Plexiglass Installation Team. The Team’s work was so impressive that other airports and sections reached out to learn about implementing their work at their locations. Mr. Donald thanked the Com- mission for this recognition. Vice President Johns commended all the nominees and award winners. The em- ployees came together as a family to confront the impacts of COVID-19. It makes her proud that the Airport has such wonderful employees. It takes a village to be successful in fighting the pandemic and keeping the Airport number one. Commissioner Guggenhime said it exemplifies teamwork. The Airport is one of the greatest in the world because of everyone’s efforts. 2. Commendation for Richard J. Guggenhime for His 15 Years of Dedicated Service to the San Francisco International Airport Resolution expressing the Airport Commission’s appreciation and thanks for Commissioner Guggenhime’s support and leadership, his exemplary service, and his unwavering commitment to the San Fran- cisco International Airport for the past 15 years. Director Satero commended Richard J. Guggenhime for his incredible contributions and leadership to the Airport Commission for the past 15 years. He joined the Airport Commission in August 2006, bringing with him 18 years of invaluable service to the City government. He has had a rich experience in the commission process and served on four City and County commissions and boards under three mayoral ad- ministrations, including the Parking Authority, Board of Permit Appeals, Fire Com- mission, and the Recreation and Parks Commission. The Airport Commission was the capstone of his career and public service to the City. Mr. Guggenhime brought valuable knowledge on issues related to legal transactions, business, and finance, along with a strong commitment to civic service. Mr. Guggenhime has devoted his time and considerable talents alongside his fellow Commissioners in guiding the Air- port through significant investments, such as the Terminal 2 investment at the time of the economic recession that was so important to the future of the Airport, commu- nities, and small businesses. It also became the home of Virgin America, which started the competitive airfare environment that the Airport now enjoys. Other invest- ments included the current $7.8 billion Ascent Capital Improvement Program that has been going on for the last five years and has resulted in new facilities with in- credible design, excellence, and technologies, including the Grand Hyatt, Harvey Milk Terminal 1, and the AirTrain extension to Long-Term Parking, along with many other facilities improvement projects. Mr. Guggenhime did not waiver in his duties during the onset of the COVID-19 pandemic but provided guidance, stability, and certainty during that time. His service to the Airport has been appreciated, and the Airport has had great successes. It became the first in the U.S. to offer rapid COVID testing and later became a vaccination site for the community and global traveling public. Mr. Guggenhime's kindness, dedication, thoughtfulness, and thoroughness will be sincerely missed by the Commission. Vice President Johns said she has been lucky to work with Mr. Guggenhime for the past 15 years. He will be sorely missed, but she appreciates his friendship and knows it will continue beyond these years. Commissioner Yeung said he appreciated his commentary, insight, and gracious- ness. President Mazzola congratulated him on 15 years. He will miss his humor. He cares a lot for working men and women, and he was the first in line to help whenever the Commission had a chance to help any employee. Director Satero commended Ms. Sunita Pilli for over 31 years of service to the City and County of San Francisco. Ms. Pilli began her career with the City and County of San Francisco in 1989 when she joined Laguna Honda Hospital as a Clerk Typist. She joined SFO in 1991 and has worked in a variety of capacities across the Airport including Accounting, Business & Finance, Customer Service, and Revenue Devel- opment & Management. In 2011, Ms. Pilli joined the Marketing & Communications section as a Communications Manager, managing and developing content for the Airport’s websites, newsletters, and annual reports. She has been a valued member of the Marketing & Communications team, ensuring that the Airport is able to contin- ually connect with its guests and broader community. Her outstanding work and pro- jects have won awards from the Airport Council International-North America’s “Ex- cellence in Airport Marketing, Communications, and Customer Experience Awards.” Ms. Pilli’s contributions go far above and beyond her job duties, reflecting the Core Values. Director Satero commended Ms. Teresa Rivor for over 23 years of service to the City and County of San Francisco. She began her career at San Francisco Interna- tional Airport around 1988 with Host International, Inc. Development. Ms. Rivor oversaw Airport Revenue Development and Management from 2000 through 2004 when she moved to Aviation Management as an Economic Planner. She was heavily involved in various projects, including the leasing of the new International Terminal as part of the Master Plan, redevelopment of Terminal 2, relocation of Alaska Airlines from Terminal 1 to the International Terminal, and the Ascent Program, which included the planning and coordination for all the leasing in Harvey Milk Terminal 1. She has been instrumental in communicating with and coor- dinating concessionaires and Airport staff, including in the aftermath of the 9/11 ter- rorist attacks. She has been nominated for many recognition awards. She success- fully negotiated many important contracts and was the manager of the Airport’s larg- est tenant, United Airlines. She has been a mentor to many in the Airport commu- nity, both the tenant side and Airport Commission staff. Ms. Rivor said she has been very fortunate to meet amazing people who have men- tored and helped her excel professionally. She will hold the treasured friendships and memories close to her heart. There were no comments from the Commissioners and no public comment. The Commission Secretary asked the floor to be yielded to Mayor London Breed who joined the meeting to make comments. President Mazzola acknowledged Mayor Breed and the floor was yielded. Mayor London Breed recognized Commissioner Guggenhime for his 30 years of service to the City and County, especially his last 15 years with the Airport Commission. Commis- sioner Guggenhime has helped to shape the experience of everyone walking through the Airport’s doors. His service to the City extends beyond the Airport. Last year, during the height of the pandemic, he donated breakfast to all the employees at Laguna Hospital, which made a difference in the lives of those working to protect San Francisco. He is a true asset to the City. Mayor Breed presented a Certificate of Honor to be delivered to Commissioner Guggenhime. Resolution authorizing the issuance of a Request for Qualifica- tions/Request for Proposals for Professional Services Contract No. 11429.46, Engineering Services for the Electrical Capacity Up- grade Program. Geoff Neumayr, Chief Development Officer presented on the item to authorize the Director to issue a request for Qualifications and Proposals for Professional Services for the Electrical Capacity Upgrade Program. The Electrical Capacity Upgrade Pro- gram will address the identified need to increase electrical capacity of its substations that feed the Airport’s electrical power grid. These substations connect PG&E’s 115kV high voltage lines through both PG&E and PUC equipment. The substations are located on Airport property and house both PG&E and PUC equipment, and the Airport owns the equipment downstream from the substations. The existing substa- tions and downstream equipment are to be upgraded to meet the future demand of all the Airport’s electrical needs. This Contract will provide high-voltage subject mat- ter expertise services to develop the basis of design to increase capacity and im- prove redundancy at the two PUC-owned Airport substations. The scope for this Contract includes preliminary engineering services and cost estimating services nec- essary to obtain environmental approvals. The Airport and the PUC are working together on this program, and the PUC - through a memo of understanding - will fund most of this contract that will be con- tracted and managed by the Airport. The estimated value of this contract is $4.3 mil- lion, in which the PUC will fund $3.8 million. Staff will convene a selection panel to review and score proposals after the oral interviews. Staff will prepare a recommen- dation of award for Commission approval following the successful negotiations with the highest-ranked responsive proposer. The City’s Contract Monitoring Division has established a 10% Local Business Participation goal for this contract. There were no questions from the Commissioners and no public comment. maintenance, repair, and on-call services for the Airport-owned Baggage Handling System in Terminal 2 and certain Passenger Boarding Bridges in the Domestic Termi- nals. The Terminal 2 Baggage Handling System, Baggage Carousel 10 in Terminal 3, and 26 Passenger Boarding Bridges in Harvey Milk Terminal 1 and Terminal 2 are currently operated and maintained under a contract set to expire September 30, 2022. The operational reliability of these systems and equipment are critical to the efficient and secure movement of passengers and their luggage through the Airport Terminals and on to Aircraft. This RFP will seek proposals for the operation, maintenance, repair, and on-call services for the equipment. The successful proposer will be responsible to furnish all supervision, labor, parts, tools, and machinery necessary to maintain and repair the equipment. Given the requested scope of services, there is no Local Busi- ness Enterprise opportunity. A Contract Monitoring Division waiver has been ap- proved. The contract term will be for three years with one 2-year option to extend. Staff will adhere to all communications restrictions as outlined in the Commission’s Competitive Selection Process Communications Policy. Approval of an Amended and Restated Memorandum of Understanding Be- tween The San Francisco Aeronautical Society and the Airport Commission for Support of SFO Museum Resolution approving an amended and restated Memorandum of Un- derstanding between The San Francisco Aeronautical Society and the Airport Commission for support of SFO Museum. Blake Summers, Director and Chief Curator presented on the item for approval of an amended and restated MOU with the San Francisco Aeronautical Society (SFAS). SFAS was founded as a nonprofit corporation to support the goals of the Commission with respect to the San Francisco Airport Commission Aviation Library and the Louis A. Turpen Aviation Museum. The Commission and SFAS executed an MOU dated August 9, 2020. This MOU stated that the Commission and SFAS agreed to comply with all regulations, policies, and guidance of the City Controller regarding groups such as a society that support city departments and to enter into any amendments to the MOU that may be necessary to implement such regulations, policy, or guidance. On September 24, 2020, the Controller’s Office published a pre- liminary assessment report addressing transparency and risk related to gifts to the city departments by “friends of” organizations and made several recommendations to increase transparency. The City Attorney’s office and Controller’s office have since coordinated on implementing the Controller’s recommendations. The amended and restated MOU presented today reflects the required changes. Cheryl Nashir, Director of Revenue Development & Management presented on the item for approval to extend all three one-year option periods for the International Terminal Specialty Retail Lease with Hudson Group (HG) Retail, LLC. The store op- erated under this lease is a Brookstone in the ticketing lobby of the International Ter- minal. The base five-year term expires on September 30, 2021. Ordinarily, the Air- port exercises options one at a time. This request is different for the sake of effi- ciency. Staff originally conceived the separate option periods to allow flexibility in case they decided to use the space differently in the future. They do not foresee any need or desire to change the use of the space over the next three years and are not interested in re-leasing this space. Brookstone would also like to continue operating in this location. By exercising the options, the Airport preserves a revenue stream and maintains service and jobs at the Airport. There "must" be a reason this information is being with held, as this is public information, and it is being suppressed by SFO Management, and the Airport Commission. With the Nuru investigation, transparency should be maintained. On the same subject of Nuru, a Commissioners term ends this August. Why all Commissioners did not resign at start of Nuru Investigation, and evidence of corruption is without understanding. This Commissioner has been notified of Security Failures at your favorite Cargo Tenant, including theft, and was non-responsive. Other notices of this tenant Security Failures, and dangers to the public, and Aviation; this Commissioner is still non responsive, and inexcusable. This Commissioner did not follow up on TSA Security Investigation, that was abandoned, is also inexcusable!. This Commissioner allowed Diversified to continue to take losses on Property Improvements to Airport Property, and took no action to correct the damage; vilified Diversified, is a disgrace to the position, and to the Owners of the Airport (Public); a gross neglect, and failure. This Commissioner was worried about his vacation time, and these are only remarks made recently. I would hope this is the END of this Commissioners Term at San Francisco International Airport. The Airport Owners do not need another puppet "yes" approval to every Commission matter. The continued Security Failures alone, and potential threats to the Airport, show a gross neglect of all management. SFO is in a state of potential disaster, on many levels. If the Sunshine Request is not satisfied, the matter will be presented to Media, and San Francisco Superior Court.
