The Social Care Workforce Development Partnership (SCWDP)
The Council has established a joint Social Care Workforce Development Partnership whose membership
and function is identified in our communication plan:

The Partnership is structured without formal representation as it is open to all registered providers in
Wrexham

The overarching priorities of the partnership are:

     “To work together in partnership in order to provide high quality, care sector services for the
     people of Wrexham.”

The key objectives are:

     y To raise the profile of the care sector, internally and externally

     y To co-ordinate training and development opportunities

     y To share good practice e g around recruitment and retention

     y To increase access to training funds

     y To identify the specific workforce issues for Wrexham – short/medium and long term

     y To share information/provide co-ordinated response to consultation papers

     y To respond to workforce initiatives

The Partnership continue to identify access to qualifications and short courses as a priority We will
continue to invest in the provision of training and Health and Social Care qualifications to support the
sector

Social Care Workforce Development Plan
The local plan has been developed using the information gathered from annual Training Needs Analysis
(TNA) from the Partnership Please see Appendix A (Adults) and Appendix B (Children’s)

On approval the Plan and brochure detailing training events is sent to all members electronically and

Resources
The Council has a Workforce Development Service for its social services function The delivery of the
SCWDP is part of the remit for this service Wrexham County Borough Council continues to invest
in the training and development of the workforce as they see this as a priority area This links to the
‘Organisation’ element of the Council Plan “to build an eficient and efective organisation that can best
support local well-being”

The indicative training support programme from the Social Care Wales is £441,696 Wrexham is one
of the few Local Authorities who continue to invest additional resources to support the grant over and
above its mandatory 30%

Collaborative Working Arrangements and Emerging Best
Practice which support skills for frontline social care workers
As the Council re shapes its services to respond to financial pressures and changing needs there are
opportunities to improve eficiencies and explore further collaboration in workforce development across
North Wales

The social care sector is a diverse sector and local needs may vary Training delivery needs to be able to
respond to this and consider what can be done locally, regionally and sub-regionally

It is necessary to take account of the following in developing the appropriate delivery model:

     y Social Services and Well-Being (Wales) Act 2014

     y Regulation and Inspection of Social Care (Wales) Act 2016

     y Regional/sub regional services and their access to Workforce Development

     y The provision of specialist training to small groups including Social Workers

     y Response to government policy initiatives or new legislation

     y Eficiencies using the purchasing power of several Local Authorities

     y Partnerships with other training providers in particular Coleg Cambria and Glyndŵr

     y The Council Plan and priorities “to build an eficient and efective organisation that can best
       support local well-being”

     y The Corporate Organisational Development Workforce Strategy (ODWS)

Partnership Working
Collaboration depends on the needs of the workforce In Wrexham our focus has been to support
the sector with delivery of the All Wales Induction Framework (AWIF) and embed the new Health &
Social Care qualifications Having primarily targeted domiciliary providers, we are also encompassing
the residential services, to prepare them for mandatory registration in 2022 We continue to arrange
information events for sector managers Our intention is to support the further development of work-
based Learning and Development Representatives across all services, for them to lead on the delivery
and coordination of training and development within their own teams

Communities at Work
Our partnership working with Communities at Work continues, although Covid-19, has delayed delivery
of the “Introduction to a career in Health and Social Care” programme to unemployed people in
Wrexham Our partners at Communities at Work have confirmed continuing interest from individuals
living in Wrexham to attend this course It is hoped that easing of restrictions will enable us to reschedule
dates for delivery, and ultimately help us to continue supporting much needed recruitment within the
social care sector

Learning and Development Representatives
We intend to adapt the ‘Introduction to Trainer Skills’ programme so that we are able to deliver
the training via virtual platforms This will help to increase the number of L&D Representatives at

management and senior levels to gain the relevant skills to deliver in-house training and better support
their staf through the induction process It will enable more provider services to become self-suficient in
meeting some of their own training needs

For those Learning and Development Representatives who have already completed the Introduction to
Trainer Skills, we have taken a “Train the Trainer” approach to introduce them to training programmes,
such as medication administration During each session, the L&D Representatives are introduced
to the resources and tools they will use to deliver their own in-house training These virtual sessions
will continue to be ofered throughout the year, and priority will be given to staf training needs
communicated to us by the L&D Representatives

New qualifications
We have planned the delivery of the new core qualification and the teaching elements that are required
as a key part of the qualification In response, the assessment team have developed a range of teaching
resources to cover individual elements within the core qualification These consist of short presentations
and accompanying activities to support and evidence learning It is intended for assessors to deliver
these short sessions (approximately 1 hour in duration) to small groups of learners undertaking the
qualification This will promote peer learning although delivery to individual learners will also be ofered

The sessions cover all aspects of the core qualification including relevant legislation and national
policies, Code of Professional Practice, rights based approaches, advocacy, Welsh language and culture,
communication, well-being, pressure care, personal care, end of life care, nutrition and hydration,
medication administration, sensory loss, dementia, professional practice, safeguarding and health and
safety within social care

A similar approach will be taken with delivery of the Level 4 Preparing for Leadership and Management
qualification, this will consist of a more structured programme to accommodate the higher level of
learning, which is required at level 4 The programme will consist of a set number of days for delivery,
over a planned timescale of approximately 18 months The taught sessions will cover all elements of the
qualification and will accommodate guided learning for participants to develop knowledge and skills,
which will prepare them for the assessment tasks they will be required to complete

We continue our involvement in the “We Care” group, promoting the Social Care Wales project which
aims to improve recruitment and retention across the Social Care sector We will build on ‘We Care’
week initiative which took place in November 2020 We took part in a film to promote social care careers,
a range of individuals took part including Social Worker, Care Practitioners, Occupational Therapists and
a Manual Handling Advisor

All Wales Induction Framework and registration of Adult Residential Care workforce
In the same way as we supported the domiciliary sector, Workforce Development will continue to
use a number of avenues to inform and support residential managers to prepare staf for mandatory
registration and to fully implement the All Wales Induction Framework This will include attending
relevant provide forums, facilitating briefing sessions and workshops and providing information, such as

the “Guidance for Managers” document we have produced We fully understand the current pressures
that exist because of Covid-19 and the impact this is having on service priorities, so a sensitive approach
will be taken to engage with and support managers over the coming months

Autism
We are working as part of the Welsh Government Workforce Stakeholders consulting on the Code of
Practice on the Delivery of Autism Services (Section 3 - Training) to develop a clear guidance and define
responsibilities of Local Authorities and Health Boards regarding understanding, knowledge and skills
of the people they employ We have developed Autism training following feedback and collaborative
working with Autistic individuals and those who support Autistic individuals in the Wrexham area

Social Work Degree Partnership
Wrexham invests in the Partnership by employing a Staf Development and Training Oficer whose
responsibilities include co-ordination of Practice Learning Opportunities This is seen as a partnership
responsibility, creating opportunities for a sub-regional approach to meet students’ needs

The six leads for each North Wales Local Authority meet regularly to discuss SW education across the
whole sector to ensure a consistent approach, share good practice and respond to identified regional
need We have successfully worked with Bangor and Glyndŵr Universities to develop local (i e North
Wales) provision for Practice Educator qualifications

WCBC is part of a partnership with Chester University to provide Specialist Mental Health training and
qualifications alongside other North Wales LA

We continue to support social workers across the sector to access qualifications, with particular
emphasis on the Graduate Certificate in Social Work Practice, which is now a mandatory requirement of
ongoing registration We have facilitated a “First Year in Practice” group to support newly qualified staf,
as part of our commitment to Social Care Wales “The First Three Years in Practice” Framework We have
been part of the development of a regional approach to common learning outcomes for this group of
staf

Family Group Meetings
We will be working with the children’s sector to develop the ofer of Family Group Meetings to help
families find their own solutions to problems We will be ofering training to our partners to enable them
to conduct successful family meetings in the non-statutory arena thus, hopefully, reducing the need for
statutory child protection interventions

Other informal Partnership working includes:
     y Exploration of training for Informal Carers with Association of Voluntary Organisations in
       Wrexham (AVOW)

     y Joint delivery of training utilising in-house expertise such as Occupational Therapy and Social
       Workers

     y Delivery of specialist training via Betsi Cadwaladr University Health Board (BCUHB) health
       colleagues

     y Commissioning local providers to tailor training to meet sector need

     y Other departments such as Housing, Environmental Health and Health and Safety

e-Learning
We have an extensive catalogue of social care training modules including safeguarding, medication
awareness, infection control, falls prevention, risk assessment, DSE and self-neglect and health and
safety awareness to ofer the sector Close links with Health have been maintained and has resulted
in two falls prevention modules, one for Domiciliary Care and one for Care Homes, being developed
These modules can be used as refreshers or as part of a blended approach to learning, providing some
knowledge on legislation and theory before undertaking more practical learning

We will continue to implement virtual methods of learning and ofer development sessions via zoom,
Microsoft teams and skype The online approach was accelerated in 2020 due to the restrictions of the
pandemic This will support modern ways of working going forward into 2021/22

Community Care Inform (CCI) will continue to be available as an electronic resource to all those
employed within the Council’s Adults and Children’s Social Care

We will explore and deliver digital skills training in partnership with Further Education and the Wales
Union Learning Fund (UK) to support a digitally confident workforce

Evaluation and Performance Management

The outcome and efectiveness of training provided
The achievement of Health and Social Care Qualifications within the social care sector demonstrates
that those individuals are able to deliver a service at a quality recognised by National Occupational
Standards

The immediate outcome and efectiveness of training ofered is assessed by course evaluation
completed by participants

     y Management training – meetings are held with the candidates’ managers to establish/ evaluate
       how their practice has developed

     y Health & Social Care Qualification – Candidates complete evaluation and feedback forms They
       also have an opportunity to meet with the internal and external Quality Assurance Coordinator

     y Number of Health & Social Care Qualifications achieved each year across the sector

     y Numbers and quality of Practice Learning Opportunities for Social Work Students (Reports to
       Senior Management) and to Social Care Wales

     y Post Qualification surveys

     y WCBC employee survey

     y WCBC employee feedback from PRD

     y Feedback from Social Care Wales via Annual Monitoring Reviews of all partnership
       programmes

Annual workforce data collection provides information on numbers of qualified staf within the sector
Managers also provide information on training needs within their service

The Contracts Monitoring team undertake providers’ performance reviews They interview staf,
individuals in receipt of services and their carers Workers provide feedback on their management
support, development opportunities and service delivery Individuals, their carers and families are asked
for feedback on the workforce and quality service delivery

Strategic Direction

   y Align workforce development with A Healthier Wales – workforce strategy for health and
     social care, working with partners to coproduce implementation/delivery plans designed
     around the seven key themes Engaged, motivated and healthy workforce, attraction and
     recruitment, seamless workforce models, building a digitally ready workforce, excellent
     education and learning, leadership and succession, workforce supply and shape

   y The Regulation and Inspection of Social Care (Wales) Act 2016 - We will continue to support
     registered providers to increase levels of qualified staf by ofering training and assessment
     opportunities

   y We will continue to support the implementation of the Health and Social Care All Wales
     Induction Framework

   y Social Care Wales has allocated funding for Local Authorities to increase their numbers of
     sponsored social work students, supporting the “Grow your own” scheme

   y The regional approach to learning outcomes to support the first three years in practice will
     continue to be delivered

   y We will continue to support staf in Social Care Assessor roles to gain the appropriate and
     recommended qualification

   y We will look to develop a framework and career structure to encourage development that
     encompasses these support roles

   y We will maintain the links to the Well-being outcomes in the council plan and the priorities in

      planned to come into force in April 2022

    y Promote and support opportunities for employees to achieve specialist Mental Health
      qualifications

    y To reinvest in opportunities for current employees to gain professional qualifications alongside
      identified need to retain Social Work staf

    y To continue to invest in the Social Services Practitioner qualification

    y Respond to the Workforce Survey Training Needs Analysis returns (detailed on the calendar)
      which include coaching skills for managers, positive risk taking, dementia care and support with
      qualifications

    y Respond to development needs linking to the social care team based at HMP Berwyn

    y To strengthen the use of management oversight; use of chronologies; assessment; working with
      parents; and child-focused outcomes in response to inspection reports

    y Support the development of family group meetings

    y To strengthen the use of reflection in supervision in response to inspection reports

    y To promote e-Learning and other digital methods as a blended approach to workforce
      development

    y Explore and deliver training on Positive Behaviour Support (PBS) for provider services

    y To support developments with the National Fostering Framework Post Approval Learning and
      Development for Foster Carers both to enhance social workers’ skills in supporting this and
      direct work with foster carers

    y To promote the importance of Life Story Work to enhance self-esteem in our Looked after
      Children

    y We are working with the North Wales Safeguarding Board to build social workers’ capacity to
      work alongside the Police in Achieving Best Evidence (ABE)

    y Support our career-progression framework for social workers alongside HR and senior
      managers as part of our wider recruitment and retention strategy

     y To increase capacity for specialist assessments in Harmful Sexual Behaviour and parenting
       capacity of those with a recognised learning disability through use of Parent Assessment
       Manual Software (PAMS)

     y Welsh Language Provision - will continue to be a priority in Wrexham We have provided
       training on the “More than just words” strategic framework for Welsh language services in
       Health & Social Care and specific Welsh language skills training for direct care staf

Occupational Therapist Training
The Occupational Therapy (OT) team will have access to a range of professional courses Covid
restrictions prevented face to face refreshers taking please last year, the OT service have accessed ‘right
sizing care’ seminars The A1 Risk Solutions database with excess of 340 skills videos, knowledge tests
and research papers will continue to support their CPD

As the benefits of single handed care are being recognised we continue to promote it within services as
a whole system approach Occupational Therapists and Manual Handling Trainers are being developed
to ensure that they are confident in applying correct techniques and have knowledge of appropriate
equipment to efectively implement single handed care Training for the OT team will include:

     y Moving & Handling Passport and Key Trainers

     y Complex Paediatric Seating

     y Complex Paediatric Moving and Handling Training

     y Trusted Assessor or BTEC in provision of community equipment

     y Challenging Behaviour/Breakaway Training (Annual Refresher)

     y Train the Trainer Moving & Handling (refresher every two years)

     y Single Handed Care/Care with Dignity

     y Adaptations Training

     y Practice Education

Management training / qualifications
We will continue to ofer management development to the social care sector

Team Manager Development Programme (TMDP)
We continue to invest in this qualification for operational managers and need to monitor retention in this
area Interest in Middle Management programmes has been less successful

Social Work Qualifying Training – Social Work Degree – Supported
Employees
Two employees are currently completing the OU Degree in Social Work, one due to qualify in December
2022 and the other in December 2023 They will be allocated social work roles and will be “matched”
with appropriate practice learning opportunities for levels 2 and 3 They are contracted to remain in their
allocated roles for a two-year period

The Council has committed to spend in excess of £30k to support this training The costs include
University fees and related expenses, as well as financial support for staf replacement The scheme will
be reviewed with both Children’s and Adults services, and we hope to sponsor at least one individual
to commence training this year Consideration will also be given to support individuals currently
engaged with the Degree as “Open” students (i e non sponsored) This year we have also been able to
support students from Universities outside our formally agreed arrangements to further increase our
opportunities to develop the existing workforce, recruit and retain Social Workers

Other Social Work Degree training – “Hosted” Students and Practice Learning
The Council continues to be committed to high quality Practice Learning Opportunities for Social
Work students, and continues to support up to 45 “hosted” students across each level of training
under partnership arrangements with Glyndŵr University Despite the challenges experienced by the
workforce this year, interest in relevant Practice Assessment qualifications has increased alongside
the revised WCBC Social Work job descriptions, supported by applications from the independent and
voluntary sector These all contribute to the range and breadth of learning opportunities available for
students Ongoing commitment to this process can promote skills development for employees, and
gives opportunities for practitioners to gain currency in relation to National Occupational Standards,

Codes of Professional Practice and theoretical perspectives It also creates a network of experienced
practitioners able to support and assess others for the range of post qualification awards The role of
practice Educator has now been removed as an essential element of career progression, so we will need
to monitor any impact of this on our partnership responsibilities and career development

Recruitment of newly qualified staf to permanent and “sessional” positions remains steady, and HR
Workforce Oficers continue to link in with hosted students at each level to promote the council as an
employer

Social Work Post Qualifying Training

Practice Educating Awards
We have funding available to train Social Workers employed by either the Local Authority or other Social
Work/Social Care agencies, to undertake Practice Education Qualifications We have invested heavily in
this training this year, which has enabled us to meet our partnership responsibilities

Consolidation/First 3 Years in Practice
The Council has formalised the process for access to consolidation awards, in line with Social Care
Wales (SCW) “First 3 Years in Practice” document In order to support the newly qualified workforce with
the challenges of this year, our “1st year in Practice” Group piloted last year has increased the frequency
of meetings from quarterly to monthly

The “Porth Agored” Graduate Certificate in Consolidation of Social Work Practice
Developed with the University of Wales Trinity St David’s, this has been available since May 2013, with
Cohorts 16/17 recently registered Partners have been made aware of the formal link with Registration
There are currently 27 Social Workers actively engaged with the programme across two cohorts, with
a further 10-12 registrations anticipated for 2021/22 Workshops have been adapted to be delivered
virtually on a sub-regional basis These workshops are designed in the context of the regionally agreed
outcomes for the first three years in practice as well as Social Care Wales learning outcomes A short
hiatus in activity to accommodate the changes and adjustments in working practice of the past 12
months has now been resolved, and opportunities will resume at two registration points per year from
October 2021

Mental Health and Best Interest Assessor (BIA)
The Council continues to engage with the Cheshire Approved Mental Health Practitioner (AMHP)
Partnership for the Mental Health Award at Chester University Two employees commenced the January
2020 programme, and are being supported to access a revised programme of practice to accommodate
the challenges of the past 12 months, which have significantly impacted on access to essential learning
opportunities Support from our partner agencies has been particularly welcome, with the ofer of a

placement from Flintshire to support candidates in EDT Interest in the “pre AMHP” module remains
healthy, however due to the dificulties accessing appropriate practice opportunities, applications for
further AMHP and pre AMHP training are on hold until our current student’s situation is resolved We will
potentially need to increase our investment in these programmes once this is achieved
