Manager’s Booklet 2021 Chairman and President Welcome Dear NSW 050s Cricketers, Veterans Cricket NSW Over 50s welcomes you to the Central Coast for our Annual State Championships. We are very encouraged to have 28 sides participating in our 3 day format utilizing weekdays this year. With having to deal with a Pandemic and all its trials, tribulations, and regulations, Being able to increase our Team/Player registration from last year's Championships is a credit to you all and just shows we are on to a good thing. Looking forward in our Calendar, the annual Cooper Finlay Cup against Queensland is scheduled for th this March, 29/30 in Gunnedah.We have been asked to provide 5 sides for this Carnival -. Nomination forms to be released shortly. Unfortunately, due to the unpredictability of COVID some of our best laid cricket plans and fixture organizations have been cancelled last minute during this past year. Our Committee have thought it more prudent to delay our normal preparation time for some recent events. Having to backtrack on work, travel and accommodation plans because of an outbreak has frustrated a lot of us. We just ask for a bit of patience if you are or hope to be involved in Rep sides going forward. Our National 50s Tournament has been rescheduled for Adelaide again in November. Further down the track the 2022, 50s World Cup has also been rescheduled for Cape Town South Africa in March 2022. We really hope you enjoy your 3 days of Cricket at the Central Coast and I hope you enjoy the camaraderie with new and old friends. Please uphold the spirit of cricket with your team-mates and the players who you play against and I'm sure you will create some lasting memories over the Carnival. Regards to all. Manager’s Booklet 2021 We are thrilled that the CENTRAL COAST CYCLONES VETERANS CRICKET can host such a large tournament at the brand-new Central Coast Regional Sporting & Recreation Complex in Tuggerah for our ever increasing band of Over 50s from throughout our State of NSW. We are also thrilled that so many new teams have committed to join in the thrills and spills of cricket in this important age group, especially at a time when concerns remain in the community about COVID. 28 teams will converge on the Central Coast to compete in 4 Divisions, for the bragging rights to be named Champions of the State. We thank unreservedly the Central Coast Council for enabling our cricketers access to such a complex at a time when Finals are only a week away. We know that you had other commitments to this facility and greatly appreciate your flexibility. We know that these 28 teams will bring 336 players plus wives and girlfriends to your beautiful part of the world and will bring considerable revenue to hotels and restaurants in the local community during the tournament. We would like to shout out to John Jewiss and President of CCC Keith Vallis, and their team, Tony Wilson and Rod Masters, for their hard work in setting this up. It just goes to show that with willing and positive people anything can get done. No tournament can go ahead without its sponsors and Major Sponsor DIGGERS at the Entrance must be thanked and supported at every opportunity. We hope that this is not only an immensely enjoyable few days to play competitive, yet pleasant cricket, played in the right spirit and that you all make new friends in our wonderful game and catch up with old ones. Please take every opportunity to thank the hosts, sponsors and the volunteers who we would be lost without. Manager’s Booklet 2021 Grounds Locations The addresses for the grounds are either the exact address of the street, a street name, or the number of the property directly opposite the access point to the parking area at the ground. If you use a navigator to get you to the ground, it will be fairly clear where to go if the address is properly entered. In the event that grounds as published need to be changed due to inclement weather a text message will be sent to the Managers. Enquiries regarding Ground Management and Coordination will be through The Championship Coordinator. Manager’s Booklet 2021 Health and Safety Captains and Managers are to make themselves familiar with the Health and Safety requirements for the Championships. In particular the Heat Policy and precautions in the event of Storms and Lighting They are also required to have access to a defibrillator (AED). These are to be available at each ground. Covid 19 Captains and Managers are to make themselves familiar with the Covid 19 Plan requirements for the Championships. In particular the social distancing , square meters, own drinks on game day, no handing equipment to umpires, no spitting on the ball etc if you need to check out go to the link COVID-19 Information and Resources | Cricket NSW Grounds Management – Synthetic Pitches In the unfortunate event that turf grounds are unavailable during the event due to wash outs, Central Coast is well serviced for grounds with synthetic wickets and good quality alternate grounds. Manager’s Booklet 2021 Grounds Management and Conditions of Use As is standard practice, each of the councils have conditions for the use of their grounds. VCNSW is bound to comply with these conditions and requires the managers to ensure, that for their games, these conditions are met. Any damage to the area, and attributable to our use will be the responsibility of VCNSW to rectify. All litter generated by each use is to be collected and properly disposed of in the bins provided at the conclusion of each game and the area is to be left in a clean and tidy state. No glass receptacles are permitted within Council's Parks and Sporting Fields. Unauthorised vehicles are not permitted within Council's Parks and Sporting Fields. Due to the extensive in ground irrigation system installed at George Park the use of implements, structures or devices that penetrate below the soil surface are not permitted. Should marquees/shade structures be utilised during our use, we are required to weigh these down with the sandbags or weights provided rather than in ground pegs. The amenity blocks will be open and available for use at each ground each day. Those grounds requiring marquees tables and chairs will have these stored in the amenities. Each team is to roster two players per day who will be responsible for arriving at their scheduled game 9:00am each day to erect the marquees and set up scorer’s tables. They are also to ensure that the portable score boards and boundary markers, when required, are positioned and the drink containers and cups provided are available for the players use. Manager’s Booklet 2021 AGM and Managers meeting The AGM for the Over 50’s Board will be on Wednesday 10th March 2021 online by zoom commencing 6:00pm. A link will be provided. The Managers Meeting will commence at 5:30 pm and will be held at Diggers at The Entrance, in the Pavillion Room Meet and Greet For this championship, our Meet and Greet will be at Diggers at The Entrance Club in the Liquid Lounge on Sunday 21st Feb commencing at 6:00pm to 8:00 pm Address is 315 The Entrance Road, The Entrance Presentation BBQ Tuggerah Sports Complex The announcement of the winners and presentation of the Championship Trophies will be conducted at Tuggerah Sports Complex immediately following the completion of all games at around 5:00pm. Manager’s Booklet 2021 Championship Game Scores The Umpires and Captains must agree as to the correctness of the scores both at the conclusion of the innings of the team batting first and the conclusion of the innings of the team batting second. 1. Captains or team representatives of the winning team to send a photo of the score book to John Jewiss by 6:00 pm or at close of play at the latest on the day of the match or following completion of the games. Match Result Summary details; Winner of match, Winner of toss, Team batting first, each team’s runs, Each team’s wickets lost, Each team’s innings closure, i.e. Compulsory Close, End of Match or All out. Each Team’s overs faced with part overs, eg. 6.4 In case of washed out/abandoned matches, teams appearing first on the draw shall forward the results. The quotient system will determine ladder positions in the event of teams being on equal points. 2. The local My Cricket coordinator is Andy Baldwin 0449529866 andy.baldwin92@hotmail.com. Andy will be responsible for the entering of the Match Results Summary into MyCricket by 7:30 pm at the latest on the day of the match. Detailed Score sheets to be retained by Managers for entry into My Cricket if not already entered using Live Score during the games. 3. VCNSW My Cricket coordinator edits the My Cricket Finals Round draw after Round 2 to indicate teams for Finals Playoffs. To be completed by 7:30 pm on the night of Round 2. Man of the Match Awards The organising committee has been able to secure sponsors for all of your Man of the Match awards. 1. Central Coast have provided a Bottle of wine for all awards for Man of the Match for each game 2. MOM nominees will receive a voucher for copy of their individual photo, if available, or a copy of their team photo. Each captain will select a player from the opposition team to receive the MOM award. Presentations are to be done at the ground at the conclusion of each game. 11
MOM and Team Photos Each team s encouraged to organise a team photo during the Championships. The committee will arrange to have these formatted with graphics and players names. The list of names needs to be by row left to right. Any players absent can be included by cropping as long as a photo is provided. If each MOM player for each game is photographed, either as a portrait or while in action, these photos can also be formatted with graphics and their MOM statistics as a keepsake for the player. All photos can be sent to John Jewiss by the manager of each team for processing. Email: john.jewiss@hotmail.com these will then be returned to the appropriate manager for distribution. 12

OVER 50’s STATE CHAMPIONSHIP GUIDELINES AND RULES FEB 2021 PART 1 AIMS AND GUIDELINES Culture of the Championship Whilst the structure of the championship provides for a competitive approach, the organisers believe this should not result in over-competitiveness or over-shadow what they believe is the championship’s main purpose – to provide an opportunity for cricketers of all standards despite their advancing years, to continue to participate in a sport we all love. The Spirit of Cricket is expected to be observed at all times “….Cricket owes much of its appeal and enjoyment to the fact it should be played not only according to the Laws but also within the Spirit of the Game. The major responsibility for ensuring fair play rests with captains but extends to all players and umpires. Respect is central to the Spirit of Cricket…” (MCC Laws of Cricket 2017 Code) 1) Age All players are to have reached their 50th birthday prior to the end of the year of the Championships (31st December 2021), unless special dispensation has been granted by the O/50’s Committee. Any team that causes or permits an unqualified player to participate shall lose its match points and the game shall be deemed to be won by the other side. 2) Competition Format and Structure The competition will consist of 4 groups, teams playing three rounds. The Division 1 table will be adjusted after Round 1 and 2. The Division 2 tables will be adjusted after round 1 and 2. Games then will be allocated according to the draw. 3) Competition Points/Placings a) Points - teams will be awarded 2 points for a win, 1 point for a Tie or a Draw and zero points for a loss. b) Bonus Points In all Divisions the placing of teams that are level on points will be decided by identifying the one with the higher wickets/runs quotient. The quotient is to be calculated as follows: A - Runs scored divided by wickets lost, B - Runs scored by opposition teams divided by wickets taken, and C - Divide A) by B) to determine team quotient. 4) Clothing, Grounds and Equipment a) Coloured or white team shirts and trousers are permitted. b) Only red four-piece balls supplied by the Championship organisers will be used. c) The host must provide equipment such as stumps, marker cones. d) Pitch covers are to be used when available and as required. Refer to 8(b) below and 10 (c). During play both teams are responsible for speedy delivery of the covers when rain is imminent, and both teams must assist with the covering. Both teams must assist with the removal of the covers and required overnight covering. 17
5) Disputes The Organising Committee encourages the resolutions of any disputes between the captains and umpires prior to the score sheet being submitted. In the event of an unresolved dispute, the dispute will be determined, in consultation with the host organising committee, by a person/persons nominated by the Over 50’s Board. The ruling person/persons powers include, but are not limited to the following a) Awarding a match to one team or both teams jointly B) The deduction of competition points from, or/and awarding competition points to, either team in a match. 6) Wet weather a) Where possible, organise synthetic pitches as an alternative for all matches rostered to be played on turf pitches in the event of wet weather or of grounds being considered unsafe. If there are insufficient back-up synthetic grounds available to cater for all games, priority shall be given to Division 1 then other Divisions in descending order. b) Advise Managers of any change in ground allocation for any match. 7) Match administration The Organising Committee is responsible for the smooth running of the Championships and is empowered to delegate responsibilities as follows: a) Ensure that results are communicated directly to the Championship Recorder. b) Liaising with the local club and groundsman, organising lunches, check scoring and, assisting the umpires and captains where necessary. c) Ensuring match balls and scoresheets are provided. 8) Health and Safety a) Registration of Players. It is a condition of Championship registration that each Region/Team ensures that all its players are registered and have paid their VCNSW Registration Fee. b) Playing conditions: 1. Heat Policy: The Organising Committee is responsible for implementing a Heat Policy relevant to prevailing conditions. As a guideline for the Tournament if the temperature exceeds 38 degrees Celsius the umpires and captains should consider whether the match should proceed bearing in mind player safety during play. Attention is drawn to (3) below of this rule. 2. Lightning Rule: When lightning is sighted, count the seconds until thunder is heard. If that time is less than 30 seconds, the storm is within a 10km radius and is potentially dangerous. Play is to be suspended immediately and appropriate shelter taken. Play must not resume until the storm has passed and thunder is not heard within 30 seconds or 30 minutes has elapsed after the storm has passed. (a) Once play ceases at one oval, play must cease on all adjoining ovals. (b) Covers should not be placed if umpires are obliged to halt play due to lightning frequency under the above rule even if rain is expected. Nobody is to be on the 18
playing field while the lightning rule is in effect. However if a radar determines that a serious storm with rain is approaching then the umpires should use their discretion to halt play earlier to allow some time for covers to be placed on the pitch where player safety is not compromised. 3. Player safety during play. It is the responsibility of players themselves and through them, of team management and team captains to ensure, as far as possible, that players remain safe while playing matches. This includes the positioning of players in the field and the wearing of helmets by batsmen and fielders (including wicket-keepers) bearing in mind the relative strengths and weaknesses of both their own players and of their opponents. If a captain believes it unsafe to continue play for any reason he should immediately advise the Umpire/s of his concerns. After consultation with both captains, the Umpire/s shall have the final say as to whether or not play should continue and, if so, whether match conditions are to be varied. 4. Helmet Policy The board of Over 50’s cricket has adopted the VCNSW position in relation to helmets. All batsmen are to wear a helmet for all bowling other than slow bowling. Wicketkeepers must wear a helmet when standing up to the stumps All fieldsman in front of the wicket within 7 metres of the batsman are to wear a helmet 5. Defibrillators The Organising Committee shall ensure that a defibrillator (AED) is available at every match. If teams are unable to provide their own, the Organising Committee shall: (1) Organise teams to share, depending on availability, OR (2) Arrange for AEDs to be made available from local sources, OR (3) Publicise arrangements for immediate access to an AED. 19
Part 2 Match Rules The Laws of Cricket apply except for variations mentioned herein. 9) Teams a) Each team may consist of twelve (12) players. Only eleven fielders can be on the field at any one time and only eleven players can bat. Fielders may rotate at any time, after notifying the nearest umpire. Before each innings commences, the batting side captain shall notify the opposition captain as to their batting line up and the player who will not bat if 12 are playing. b) Championship Finals: Player Eligibility. A player who has played in a lower Division team is eligible to play in a higher Division final. A player cannot be relegated from a higher Division to play in a lower Division final unless that player has played an earlier match for the lower team in the Championship. Any request to vary Player Eligibility for finals must be approved by the Organizing committee, prior to the commencement of play on that day. 10) Umpires It is expected that all umpires will be familiar with Rules 5, 7 & 8, as well as all Match Rules. a) Official umpires are to be allocated to each match wherever possible. If only one official umpire is available that umpire is to stand at each bowling end. If no official umpire(s) is available both captains shall agree on non-official umpire(s). b) After consulting both captains, umpires have the final say on whether play will start, continue, resume or cease due to rain, unsafe ground conditions or extreme heat. c) When umpires decide that play is to cease due to approaching rain, they should use their discretion to determine if and when covers (if available) are installed on turf pitches including taking into account any radar information. 11) Playing Hours and Innings a) Hours of Play: Matches are to commence at 10.00 am and be completed by 6.0Ve0 pm unless there has been a prior arrangement with the Championship Administrator. E.g. Early start at 9.30 am, match concludes at 5.30pm particularly for the final day. b) Length of Matches Each Innings is to be a maximum of 45 overs per team. Whenever play on a turf pitch is unlikely to commence before 11.30am or if rain or unsafe ground conditions prevent any match which commenced on turf from being fully played out, it may be completely restarted on the alternate synthetic pitch, provided less than twenty (20) overs of the first team’s innings have been bowled. •The restarted game will be reduced to twenty (20) overs for each team’s innings. If more than twenty (20) overs have been bowled, the match shall not be restarted and will be called a draw. If the game cannot be restarted, and if the captains agree, with the approval of the umpire(s) teams may play a reduced over non-Championship game. Lost time: and Target Scores. Incorporating Rule 15.DLS Calculations for time lost. The Duckworth Lewis Stern method of target score calculation is to be used in all Divisions. It is the responsibility of Captains to ensure that they or someone in their team has access to and knowledge of a DLS app. Scheduled start is 10.00 am. Matches can go through to 5.45, so a start at 11.15 am without loss of overs is allowable. Further time losses after 11.15 am: (1) Team batting First: Reduce the overs for both teams by one (1) for each 7.5 minutes lost in all Divisions 20
(2) Team Batting Second - Using 6.00pm as the time by which the match must end, umpires reduce the overs by one (1) for each 4 minutes lost in all Divisions. NOTE 1: There will come a point in time when it will be mathematically impossible for the team batting second to receive 20 overs. The umpires may announce that the game will be declared abandoned should play not resume by such time. c) Drinks breaks are to be taken at agreed intervals, with reference to the current weather. For normal weather conditions the drinks breaks are to be at the end of 15 overs and 30 overs. Extra drinks for batsman can be supplied between overs if so requested. d) The lunch interval should normally start once the first 45 overs have been bowled or on the completion of the first innings. The duration is to be approximately 30 minutes. The lunch break can be shortened with the agreement of the Umpires and two captains. 12) Batting a) Retirements - batsmen must retire on the stroke of scoring 40 runs. They can return at the end of the innings in the order of retirement. NOTE; 1. Batsmen who have retired may return, unless they have Retired Hurt in accordance with the Rules of Cricket. 2. Retired batsmen will be deemed ‘Retired Not Out’ for the purpose of calculating wickets lost in an innings. b) Substitute Runners. Injured batsmen will be entitled to have a runner if injured during the match in progress . 13) Bowling Restrictions (1) A Minimum of 6 Bowlers must be used during each 45 over innings. (2) In a full 45 over match, no player shall bowl more than 9 overs. In a reduced over match no player shall bowl more than 20% of the overs in that innings. A person who finishes an over for an injured bowler shall have that part over count as a full over for the purposes of this playing condition. Unfair Deliveries No Balls (in addition to the normal front & back foot No Ball rules) (1) Any full-toss that clearly arrives or would have arrived above waist height from any bowler as judged from where the batsman takes his stance as if he had been standing erect. The umpire at the bowler’s end is to instantly call and signal No Ball for any such unfair delivery. (2) Any ball that bounces above the shoulder of the batsman in his normal stance shall be called and signalled as a “No Ball”. The square leg umpire can supply assistance to the bowler’s end umpire, however the final decision on whether the delivery is called “No Ball” in (1) & (2) remains solely with the umpire at the bowler’s end. The warning process in the Laws that removes a bowler from the attack for bowling a second waist high full toss shall NOT be applicable in these competitions. The bowler will be no balled for all waist high full tosses but shall not be removed from the attack unless it is the opinion of the umpire that the ball in question that was delivered above waist height was a deliberate act. (3) A ball that lands on the edge of or completely off a synthetic pitch shall be immediately called a No Ball by the umpire at the Bowler’s end. 21
Wides (1) In all Divisions, any off side or high or leg side delivery which in the opinion of the Umpire does not give the batsman a reasonable opportunity to score shall be called a Wide. (2) Bowlers are permitted one leg side delivery in any over if they are not called wide. Any further leg side deliveries after the first leg side delivery irrespective of width will be called a Wide. 14) Fielding Restrictions. 1. At all times there are to be no more than 5 fielders on the leg side. 2. At all times there are to be no more than 6 boundary fielders. 3. At all times there are to be at least 3 fielders other than the wicketkeeper placed within an imaginary line halfway to the boundary. The umpires are to adjudicate on this and to call No Ball if necessary if this restriction is breached. 15) Match Results a) The organising committee shall provide the methodology for MY Cricket input and any Match result Sheets required 22
