Maendy Primary School - Torfaen County Borough Council 1.1 INTRODUCTION This Design and Access Statement has been prepared by Austin-Smith:Lord for the design of a replacement 420 place primary school, 30 place nursery and ALN assessment centre, as well as a Flying Start and Childcare unit on the site of the existing Maendy Primary School in Cwmbran. The proposed development will significantly improve the education provision for this part of Cwmbran, providing a facility for the community that will ensure future generations have enhanced opportunities for learning. The innovative brief looks to incorporate elements into the design that provide benefit to the local and wider environment, including sustainable drainage and biodiversity boosting landscape elements, integrated within the wider building design. These elements will emphasise to the pupils coming through the school the importance of protecting our natural environment, instilling a sense of respect and understanding for the world in the children from a young age. The new school is required to meet the Passivhaus Low Energy Building Standard and achieve a BREEAM rating of ‘Excellent’. Maendy Primary School - Torfaen County Borough Council 2.1 TARGET SCHEDULE OF ACCOMMODATION The target schedule of accommodation has been based on the BB99 baseline for a 420 pupil JMI school, with additional spaces allocated to the Flying Start unit and ALN Assessment Centre. This has also been cross-referenced and compared to the BB103 guidance. Space provision was reviewed on a number of occasions with the client and stakeholders to agree the requirements. The total recommended gross area for a school without nursery under BB99 is 2212m2 as per the adjacent table. The nursery provision calculated as per BB99 brings the recommended area up to 2330.5m2 The supplementary areas required by the school were estimated to add up to just under 80m2, bringing the recommended total internal floor area of the school to 2410 m2 . The brief also requires a Flying Start unit, which was estimated to require approximately 330m2 of internal floor area. These can be seen in the colour coding of the Schedule of Accommodation on the previous page. MAIN SCHOOL Entrance Hall Careful planning of these zones is highly important within a primary school, ensuring pupils of similar age groups are + community use kept together, and given ample space in which to learn and play. Maendy Primary School - Torfaen County Borough Council 3.4 CHARACTER OF THE NEIGHBOURHOOD CHARACTER OF THE NEIGHBOURHOOD The area local to Maendy Primary School is characterised by a nearby housing estate primarily comprising two-storey terraced houses dating from the 1960s. The houses in this estate are mainly brown brick, though there are some examples of render, paint or pebbledashing. A few of the terraces to the northern end of the estate are in red brick. The dwellings on Station Road - which runs East-West along the top of the estate - are older, with examples built using grey pennant stone and buff brick dating from the 1900s. Maendy Primary School - Torfaen County Borough Council 3.5 PUBLIC TRANSPORT & PARKING PROVISION The site is located in close proximity to Cwmbran train station as well as the town’s main bus terminus. There are a number of 5 minute bus stops within a 5 minute walk from the site, and the routes walk / connecting the public transport links are pedestrian friendly. 400m There is currently a problem with school-related parking in the residential area to the north-east of the site. This will be addressed in the proposals through a new access road off Maendy Way, the provision of on-site vehicular parking as well as cycle hoops to encourage sustainable modes of transport. Maendy Primary School - Torfaen County Borough Council 3.7 FLOODING The adjacent map shows data from Natural Resources Wales’ Flood Risk Map viewer. The map illustrates that the north portion of the site is currently in a high risk area for flooding from rivers. The flooding consultant JBA has undertaken a Flood Consequences Assessment (FCA) to inform the development, and have provided advice in terms of flood risk, flow of water across the site, and proposed finished floor levels of the building. This assessment has been submitted as part of this application and provides further information on the flood consequences relating to the development. The new scheme will include SUDS strategies in accordance with the Flood and Water Management Act 2010, and the proposals submitted to the SAB for approval. 20

A subsequent exercise in planning the internal spaces revealed that the Flying Start unit was unlikely to sit well within the footprint school, due to the requirement for ground floor access, and an already ‘bottom-heavy’ school layout in terms of a ground floor / first floor split. Maendy Primary School - Torfaen County Borough Council 5.3 AMOUNT AND SCALE - SCHOOL BUILDING Overall Massing The context and constraints of the site have had a strong influence on the size and scale of the development, in accommodating the required spaces on a tight and challenging site. The proposal creates approximately 2518 m2 of Gross Internal Floorspace, across two levels, with the Ground floor creating 1409 m2, and the First floor creating 1109 m2. The building is two storeys throughout, however, due to the smaller space requirements at first floor, there is a void above the ground floor kitchen area. The compactness requirements of the Passivhaus Standard have influenced the decision to avoid single storey or lean-to components within the design. The building has a simple roof profile, with two shallow pitch roof elements and overhanging eaves. Clerestorey windows to the central internal spaces are also provided. Maendy Primary School - Torfaen County Borough Council 5.7 APPEARANCE - SCHOOL BUILDING Building Appearance Due to the requirements of the Passivhaus Standard, the school building has a simple form and avoids wherever possible the use of projecting elements or indents/alcoves. The windows are sized and arranged to make use of solar gain in the winter while mitigating the risk of overheating in the summer. Windows are also designed to avoid any unnecessary mullions or transoms, as this ensures that the thermal performance of the unit is optimised. The design includes louvred panels in front of openable windows to enable natural ventilation at night time without compromising the security of the building. Shading is provided primarily by overhanging eaves and freestanding canopies at ground floor level, however there are a few locations where brise soleil have been included over windows due to the localised absence of other shading features. A palette of materials has been chosen to provide a timeless and elegant appearance, with variety added through the use of colour and detailing in selected areas. The main hall at the west end of the building will appear as a contrast to the rest of the school, with the aim of creating a point of interest and enhancing the design’s legibility. It is the intention for all window frames, window surrounds, brise soleil, canopy frames and rainwater goods to be finished in a mid-grey colour in order to compliment the standing seam metal roof and not detract from the impact of the other materials in the scheme. The quality of materials and detailing will ensure the status of the building as a design exemplar within the local area. 36
Maendy Primary School - Torfaen County Borough Council 5.8 PLACEMAKING Planning Policy Wales 10 places a focus on the idea of ‘Placemaking’ as a marker of good design, and defines it as the following: “Placemaking” is a holistic approach to the planning and design of development and spaces, focused on positive outcomes. It draws upon an area’s potential to create high quality development and public spaces that promote people’s prosperity, health, happiness, and well being in the widest sense. Placemaking considers the context, function and relationships between a development site and its wider surroundings. ... ... Placemaking adds social, economic, environmental and cultural value to development proposals resulting in benefits which go beyond a physical development boundary and embed wider resilience into planning decisions.” There are clear aims to ensure that the facility actively complements the surrounding area, and promotes a healthier and happier lifestyle through its use. Through the opening up of some school facilities to community use, the local residents will experience additional benefits. There are also placemaking advantages with the sustainable drainage scheme proposed, which seeks to manage the speed at which rainwater enters the drains, and to naturally filter the water itself through the use of bioretention planting beds and water gardens. As this is achieved with visible swales, the measures in which we are sustainably managing rainwater can serve as an educational tool for the local community, as well as promoting prospective developments in the area to follow the same measures. The site itself is located in an area with excellent public transport links, which ensures that it is sufficiently accessible by a wide variety of means and will continue to be so, long into the future. Finally the appearance, and materiality, will serve as a quality marker for the area. High quality materials and finishes will be specified to enhance sense of place and hopefully promote the same in nearby developments in the future. 37

The choice of external finishes has also been influenced by information received from the LCA (embodied carbon) assessments of different cladding options undertaken my MM Sustainable Design. This analysis assumed the main wall structure to be timber frame with cellulose blown insulation.
